Consultants would be assessed in part based on the output from private<br />

sector both in terms of coverage and quality. The project MIS will include<br />

the accredited private facilities and data on cases treated will be disclosed<br />

at the district health office.<br />

Criteria for assessing readiness of districts: To evolve district action plans<br />

relevant to district needs, a common protocol of action has been developed<br />

by the <strong>NVBDCP</strong> and placed under <strong>Implementation</strong> Arrangements chapter<br />

10.<br />

Initial <strong>Implementation</strong>: This will be undertaken during the first 24 months in<br />

the high burden districts selected for the first phase of the project. The new<br />

MIS will be used to evolve a district score card to comprehensively assess<br />

and rank district performance. The quality assurance systems for case<br />

management (diagnosis and treatment) as well as vector control will also be<br />

piloted during this phase. A Joint Monitoring Mission consisting of external<br />

and national reviewers is planned during the first 18 to 21 months of<br />

implementation. Findings of this review will help in identifying the<br />

deficiencies in program design and suggest appropriate changes required<br />

for an effective decentralized district based VBD control program.<br />

Expanded <strong>Implementation</strong>: Once there is a shared understanding of the<br />

appropriate design and inputs required among all key stakeholders, the<br />

<strong>NVBDCP</strong> will pass on the responsibility of appraisal and approval of district<br />

plans to the states. This process is expected from the third year of the<br />

project. With shifting of the responsibilities, the Directorate of <strong>NVBDCP</strong> will<br />

play a facilitator role. There will be quarterly monitoring visits to randomly<br />

selected districts by joint teams consisting of NVBD officers and staff of<br />

NIMR/RMRI with independent experts and annual program reviews.<br />
