Appendix 2: Procurement disclosure Requirements as per World Bank’s<br />
Guidelines<br />
1. Contract Awards for ICB and LIB: Within two weeks of receiving the<br />
Bank’s No Objection to the recommendation of contract award, the Borrower<br />
shall publish in UNDB on-line and in dgMarket the results identifying the bid<br />
and lot numbers and the following information:<br />
(a) name of each bidder who submitted a bid;<br />
(b) bid prices as read out at bid opening;<br />
(c) name and evaluated prices of each bid that was evaluated;<br />
(d) name of bidders whose bids were rejected and the reasons for their<br />
rejection; and<br />
(e) name of the winning bidder, and the price it offered, as well as the<br />
duration and summary scope of the contract awarded.<br />
In the publication of Contract Award referred above, the Borrower shall specify<br />
that any bidder who wishes to ascertain the grounds on which its bid was not<br />
selected, should request an explanation from the Borrower. The Borrower shall<br />
promptly provide an explanation of why such bid was not selected, either in<br />
writing and / or in a debriefing meeting, at the option of the Borrower. The<br />
requesting bidder shall bear all the costs of attending such a debriefing.<br />
If after publication of the results of evaluation, the Borrower receives protest or<br />
complaints from bidders, a copy of the complaint and a copy of the Borrower's<br />
response shall be sent to the Bank for information. If as result of analysis of<br />
a protest the borrower changes its contract award recommendation, the<br />
reasons for such decision and a revised evaluation report shall be submitted to<br />
the Bank for no objection. The Borrower shall provide a republication of the<br />
contract award.<br />
2. Contract awards for <strong>National</strong> Competitive Bidding: Publication of results<br />
of evaluation and of the award of contract consisting of the same information<br />
as mentioned above for ICB and LIB.<br />
3. Contract Awards for Direct Contracting: After the contract signature,<br />
the Borrower shall publish in UNDB on-line and in dgMarket the:<br />
(a) name of the contractor<br />
(b) price<br />
(c) duration, and<br />
(d) summary scope of the contract.<br />
This publication may be done quarterly and in the format of a summarized<br />
table covering the previous period.<br />
