<strong>Implementation</strong> Arrangements<br />

<strong>Implementation</strong> arrangements for the <strong>NVBDCP</strong> have been designed taking into<br />

account the above systemic weaknesses and findings of the institutional<br />

assessment carried out by the World Bank during the project preparation. The<br />

project will adopt learning by doing approach by providing inputs to a limited<br />

number of high malaria and kala-azar burden districts during the first two years.<br />

A comprehensive review will be undertaken before further scale-up. Minimal<br />

inputs will be provided to other high endemic districts to sustain the current level<br />

of services. The project will require implementation actions at the central, state,<br />

district and sub-district levels. Existing institutional arrangements at all these<br />

levels, with appropriate strengthening as required, will be used. The proposed<br />

implementation arrangements are briefly described below:<br />

Central-level: The overall implementation responsibility of the project will rest<br />

with the Ministry of Health & Family Welfare (MOHFW), Government of India<br />

(GOI) under the framework of the <strong>National</strong> Rural Health Mission (NRHM). The<br />

Directorate of <strong>National</strong> Vector Borne Disease Control Program (<strong>NVBDCP</strong>), under<br />

the Directorate General of Health Services, MOHFW, Government of India (GOI),<br />

is the national level government unit dedicated to the program. <strong>NVBDCP</strong><br />

consists of seven program divisions each addressing control of a disease. There<br />

are similarly four support service divisions, i.e., IEC/BCC, procurement, training<br />

and administration. Joint Director Malaria, heading the Malaria Division has two<br />

Deputy Directors, an Assistant Director, a Senior Research Officer and several<br />

office staff supporting her/him. The NVBDC Director, a Deputy Director-General<br />

level officer, will coordinate and supervise the implementation in the <strong>NVBDCP</strong>.<br />

<strong>NVBDCP</strong> is responsible for formulating policies and guidelines, monitoring, and<br />

carrying out evaluations from time to time. <strong>NVBDCP</strong> would provide the technical<br />

leadership and support for day to day operational decisions for the project. It will<br />

constitute a “<strong>Project</strong> Management Group” responsible for the project and headed<br />

by the Director. The project management group will have a focal point for each<br />

of the high burden states who will undertake state visits at least once every<br />

quarter and share their observations in the quarterly project review meetings.<br />

The project will provide consultant support to the management group.<br />

The <strong>National</strong> Institute of Malaria Research (NIMR) is an institution under the<br />

Indian Council of Medical Research (ICMR), part of the Department of Health<br />

Research in the Ministry of Health and Family Welfare. NIMR will be responsible<br />

for operational research and will also support project initiatives to improve<br />

therapeutic efficacy monitoring, promote quality assurance and improve<br />

monitoring of service delivery through periodic household surveys. NIMR has a<br />

number field stations located in different parts of India.<br />
