After brief introductions, Dave reviewed the agenda. He noted that the agenda was now more detailed than the general announcement, and pointed out that the expectation was that work would commence this week, noting the current scheduled due date of June 13 , 2013 for the committee deliverables. No changes were made to the agenda and it was approved by the committee. During the meeting session, adjustments were made to stay in plenary, rather than the planned breakouts, to get a group understanding of the issues, plans of actions and next steps. (listed above) Overview: RTCA, FAA, Committee – Hal Moses, Jarrett Larrow and Dave Nakamura Powerpoint: “SC-227 New Committee - RTCA Briefing - mjhem.pptx , SC227-FAA Involvement.pptx and SC227 Meeting 1 Agenda and Work Plan R1” Hal gave a brief overview of RTCA, the general processes and the committee workspace. Jarrett provided a brief overview of the FAA groups whose activities and expertise were relevant to this group. He touched on the Aircraft Certification Directorate (AIR), Flight Standards (AFS), and Air Traffic Organization’s PBN Integration (AJV) and Navigation Services (AJW) groups. Additional, NextGen support is expected to be as needed from the advanced concepts and technology development (ANG-C) with regard to their 4DFMS research and Wind/TBO projects. Dave reviewed the meeting plan and noted that it would be adjusted as we go along. The primary objective was to get a better bound on the scope of issues, the steps the committee would take and the TOR schedule and deliverables. The big challenge besides producing a MASPS and MOPS, was to get a clear picture of the updates needed to the document and the scope of any new material that will be added. In producing the updated documents, the efficient use of committee time in its efforts will matter. Dave indicated that this means that committee expertise will be focused on the key issues and that nominal editorial changes will be undertaken separately. Given this approach the committee will still have a say on all aspects of the document contents. PBN, NextGen, and the Relationship to Navigation Standards – Mark Steinbicker Powerpoint: “3 ef NextGen Perspective.ppt” Mark is the manager of AFS-470 – operational implementation of PBN in flight deck. Mark Steinbicker is also the US lead to ICAO PBN study group. Mark summarized some of the historical and context aspects of PBN. He started by illustrating the broad array of applications of RNAV and RNP in the 3
