<strong>The</strong> subsequent redirection <strong>of</strong> trade has generated more tax revenues for Lubumbashi and<br />
strengthened its control over remote m<strong>in</strong><strong>in</strong>g areas, possibly reduc<strong>in</strong>g the power <strong>of</strong> local<br />
strongmen. Channell<strong>in</strong>g most <strong>of</strong> the trade through a s<strong>in</strong>gle company br<strong>in</strong>gs some clarity to an<br />
opaque situation where a plethora <strong>of</strong> middlemen <strong>in</strong>tervened, and may <strong>of</strong>fer an opportunity to<br />
reduce local corruption. <strong>The</strong> other side <strong>of</strong> the co<strong>in</strong> is that négociants and transporters are almost<br />
forced out <strong>of</strong> the trad<strong>in</strong>g cha<strong>in</strong>. This has created real tension s<strong>in</strong>ce the négociants, who paid for a<br />
yearly licence to buy and sell m<strong>in</strong>erals, now f<strong>in</strong>d they are barred from the most productive m<strong>in</strong><strong>in</strong>g<br />
sites. Meanwhile little will change for the creuseurs (artisanal m<strong>in</strong>ers) and the local population.<br />
Although MMR has certa<strong>in</strong> social obligations that are <strong>in</strong>cluded <strong>in</strong> its contract with the prov<strong>in</strong>cial<br />
M<strong>in</strong>ister <strong>of</strong> M<strong>in</strong>es, it seems these are not its priority.<br />
<strong>The</strong> trad<strong>in</strong>g routes have also changed and except for gold they have become rather clear. In<br />
general, most cassiterite is transported by road to Lubumbashi, and most coltan is trucked to<br />
Kalemie.<br />
One difference that dist<strong>in</strong>guishes Northern Katanga from the Kivu prov<strong>in</strong>ces is that, apart from<br />
a small FDLR presence <strong>in</strong> the northeast, the local m<strong>in</strong><strong>in</strong>g sector does not suffer from <strong>in</strong>terference<br />
from armed groups. Nevertheless security <strong>in</strong>cidents are common <strong>in</strong> m<strong>in</strong><strong>in</strong>g areas, and are <strong>of</strong>ten<br />
due to misbehaviour by FARDC soldiers or other armed <strong>of</strong>ficials.<br />
It is clear from the above that <strong>in</strong>ternational companies will f<strong>in</strong>d it easier to carry out due diligence<br />
efforts <strong>in</strong> Northern Katanga than <strong>in</strong> the Kivu prov<strong>in</strong>ces. Although some m<strong>in</strong>es are very remote<br />
and some security problems persist, a test run is absolutely possible at a large number <strong>of</strong> selected<br />
sites.<br />
Moreover, the few exist<strong>in</strong>g statistics <strong>in</strong>dicate that the production <strong>of</strong> m<strong>in</strong>erals, especially coltan, is<br />
highly promis<strong>in</strong>g <strong>in</strong> the southern part <strong>of</strong> the Kivu h<strong>in</strong>terland, add<strong>in</strong>g to <strong>in</strong>centives for companies<br />
to carefully monitor their supply cha<strong>in</strong> <strong>in</strong> this region and isolate it from those <strong>in</strong> other areas.<br />
A necessary precondition for credible due diligence, however, is a clearer stand on how to deal<br />
with the human rights violations committed by FARDC troops.
