service. 50 The California Energy Commission, in its<br />
“2005 Integrated Energy Policy Report,” said “the<br />
San Diego region’s transmission problems are acute<br />
and graphically illustrate the importance of adequate<br />
transmission ....SDG&E’s transmission situation<br />
is very precarious.” 51<br />
Given local opposition to new power plants and the<br />
limited new plant construction over the past decade,<br />
it is questionable whether enough new generation<br />
will be built within the region soon enough to meet<br />
reliability requirements. Thus, imports are likely to<br />
be needed to ensure adequate capacity resources for<br />
area reliability. Imports could also provide economic<br />
benefits: access to lower-cost generation<br />
coal, nuclear, hydroelectric, wind, and efficient<br />
gas-fired units could reduce and stabilize the cost of<br />
supplying electricity to consumers.<br />
The CAISO has been working with other entities in<br />
the Western <strong>Electric</strong>ity Coordinating Council to<br />
identify transmission and generation solutions for<br />
Southern California and other areas. The CAISO<br />
has approved several new transmission upgrades<br />
that are under consideration at the Public Utility<br />
Commission; other possible <strong>com</strong>ponents of the<br />
area’s economics and reliability solutions are tied<br />
up in regional discussions about potential development<br />
of new generation in the Southwest and Powder<br />
River Basin (see the discussion below on Conditional<br />
Constraint Areas). Although progress is<br />
being made in expanding California’s energy infrastructure,<br />
Southern California’s economic and strategic<br />
significance to the Nation is so large that the<br />
Department finds it to be a Critical <strong>Congestion</strong><br />
Area. The Department urges continued cooperative<br />
analysis and planning within the Western<br />
