15.8 Measures to Address Potential Adverse Effects<br />

The Vulnerable Communities’ <strong>Plan</strong> will address any unintended or unforeseen<br />

effects of the <strong>Project</strong> that may increase peoples’ vulnerability to VBDs or its<br />

control operations. The potential adverse impacts could be related to vector<br />

management or case management and include insecticide resistance, drug<br />

resistance, poor health and environmental contamination caused by improper<br />

use, handling, storage, etc. of treatment agents. The program includes several<br />

activities to reduce these risks such as integrated vector management and case<br />

management, which are described in Annex 4: Detailed <strong>Project</strong> Description and<br />

in the Environment Management <strong>Plan</strong> below.<br />

In addition, micro-planning of all interventions will be undertaken at the district<br />

level to ensure that local needs are addressed appropriately. Health<br />

volunteers, PRIs, Tribal Councils and other CBOs will be sensitized, participate<br />

in planning and implementation, and take responsibility for monitoring vector<br />

control, treatment interventions and effects. BCC activities will be targeted to<br />

make the affected and surrounding communities aware of the causes and<br />

methods of VBD prevention, diagnosis and treatment options, and to stimulate<br />

appropriate behavioral responses. The BCC will also build in information on the<br />

potential adverse consequences of use, non-use and improper use of drugs and<br />

insecticides. Capacity building, supervision and monitoring activities planned<br />

under <strong>Project</strong> will also help to avoid, minimize, mitigate or compensate for<br />

adverse effects.<br />

A situation analysis of kala azar will be carried out at the commencement of the<br />

project to identify additional interventions that could be undertaken in the<br />

project or in other government programs to address the disease and its<br />

underlying causes. Similarly, studies to assess operational needs to address<br />

the disease burden of tribal and other vulnerable populations will be conducted<br />

during the project to strengthen program strategies.<br />

I. Activities, responsibilities, timeframe and costs for Vulnerable Communities’<br />

<strong>Plan</strong> (VCP)<br />

A focus on vulnerable communities is an integral part of the <strong>Project</strong> and its key<br />

activities were indicated in the Action <strong>Plan</strong> above. As such, the costs of most<br />

activities for vulnerable groups are included in the costs for the population at<br />

large. However, to ensure the effective provision of services to vulnerable<br />

groups some special efforts will be made to focus the attention of program<br />

managers; support action by the health system; facilitate community<br />

consultations, action, and oversight; and pilot innovative approaches to<br />
