WHOPES at all levels.<br />

It is proposed to develop strategic national and state plans in the form of<br />

<strong>Project</strong> <strong>Implementation</strong> <strong>Plan</strong>s. These plans will be complemented by district<br />

plans and sub district supportive supervision plans. The district operational<br />

plans will be developed on a yearly basis and will be monitored regularly for<br />

implementation by district programme officer. Elaboration of operational<br />

plans will be the responsibility of district malaria officer, VBD Consultant.<br />

The operational plans will be consistent with state and national strategic<br />

plans. Policy and strategy development will include the following key<br />

elements:<br />

Quality assurance (e.g., RDKs [malaria & KA] and microscopy);<br />

Operations research including technology assessment (e.g. different<br />

pumps for IRS, spray with DDT 75% ,RDKs for vivax malaria);<br />

Evaluation of different delivery models and partnerships between the<br />

private and public sectors;<br />

Impact evaluation for malaria control and Kala-azar elimination;<br />

Periodic external reviews of the malaria control and Kala-azar<br />

elimination programs;<br />

Monitoring of drug resistance ACT (artimisinin and SP) and first line<br />

drugs for Kala-azar;<br />

Pharmaco vigilance;<br />

Assessment of insecticide resistance and effectiveness;<br />

Assessment of quality of medicines<br />

For policy and strategy development <strong>NVBDCP</strong> will work closely with the<br />

Regional Directors, ICMR institutions, medical colleges, private and NGO<br />

partners. There will be a feedback provided to the Technical Advisory<br />

Committees for continued guidance. Policy and strategy development will be<br />

evidence based.<br />

7.1.1.1 Quality Assurance<br />

All manufacturers/ distributor will be required to obtain clearance of the<br />

diagnostic kits before distribution from the <strong>NVBDCP</strong> or its authorized agency<br />

institution.<br />

The Directorate will undertake trainings in quality assurance in Diagnostics<br />

(RDK, Microscopy), treatment protocols, recording and reporting. <strong>NVBDCP</strong><br />

will also undertake testing of Diagnostic kits for malaria and kala-azar, etc<br />

from the open market to determine the quality of product available through<br />

the private sector and to undertake measures that reduce the availability of<br />

substandard diagnostic kits. All batches of Diagnostic kits, drugs,<br />

insecticides will be tested in Government approved laboratories before they<br />

are released into the supply chain. Appropriate action will be taken against<br />

defaulting companies who do not adhere to quality assurance.<br />

New drug are proposed to be used for the treatment of cases of Pf and<br />

Kala-azar. The portfolio of medicines for the treatment of malaria and Kalaazar<br />

is limited. It would be necessary to use the medicines available for best<br />

results. It is proposed to maintain constant vigil on the side effects through<br />
