Routine Program Monitoring: At the state and district levels, service-related<br />
data collected regularly provide information about program inputs (e.g., staff,<br />
supplies and financial resources), processes (e.g., training, communications)<br />
and outputs (services delivered). Over time this routine information provides a<br />
picture of increases or decreases, improvements or gaps, achievement of<br />
stability, and so on. Data for tribal districts/areas will be examined separately.<br />
Geographic Information System (GIS): The <strong>Project</strong> will facilitate GOI’s efforts<br />
to introduce GIS to map high-risk areas and health facilities, monitor the<br />
distribution of VBDs in tribal areas, analyze time trends, ensure available<br />
health resources, and forecast epidemics. GIS data (in the form of maps) will<br />
also help to plan appropriate actions at the local level, for example, to identify<br />
high-risk areas for IRS. The availability and use of ‘tribal maps’ would be<br />
examined during Bank reviews<br />
Health Management Information System (HMIS): The <strong>Project</strong> will support<br />
revamping of the VBD MIS, and enable monitoring of the use of services by<br />
vulnerable groups and women, and timely and appropriate responses by the<br />
health system. Data is expected to be disaggregated by M/F, age,<br />
SC/ST/General, and Tribal/Non-tribal area by the early implementation review.<br />
15.11 Environment Management<br />
The Environmental Management <strong>Plan</strong> (EMP), prepared by the <strong>NVBDCP</strong>,[through<br />
<strong>National</strong> Institute of Malaria Research] consists of a set of mitigation,<br />
monitoring, capacity development and institutional measures to be taken<br />
during implementation and operation of the project, to address the adverse<br />
environmental and social impacts, offset them, or reduce them to acceptable<br />
levels. The EMP also includes an implementation schedule and the capital and<br />
recurrent cost estimates for its implementation. This budget estimated for the<br />
EMP will be integrated into the total project cost.<br />
15.11.1 Legal Framework<br />
<strong>NVBDCP</strong>, through this project recommend and support the country in updating<br />
the various regulations related to its activities. The key activities include review<br />
of compliance of Insecticides Act to meet minimum essential international<br />
standards. Also the EMP recommends revision of the national guidelines (based<br />
on FAO’s Pesticides Guidelines on Storage, Labeling, and Disposal), to include<br />
monitoring, efficacy evaluation for the registration of plant protection products;<br />
and compliance and enforcement of a pesticide regulatory program.<br />
