management, monitoring and evaluation, contracting non-government sector<br />
for project activities, social mobilization, financial reporting and procurement.<br />
Service delivery and passive and active case detection will be carried out by<br />
staff at the district hospitals, block and sector Primary Health Centers (PHC)<br />
and sub centers of the States’ Health and Family Welfare Department. In<br />
addition, peripheral health workers and community volunteers like malaria link<br />
workers, fever treatment depots and drug distribution centers will provide<br />
outreach services.<br />
10.2 Criteria for assessing readiness of districts<br />
To evolve district action plans relevant to district needs, a common protocol of<br />
action has been developed by the <strong>NVBDCP</strong>. This includes the following<br />
activities, which focus on three core strategies of the programme.<br />
Effective case management<br />
Mapping of health providers in the districts including popular private<br />
providers<br />
Listing of service delivery points proposed at village and facility levels<br />
for diagnosis and management of uncomplicated cases<br />
Listing of hospitals for management of severe cases/individuals<br />
requiring hospitalization<br />
Training plan for service providers to implement new treatment policies<br />
Ensuring regular supply chain including identification of stores for drugs<br />
and diagnostic kits<br />
Preparing plan for internal quality assurance<br />
Integrated Vector Control<br />
Listing of sub centers/villages reporting high disease burden<br />
Prioritizing sub centers/villages for IRS and LLIN/other personal<br />
protection activities<br />
Ensuring regular supply chain of insecticides and identification of stores<br />
Surveillance<br />
Identifying sentinel sites (blocks) for monitoring incidence of VBDs<br />
Identifying sentinel sites (hospitals) for monitoring incidence of severe<br />
VBDs and deaths<br />
Organizing training for the core staff at selected sentinel sites<br />
A standard protocol for processes and certification to assure district level<br />
readiness for project implementation has been developed. This protocol will be<br />
applied in all the Phase 1 districts and will be reviewed at the time of the early<br />
implementation review for possible revision. Information will be available from<br />
