The Directorate of <strong>NVBDCP</strong>, under the Directorate General of Health Services of<br />

MOHFW, is the nodal organization to decide policies, develop evidence based<br />

intervention strategies with the support of the research and development<br />

organizations, prepare operational tools and guidelines, as well as provide<br />

technical guWorld Bank nce and resource support to States which are<br />

responsible for the implementation of the program. The Directorate is also<br />

responsible for budgeting of centrally financed component and monitoring the<br />

program implementation. For effective coordination with the states, the<br />

Directorate has various divisions, one of them is the procurement division for<br />

procurement under domestic budget support (DBS) and also procurement of<br />

insecticides, drugs and equipment under the externally assisted component<br />

(EAC). Even if most of the procurement at central level shall be handled by<br />

UNOPS, the Directorate will still is responsible for drafting the technical<br />

specifications, demand forecasting and procurement planning, coordination<br />

with UNOPS and EPW, monitoring the state/district level procurement,<br />

inventory management, capacity building of the states, collecting the data<br />

regarding the contracts issued under the project and monitoring the end use of<br />

supplies made etc.<br />

Under <strong>NVBDCP</strong>, the Regional Offices for health and family welfare, located at<br />

various state capitals, are responsible for coordination and supervision of all<br />

activities at the state and below level. They are also responsible for monitoring<br />

the therapeutic efficacy of anti malaria drugs, insecticide resistance to vectors<br />

as well as internal quality assurance of microscopy including training of<br />

laboratory technicians. As there is no procurement to be handled at<br />

decentralized level initially, the role of the Regional Directorates, state<br />

integrated NRHM health societies and District health societies will be only<br />

limited to implementation of the project. Services of NIMR, RMRI and other<br />

ICMR Institutions will be utilized for carrying out technical studies.<br />

MOHFW in association with the World Bank and DFID is in the process of<br />

assessing the procurement capacities of selected state level agencies including<br />

having adequate systems and procedures, internal controls etc. Based on this<br />

assessment, a plan shall be developed by <strong>NVBDCP</strong> with collaboration with<br />

World Bank for strengthening the capacity in identified areas of weakness.<br />

Following this process, these state level agencies could be entrusted with<br />

responsibility to handle the procurement under the project at decentralized<br />

level as and when mutually agreed by World Bank, MOH and <strong>NVBDCP</strong>.<br />
