kg <strong>of</strong> cassiterite at the m<strong>in</strong>e <strong>of</strong> Mwame Mokota. 133 It has even been reported that disputes have<br />

broken out between FARDC elements from the 7 th (Maniema) and 10 th Military Regions (South<br />

Kivu) over control <strong>of</strong> the m<strong>in</strong>es.<br />

Alongside the FARDC’s extortions, other state services, <strong>in</strong>clud<strong>in</strong>g elements <strong>of</strong> the Police<br />

Nationale Congolaise (PNC), Direction Générale des Migrations (DGM), Agence Nationale de<br />

Renseignement (ANR) and others are said to harass and extort civilians <strong>in</strong> the m<strong>in</strong><strong>in</strong>g town <strong>of</strong><br />

Kasese. 134<br />

Forces <strong>of</strong> the FDLR/Mayi-Mayi Cheka coalition have also launched regular <strong>in</strong>cursions <strong>in</strong>to Kasese<br />

s<strong>in</strong>ce Kimia II. Babira Bakwame sector <strong>in</strong> Punia has witnessed an <strong>in</strong>crease <strong>in</strong> FDLR <strong>in</strong>cursions,<br />

<strong>in</strong> coalition with the Mayi Mayi Cheka, from Walikale territory, North Kivu. 135 In Kasese, this<br />

rebel alliance restricts its activities to pillag<strong>in</strong>g the m<strong>in</strong>eral stocks present at almost all m<strong>in</strong><strong>in</strong>g<br />

sites. 136 In February, it was considered responsible for loot<strong>in</strong>g the D25 m<strong>in</strong>e <strong>in</strong> Nkumwa, burn<strong>in</strong>g<br />

down a large number <strong>of</strong> huts, kill<strong>in</strong>g two soldiers, captur<strong>in</strong>g a tonne <strong>of</strong> cassiterite and abduct<strong>in</strong>g<br />

50 civilians to carry it. 137 An FDLR <strong>in</strong>cursion <strong>in</strong> early May <strong>in</strong> the Kalenda m<strong>in</strong>e resulted <strong>in</strong> the<br />

abduction <strong>of</strong> 450 civilians and the loot<strong>in</strong>g <strong>of</strong> two tonnes <strong>of</strong> cassiterite. 138<br />

Maiko National Park<br />

<strong>The</strong> southwestern zone <strong>of</strong> the Maiko National Park, which extends over the prov<strong>in</strong>ces <strong>of</strong> Maniema,<br />

Prov<strong>in</strong>ce Orientale and North Kivu, lies <strong>in</strong> Lubutu territory.<br />

In Lubutu, there is fierce fight<strong>in</strong>g between the FARDC, General Mando’s Simba rebels, the FDLR<br />

and Mayi Mayi for control <strong>of</strong> several <strong>of</strong> the m<strong>in</strong><strong>in</strong>g sites <strong>in</strong> and around the park. <strong>The</strong> security and<br />

human rights situation is reported to have seriously deteriorated s<strong>in</strong>ce December 2009 follow<strong>in</strong>g<br />

the <strong>in</strong>creased FARDC presence <strong>in</strong> the territory.<br />

<strong>The</strong> Simba rebels have been present <strong>in</strong> Maiko park for over 40 years. <strong>The</strong>ir political motivation has<br />

dw<strong>in</strong>dled over time and it seems the exploitation <strong>of</strong> the park’s natural <strong>resource</strong>s now constitutes<br />

their ma<strong>in</strong> rationale. <strong>The</strong> Simbas reportedly control the access to gold, diamonds, coltan and<br />

cassiterite m<strong>in</strong>es <strong>in</strong> Maiko, and force creuseurs to pay illegal taxes. Dur<strong>in</strong>g an IPIS field visit <strong>in</strong><br />

October 2009, the prov<strong>in</strong>cial authorities stated that, due to the remoteness <strong>of</strong> the areas <strong>of</strong> the<br />

park <strong>in</strong> which the rebels operate, they considered the Simbas an ‘environmental’, rather than<br />

humanitarian hazard.<br />

<strong>The</strong> situation has changed dramatically s<strong>in</strong>ce fierce fight<strong>in</strong>g occurred between FARDC and the<br />

Simba rebels <strong>in</strong> December 2009. <strong>The</strong> security situation has especially deteriorated between Bitule<br />

and Osso, <strong>in</strong> the villages along the road between Lubutu and Walikale (such as Obogena, Amisi,<br />

Salibollo, Mungele K<strong>in</strong>gombe and Kapuluma). Reportedly, the population <strong>in</strong> this area, east <strong>of</strong> Bitule<br />

collectivité, is for the most part supportive <strong>of</strong> the Simbas s<strong>in</strong>ce the rebellion’s leader, General Mando,<br />

was born <strong>in</strong> Mungele. 139 In this area, there has been violence aga<strong>in</strong>st the local population by the<br />

FARDC’s 104 th Battalion <strong>of</strong> the 10 th Brigade <strong>of</strong> the 9 th Military region <strong>of</strong> Kisangani 140 , which accuse<br />

them <strong>of</strong> cooperat<strong>in</strong>g with the rebels. Accord<strong>in</strong>g to local authorities, 8,000–10,000 civilians have been<br />
