chain management) and the Empowered Procurement Wing of MOH (for<br />

establishment and updating of broader procurement policies and standards for<br />

the sector including procurement capacity building of states) - have been<br />

established for this purpose.<br />

Approximately 85% of the value of the <strong>NVBDCP</strong> will be reimbursements by<br />

World Bank for expenditures, most of which are for procurement which will be<br />

carried out based on agreements in the Joint Action <strong>Plan</strong>s to address risks of<br />

fraud and corruption and poor quality in pharmaceuticals, medical supplies, and<br />

other health sector goods and services. Many of these agreements are already<br />

implemented. The MOHFW is carrying out all ICB through an internationally<br />

qualified procurement agent and has put in place a number of quality<br />

assurance and disclosure mechanisms as detailed below.<br />

Table 1 summarizes GAAP provisions for <strong>NVBDCP</strong> which reflect agreements<br />

already reached, being implemented, or planned for implementation. Almost<br />

all expenditures planned under components 1 and 2 will be covered by these<br />

arrangements.<br />

13.2 Monitoring of GAAP<br />

GAAP will be monitored as part of the implementation Support Missions.<br />

<strong>NVBDCP</strong> will submit six monthly updates on GAAP to World Bank.<br />
