16.3 <strong>Implementation</strong> <strong>Plan</strong><br />

World Bank besides their Task team for technical guidance to <strong>NVBDCP</strong> for the<br />

project will also provide Consultants who will help Task team. These<br />

Consultants shall be hired by World Bank and be posted at Bank’s Office. In<br />

addition to constant technical expertise, these experts will be supporting the<br />

task team in reviewing the technical specifications of commodities procured<br />

under the project and providing technical comments on procurement<br />

complaints. <strong>Implementation</strong> readiness filters for project districts have been<br />

discussed in detail during the pre-appraisal and agreed upon. While the post<br />

reviews will be covering 100% of the central contracts, the decentralized<br />

activities (limited to contractual staff, training and mobility) will have semiannual<br />

third party reviews carried out by external agencies hired by the World<br />

Bank during the first two years. These reviews will cover a sample of the<br />

project districts to monitor the availability of staff, their performance and stock<br />

situation of crucial supplies (diagnostic kits, ACT and miltefosine) made under<br />

the project. This sample will include more than 50% of districts in year one,<br />

20% in year two, and 15 % in year three and five assuming that performance<br />

is satisfactory. The sampling can be revised incase of poor performance. The<br />

report of the third party reviews will form the basis for district and state visits<br />

by the <strong>NVBDCP</strong> state coordinators and the World Bank supervision teams for<br />

enhanced implementation support during the next quarter. The <strong>NVBDCP</strong> will<br />

share the guidelines for selection of contractual staff and the names of the<br />

selected candidate with World Bank and this will be disclosed at the web site of<br />

the district health mission if such arrangements have been made by the<br />

districts. Where possible, the senior staff from MOH, <strong>NVBDCP</strong> will also be<br />

participating in the selection of the contractual staff in states with.<br />

16.5 <strong>Implementation</strong> Support during the First Year of the <strong>Project</strong><br />

The focus of implementation support in the first year would be on working<br />

closely with the World Bank and project states to put in place implementation<br />

arrangements and institutions for the activities agreed under the GAAP for the<br />

VBD project. The ongoing monitoring of the joint action plan by the sector to<br />

address deficiencies identified by the DIR will also help the VBD project.<br />

The agreed district readiness filter will be applied and the number of districts<br />

included under the project during the first year will be determined on the ability<br />
