Procurement Arrangements<br />
The <strong>NVBDCP</strong> envisages large scale procurement of pharmaceuticals,<br />
insecticides, long lasting insecticide treated nets, diagnostic kits, vehicles and<br />
services etc. while no civil works are planned under the project. About 85% of<br />
total project cost is estimated to be incurred on procurement of goods and<br />
services. The project will cover selected high burden districts among the<br />
diseases prone states. Initially the procurement under the project will only be<br />
handled at <strong>National</strong> level 29 . The proposed assessment of the procurement<br />
capacities of the states (which MOHFW is taking up in association with the<br />
World Bank and DFID) will determine the decision on decentralizing<br />
procurement to states or state agencies found to have satisfactory capacity.<br />
The details of items to be procured at <strong>NVBDCP</strong> level are indicated in the Table.<br />

29 The recruitment of contractual staff at regional, state and district levels will be as per GoI<br />
procedure. Apart from expenditure on contractual staff, there will be some expenditure on training<br />
and mobility of staff at decentralized levels, which may involve a few very low value purchases of<br />
routine items. These expenditures (totaling to US$ 25.28 Million) will be monitored as per the<br />
procedure described in Chapter 10 and no procurement post review will be conducted for these<br />
