NRHM financial management manual and submit quarterly financial reports to<br />

the FMG in MOHFW and <strong>NVBDCP</strong>. The annual audit report of all programs under<br />

NRHM (consolidated for the State and Districts) will be carried out as per the<br />

TOR specified in NRHM manual/ guidelines and will be submitted to<br />

MOHFW/<strong>NVBDCP</strong> within six months of the close of the financial year.<br />

11.6 Financing of Selected Decentralized Activities and Fiduciary<br />

Assurance to World Bank for Related Expenditures<br />

The World Bank will finance the selected decentralized activities for states and<br />

districts (contractual staff, mobility costs of various staff and training cost)<br />

based on standard costs for such activities agreed between MOH/<strong>NVBDCP</strong> and<br />

World Bank . The standard costs will be derived from a detailed list of the<br />

planned expenditures by district and state, which will be reviewed by World<br />

Bank for reasonableness. Considering that the activities proposed to be<br />

financed by World Bank under the project are (a) a small subset of relatively<br />

simple and non technical activities to be carried out at the State and District<br />

level which are covered by MOU between the central and state governments<br />

(b) associated with fewer financial transactions and can easily be costed with<br />

reasonable assurance (c) carry inherently lower risk activities and transactions<br />

(d) limited to selected states/ districts within the larger program of MOHFW;<br />

and (e) necessary for effective implementation of overall district program<br />

activities (i.e., there is a low risk that the financed activities will not take place<br />

and the expenditures is not incurred); the following approach of integrated<br />

implementation and fiduciary review of such activities including focusing on<br />

intermediate outputs will be used to obtain necessary fiduciary assurance that<br />

the funds are used for intended purposes.<br />

<strong>NVBDCP</strong> being responsible for oversight of the project, will provide the<br />

World Bank with quarterly performance reports for project activities in the<br />

states and districts as per agreed timeframe.<br />

The <strong>NVBDCP</strong> within 120 days of the end of the year will provide the World<br />

Bank with annual state and district-wise physical and financial reports which<br />

will enable comparison of the transfers (from the national government to<br />

the states and districts) with the actual expenditures reported by the<br />

districts.<br />

An independent monitoring consultant will be appointed by <strong>NVBDCP</strong> after<br />

approval from MOHFW to conduct implementation and fiduciary review of<br />

the selected activities in a sample of states/ districts providing feedback on<br />

whether planned staff were appointed through the appropriate process, are<br />

in position, have requisite contracts, are paid regularly in accordance with<br />

the contracts, and whether they are effectively performing their duties, and<br />

whether the training activities were being implemented as per program<br />

norms. The TOR for such integrated review has been agreed by MOHFW<br />

and the World Bank during negotiations.<br />
