BUDGET FOREWORD
This section introduces the budget with explanations of the organization and structure of the District's Budget. It also
presents an overview of the substance of the 2009 Budget. It includes the following:

In the Transmittal Letter from the President and the Chairman of the Committee on Budget and
Employment / Budget Highlights, major policies, initiatives, changes, and other significant features of
the Final 2009 Budget are presented. This is followed by a statement of District Operational Goals and
Accomplishments; a Narrative on Major Issues, Policy, and Program Changes; and the Budget
Highlights. It is in these sections that broad policy, program objectives, and operational
accomplishments are defined.
In Financial Policies, Objectives, and Accomplishments, an overview of the financial guidelines and
accomplishments of the District is presented.
The Strategic Planning, Policy Development, and the Budget Process describes planning, policy
development, and the total Budget process. The detailed Budget process is presented in 12 clearly
stated steps with a flowchart of the Budget cycle.
The Annual Appropriation Ordinance gives legal effect to the entire Budget document as enacted into
law by the Board of Commissioners under authority of the Illinois Compiled Statutes. It includes an
explanation of the crosshatch (#) symbols used with some personnel positions within the Budget,
indicating restrictions on the filling of these positions.
