Coal is here to stay in Indonesia<br />

DESPITE fluctuating prices, increasing environmental concerns,<br />

promising new gas reserves, a strengthening push for renewable<br />

energy and signs of recovery in nuclear power generation, coal is here<br />

to stay as there is no effective alternative to the large amounts of<br />

power generated from coal, nor is there an effective alternative in<br />

steel-making. This is good news for Indonesia with its large, and growing,<br />

coal industry being a major contributor to the economy.<br />

<strong>The</strong>re have been a few negatives lately with variable prices caused<br />

John Miller, e<strong>di</strong>tor by global economic fluctuations particularly affecting Indonesia’s major<br />

coal export sources in Asia, and changing government policies which have created<br />

uncertainty for coal miners operating in the country and for foreign investors associated<br />

with the industry. On the positive side has been wet weather in Australia which has hit<br />

coal producing regions, an uncertain political climate in Mongolia and continuing pressures<br />

on the industry in North America and Europe.<br />

It remains crucial for the future of the coal industry in Indonesia that the government<br />

plays its cards right in the future, while also balancing domestic demand, environmental,<br />

community and infrastructure issues. With so many conflicting interests this is not an easy<br />

task and there will be mistakes along the way but it appears the government is making<br />

some progress in regards to the industry’s future … and will continue to do so.<br />

This progress is not helped by the Fraser Institute’s recently published survey which<br />

rated Indonesia 96th and last on its index of attractive mining juris<strong>di</strong>ctions. Although<br />

Indonesia rates as one of the world’s top 10 most prospective places, the number of<br />

respondents who said they would not invest there because of regulatory <strong>di</strong>fficulties and/or<br />

corruption is alarming. This ranking is hard to fathom and <strong>di</strong>fficult to justify as the government<br />

is making some positive moves, it is the world’s biggest coal exporter, the industry<br />

is growing and there are quite a few foreign companies involved, all of which in<strong>di</strong>cate that<br />

there are much worse juris<strong>di</strong>ctions for coal investment.<br />

Batubara tetap membara <strong>di</strong> Indonesia<br />

WALAUPUN sedang menghadapi tantangan harga yang bergejolak, keprihatinan akan<br />

lingkungan, ancer-ancer cadangan gas baru, dorongan meluap-luap untuk menggunakan<br />

sumber energi yang dapat <strong>di</strong>perbaharui dan tanda-tanda pemugaran tenaga nuklir,<br />

batubara akan <strong>terus</strong> ha<strong>di</strong>r karena tidak ada pilihan lain untuk tenaga raksasa yang<br />

<strong>di</strong>produsirnya, dan juga tidak ada pilihan lain dalam pembuatan besi. Ini adalah berita<br />

baik bagi Indonesia yang industri batubaranya adalah masokkan utama ekonomi negara.<br />

Memang ada beberapa hal negatif belakangan ini seperti perubahan harga <strong>di</strong>sebabkan<br />

oleh perubahan ekonomi yang berdampak terhadap ekspor batubara <strong>di</strong> Asia, dan<br />

perubahan kebijaksanaan pemerintah yang mencetuskan ketidakstabilan bagi operatoroperator<br />

pertambangan batubara <strong>di</strong> Indonesia dan bagi para penanam modal asing yang<br />

bersangkutan dengan industri tersebut. Dipihak positifnya ialah cuaca hujan <strong>di</strong> Australia<br />

yang melanda daerah-daerah pertambangan batubara, situasi politik <strong>di</strong> Mongolia dan<br />

tekanan-tekanan pada industri ini <strong>di</strong> Amerika Utara dan Eropah.<br />

Tentunya penting sekali bagi masa depan industri batubara <strong>di</strong> Indonesia kalau pemerintah<br />

bertindak a<strong>di</strong>l dengan mempertimbangkan keperluan domestik, lingkungan, komunitas<br />

dan hal-hal infrastruktur. Dengan adanya bermacam kepentingan yang berbeda,<br />

sudah pasti tugas ini bukannya mudah dan tentunya akan terja<strong>di</strong> kesalahan-kesalahan<br />

dalam pelaksanaannya namun nampaknya pemerintah <strong>terus</strong> membuat kemajuan dalam<br />

hal masa depan industri ini…dan akan <strong>terus</strong> berbuat demikian.<br />

Sayangnya hal ini <strong>di</strong>warnai oleh penerbitan sebuah hasil survei dari Fraser Institute<br />

yang meletakkan Indonesia pada nomor 96 dan terakhir pada indeks tempat-tempat pertambangan<br />

yang menarik. Walaupun Indonesia menduduki tempat sepuluh utama sebagai<br />

negara yang prospeknya tinggi, jumlah responden-responden survei tersebut yang<br />

menyatakan bahwa mereka tidak ingin menginvestasi <strong>di</strong>sini adalah sangat mengejutkan.<br />

Ranking demikian sulit untuk <strong>di</strong>mengerti karena pemerintah <strong>terus</strong> bergerak secara<br />

positif, ia adalah pengekspor batubara terbesar <strong>di</strong> dunia, industri ini <strong>terus</strong> <strong>berkembang</strong><br />

dan ada perusahaan-perusahaan asing yang terlibat <strong>di</strong>dalamnya, yang semuanya ini<br />

menandakan bahwa ada tempat-tempat lain yang jauh lebih buruk untuk investasi<br />

batubara.<br />
