Although the table conta<strong>in</strong>s detailed numbers, they cannot be trusted sufficiently to draw any<br />
conclusions (see BOX 4). In the <strong>in</strong>troduction <strong>of</strong> this report it was expla<strong>in</strong>ed that the causes <strong>of</strong><br />
unreliable data are lack <strong>of</strong> <strong>in</strong>formation, the <strong>in</strong>capacity <strong>of</strong> state services and a lack <strong>of</strong> coord<strong>in</strong>ation<br />
between the stakeholders <strong>in</strong>volved. An additional factor is the that many actors, <strong>in</strong>clud<strong>in</strong>g some<br />
<strong>in</strong> state agencies, have an <strong>in</strong>terest <strong>in</strong> undervalu<strong>in</strong>g the m<strong>in</strong>erals traded for tax-evasion purposes.<br />
This view is shared by the former head <strong>of</strong> Maniema’s Division des M<strong>in</strong>es who denounced the<br />
<strong>in</strong>competence <strong>of</strong> his former employer, allegedly caused by the unauthorised <strong>in</strong>terference <strong>of</strong> former<br />
governor, Didier Manara L<strong>in</strong>ga. 76 In the same letter he highlighted corruption and nepotism as<br />
problems <strong>in</strong> the prov<strong>in</strong>ce’s m<strong>in</strong><strong>in</strong>g sector.<br />

A detailed explanation <strong>of</strong> why the Maniema statistics on m<strong>in</strong><strong>in</strong>g are unreliable<br />
<strong>The</strong> unreliability <strong>of</strong> statistics becomes clear when compar<strong>in</strong>g figures <strong>in</strong> the table above. For example,<br />
CEEC records 21.71 carats <strong>of</strong> diamonds produced for 2007 and 40.8 carats for 2008. SAESSCAM<br />
reports that no more than 6.75 carats were produced <strong>in</strong> 2008, while the Division des M<strong>in</strong>es reports 686<br />
carats for 2009. Similar differences can be found <strong>in</strong> the figures for other m<strong>in</strong>erals.<br />
<strong>The</strong> gap between recorded and actual m<strong>in</strong>eral production is further illustrated by UN observations <strong>in</strong><br />
Kasese, Punia territory. Some five to eight flights a day carry Kasese’s m<strong>in</strong>eral output, largely cassiterite,<br />
from a 1,200-metre-long airstrip, n<strong>in</strong>e km south <strong>of</strong> Kasese town. Based on an estimated weightload <strong>of</strong><br />
two tonnes per rotation, some 10–16 tonnes <strong>of</strong> m<strong>in</strong>erals are flown out <strong>of</strong> Kasese every day – 300,000–<br />
540,000 kg per month – which contrasts sharply with <strong>of</strong>ficial annual production for the prov<strong>in</strong>ce as a<br />
whole. 77<br />
This enormous discrepancy is confirmed by Sakima, the state-owned company responsible for the<br />
old Som<strong>in</strong>ki cassiterite concessions. Its director states that Kalima alone produces 100–120 tonnes <strong>of</strong><br />
cassiterite per month. 78<br />
Maniema’s former m<strong>in</strong><strong>in</strong>g division head <strong>in</strong>dicates that a similar discrepancy exists <strong>in</strong> gold report<strong>in</strong>g. Kama<br />
and Bikenge, he claims, produced more than 300 kg <strong>of</strong> gold <strong>in</strong> 2009, and Kampene more than 100 kg. 79<br />
Similar <strong>in</strong>consistencies can be observed <strong>in</strong> the figures for the number <strong>of</strong> creuseurs work<strong>in</strong>g <strong>in</strong> the<br />
Maniema prov<strong>in</strong>ce. Accord<strong>in</strong>g to SAESSCAM, there are 11,124 80 artisanal m<strong>in</strong>ers, whereas the Division<br />
des M<strong>in</strong>es recorded 7,071 artisanal m<strong>in</strong>ers. 81 <strong>The</strong>se figures refer only to registered creuseurs. It is<br />
estimated that there are 150–200,000 unregistered m<strong>in</strong>ers <strong>in</strong> the prov<strong>in</strong>ce. 82<br />
2.2 M<strong>in</strong><strong>in</strong>g sites <strong>in</strong> Maniema<br />
Artisanal m<strong>in</strong>ers extract diamonds, gold and cassiterite ore <strong>in</strong> Lubutu territory. To the west <strong>of</strong><br />
Lubutu town this occurs <strong>in</strong> a relatively secure environment, but there is a high level <strong>of</strong> militarisation<br />
<strong>in</strong> the eastern part <strong>of</strong> the territory, with FARDC present <strong>in</strong> numbers. Simba rebels are reportedly<br />
present at m<strong>in</strong><strong>in</strong>g sites <strong>in</strong> Maiko National Park, discussed <strong>in</strong> 2.4.<br />
Many small gold-m<strong>in</strong><strong>in</strong>g sites, with no more than a few hundred creuseurs, are spread across<br />
the north <strong>of</strong> the territory. Larger m<strong>in</strong><strong>in</strong>g sites exist to the south and southeast <strong>of</strong> Lubutu town.<br />
