Governance and Accountability Action <strong>Plan</strong> (GAAP)<br />
Introduction<br />
MOHFW is fully committed to improve the governance and accountability in all<br />
centrally sponsored programs including the <strong>NVBDCP</strong> by ensuring efficient<br />
program design and management, sound financial management and better<br />
competition and transparency in procurement and supply of health sector<br />
goods and services required to deliver high quality services.<br />
13.1 Scope and Purpose<br />
MOHFW has developed this Governance and Accountability Action <strong>Plan</strong> (GAAP),<br />
in consultation with World Bank to address critical operational concerns related<br />
to program management, financial management and procurement in <strong>NVBDCP</strong>.<br />
The key issues and actions to address these concerns are included in the<br />
matrix below.<br />
The GAAP applies to <strong>NVBDCP</strong> supported by World Bank articulating the specific<br />
roles and responsibilities of different stakeholders (public, private and civil<br />
society institutions).<br />
The GAAP will be a dynamic document and will be strengthened, as necessary,<br />
based on lessons learned during the implementation of <strong>NVBDCP</strong><br />
Directorate of the <strong>NVBDCP</strong> will be responsible for implementing program<br />
specific actions listed in the attached Matrix and will also act as a nodal point to<br />
co-ordinate with the states and other agencies for effective implementation of<br />
the GAAP. <strong>Project</strong> States will be responsible for implementing the relevant<br />
actions by district and sub-district level implementing entities.<br />
This GAAP for <strong>NVBDCP</strong> incorporates a number of agreements previously<br />
reached with the GoI as part of the Joint Action <strong>Plan</strong>s of March 2008 developed<br />
in response to the Detailed <strong>Implementation</strong> Review (DIR) of health sector<br />
projects in India.<br />

points (for technical guWorld Bank nce, program management and<br />
implementation oversight), Financial Management Group (for financial<br />
management), <strong>NVBDCP</strong> Procurement Unit (for procurement of services,<br />
