and another procurement consultant (financed by GFATM) is also working for<br />

both the World Bank and GFATM funded projects. Another procurement<br />

consultant is likely to join <strong>NVBDCP</strong> Directorate by October 2008 in the<br />

proposed project. These consultants will also be required to be deputed to<br />

appropriate training program.<br />

12.3.9 Disclosure<br />

Invitation for Bids (IFB) for goods and equipment for all ICB contracts and<br />

advertisement for calling of Letters of Expression of Interest (EOI) for short<br />

listing of consultants for services costing more than $200,000 equivalent will be<br />

published in UNDB and dgMarket as well as procurement agent’s website. Apart<br />

from this the World Bank’s disclosure requirement as listed in Appendix 2.<br />

12.3.10 Procurement Supervision<br />

The frequency of supervision missions will be as per the existing guidelines and<br />

the Designated Procurement Specialist (DPS) will be part of the implementation<br />

supervision missions. It is estimated that the contracts worth approximately<br />

US$ 140 Million will be subject to prior review by the World Bank while the<br />

remaining (with cumulative value of US$ 34 Million) will be post reviewed. The<br />

prior review and post review arrangements are described below:<br />

All contracts more than US$1.0 million equivalent<br />

All contracts more than US$1.0 million equivalent<br />

> US$200,000 equivalent for firms; and<br />

> US$50,000 equivalent for individuals<br />

In addition, all consultancy contracts to be issued on single-source basis<br />

exceeding US$ 50,000 in value to consultancy firms shall be subject to prior<br />

review by World Bank. In case of single source contract to individuals, the<br />

qualifications, experience, terms of reference and terms of employment shall<br />

be informed to World Bank for review.<br />

The procurement plan will be updated keeping actual project implementation<br />

needs and institutional capacity.<br />

12.3.11 Post Award Review by the World Bank<br />

All contracts below the prior review threshold procured will be subject to<br />

periodic post review (in accordance with Paragraph 5 of Appendix 1 to the<br />

World Bank’s Procurement Guidelines) on a sample basis. This also includes<br />

those contracts handled by the procurement agent (or the UN agency acting as<br />
