newcomers are well-established Kivu trad<strong>in</strong>g houses, such as Panju and Global M<strong>in</strong><strong>in</strong>g Company<br />

(GMC). 49 Officially, the Katangan authorities welcome the new comptoirs, but the Kivutians say<br />

they face regular harassment and are unsure whether to keep their shops open.<br />

As for the competition over the coltan the Prov<strong>in</strong>cial M<strong>in</strong>ister <strong>of</strong> M<strong>in</strong>es earmarked for MMR,<br />

the Bashi traders have not yet given up. <strong>The</strong> traders’ union <strong>in</strong> Kisengo, <strong>in</strong> particular, has<br />

started a multi-faceted lobby<strong>in</strong>g campaign. More than 20 Kisengo traders have signed a memo<br />

to denounce what they call ‘Toute politique mercantiliste favorisant les <strong>in</strong>diens au détriment<br />

des nationaux’ (‘All mercantilist policies favour<strong>in</strong>g Indians to the detriment <strong>of</strong> local people’). 50<br />

In the same document, they call for the liberalisation <strong>of</strong> the Katanga m<strong>in</strong>eral trade and MMR’s<br />

withdrawal from the m<strong>in</strong><strong>in</strong>g sites. <strong>The</strong>se traders are well-organised and plan further actions<br />

to rally support to their cause, such as appeal<strong>in</strong>g to the government <strong>in</strong> K<strong>in</strong>shasa. 51 However,<br />

their efforts have yet to bear fruit.<br />

A possibly related development is the establishment <strong>of</strong> an <strong>of</strong>fice <strong>in</strong> Kalemie by T.T.T., a comptoir<br />

based <strong>in</strong> the Kivus.<br />

Current transport routes<br />

Prior to the MMR contract almost all coltan from Nyunzu and Kalemie territories headed for the<br />

Kivu prov<strong>in</strong>ces. S<strong>in</strong>ce then, export routes have become uncerta<strong>in</strong>. Bashi traders still try to f<strong>in</strong>d<br />

their way to the comptoirs <strong>in</strong> Bukavu, but are subject to strict controls at the m<strong>in</strong><strong>in</strong>g sites and at<br />

Po<strong>in</strong>t 25, the junction 25km from Kalemie that po<strong>in</strong>ts the way to Bendera and South Kivu. As<br />

noted above, some coltan may still transit through Kongolo.<br />

Dur<strong>in</strong>g several conversations <strong>in</strong> Kalemie, MMR managers claimed they had recently exported<br />

a first shipment (52 tonnes <strong>of</strong> coltan and 22 tonnes <strong>of</strong> t<strong>in</strong>) over Lake Tanganyika to the port<br />

<strong>of</strong> Pulungu, Zambia, from where it was headed to Durban, South Africa. 52 When asked why<br />

they did not ship the cargo to the much closer port <strong>of</strong> Kigoma, Tanzania, MMR represenatives<br />

said they were seek<strong>in</strong>g to avoid any confusion with “blood m<strong>in</strong>eral” supply cha<strong>in</strong>s from the<br />

Kivus, which tend to transit through Dar-es-Salaam, Tanzania. 53 This claim, however, was<br />

contradicted by the cargo’s shipp<strong>in</strong>g documents, which <strong>in</strong>dicated a f<strong>in</strong>al dest<strong>in</strong>ation <strong>of</strong> Dar-es-<br />

Salaam.<br />

<strong>The</strong> route taken by MMR cassiterite from Central Katanga also co<strong>in</strong>cides with the Kivu traders’<br />

m<strong>in</strong>erals <strong>in</strong> Tanzania. After transport from Manono, Malemba Nkulu, Mitwaba and Bukama to<br />

Lubumbashi by road or tra<strong>in</strong> (from Luena) – and on receipt <strong>of</strong> the <strong>of</strong>ficial paperwork – MMR<br />

cassiterite goes to Dar-es-Salaam from where it is shipped to the Malaysia Smelt<strong>in</strong>g Corporation. 54<br />

Its local competitor, Global M<strong>in</strong><strong>in</strong>g Company, uses the same route: Lomami-Lubumbashi-Dar-es-<br />

Salaam-Malaysia Smelt<strong>in</strong>g Corporation. 55<br />

1.4 Presence <strong>of</strong> armed groups and human rights violations<br />

<strong>The</strong>re has been almost no rebel activity <strong>in</strong> Northern Katanga s<strong>in</strong>ce 2007, much less open warfare,<br />

but uniformed men cont<strong>in</strong>ue to cause security problems and commit serious human rights violations<br />

at m<strong>in</strong><strong>in</strong>g centres <strong>in</strong> Nyunzu and Kalemie. Of the several groups that have been identified, many<br />

are FARDC units. FARDC troops from Kalemie, Kongolo and Nyunzu are posted at several<br />
