7.3. Sub Component 3.c Monitoring and Evaluation<br />

This sub-component would include activities for making computerized<br />

management information system (MIS) functional and for monitoring and<br />

evaluation-related surveys and studies. A Geographic Information System<br />

(GIS) would be expanded and strengthen systematically as a tool for microstratification,<br />

planning, monitoring and advocacy. Activities in the subcomponent<br />

would mainly be the responsibility of the <strong>NVBDCP</strong>, working in<br />

close cooperation with the state-level program managers. Development of<br />

monitoring and evaluation framework and capacity development will be<br />

undertaken by <strong>NVBDCP</strong>. THE M&E framework development will be same for<br />

GFATM project and the World Bank project.<br />

District level implementation of malaria control and Kala-azar elimination<br />

activities under the <strong>NVBDCP</strong><br />

In consonance with the <strong>National</strong> Rural Health Mission strategy, the <strong>NVBDCP</strong><br />

supports a decentralized district centered program which is responsive to<br />

local needs operating within the national policy framework. The World Bank<br />

will provide support for this approach with special focus on malaria<br />

prevention and control, and Kala-azar elimination. Collaboration with IDSP<br />

will be undertaken at all levels preventing overlap between the two<br />

projects. Experiences of earlier malaria project funded by the World Bank<br />

and other disease control programs, especially the Revised <strong>National</strong><br />

Tuberculosis Control Program and RCH will be used for the implementation<br />

strategy.<br />

Typically there will be four stages in district oriented program evolution:<br />

Preparatory Stage<br />

Appraisal and approval Stage<br />

Initial <strong>Implementation</strong><br />

Expanded <strong>Implementation</strong><br />

Preparatory Stage: This begins with a detailed review of available<br />

epidemiological data which helps in identifying and prioritizing the high<br />

burden districts. <strong>NVBDCP</strong> has identified 93 districts for malaria control and<br />

46 districts for Kala-azar elimination for intensive inputs under the World<br />

Bank supported project. A sensitization workshop for the district and state<br />

program managers and policy makers from malaria high burden districts<br />

and respective states was held in June 2007 to share the new national<br />

policies and strategies, and specific actions to be completed by these<br />

districts for effective implementation of the new district focused paradigm.<br />

Similar consultations involving a wider range of stakeholders including the<br />

non government sector are planned at state and district levels. A similar<br />

sensitization workshop will be conducted for Kala-azar endemic districts and<br />

states<br />

Appraisal and approval stage: <strong>NVBDCP</strong> will constitute expert teams to<br />

review the district VBD action plans using the readiness filters. The<br />

readiness filters were discussed with World Bank also during negotiation<br />
