7.1 <strong>Project</strong> Component 3: Policy and Strategy<br />
Development, Capacity Building and Monitoring and Evaluation [Rs.<br />
2084 million]<br />
Component 3 is a cross cutting area. It would be covering both malaria<br />
control and Kala-azar elimination and will include three sub-components:<br />
Sub-Component 3.a: Policy and Strategy Development [Rs. 924<br />
million]<br />
Sub-Component 3.b: Program Management and Capacity Building<br />
[Rs. 968 million]<br />
Sub-Component 3.c: Monitoring and Evaluation [Rs. 192 million]<br />
7.1.1 Sub-Component 3.a: Policy and Strategy Development<br />
The Directorate of the <strong>NVBDCP</strong> is primarily responsible for policy<br />
development and strategic planning. To facilitate these tasks, the project<br />
would complement the ongoing technical assistance from GFATM with<br />
appropriate consultant support in the areas of procurement, financial<br />
management, M&E, Information technology, vulnerable community plan and<br />
environmental safety. Activities organized by the unit would include the<br />
updating of evidence-based policies for prevention, diagnosis and treatment<br />
of malaria and elimination of Kala-azar and translation of these policies to<br />
operational guidelines training materials and courses; quality assurance,<br />
operational research & evaluation of different delivery models in the private<br />
and public sectors, Impact evaluation for malaria control, periodic external<br />
reviews of the program; monitoring of drug resistance and insecticide<br />
effectiveness; assessment of quality of medicines and the promotion and<br />
establishment of public-private partnerships for the distribution of longlasting<br />
insecticidal nets.<br />
NVBDC will update and strengthen monitoring of therapeutic efficacy of<br />
antimalarial and anti Kala-azar medicines, insecticide resistance and quality<br />
of medicines to contain the problems of drug and insecticide resistance and<br />
ensure their efficacy. This will be done through monitoring of therapeutic<br />
efficacy of SP and ACTs so that effective drugs are used in the treatment of<br />
malaria. Similiarly, therapeutic efficacy of new first line anti Kala-azar<br />
medicines will be monitored. For this purpose, at least five units will monitor<br />
the quality of medicines and insecticides at different sites in the country.<br />
One unit in each State will be responsible for quality assurance of diagnosis.<br />
In addition, there will be an independent inspection agency monitoring the<br />
quality of pharmaceuticals by testing random samples. This sub-component<br />
will also include strengthening of laboratory work through quality assurance<br />
for RDKs (for malaria and Kala-azar)and microscopy (for malaria) and<br />
