provision of general health services as a part of NRHM. The staff at all levels<br />

will be technically supported and supervised by the staff hired for doing<br />

VBDC work.<br />

The State Health Departments will focus on activities where they have core<br />

competency and partner with other departments or non-government<br />

agencies/private sector for the remaining.<br />

The <strong>NVBDCP</strong> will ensure uniformity in application of best practices by nongovernmental/private<br />

partners.<br />

3.2 <strong>Project</strong> Objectives<br />

The Objective of the project is to:<br />

Reduce Malaria morbidity by 25% by 2013 ( Base Year 2007)<br />

Reduce Malaria mortality by 50% by 2013 ( Base Year 2007); &<br />

Achieve Kala-azar elimination by 50% of sampled blocks during the<br />

project period.<br />

3.2.1. Malaria<br />

In Phase one, 50 districts where the new malaria treatment policy is applied<br />

By the end of second year of implementation, more than 50 % of<br />

clinically suspected malaria cases tested for P. falciparum either by rapid<br />

diagnostic kits or microscopy within 24 hours from the time the fever<br />

patient reports to the government health services. This percentage may<br />

go up to 80% after 3 years of implementation.<br />

All confirmed P. falciparum cases, except pregnant women in their first<br />

trimester will receive correct Artimisnin Combination Therapy (ACT)<br />

within 24 hrs of diagnosis by government health services.<br />

The minimum Annual Blood Examination Rate (ABER) from passive case<br />

detection including cases detected by using RDK and those detected by<br />

private sector will be 10%.<br />

In high endemic Sub Centers (API >5 in at least two of last 5 years) where<br />

IVM is applied<br />

At least 80% of individuals slept under Insecticide Treated Nets (ITNs)<br />

during previous night in the bed net targeted areas. As far as possible<br />

LLINs will be used.<br />

OR<br />

At least 80% of targeted areas covered with quality spray uniformly and<br />

completely as per program norms.<br />

3.2.2. Kala-azar<br />

At least 50 % of sampled blocks which at base line have not achieved<br />

the elimination goal of less then one Kala-azar case per 10,000 persons<br />

will achieve the elimination goal.<br />

At least 80 % of diagnosed kala-azar cases complete standard<br />

treatment.<br />
