standard operating procedures for collection of samples from stores and endusers<br />
and laboratory evaluation at NIMR’s facilities.<br />
10.3 Supply Management and Logistics<br />
Inspection of goods supplied by <strong>NVBDCP</strong> will be carried out at a designated<br />
place in the warehouse on arrival, and the incoming goods will be quarantined<br />
and not distributed until appropriate quality control has taken place. Random<br />
and periodic stock checks will be carried out and a stock auditing system will be<br />
put in place. When issuing supplies, it will be made sure that batch samples are<br />
kept at the warehouse until expiry for control purposes<br />
The <strong>NVBDCP</strong> will ensure that physical inventory check of all products is carried<br />
out at least semi-annually and will make sure that, as a minimum, the<br />
following information is kept in the stock records: product name, beginning<br />
stock balance, receipts, issues, losses and adjustments, ending stock balance,<br />
and transaction reference. It will also be ensured that adequate and<br />
appropriate storage capacity with adequate storage equipment is available for<br />
the commodities.<br />
Sufficient and adequately trained staff will be made available by the state to<br />
operate the warehouse and adequate security measures will be put in place to<br />
prevent theft. It will be ensured through states that storage conditions (e.g.,<br />
temperature, humidity, cleanliness) are appropriate for the commodities and<br />
the systems to deal with expired products are in place. Proper transportation<br />
arrangements will be made for distribution of the commodities to facility level.<br />
At facility level, it would be ensured that stock and distribution registers are<br />
maintained and proper storage is available.<br />
Financial Management: Of the total project cost of USD 250 million, approx 85%<br />
is expected to be incurred at the Central level by the Directorate primarily on<br />
procurement of drugs, long lasting bed nets and M&E. The decentralized<br />
expenditures to be financed under the project are limited to contractual staff<br />
salaries and their mobility costs and training cost.<br />
The detailed financial management arrangements are described in Chapter 11<br />
Monitoring and Evaluation: The <strong>NVBDCP</strong> Directorate would have the overall<br />
responsibility for monitoring and evaluation. The following indicators will be used<br />
to measure the project success:<br />
