SAFETY MINUTE Safety Milestone at Shell ECC Project In October 2009, the Shell Ethylene Cracker Complex (ECC) project in Singapore reached 39 million construction exposure hours without a lost-time injury. This achievement surpasses all previous CB&I safety records. The project complex is located on reclaimed land five miles offshore Singapore, causing a unique set of challenges. More than half the total workforce and construction materials arrive at the jobsite daily by boat. The ECC Project in Singapore is a joint venture enterprise between Toyo and CB&I to construct an ethylene production facility for Shell Eastern Petroleum Limited. This Ethylene Cracker Complex, part of the Shell Eastern Petrochemicals Complex, is a world-scale facility that will serve as a crucial provider of raw materials for Asia’s growing chemical markets. To mark this milestone, ECC project management hosted a commemoration to honor everyone who made the safety goal possible, both with CB&I and our contractors. Safety award for 200,000 work-hours without a recordable incident. Award for 200,000 work-hours without a recordable incident. Safety achievement award for 1.6 million work-hours without a recordable incident. 4

Safety Achievement The Technology Development Center at Lummus Technology in Bloomfield, New Jersey, has operated without a lost-time injury for nearly 850,000 hours over the past 10 years. “Safety is of paramount importance to us,” said Dr. Marshall Margolis, Director R&D Operations. “It is considered an essential part of the planning and execution of all of the programs carried out in the R&D center and throughout CB&I.” The laboratory is involved in catalyst synthesis, analytical chemistry, chemical reaction engineering and process development. It also maintains a process demonstration area with multiple pilot plants. The center employs 55 chemical engineers and scientists involved in supporting current technologies as well as seeking opportunities to expand Lummus Technology’s proprietary licensing portfolio. Employees at the Gdansk, Poland jobsite achieved zero lost-time incidents with more than 1 million work-hours. CB&I was selected as HSSE Contractor of the Quarter on the Pearl GTL Project (Third Quarter2009). Safety achievement of 3 million workhours without a lost-time incident. Celebration of 500,000 work-hours without a recordable incident. 5
