Hal gave a brief overview <strong>of</strong> <strong>RTCA</strong>, <strong>the</strong> general processes and <strong>the</strong> committee workspace.<br />
Jarrett provided a brief overview <strong>of</strong> <strong>the</strong> FAA groups whose activities and expertise were relevant to this<br />
group. He touched on <strong>the</strong> Aircraft Certification Directorate (AIR), Flight Standards (AFS), and Air<br />
Traffic Organization’s PBN Integration (AJV) and Navigation Services (AJW) groups. Additional,<br />
NextGen support is expected to be as needed from <strong>the</strong> advanced concepts and technology development<br />
(ANG-C) with regard to <strong>the</strong>ir 4DFMS research and Wind/TBO projects.<br />
Dave reviewed <strong>the</strong> meeting plan and noted that it would be adjusted as we go along. The primary<br />
objective was to get a better bound on <strong>the</strong> scope <strong>of</strong> issues, <strong>the</strong> steps <strong>the</strong> committee would take and <strong>the</strong><br />
TOR schedule and deliverables. The big challenge besides producing a MASPS and MOPS, was to get a<br />
clear picture <strong>of</strong> <strong>the</strong> updates needed to <strong>the</strong> document and <strong>the</strong> scope <strong>of</strong> any new material that will be added.<br />
In producing <strong>the</strong> updated documents, <strong>the</strong> efficient use <strong>of</strong> committee time in its efforts will matter. Dave<br />
indicated that this means that committee expertise will be focused on <strong>the</strong> key issues and that nominal<br />
editorial changes will be undertaken separately. Given this approach <strong>the</strong> committee will still have a say<br />
on all aspects <strong>of</strong> <strong>the</strong> document contents.<br />
PBN, NextGen, and <strong>the</strong> Relationship to Navigation Standards – Mark<br />

Mark is <strong>the</strong> manager <strong>of</strong> AFS-470 – operational implementation <strong>of</strong> PBN in flight deck. Mark Steinbicker<br />
is also <strong>the</strong> US lead to ICAO PBN study group. Mark summarized some <strong>of</strong> <strong>the</strong> historical and context<br />
aspects <strong>of</strong> PBN. He started by illustrating <strong>the</strong> broad array <strong>of</strong> applications <strong>of</strong> RNAV and RNP in <strong>the</strong><br />
