Loadings in thousands of pounds annually are extrapolated from the volume and concentration measurements, with the rates listed above applied. Users are given a credit for real estate taxes paid to the District multiplied by the O, M&R factor. METROPOLITAN WATER RECLAMATION DISTRICT OF GREATER CHICAGO 2009 BUDGET PROPERTY TAX BASE The Metropolitan Water Reclamation District of Greater Chicago receives the majority of its income from local real estate taxes. Taxes are collected by the Cook County Treasurer based on property values established by the Cook County Assessor. North, South and City of Chicago townships are reassessed on a three year rotation.
