transmission projects or facilities also<br />
discuss how they expect the costs of such projects<br />
to be allocated, and particular obstacles<br />
that remain to be resolved.<br />
Additional guidance for <strong>com</strong>menters<br />
1. Criteria. The Secretary of Energy will exercise<br />
his sound discretion in deciding whether and<br />
where to designate <strong>National</strong> Corridors. In making<br />
these decisions, DOE may apply, among<br />
other considerations, the criteria listed below.<br />
A. Reliability<br />
1. Is the end market (or load center) that<br />
would be served through a potential Corridor<br />
currently experiencing reliability<br />
problems<br />
2. Are future violations of North American<br />
<strong>Electric</strong> Reliability Council (NERC)<br />
standards likely in the absence of transmission<br />
enhancements<br />
3. How large is the population of the affected<br />
area<br />
4. What is the likely economic impact of<br />
potential grid failures in the affected region<br />
Could transmission solutions mitigate<br />
those impacts<br />
B. Reduced <strong>Electric</strong>ity Supply Costs<br />
1. Would transmission enhancements reduce<br />
electricity supply costs in the affected<br />
area, and lead to net economic<br />
benefits for electricity consumers<br />
2. Would the benefits <strong>com</strong>e about through<br />
improved access to low-cost resources,<br />
lower market concentration among suppliers,<br />
reduced price volatility, or other<br />
means<br />
C. Diversification of Generation Sources and/<br />
or Generation Fuels<br />
1. Would transmission enhancements diversify<br />
an area’s generation sources and<br />
moderate overdependence upon particular<br />
generation fuels<br />
2. What would be the likely magnitude of<br />
these changes for energy security,<br />
energy price volatility, and improved<br />
energy supply in the event of an<br />
emergency<br />
D. <strong>National</strong> Energy Policy and <strong>National</strong><br />
Security<br />
Would transmission enhancements further<br />
national energy policy or national security<br />
in ways not identified under the preceding<br />
criteria<br />
2. Sound and verifiable information. The Department<br />
is particularly interested in receiving<br />
analyses and information that exhibit the following<br />
characteristics:<br />
A. Use of state-of-the-art, verifiable, quantitative<br />
methods, and publicly accessible data.<br />
B. Developed through a publicly accessible<br />
process, with on-going stakeholder input<br />
and involvement.<br />
C. En<strong>com</strong>passing a geographic and electrical<br />
span covering both the area where the congestion<br />
occurs and areas that are proposed<br />
as part of generation and/or transmission solutions<br />
to the problem.<br />
3. Availability of supporting data and analyses.<br />
The Department expects that supporting analyses<br />
and source material will be submitted and/or<br />
made available (through attachments, footnotes,<br />
web links, etc.) for the Department’s<br />
technical review. To the maximum extent practicable,<br />
the Department intends to make all analyses<br />
and underlying data provided in response<br />
to the Department available for public review.<br />
4. What will happen after DOE designates a<br />
<strong>National</strong> Corridor As a matter of national energy<br />
policy, DOE wishes to work cooperatively<br />
with other parties to facilitate timely solutions<br />
to major transmission capacity constraints and<br />
congestion, especially those that have led DOE<br />
to designate a <strong>National</strong> Corridor. For example,<br />
DOE may participate in regional meetings or<br />
regulatory proceedings related to the identification<br />
or consideration of such solutions, host<br />
