Coal is here to stay in Indonesia<br />

DESPITE fluctuating prices, increasing environmental concerns,<br />

promising new gas reserves, a strengthening push for renewable<br />

energy and signs of recovery in nuclear power generation, coal is here<br />

to stay as there is no effective alternative to the large amounts of<br />

power generated from coal, nor is there an effective alternative in<br />

steel-making. This is good news for Indonesia with its large, and growing,<br />

coal industry being a major contributor to the economy.<br />

<strong>The</strong>re have been a few negatives lately with variable prices caused<br />

John Miller, e<strong>di</strong>tor by global economic fluctuations particularly affecting Indonesia’s major<br />

coal export sources in Asia, and changing government policies which have created<br />

uncertainty for coal miners operating in the country and for foreign investors associated<br />

with the industry. On the positive side has been wet weather in Australia which has hit<br />

coal producing regions, an uncertain political climate in Mongolia and continuing pressures<br />

on the industry in North America and Europe.<br />

It remains crucial for the future of the coal industry in Indonesia that the government<br />

plays its cards right in the future, while also balancing domestic demand, environmental,<br />

community and infrastructure issues. With so many conflicting interests this is not an easy<br />

task and there will be mistakes along the way but it appears the government is making<br />

some progress in regards to the industry’s future … and will continue to do so.<br />

This progress is not helped by the Fraser Institute’s recently published survey which<br />

rated Indonesia 96th and last on its index of attractive mining juris<strong>di</strong>ctions. Although<br />

Indonesia rates as one of the world’s top 10 most prospective places, the number of<br />

respondents who said they would not invest there because of regulatory <strong>di</strong>fficulties and/or<br />

corruption is alarming. This ranking is hard to fathom and <strong>di</strong>fficult to justify as the government<br />

is making some positive moves, it is the world’s biggest coal exporter, the industry<br />

is growing and there are quite a few foreign companies involved, all of which in<strong>di</strong>cate that<br />

there are much worse juris<strong>di</strong>ctions for coal investment.<br />

WALAUPUN sedang menghadapi tantangan harga yang bergejolak, keprihatinan akan<br />

lingkungan, ancer-ancer cadangan gas baru, dorongan meluap-luap untuk menggunakan<br />

sumber energi yang dapat <strong>di</strong>perbaharui dan tanda-tanda pemugaran tenaga nuklir,<br />

batubara akan <strong>terus</strong> ha<strong>di</strong>r karena tidak ada pilihan lain untuk tenaga raksasa yang<br />

<strong>di</strong>produsirnya, dan juga tidak ada pilihan lain dalam pembuatan besi. Ini adalah berita<br />

baik bagi Indonesia yang industri batubaranya adalah masokkan utama ekonomi negara.<br />

Memang ada beberapa hal negatif belakangan ini seperti perubahan harga <strong>di</strong>sebabkan<br />

oleh perubahan ekonomi yang berdampak terhadap ekspor batubara <strong>di</strong> Asia, dan<br />

perubahan kebijaksanaan pemerintah yang mencetuskan ketidakstabilan bagi operatoroperator<br />

pertambangan batubara <strong>di</strong> Indonesia dan bagi para penanam modal asing yang<br />

bersangkutan dengan industri tersebut. Dipihak positifnya ialah cuaca hujan <strong>di</strong> Australia<br />

yang melanda daerah-daerah pertambangan batubara, situasi politik <strong>di</strong> Mongolia dan<br />

tekanan-tekanan pada industri ini <strong>di</strong> Amerika Utara dan Eropah.<br />

Tentunya penting sekali bagi masa depan industri batubara <strong>di</strong> Indonesia kalau pemerintah<br />

bertindak a<strong>di</strong>l dengan mempertimbangkan keperluan domestik, lingkungan, komunitas<br />

dan hal-hal infrastruktur. Dengan adanya bermacam kepentingan yang berbeda,<br />

sudah pasti tugas ini bukannya mudah dan tentunya akan terja<strong>di</strong> kesalahan-kesalahan<br />

dalam pelaksanaannya namun nampaknya pemerintah <strong>terus</strong> membuat kemajuan dalam<br />

hal masa depan industri ini…dan akan <strong>terus</strong> berbuat demikian.<br />

Sayangnya hal ini <strong>di</strong>warnai oleh penerbitan sebuah hasil survei dari Fraser Institute<br />

yang meletakkan Indonesia pada nomor 96 dan terakhir pada indeks tempat-tempat pertambangan<br />

yang menarik. Walaupun Indonesia menduduki tempat sepuluh utama sebagai<br />

negara yang prospeknya tinggi, jumlah responden-responden survei tersebut yang<br />

menyatakan bahwa mereka tidak ingin menginvestasi <strong>di</strong>sini adalah sangat mengejutkan.<br />

Ranking demikian sulit untuk <strong>di</strong>mengerti karena pemerintah <strong>terus</strong> bergerak secara<br />

positif, ia adalah pengekspor batubara terbesar <strong>di</strong> dunia, industri ini <strong>terus</strong> <strong>berkembang</strong><br />

dan ada perusahaan-perusahaan asing yang terlibat <strong>di</strong>dalamnya, yang semuanya ini<br />

menandakan bahwa ada tempat-tempat lain yang jauh lebih buruk untuk investasi<br />

batubara.<br />

Maiden 29 million tonne Katingan Ria reserve<br />

Katingan Ria is in Central Kalimantan near the Katingan River.<br />

A MAIDEN JORC-compliant reserve of 29 million tonnes has been established<br />

at Realm Resources’ Katingan Ria Project in Central Kalimantan.<br />

Katingan Ria, which is 51%-owned by Realm, is shaping up as a simple,<br />

open-cut operation that will supply low ash and low sulphur coal suited for<br />

modern In<strong>di</strong>an and Chinese power generation.<br />

Reserve estimates are based on JORC coal resources of 89 million tonnes.<br />

This was established following phase 3 drilling with 6 million tonnes classified<br />

as measured, 44 million as in<strong>di</strong>cated and 39 million as inferred.<br />

Realm’s chairman Richard Rossiter says, “We are pleased to achieve this<br />

important milestone, with sufficient reserves now defined for well over 10<br />

years of operation. This estimate paves the way for possible financing and<br />

development following the expected receipt of the final Pinjam Pakai<br />

(forestry) operations permit in the second half of <strong>2013</strong>.”<br />

<strong>The</strong> project is planned as a 2.5 million tonne/annum open cut mine. <strong>The</strong><br />

planned operation consists of an open cut haul back mining method using<br />

hydraulic loaders and rear dump trucks to dump both in-pit and ex-pit. Coal<br />

is transported by 60 tonne road trucks about 45km to a stockpiling and barge<br />

loa<strong>di</strong>ng facility on the Katingan River. Barges will then transport coal<br />

435km to river mouth for transhipment to coal ships for delivery to market.<br />

Coal is planned to be sold unwashed, meaning there is no metallurgical<br />

treatment required to achieve a saleable product. <strong>The</strong> coal is expected to be<br />

predominately sold as a low ash and low sulphur coal ideally suited for modern<br />

In<strong>di</strong>an and Chinese power generation.<br />

Reserves have been estimated by applying realistic mining, metallurgical,<br />

economic, marketing, legal, environmental, social and government factors<br />

to the coal resources. Mining factors (such as recovery and <strong>di</strong>lution) have<br />

been defined from the proposed open cut mining method.<br />

<strong>The</strong> pit optimization study, which delineated the life of mine pit used in<br />

the reserves statement, was based on the area that was economical to mine<br />

at a reasonably low product coal sales price. No metallurgical factors are<br />

applicable as the ROM coal is sold as a raw coal without processing.<br />

In ad<strong>di</strong>tion, due to the seasonality of the Katingan River, coal mining and<br />

barging has been limited to about 9 months in the year with campaign-style<br />

barging planned to take advantage of periods when river depths are fully<br />

navigable. All coal reserves are classified based on the level of detail completed<br />

in the mine planning and also the level of confidence in the resources.<br />

Resources are reported inclusive of reserves.<br />

yang memproduksi batubara berkadar abu dan<br />

sulfur yang rendah yang <strong>di</strong>ingini pembangkit<br />

tenaga listrik modern In<strong>di</strong>a dan Cina.<br />

Cadangan batubara yang memenuhi kriteria<br />

JORC <strong>di</strong>sini <strong>di</strong>perkirakan berjumlah 89 juta ton.<br />

Pemastian sumber ini <strong>di</strong>buat setelah melaksanakan<br />

program pemboran Fase Ketiga yang<br />

menemukan 6 juta ton terukur, 44 juta ton<br />

terin<strong>di</strong>kasi dan 39 juta ton taksiran.<br />

Komisaris Realm Richard Rossiter mengatakan,<br />

“Kami sangat gembira mencapai tahap<br />

penting ini, dengan sebuah sumber yang sudah<br />

nyata untuk operasi sepuluh tahun kedepan.<br />

Perkiraan ini membuka jalan untuk memungkinan<br />

pendanaan dan pengembangan setelah<br />

menerima izin operasi Pinjam Pakai (kehutanan)<br />

pada pertengahan kedua <strong>2013</strong>.”<br />

Proyek ini <strong>di</strong>rencanakan sebagai tambang terbuka<br />

2,5 juta ton per tahun. Operasi yang <strong>di</strong>rencanakan<br />

ter<strong>di</strong>ri dari metode tambang terbuka<br />

angkut belakang menggunakan pemuat hidrolik<br />

dan truk-truk bongkar belakang untuk pembongkaran<br />

<strong>di</strong> dalam dan <strong>di</strong> luar lubang tambang.<br />

Batubara <strong>di</strong>angkut oleh truk–truk berkapasitas 60<br />

ton sejauh 45 km ke fasilitas penumpukan dan<br />

bongkar pasang tongkang <strong>di</strong> Sungai Ketingan.<br />

Kapal-kapal tongkang akan mengangkut<br />

batubara sejauh 435 km ke muara untuk <strong>di</strong>pindahkan<br />

ke kapal-kapal batubara yang akan mengangkutnya<br />

ke pasaran.<br />

Batubara <strong>di</strong>rencanakan <strong>di</strong>jual tanpa pembersihan,<br />

dengan kata lain tidak memerlukan pengolahan<br />

matalurgi yang biasanya <strong>di</strong>perlukan bagi<br />

menghasilkan produk yang dapat <strong>di</strong>jual. Batubara<br />

itu <strong>di</strong>perkirakan akan <strong>di</strong>jual kebanyakannya sebagai<br />

batubara berkadar abu dan sulfur rendah<br />

sesuai untuk pembangkit tenaga listrik modern<br />

In<strong>di</strong>a dan Cina.<br />

Jumlah cadangan <strong>di</strong>perhitungkan dengan<br />

menggunakan faktor-faktor pertambangan, metalurgi,<br />

ekonomi, penjualan, hukum, lingkungan,<br />

sosial dan pemerintahan keatas sumber-sumber<br />

batubara.<br />

Faktor pertambangan (seperti pengerukan<br />

kembali dan pencairan) telah <strong>di</strong>perkirakan dari<br />

metode pertambangan terbuka yang <strong>di</strong>usulkan.<br />

Stu<strong>di</strong> optimisasi untuk menentukan umur lubang<br />

tambang dan besarnya cadangan, <strong>di</strong>dasarkan<br />

pada luas bidang yang dapat <strong>di</strong>eksploitasi secara<br />

ekonomis dengan harga jual batubara yang rendah.<br />

Tidak ada faktor metalurgi yang harus <strong>di</strong>perhitungkan<br />

karena batubara ROM <strong>di</strong>jual murni<br />

tanpa pengolahan.<br />

Ditambahkan <strong>di</strong>sini, oleh karena perubahan<br />

musim <strong>di</strong> Sungai Katingan, penambangan dan<br />

pengangkutan batubara terbatas hanya pada sembilan<br />

bulan setahun dengan menggunakan pengangkutan<br />

berkampanye bagi mengambil kesempatan<br />

sewaktu dalamnya air sungai dapat <strong>di</strong>layari<br />

sepenuhnya. Semua cadangan batubara <strong>di</strong>klasifikan<br />

menurut detil yang yang <strong>di</strong>peroleh sewaktu<br />

perencanaan tambang dan juga pada tahap keyakinan<br />

atas sumber-sumber yang <strong>di</strong>laporkan termasuk<br />

cadangan-cadangan.

to 50-53 million tonnes from 47.2 million<br />

tonnes in 2012 and says the increase will come<br />

from ‘business improvement and cost savings’.<br />

<strong>Adaro</strong> is a fully integrated coal mining and energy<br />

company from exploration through to power.<br />

It is Indonesia’s second largest thermal coal producer,<br />

operates the largest single coal mine in<br />

Indonesia and is a significant supplier to the global<br />

seaborne thermal coal market.<br />

<strong>The</strong> company’s coal characteristics are subbituminous,<br />

me<strong>di</strong>um heat value and ultra-low pollutant<br />

coal, with total JORC-compliant resources<br />

of 4.6 billion tonnes and reserves of 1.1 billion<br />

tonnes. Because of its environmental characteristics,<br />

<strong>Adaro</strong>’s coal is trademarked as ‘Envirocoal’<br />

with acceptance among blue-chip power utilities.<br />

<strong>The</strong> <strong>2013</strong> forecasts followed a record final<br />

2012 quarter which saw production reach 13.31<br />

million tonnes, up 7% year-on-year, and sales<br />

volume of 13.96 million tonnes, up 12%.<br />

Demand is increasing, especially from emerging<br />

economies spearheaded by China and In<strong>di</strong>a.<br />

2012 was <strong>Adaro</strong>’s second best production year<br />

with the coal market reboun<strong>di</strong>ng towards the end<br />

of the year after challenging con<strong>di</strong>tions. It also<br />

introduced a new Envirocoal product, E4500, a<br />

blend between E5000 (Tutupan) and E4000<br />

(Wara), in order to provide more options to its<br />

customers and to optimize its product portfolio<br />

revenue. <strong>Adaro</strong> sold 1.95 million tonnes of E4500<br />

in 2012 to customers in Korea and Indonesia.<br />

This year <strong>Adaro</strong> plans to introduce another<br />

Envirocoal brand, E4700, which will be a standalone<br />

non-blended product from the northern area<br />

of Tutupan pit. Also, <strong>Adaro</strong> is developing an<br />

overburden crushing and conveying system and a<br />

2 x 30MW mine-mouth power plant, both of<br />

which will be commissioned by June 30 <strong>2013</strong>.<br />

<strong>The</strong> company maintains geographical <strong>di</strong>versification<br />

to reduce risk and sells Envirocoal to 49<br />

customers in 17 countries. It remains a lea<strong>di</strong>ng<br />

domestic supplier with 10.74 million tonnes or<br />

23% of its total sales volume. In 2012 exports to<br />

In<strong>di</strong>a amounted to 15% of the total, to Spain 12%,<br />

Japan 9%, Korea 8%, Hong Kong 8%, China 6%,<br />

Malaysia 5%, Taiwan 4% and USA 4%.<br />

<strong>Adaro</strong> is also increasing production through<br />

acquiring interests in other producers. It has<br />

entered an option to provide a convertible loan for<br />

three years which will result in acquisition of controlling<br />

interest in PT Bhakti Energi Persada<br />

(BEP), which owns 7 low-grade thermal licences<br />

in Muara Wahau <strong>di</strong>strict, East Kalimantan.<br />

jumlah produksi <strong>di</strong> tahun <strong>2013</strong> ke 50 sampai 53<br />

juta ton dari 47.2 juta ton <strong>di</strong>tahun 2012 dan mengatakan<br />

bahwa peningkatan <strong>di</strong>hasilkan dari<br />

penyempurnaan bisnis serta penghematan biaya.<br />

<strong>Adaro</strong> adalah sebuah perusahaan pertambangan<br />

batubara sekalian pembangkit tenaga dari mulai<br />

eksplorasi sampai tenaga listrik. Ia adalah<br />

perusahaan kedua terbesar Indonesia yang memprodusir<br />

batubara panas, mengoperasikan tambang<br />

batubara tunggal terbesar <strong>di</strong> Indonesia dan<br />

supplier pasaran batubara panas dunia melalui<br />

laut yang signifikan.<br />

Ciri-ciri batubara perusahaan ini adalah subbituminous,<br />

dengan nilai panas menengah dan<br />

mengandung kadar polusi yang ultra-rendah,<br />

dengan batubara yang memenuhi kriteria JORC<br />

sebanyak 4.6 milyar ton dan cadangan 1,1 milyar<br />

ton. Oleh karena cirri-ciri lingkungannya yang<br />

baik, batubara <strong>Adaro</strong> ini <strong>di</strong>juluki “Batubara<br />

Enviro” dan <strong>di</strong>terima baik oleh para pembangkit<br />

tenaga listrik ternama.<br />

Ramalan tahun <strong>2013</strong> menyusuli hasil kwartal<br />

akhir tahun 2012 yang meyakinkan <strong>di</strong>mana produksi<br />

mencapai 13,31 juta ton, naik 7% tahun<br />

demi tahun dan jumlah penjualan 13,96 juta ton<br />

naik dengan 12%. Permintaan <strong>terus</strong> meningkat<br />

terutama dari ekonomi-ekonomi baru Asia yang<br />

<strong>di</strong>pelopori oleh Cina dan In<strong>di</strong>a.<br />

2012 adalah tahun produksi kedua terbaik dengan<br />

pasaran batubara membaik setelah keadaan<br />

pasar yang mencabar. Ia juga memperkenalkan<br />

sebuah produk Batubara Enviro baru, yang<br />

<strong>di</strong>beri nama E4500, sebuah campuran E5000<br />

(Tutupan) dan E4000(Wara), untuk memberikan<br />

lebih banyak lagi pilihan kepada pelanggannya<br />

dan sekalian mengoptimasikan portfolio pendapatannya.<br />

<strong>Adaro</strong> menjual 1,95 juta ton E4500<br />

pada tahun 2012 ke pelanggan-pelanggannya <strong>di</strong><br />

Korea dan Indonesia.<br />

Tahun ini <strong>Adaro</strong> merencanakan untuk memperkenalkan<br />

satu lagi merek Batubara Enviro,<br />

yaitu E4700, sebuah produk murni (bukan campuran)<br />

dari bagian utara tambang Tutupan.<br />

<strong>Adaro</strong> juga sedang mengembangkan sebuah sistem<br />

pencernahan timbunan kotor dan pita pengantar<br />

serta 2 x 30MW pmbangkit tenaga listrik<br />

yang <strong>di</strong>perkirakan akan <strong>di</strong>komisikan pada<br />

pertengahan pertama tahun <strong>2013</strong>.<br />

Perusahaan tetap meneruskan <strong>di</strong>versifikasi<br />

lokasi bagi memperkecil risiko dan menjual<br />

Batubara Enviro ke 49 pelanggan <strong>di</strong> 17 negara.<br />

Ia juga <strong>terus</strong> berperan sebagai supplier domestik<br />

dengan 10,74 juta ton atau 23% dari jumlah penjualannya.<br />

Dalam tahun 2012 ekspor ke In<strong>di</strong>a<br />

berjumlah 15% dari keseluruhan, ke Sepanyol<br />

12%, Jepang 9% Korea 8% Hong Kong 8% Cina<br />

6%, Malaysia 5% Taiwan 4% dan AS 4%.<br />

Adora juga sedang meningkatkan produksinya<br />

melalui pembelian saham produsir-produsir lain.<br />

Ia telah juga menyatakan opsi menye<strong>di</strong>akan pinjaman<br />

convertible selama tiga tahun yang akan<br />

menguasai PT Bhakti Energi Persada (BEP)<br />

empunya tujuh lisensi batubara panas kadar rendah<br />

<strong>di</strong> kabupaten Muara Wahau <strong>di</strong> Kalimantan<br />

Bukit Asam expands sales and facilities<br />

STATE-OWNED coal miner PT Bukit Asam,<br />

which operates mines in South Sumatra and East<br />

Kalimantan, intends to increase coal sales this<br />

year by 25% to 20 million tonnes and expects to<br />

benefit from higher average selling prices. To<br />

facilitate expan<strong>di</strong>ng sales, the company has set<br />

aside Rp2.5 trillion (US$258.13 million), inclu<strong>di</strong>ng<br />

a Rp1.5 trillion port expansion at Tarahan in<br />

Lampung province and a US$18 million upgra<strong>di</strong>ng<br />

of loa<strong>di</strong>ng facilities at Kertapati port in<br />

Pelambang, South Sumatra.<br />

Bukit Asam’s president <strong>di</strong>rector Milawarma<br />

says the production increase is intended to meet<br />

growing coal demand, especially from foreign<br />

markets. <strong>The</strong> company’s exports are <strong>di</strong>rected<br />

China, Hong Kong, In<strong>di</strong>a, Japan, Malaysia, the<br />

Philippines, Taiwan and Vietnam. It hopes<br />

exports will grow to reach 50% of total revenues<br />

from the current 45%.<br />

He says the company will this year focus on<br />

exporting high-calorie coal, with a caloric value<br />

above 6000, as it provides better profit margins.<br />

“Japan needs high-calorie coal for its technology<br />

and because that coal produces low dust.”<br />

PT Bukit Asam has assembled an impressive team to advance its energy projects in<br />

Indonesia.<br />

However, the company will continue exporting<br />

low-calorie coal to In<strong>di</strong>a.<br />

Milawarma says the Tarahan terminal expansion<br />

is one of important programs needed to<br />

achieve the company’s targets. <strong>The</strong> expansion<br />

means construction of a new ship loader and a<br />

new dock, and the purchase of four new rotary car<br />

dumper (RCD) units. <strong>The</strong> expansion will mean<br />

the port can manage large vessels and increase its<br />

annual capacity to between 22 million and 25<br />

million tonnes from 15 million.<br />

By accommodating large vessels, the company<br />

also hopes to reduce overseas freight costs as<br />

Tarahan functions as point of origin for exports to<br />

China, In<strong>di</strong>a, Japan, Taiwan and Vietnam. “<strong>The</strong><br />

bigger the vessel, the cheaper the cost will be. We<br />

may be able to reduce the freight costs to China,<br />

for example, by $3 per tonne. <strong>The</strong> reduction will<br />

certainly benefit us,” Milawarma says.<br />

To support the Tarahan port, Bukit Asam is<br />

constructing a US$29.1 million coal-fired power<br />

plant, with capacity of 2x8MW. <strong>The</strong> plant is slated<br />

to begin operations in the second half of <strong>2013</strong>.<br />

It is also increasing the capacity of the railroad<br />

used to transport coal from its Tanjung Enim concession<br />

in South Sumatra to Tarahan.<br />

Bukit Asam says it has saved about Rp75 billion<br />

by developing its own coal handling facility<br />

(CHF) at Kertapati. <strong>The</strong> project was managed by<br />

its own employees. “If we buy a CHF, it costs<br />

around Rp90 billion, but it only costs Rp15 billion<br />

to build ourselves,” says corporate secretary<br />

Joko Pramono. “<strong>The</strong> CHF is part of the Kertapati<br />

Port renovation. <strong>The</strong> refurbishment is expected to<br />

increase port capacity to annually accommodate<br />

2.7 million tonnes of coal.”<br />

keuntungan dari harga penjualan rata-rata<br />

yang lebih tinggi. Perusahaan telah menye<strong>di</strong>akan<br />

Rp2,5 triliun (AS$258.13 juta) termasuk Rp1,5<br />

triliun untuk pengembangan pelabuhan <strong>di</strong><br />

Tarahan, Propinsi Lampung dan AS$ 18 juta peningkatan<br />

sarana bongkar muat <strong>di</strong> pelabuhan<br />

Kertapati, Palembang, Sumatera Selatan.<br />

Dirut Bukit Asam Milawarma menyatakan<br />

bahwa peningkatan produksi <strong>di</strong>rmaksudkan<br />

untuk memenuhi peningkatan permintaan<br />

terutama dari pasaran-pasaran luar negeri.<br />

Perusahaannya mengekspor ke Cina, Hong<br />

Kong, In<strong>di</strong>a, Jepang, Malaysia, Filipina, Taiwan<br />

dan Vietnam. Diharapkan ekspor akan mencapai<br />

50% dari hasil pendapatan yang pada waktu ini<br />

berjumlah 45%.<br />

Ia mengatakan bahwa perusahaannya akan<br />

memfokuskan <strong>di</strong>ri pada ekspor batubara<br />

berkalorifik tinggi (<strong>di</strong>atas 6000) karena ini mendatangkan<br />

keuntungan yang lebih baik. “Jepang<br />

memerlukan batubara berkalorifik tinggi untuk<br />

teknologinya dan karena batubara tersebut mengeluarkan<br />

kadar abu yang rendah”. Namun<br />

perusahaan akan <strong>terus</strong> mengekspor batubara<br />

berkalorifik rendah ke In<strong>di</strong>a.<br />

Milawarma mengatakan bahwa pengembangan<br />

pelabuhan Tarahan adalah salah satu program<br />

penting bagi mencapai tujuan-tujuan perusahaan.<br />

Ini menyangkut konstruksi loader dan dock baru<br />

serta pembelian empat pembongkar gerbong<br />

putar (rotary car dumper (RCD)). Dengan<br />

demikian pelabuhan dapat mengelola kapal-kapal<br />

besar yang akan meningkatkan kapasitas dari 15<br />

ton ke antara 22 sampai 25 juta ton setahun.<br />

Perusahaan juga mengharapkan ongkos pengangkutan<br />

keluar negeri akan berkurang dengan<br />

pengelolaan kapal-kapal besar sehingga Tarahan<br />

berfungsi sebagai titik mula ekspor ke Cina,<br />

In<strong>di</strong>a, Jepang, Taiwan dan Vietnam. “Lebih besar<br />

kapalnya lebih murah ongkosnya. Sebagai contoh,<br />

kita dapat mengurangkan ongkos-ongkos<br />

pengangkutan ke Cina dengan $3 per ton.<br />

Pengurangan ini pasti menguntungkan kami.”<br />

Kata Milawarma.<br />

Bagi menunjang operasi pelabuhan Tarahan,<br />

Bukit Asam sedang membangun pembangkit<br />

tenaga listrik berkapasitas 2 x 8 MW menggunakan<br />

bahan bakar batubara yang <strong>di</strong>harapkan<br />

bermula operasi pada pertengahan kedua <strong>2013</strong>. Ia<br />

juga akan meningkatkan kapasitas pengangkutan<br />

keretapi untuk batubara dari konsesi Tanjung<br />

Enim nya in Sumatera Selatan ke Tarahan.<br />

Bukit Asam menyatakan bahwa dengan membangun<br />

sen<strong>di</strong>ri sarana penanganan batubaranya <strong>di</strong><br />

Kertapati ia telah menghemat kira-kira Rp75 milyar.<br />

Proyek tersebut <strong>di</strong>kelola oleh staff mereka<br />

sen<strong>di</strong>ri. “Untuk membeli CHF akan memakan<br />

ongkos Rp90 milyar sedangkan membangunnya<br />

sen<strong>di</strong>ri hanya memakan biaya Rp15 milyar,” kata<br />

Joko Pramono, Sekretaris eksekutif.<br />

“CHF adalah bagian dari renovasi Pelabuhan<br />

Kertapati. Pembaruan ini <strong>di</strong>harapkan<br />

meningkatkan kapasitas pelabuhan ke 2,7 juta ton<br />

batubara setahun” katanya.<br />

Acquisition to improve Jembayan logistics<br />

ACQUISITION of a company which<br />

holds land near Sakari Resources’<br />

Jembayan Coal Project will improve<br />

transport logistics and has potential to<br />

create substantial savings in haulage<br />

costs. Sakari’s agreement to purchase further<br />

concessions to the north of the mine<br />

may also unlock wider coal reserves in<br />

the Separi basin of Kalimantan.<br />

Sakari has acquired PT Tri Tunggal<br />

Lestari Bersama, a company that owns<br />

an exclusive right of way to convey coal<br />

over Pertamina’s gas pipelines that lie to<br />

the east of the Separi basin and<br />

Jembayan mine. Sakari will, therefore,<br />

be able to open an overland route for<br />

transporting coal from Jembayan and the<br />

Separi region to the coast.<br />

<strong>The</strong> <strong>di</strong>stance from Jembayan to the<br />

coast in a <strong>di</strong>rect overland route would be<br />

about 40km compared to the current<br />

route that involves hauling coal 30km to<br />

Mahakam River and then barging it over<br />

<strong>di</strong>stances of around 120km to ship loa<strong>di</strong>ng<br />

anchorages.<br />

Sakari’s pre-feasibility stu<strong>di</strong>es in<strong>di</strong>cate<br />

a <strong>di</strong>rect transport route to the east<br />

coast would result in substantial savings<br />

in Jembayan haulage costs.<br />

<strong>The</strong> Mahakam River is increasingly<br />

busy as a shipping route for various<br />

commo<strong>di</strong>ties in inland Kalimantan and<br />

an alternative route for transporting coal<br />

would significantly facilitate transportation<br />

operations for Jembayan.<br />

As well as the right of way, Tri Tunggal owns<br />

land assets and intellectual property assets in<br />

the form of engineering stu<strong>di</strong>es for a bridge<br />

over the gas pipelines. Sakari will now finalize<br />

more detailed stu<strong>di</strong>es on the eastern corridor.<br />

<strong>The</strong> six concessions which Sakari<br />

aims to purchase to the north of<br />

Jembayan could also benefit from the<br />

alternative transport route. Due <strong>di</strong>ligence<br />

on these concessions was scheduled<br />

to begin in December.<br />

Cash costs at the Jembayan operations<br />

have reduced from their peak of<br />

US$68 per tonne in the first quarter of<br />

2012 to US$54.70 in the third quarter<br />

while production continues its upward<br />

trend, reaching 2.35 million tonnes, the<br />

highest quarterly rate for 2012. It was<br />

also 4% higher than the correspon<strong>di</strong>ng<br />

quarter in 2011.<br />

At Sebuku mine production in the<br />

third quarter reached a record high of<br />

1.082 million tonnes, which was 146%<br />

higher than in the same period of 2011.<br />

Progress in the northern leases continues<br />

as planned with the first coal mined<br />

in September from the second pit that<br />

has been under development in 2012.<br />

<strong>The</strong>re has been a significant increase in<br />

marketable reserves at Sebuku to 26.5<br />

million tonnes.<br />

Meantime, a takeover bid for Sakari<br />

by PTT Mining Group, a subsi<strong>di</strong>ary of<br />

PTT International has succeeded with<br />

Sakari subsequently being delisted from<br />

the Main Board of the Singapore<br />

Exchange Securities Tra<strong>di</strong>ng Limited.<br />

<strong>The</strong> delisting followed PTT gaining more than<br />

93% of Sakari.<br />

Akuisisi tingkatkan logistika Jembayan<br />

Persetujuan oleh Sakari untuk membeli lagi<br />

konsesi-konsesi <strong>di</strong>sebelah utara tambang berkemungkinan<br />

membuka pula cadangan-cadangan<br />

batubara <strong>di</strong> daerah Separi <strong>di</strong> Kalimantan.<br />

Sakari telah memperoleh PT Tri Tunggal<br />

Lestari Bersama yang mempunyai hak eksklusif<br />

mengangkut batubara <strong>di</strong>atas pipa-pipa gas<br />

Pertamina <strong>di</strong> sebelah timur daerah Separi dan<br />

tambang Jembayan. Dengan demikian, Sakari<br />

dapat membuka rute jalan darat untuk mengangkut<br />

batubara dari jembayan dan Separi ke<br />

pesisir.<br />

Jarak jalan darat langsung dari Jembayan ke<br />

pesisir adalah kurang lebih 40 km ketimbang<br />

rute sekarang yang ter<strong>di</strong>ri dari mengangkut<br />

batubara sejauh 30 km ke Sungai Mahakam<br />

<strong>di</strong><strong>terus</strong>kan dengan tongkang ke lokasi kapal<br />

untuk <strong>di</strong>muat yang jaraknya adalah 120 km.<br />

Stu<strong>di</strong> pra-feasibility yang <strong>di</strong>laksanakan Sakari<br />

menunjukkan bahwa pengangkutan rute langsung<br />

ke pesisir timur akan menghemat besar<br />

ongkos pengangkutan <strong>di</strong> Jembayan.<br />

Disamping itu, Sungai Mahakam juga <strong>terus</strong><br />

bertambah sibuk sebagai jalur perkapalan membawa<br />

bermacam komo<strong>di</strong>tas dari daratan Kali -<br />

mantan. Jalur alternatif pengangkutan batubara<br />

akan membantu operasi transportasi Jembayan.<br />

Disamping hak jalan, Tri Tunggal juga memiliki<br />

aset tanah dan harta intelektuil dalam bentuk<br />

stu<strong>di</strong> teknik pembangunan sebuah jembatan<br />

<strong>di</strong>atas pipa-pipa gas. Sekarang Sakari akan<br />

menyelesaikan stu<strong>di</strong>-stu<strong>di</strong> yang lebih mendetil <strong>di</strong><br />

gerbang timur.<br />

Keenam konsesi <strong>di</strong> bagian utara Jembayan<br />

yang ingin <strong>di</strong>beli Sakari juga akan mendapat<br />

keuntungan dari rute alternatif pengangkutan itu.<br />

Due <strong>di</strong>ligence atas konsesi-konsesi ini <strong>di</strong>rencanakan<br />

bermulai pada bulan Desember.<br />

Ongkos-ongkos tunai operasi Jembayan telah<br />

berkurang dari puncaknya yaitu AS$68 per ton <strong>di</strong><br />

kwartal pertama tahun 2012 ke AS$54.70 pada<br />

kwartal ketiga, sedangkan produksi <strong>terus</strong><br />

meningkat mencapai 2.35 juta ton, yaitu jumlah<br />

tertinggi untuk tahun 2012. Ini juga 4% melebihi<br />

hasil kwartal yang sama <strong>di</strong> tahun 2011.<br />

Produksi tambang Sebuku mencapai 1,082<br />

juta ton <strong>di</strong> kwartal ketiga, yaitu 146% lebih tinggi<br />

dari periode yang sama <strong>di</strong> tahun 2011.<br />

Perkembangan <strong>di</strong> tambang-tambang bagian utara<br />

perusahaan PTT International tetnyata berhasil<br />

dengan Sakari <strong>di</strong>cabut dari pendaftaran Papan<br />

Utama bursa Singapura setelah PTT mendapat<br />

lebih dari 93% Sakari.<br />

Indus Coal to initiate<br />

MukoMuko drilling<br />

ASX-LISTED Indus Coal intends to initiate a JORC-compliant drilling<br />

program on its MukoMuko Coal Project in Bengkulu province of<br />

Western Sumatra by the end of June. <strong>The</strong> drilling was delayed while the<br />

company focused on completing legal and technical due <strong>di</strong>ligence, and<br />

financing and settling the first stage of the purchase of the Jambi Coal<br />

Projects, also in Sumatra.<br />

While completing this work Indus has ensured that the MukoMuko<br />

project has met its environmental and forestry commitments, continued<br />

to accumulate data for the preliminary feasibility study, maintained<br />

ongoing native title commitments in the local villages and progressed the<br />

exploration program via ad<strong>di</strong>tional outcrop sampling.<br />

MukoMuko covers 2337 hectares of which about 63% encompasses<br />

the coal-bearing Lemau Formation and about 19% the secondary<br />

prospective Bitunan formation.<br />

Late last year Indus agreed to a series of transactions to purchase an<br />

in<strong>di</strong>rect interest in three thermal coal-bearing concessions totalling<br />

14,394 hectares in the thermal coal producing region of Jambi province.<br />

In early <strong>2013</strong> it purchased a 38% stake in BEP and BMC, representing<br />

stage 1 of the acquisition. <strong>The</strong> company has the right to purchase a further<br />

38% interest while the vendor has the option to sell to Indus a further<br />

24% sharehol<strong>di</strong>ng, subject to the satisfaction of certain con<strong>di</strong>tions.<br />

<strong>The</strong> concessions are Block 7 (5001 hectares), Block 8 (4380 hectares)<br />

and Block 9 (5013 hectares) in Jambi province, to the east of the<br />

MukoMuko project and with similar risk/reward profile. All three have<br />

granted exploration licence IUPs while Block 9 also has an AMDAL<br />

clearance (environmental licence). Indus expected that a production IUP<br />

and all necessary forestry permits would be granted for Block 9 during<br />

the first quarter of <strong>2013</strong>. AMDAL clearances and forestry permits for the<br />

other blocks are expected before June 30.<br />

Numerous operating coal mines are in close proximity to all three concessions<br />

with stripping rates between 1:1 and 1:6. Regional costs of coal<br />

mine production are about US$32 per tonne while the coal being mined<br />

has an average calorific value of 5300-5700 kcal/kg and sulphur content<br />

of 0.059-1.04%, and sells for US$48 per tonne.<br />

A 150-hole JORC-compliant drilling program for 15,000 metres has<br />

been planned across the concessions and will start with a 70-hole campaign<br />

on Block 9 over a ‘sweet spot’ of 1000 hectares.<br />

Indus is focused on bringing the MukoMuko and Jambi projects to<br />

production over the next 12 months and is continuing to build scale with<br />

local coal partner PT Param Energy, a company founded by Indus executive<br />

<strong>di</strong>rector Vinay Hariani and which is a vertically integrated coal<br />

mining business with 15 years of experience in coal project identification,<br />

coal mining and international coal tra<strong>di</strong>ng in Indonesia.<br />

INDUS Coal yang terdaftar <strong>di</strong> ASX berniat memulai program pemboran<br />

memenuhi JORC <strong>di</strong> Proyek Batubara MukoMuko <strong>di</strong> daerah Bengkulu <strong>di</strong><br />

Sumatera Barat pada akhir bulan Juni. Pemboran <strong>di</strong>tunda karena perusahaan<br />

memusatkan perhatian dalam menyelesaikan due <strong>di</strong>ligence hukum<br />

dan teknis, serta menye<strong>di</strong>akan dana dan menyelesaikan tahap pertama<br />

pembelian Proyek-proyek batubara Jambi, juga <strong>di</strong> Sumatera.<br />

Sambil menyelesaikan kegiatan-kegiatan tersebut Indus meyakinkan<br />

bahwa proyek MukoMuko telah memenuhi syarat-syarat lingkungan dan<br />

perhutanan, <strong>terus</strong> mengumpulkan data untuk feasibility study awal, mengawal<br />

syarat-syarat hak pribumi <strong>di</strong> kampong-kampung setempat dan telah<br />

meneruskan program eksplorasi melalui sampel outcrop tambahan.<br />

MukoMuko mencakup 2337 hektar 63% darinya adalah batubara Formasi<br />

Lemau dan lebih kurang 19% prospektif sekunder formasi Bitunan.<br />

Pada akhir tahun lalu Indus menyetujui beberapa transaksi untuk membeli<br />

saham tidak langsung <strong>di</strong> tiga konsesi batubara panas berjumlah<br />

14,394 hektar <strong>di</strong> daerah produksi batubara panas Propinsi Jambi. Sebagai<br />

tahap pertama dari akuisisi ini pada awal <strong>2013</strong> ia telah membeli 38%<br />

saham <strong>di</strong> BEP dan BMC. Perusahaan ini berhak membeli 38% lagi sedangkan<br />

pihak penjual mempunyai opsi menjual kepada Indus 24% lagi<br />

saham setelah memenuhi beberapa syarat-syarat tertentu.<br />

Konsesi-konsesi tersebut adalah Blok 7 (5001 hektar), Blok 8 (4380<br />

hektar) dan Blok 9 (5013 hektar) <strong>di</strong> Propinsi Jambi, <strong>di</strong>sebelah timur<br />

proyek MukoMuko dan dengan profil risiko/hasil yang mirip sama.<br />

Ketiga-tiganya telah mendapatkan lisensi IUP eksplorasi sedangkan Blok<br />

9 juga mempunyai pembebasan AMDAL (lisensi lingkungan). Indus<br />

mengharapkan IUP produksi dan semua izin-izin kehutanan yang <strong>di</strong>perlukan<br />

akan <strong>di</strong>dapati untuk Blok 9 pada kwartal pertama <strong>2013</strong>.<br />

Pembebasan AMDAL dan izin-izin kehutanan untuk blok-blok lainnya<br />

<strong>di</strong>harapkan sebelum 30 Juni.<br />

Banyak lagi tambang-tambang batubara lain beroperasi <strong>di</strong>dekat ketiga<br />

konsesi-konsesi tersebut dengan nasbah stripping antara 1:1 sampai 1:6.<br />

Biaya-biaya setempat untuk produksi batubara berkisar sekitar AS$32 per<br />

tonne sedangkan batubaranya mempunyai nilai kalorifis antara 5300-5700<br />

kcal/kg dan kadar sulfur 0.059-1.04% dan <strong>di</strong>jual seharga AS$48 per tonne.<br />

Sebuah program pemboran 150 lubang memenuhi syarat JORC sepanjang<br />

15.000 meter menyangkut ketiga konsesi telah <strong>di</strong>rencanakan dan<br />

akan <strong>di</strong>mulai dengan kampanye 70 lubang <strong>di</strong> Blok 9 <strong>di</strong>atas ‘titik manis’<br />

seluas 1000 hektar.<br />

Indus bertekad menggiring proyek-proyek MukoMuko dan Jambi ke<br />

taraf produksi dalam waktu 12 bulan dan <strong>terus</strong> men<strong>di</strong>rikan skala dengan<br />

mitra lokal PT Param Energy, sebuah perusahaan pertambangan batubara<br />

terintegrasi vertikal yang <strong>di</strong>bentuk oleh Direktur Eksekutif Indus, Vinay<br />

Challenger signs mining and marketing agreement<br />

CHALLENGER Deep Resources’ subsi<strong>di</strong>ary PT<br />

Bestindo Energy has entered an exclusivity<br />

agreement relating to the right to mine and market<br />

coal from the KEM Coal Project in Central<br />

Kalimantan.<br />

<strong>The</strong> agreement with CV Kara Elmas Madenleri<br />

(KEM) gives Challenger the exclusive right, for<br />

60 days, to conduct due <strong>di</strong>ligence on the KEM<br />

project and to enter into a mining operation-production<br />

agreement, which would give Challenger<br />

full control of all coal production and marketing<br />

within the project area.<br />

KEM owns the KEM project which is in<br />

Murah Teweh <strong>di</strong>strict and 12km east of the Barito<br />

River, the main river transportation route for the<br />

Challenger Deep’s Tabang Coal Project is in East Kalimantan alongside the Belayan River<br />

PT BESTINDO Energy, anak perusahaan<br />

kawasan proyek tersebut.<br />

Proyek KEM yang <strong>di</strong>miliki KEM berada <strong>di</strong><br />

Kabupaten Murah Teweh 12 km <strong>di</strong>timur Sungai<br />

Barito, saranan pengangkutan utama <strong>di</strong> daerah<br />

tersebut. Proyek ini mencakup 335 hektar dengan<br />

lisensi IUP operasi dan produksi. Proyek ini<br />

ter<strong>di</strong>ri dari seam ganda batubara panas bermutu<br />

tinggi dengan infrastruktur terse<strong>di</strong>a termasuk<br />

jalan sepanjang 12 km dan bongkar muat jetty,<br />

yang memungkinkan produksi seawal mungkin.<br />

Batubara dapat <strong>di</strong>jual FOB tongkang <strong>di</strong> jetty atau<br />

<strong>di</strong>angkut ke timbunan stok <strong>di</strong>hilir untuk <strong>di</strong>muat<br />

langsung ke kapal yang mengangkutnya ke pasar<br />

konsumen.<br />

Challenger mempunyai staff <strong>di</strong>tempat untuk<br />

menyiapkan persetujuan-persetujuan infrastruktur.<br />

“Ini adalah perkembangan yang penting bagi<br />

Challenger” kata Ranjeet Sunder Presiden dan<br />

CEO perusahaan. “Proyek KEM memberikan<br />

potensi untuk cash-flow jangka pendek yang akan<br />

menye<strong>di</strong>akan dana untuk pengembangan proyek<br />

Tabang dan memungkinkan kapitalisasi bagi kem -<br />

ungkinan-kemungkinan bermutu tinggi lain, sambil<br />

memperkecil pengurangan untuk pemegang<br />

saham dalam pasar modal waktu ini. Kami melihat<br />

proyek ini mempunyai risiko dan modal yang<br />

relative rendah. Kedua-duanya adalah unsur penting<br />

dalam strategi batubara Indonesia kami.”<br />

Persetujuan ini menyusul MoU dengan<br />

perusahaan pemasaran batubara Indonesia, PT<br />

Surya Din amika Lestari (SDL) yang <strong>di</strong>tandatangani<br />

tahun lalu untuk memasarkan batubara<br />

panas dari proyek Tabang <strong>di</strong> Kalimantan Timur<br />

<strong>di</strong> dalam negeri. Menurut MoU tersebut, kedua<br />

area. <strong>The</strong> project covers 335 hectares with an IUP<br />

operation production licence in place. It is a<br />

multi-seam high-quality thermal coal project with<br />

existing infrastructure in place to enable an early<br />

start to production, inclu<strong>di</strong>ng a 12km haul road<br />

and loa<strong>di</strong>ng jetty. Coal can be sold FOB barge at<br />

the jetty site or transhipped further downstream to<br />

a stockpile for later, <strong>di</strong>rect loa<strong>di</strong>ng on the mother<br />

vessel for shipment to final consumption markets.<br />

Challenger has staff onsite to complete due<br />

<strong>di</strong>ligence, to begin mine plan drilling and to prepare<br />

infrastructure agreements. “This is a very<br />

important development for Challenger,” says the<br />

company’s president and CEO Ranjeet Sunder.<br />

“<strong>The</strong> KEM project gives us the potential to generate<br />

near-term cash flow which will provide<br />

fun<strong>di</strong>ng for our Tabang project development and<br />

will enable us to capitalize on other high-quality<br />

opportunities, while minimizing <strong>di</strong>lution to shareholders<br />

during these <strong>di</strong>fficult capital markets. We<br />

view this project as having very low risk and relatively<br />

low capital requirements which are both<br />

key elements in our Indonesian coal strategy.”<br />

This agreement follows an MoU signed last<br />

year with Indonesian coal marketing firm, PT<br />

Surya Dinamika Lestari (SDL) to market domestic<br />

thermal coal from the Tabang project in East<br />

Kalimantan. Under the terms of the MOU the<br />

parties will work together to develop a marketing<br />

plan and negotiate a formal coal sales agreement<br />

for Tabang coal production. SDL will seek to<br />

secure domestic buyers for the coal and will<br />

advise Challenger on the best pricing parameters<br />

for <strong>di</strong>fferent production scenarios.<br />

Tabang comprises four properties in close<br />

proximity. <strong>The</strong> ATRP and Pelangi properties are<br />

under formal purchase contracts while CBM and<br />

Inhuwa Purba (IP) are under exclusive MoUs.<br />

Challenger is developing Tabang using a threestep<br />

approach. Step one involves construction of<br />

a short-haul road and jetty facility on the Belayan<br />

River for production from the ATRP property.<br />

Steps two and three add infrastructure and development<br />

of the Pelangi, CBM and IP properties.<br />

After review, Challenger has determined that the<br />

Tabang project has favourable coal economics for<br />

export to In<strong>di</strong>a and China, while also supplying a<br />

burgeoning Indonesian domestic power market as<br />

its economy grows.<br />

Killara continues Bengkulu due <strong>di</strong>ligence<br />

KILLARA Resources is continuing its due <strong>di</strong>ligence<br />

on the Bengkulu Coal Project in Sumatra<br />

and is negotiating an extension owing to wet<br />

weather which has prevented measurement of<br />

coal seam thicknesses in the recently identified<br />

outcrops.<br />

<strong>The</strong> rain increased river and tributary water levels<br />

and the proposed extension is expected to<br />

allow for re-assessment of the seams under more<br />

favourable field con<strong>di</strong>tions.<br />

<strong>The</strong> Bengkulu project covers 2000 hectares of<br />

the larger Bengkulu Forearc Basin. Regional geological<br />

mapping from Indonesia’s Ministry or<br />

Mining and Energy Resources along with initial<br />

Killara field work shows this covering the<br />

prospective Lemau Formation and an area of<br />

Quarternary volcanics.<br />

Lemau is the foremost coal-bearing formation<br />

in Bengkulu province.<br />

Despite poor field con<strong>di</strong>tions due to an extended<br />

wet season, Killara geologists identified and<br />

sampled two coal outcrops from the Lemau<br />

Formation with a potential strike length of 3.5km.<br />

Laboratory analysis of the samples was within<br />

expected ranges for the formation and in<strong>di</strong>cates<br />

the presence of a moderate energy, <strong>di</strong>rect export<br />

thermal coal with low levels of ash and sulphur.<br />

<strong>The</strong> due <strong>di</strong>ligence follows the executive of a<br />

Memorandum of Understan<strong>di</strong>ng agreeing on<br />

commercial terms to acquire an 85% interest in<br />

the Bengkulu province tenement.<br />

<strong>The</strong> due <strong>di</strong>ligence has comprised general reconnaissance<br />

mapping and representative sampling of<br />

coal occurrences along with socialization programs.<br />

Success will lead to a stratigraphic drilling<br />

campaign.<br />

<strong>The</strong> project is 100% APL forestry (Areal<br />

Pengunaan Lain or non-forestry) and no permits<br />

are required from the Indonesian Forestry<br />

Department to complete exploration or production<br />

activities.<br />

Following successful completion of the due<br />

<strong>di</strong>ligence Killara has the option to proceed with<br />

the transaction by way of a series of payments<br />

which in total amounts to US$2.75 million.<br />

If due <strong>di</strong>ligence is favourable Killara can elect<br />

to pay US$100,000 for the concession as an<br />

option exercise payment, a further US$100,000<br />

upon receipt of necessary permits to enable exploration,<br />

US$250,000 upon completion of an initial<br />

resource drilling program, US$300,000 upon the<br />

upgrade of concessions to production status,<br />

US$500,000 upon completion of a bankable feasibility<br />

study and decision to mine, and US$1.5 million<br />

to commence commercial production.<br />

Killara has also conducted legal due <strong>di</strong>ligence<br />

on the Nunukan Coal Project in East Kalimantan.<br />

<strong>The</strong> project comprises three IUPs that cover<br />

15,103 hectares of the largely unexplored Tarakan<br />

Basin coal province.<br />

<strong>The</strong> due <strong>di</strong>ligence showed that two of the IUPs<br />

were ‘Clean & Clear’ based on information provided<br />

by the Indonesian Ministry of Energy and<br />

Mining Resources, however the third one had<br />

expired.<br />

Given its integral nature to the Nunukan project,<br />

Killara has terminated any further work on the<br />

project pen<strong>di</strong>ng re-issuance of the ‘Clean & Clear’<br />

status.<br />

Killara <strong>terus</strong>kan ‘due <strong>di</strong>ligence’ Bengkulu<br />

KILLARA Resources sedang meneruskan ‘due<strong>di</strong>ligence’<br />

pada Proyek Batubara Bengkulu <strong>di</strong><br />

Sumatera dan tengah meminta perpanjangan<br />

waktu karena kesulitan pengukuran ketebalan<br />

batubara dan mengidentifikasi outcrops pada<br />

musim hujan yang telah menaikkan tinggi air <strong>di</strong><br />

sungai dan anak-anak sungai. Perpanjangan<br />

waktu akan memungkinkan evaluasi ulang dalam<br />

kon<strong>di</strong>si yang lebih baik.<br />

Proyek Bengkulu ini mencakup 2000 hektar<br />

dari Lingkaran Muka Dataran Bengkulu. Peta<br />

geologis setempat dari Kementerian<br />

Pertambangan dan Energi serta kerja-kerja awal<br />

Killara menunjukkan bahwa kawasan ini meliputi<br />

daerah prospektif Formasi Lemau yang ter<strong>di</strong>ri<br />

dari volcanis kwarternir.<br />

Lemau mempunyai formasi batubara utama <strong>di</strong><br />

Propinsi Bengkulu.<br />

Walaupun kon<strong>di</strong>si tidak memuaskan oleh karena<br />

hujan yang ber<strong>terus</strong>an, geolog-geolog Killara<br />

telah menemukan dan mencoba dua outcrops dari<br />

Formasi Lemau yang <strong>di</strong>perkirakan berpotensi<br />

panjang 3.5 km.<br />

Analisa laboratorium kedua sampel berada<br />

dalam batas-batas yang <strong>di</strong>harapkan dari formasi<br />

tersebut dan menunjukkan batubara panas dengan<br />

energy sederhana dan kadar abu dan sulfur yang<br />

rendah.<br />

Due <strong>di</strong>ligence <strong>di</strong>laksanakan setelah adanya<br />

MoU yang menyetujui syarat komersil bagi mendapatkan<br />

85% an<strong>di</strong>l dalam tenement Proponsi<br />

Bengkulu itu. Due <strong>di</strong>ligence ini ter<strong>di</strong>ri dari dan<br />

termasuk pemetaan umum dan percobaan<br />

batubara serta program-program sosialisasi.<br />

Keberhasilan akan membawa kampanye pemboran<br />

stratigrafis.<br />

Proyek ini adalah 100% APL perhutanan<br />

(Areal Penggunaan Lain atau non-perhutanan)<br />

dan tidak memerlukan izin-izin dari Departemen<br />

Perhutanan Indonesia bagi menyelesaikan<br />

eksplorasi atau kegiatan-kegiatan produksi.<br />

Seselesainya due <strong>di</strong>ligence yang berhasil Killara<br />

mempunyai opsi untuk melaksanakan transaksi<br />

menerusi pembayaran sejumlah AS$2,75 juta.<br />

Seandainya due <strong>di</strong>ligence sukses, Killara akan<br />

membayar AS$100,000 sebagai pembayaran opsi<br />

bagi konsensi tersebut, <strong>di</strong>tambah dengan<br />

AS$100,000 lagi setelah menerima izin-izin yang<br />

<strong>di</strong>perlukan untuk dapat memulai eksplorasi,<br />

AS$250,000 seselesainya program pemboran<br />

permulaan, AS$300,000 ketika peningkatakan<br />

status konsesi ke produksi, AS$500,000 seselesainya<br />

feasibility study dan keputusan untuk<br />

penambangan dan AS$1,5 juta untuk memulai<br />

produksi komersil.<br />

Killara telah pula melaksanakan due <strong>di</strong>ligence<br />

hukum <strong>di</strong> Proyek Batubara Nunukan <strong>di</strong><br />

Kalimantan Timur. Proyek ini ter<strong>di</strong>ri dari tiga IUP<br />

mencakup 15,103 hektar daerah propinsi<br />

batubara dataran Tarakan yang belum pernah<br />

<strong>di</strong>eksplorasi.<br />

Berdasarkan informasi Kementerian Sumber<br />

Tenaga dan Pertambangan Indonesia,dua IUP<br />

<strong>di</strong>nyatakan ‘Bersih dan jelas’ sedangkan yang<br />

ketiga telah daluwarsa.<br />

Karena proyek Nunukan bersifat satuan,<br />

Killara telah menghentikan kegiatan dalam<br />

proyek ini sampai mendapatkan status ‘Bersih<br />

dan Jelas’.<br />

South East Asia acquires Penajam East<br />

SOUTH East Asia Resources, formerly Victory<br />

West Metals, has finalized acquisition of a<br />

Singapore-based company, South East Asia<br />

Energy Resources (SEAE), which holds interests<br />

in a number of Indonesian thermal and coking<br />

coal projects, and has the ability to secure further<br />

projects. <strong>The</strong> most recent coking coal project<br />

acquired by the new company late last year is<br />

Penajam East in East Kalimantan.<br />

<strong>The</strong> acquisition agreement provides South East<br />

Asia with full title to all coal and production to<br />

existing jetty port facilities 34km from the mine.<br />

All infrastructure is in place for imme<strong>di</strong>ate mine<br />

production, inclu<strong>di</strong>ng camp, mining equipment,<br />

haul road and processing crushing facilities.<br />

<strong>The</strong> Penajam East project comprises two coking<br />

coal mining concessions with total area of 164<br />

hectares with IUP Production approval over the<br />

area. <strong>The</strong> project is within the Kutai Basin and has<br />

been subject to previous mining and exploration<br />

which should advance the development process.<br />

Five mining pits are already open with overburden<br />

removed and are available for recommissioning<br />

lea<strong>di</strong>ng to reduced start-up costs and time.<br />

Coal thickness ranges between 0.45 metres and<br />

1.1 metres, and there are ad<strong>di</strong>tional opportunities<br />

for further exploration.<br />

<strong>The</strong> coal quality has been sampled over the 4<br />

coal seams by SEAE geologists and has been sent<br />

for independent analysis. <strong>The</strong> company will commercially<br />

market the coal as coking coal and<br />

negotiations are under way with a Chinese steel<br />

mill in this regard.<br />

After mobilizing at the concession in December<br />

to undertake further drilling, mine planning and<br />

preparation for coal production, South East Asia<br />

South East Asia Resources expects to begin production this quarter at Penajam East.<br />

expected to begin production from existing<br />

exposed coal seams during the first quarter of<br />

<strong>2013</strong>. <strong>The</strong>re are no JORC-compliant reserves or<br />

resources reportable for this project at this stage.<br />

<strong>The</strong> development strategy was to begin operations<br />

in concession 1 in the most recently mined<br />

open pit where the coal seam is exposed. Coal<br />

produced here is expected to have me<strong>di</strong>um to high<br />

sulphur and the company proposes to blend it with<br />

appropriate me<strong>di</strong>um grade, low sulphur coal to<br />

reduce the project’s sulphur content to produce<br />

me<strong>di</strong>um grade coal with less than 1% sulphur suitable<br />

for exporting.<br />

Following initial production, stage 2 will<br />

involve further exploration of the concession, in<br />

particular concession 2. Further drilling and<br />

exploration will continue throughout both concessions<br />

to look for ad<strong>di</strong>tional mining opportunities.<br />

<strong>The</strong> Penajam East project will run concurrently<br />

with development of South East Asia’s other East<br />

and South Kalimantan thermal coal developments.<br />

On December 5, 2012, SEAE entered into<br />

an advanced fun<strong>di</strong>ng/offtake arrangement term<br />

sheet with Guandong Era Elemen Resources.<br />

Guandong agreed to provide prepayment finance<br />

of US$3 million to SEAE, an advance which satisfies<br />

the con<strong>di</strong>tion of the acquisition of SEAE<br />

that South East Asia raises $3 million.<br />

South East Asia menguasai Penajam East<br />

SOUTH East Asia Resources yang sebelumnya<br />

<strong>di</strong>kenal sebagai Victory West Metals, telah menyelesaikan<br />

akuisisi sebuah perusahaan berpusat <strong>di</strong><br />

Singapura, yaitu South East Asia Energy Res o u r -<br />

<strong>di</strong>d apati terkini oleh perusahaan baru ini akhir<br />

tahun lalu ialah Penajam East <strong>di</strong> Kalimantan Timur.<br />

Persetujuan akuisisi ini memberikan South East<br />

Asia hak penuh atas semua batubara dan produksi<br />

termasuk sarana jetty pelabuhan 34 km dari<br />

lokasi tambang. Seluruh infrastruktur telah terse<strong>di</strong>a<br />

untuk dapat segera memulai produksi, termasuk<br />

kemah, alat-alat pertambangan, jalan pengangkutan<br />

dan sarana proses pemecahan.<br />

Proyek Penajam Timur ter<strong>di</strong>ri dari dua konsesi<br />

tambang batubara coking sejumlah 164 hektar<br />

yang seluruhnya mempunyai izin produksi IUP.<br />

Proyek ini terletak <strong>di</strong> Dataran Kutai yang sudah<br />

pernah ada penambangan dan eksplorasi sehingga<br />

dapat mempercepat proses pengembangannya.<br />

Lima lubang tambang telah <strong>di</strong>gali, bebas overburden<br />

dan terse<strong>di</strong>a untuk <strong>di</strong>kerjakan kembali. Ini<br />

akan mengurangkan biaya start-up dan waktu.<br />

Tebal batubara berkisar antara 0.45 meter dan 1.1<br />

meter, dan juga ada kemungkinan-kemungkinan<br />

untuk eksplorasi lanjut.<br />

Mutu batubara telah <strong>di</strong>teliti oleh geolog-geolog<br />

SEAE dari 4 seam dan telah <strong>di</strong>kirim untuk analisa<br />

independen. Perusahaan akan memasarkan<br />

batubara ini secara komersil sebagai batubara coking<br />

dan perbincangan sedang berlangsung dengan<br />

sebuah pabrik besi Cina dalam hal ini.<br />

Setelah mengadakan kegiatan <strong>di</strong> konsesi tersebut<br />

pada bulan Desember untuk pemboran lanjut,<br />

perencaan tambang dan persiapan produksi<br />

batubara, South East Asia merencanakan memulai<br />

produksi dari seam batubara yang sudah terbuka<br />

itu pada kwartal pertama <strong>2013</strong>. Pada waktu ini<br />

belum ada reserve atau sumber-sumber memenuhi<br />

syarat JORC yang dapat <strong>di</strong>laporkan.<br />

Strategi pengembangan ialah memulai operasi<br />

<strong>di</strong> konsesi 1 <strong>di</strong> lubang terbuka yang baru saja <strong>di</strong>tambang<br />

<strong>di</strong>mana seam batubaranya sudah terbuka.<br />

Batubara yang <strong>di</strong>produksi <strong>di</strong>sini <strong>di</strong>taksir mempunyai<br />

kadar sulfur antara rata-rata dan tinggi.<br />

Perusahaan bermaksud untuk mencampurnya<br />

dengan batubara bermutu me<strong>di</strong>um tapi berkadar<br />

sulfur yang rendah untuk mengurangkan kadar<br />

sulfur proyek sehingga menghasilkan batubara<br />

bermutu me<strong>di</strong>um dengan kadar sulfur kurang dari<br />

1% dan dapat <strong>di</strong>ekspor.<br />

Setelah produksi pertama, tahap kedua ialah<br />

mengeksplorasi lanjut konsesi, terutama konsesi<br />

2. Pemboran dan eksplorasi akan <strong>di</strong><strong>terus</strong>kan <strong>di</strong>kedua-dua<br />

konsesi untuk mencari kemungkinankemungkinan<br />

penambangan tambahan.<br />

Proyek Penajam Timur ini <strong>di</strong>laksanakan<br />

bersamaan dengan pengembangan-pengembangan<br />

batubara panas South East Asia lainnya <strong>di</strong><br />

timur dan selatan Kalimantan. Pada tanggal 5<br />

Desember 2012, SEAE menyetujui pendanaan<br />

muka/offtake dengan Guandong Era Elemen<br />

Resources. Guandong setuju untuk menye<strong>di</strong>akan<br />

pembayaran muka sebesar AS$3 juta kepada<br />

SEAE. Jumlah ini adalah juga salah satu syarat<br />

akuisisi SEAE.<br />

Palace considers Petangis acquisition<br />

PALACE Resources’ 70%-owned subsi<strong>di</strong>ary<br />

Paser Pte Ltd has signed an MoU with PT<br />

Punggungan Tengah Samudera Indonesia for<br />

exclusive rights to explore, mine and market coal<br />

from the Petangis project in East Kalimantan.<br />

With exploration infrastructure in place and<br />

with Petangis being in close proximity to its<br />

existing Paser project, Palace is in a strong position<br />

to quickly mobilize its technical teams and<br />

assess the project’s potential efficiently and cost<br />

effectively.<br />

Palace believes the 100 hectare Petangis project<br />

is highly prospective with initial coal samples<br />

taken from outcrops within the prospect area<br />

returning assay results inclu<strong>di</strong>ng calorific values<br />

from 6876-7149 Kcal/kg, 1.07%-1.54% sulphur<br />

and 11.26%-16.02% ash content. It lies within<br />

the Tanjung Formation and is about 127km<br />

southwest of Balikpapan and about 4km north of<br />

the Paser project.<br />

Good quality haul roads exist in and around<br />

the concessions area with jetty locations within<br />

14km. <strong>The</strong>se are also within a short <strong>di</strong>stance to a<br />

deep water harbour with an existing operational<br />

port nearby.<br />

A comprehensive due <strong>di</strong>ligence process,<br />

inclu<strong>di</strong>ng a drill program, began during the first<br />

quarter with a coal quality report expected to be<br />

received during March.<br />

<strong>The</strong> 100 hectares of Petangis is within a<br />

greater 1000 hectare general survey licence but<br />

the MoU covers the lesser area. An application to<br />

convert the 1000 hectare concession from a general<br />

survey status to exploration status was submitted<br />

to the local authority in early December<br />

2012.<br />

If granted the exploration status will provide<br />

Palace with the ability to mobilize a drill team<br />

and undertake its full due <strong>di</strong>ligence process.<br />

Further analysis of drill results from the Paser<br />

project returned higher than expected average<br />

sulphur content at depth rendering the project<br />

less attractive at current commo<strong>di</strong>ty prices and<br />

causing a temporary suspension of the proposed<br />

project. Palace continues to pursue its mining<br />

objectives in the region and as a matter of priority<br />

has decided to further investigate the Petangis<br />

project and determine the economic viability.<br />

<strong>The</strong> Paser results followed an initial 10-hole<br />

drill program designed to investigate coal quality,<br />

depth, thickness and spread of coal seams<br />

below surface.<br />

A sampling program across the 43 hectares<br />

resulted in submission of about 150kg of coal<br />

samples to a laboratory in Samarinda for coal<br />

quality and processing analysis. <strong>The</strong> samples<br />

were collected along strike and down <strong>di</strong>p of the<br />

coal seams within the location to ensure a representative<br />

sampling program.<br />

On April 16, 2012, Palace announced that it<br />

had entered into a heads of agreement with the<br />

original Paser shareholders with regard to acquisition<br />

of the Paser project in East Kalimantan.<br />

Palace mempertimbangkan akuisisi Petangis<br />

PASER Pte Ltd yang 70% <strong>di</strong>miliki oleh Palace<br />

Resources telah menandatangani sebuah MoU<br />

dengan PT Punggungan Tengah Samudera<br />

Indonesia untuk hak eksklusif mengeksplorasi,<br />

menambang dan memasarkan batubara dari<br />

proyek Petangis <strong>di</strong> Kalimantan Timur.<br />

Dengan terse<strong>di</strong>anya infrastruktur eksplorasi dan<br />

dekatnya Petangis dengan proyek Paser, Palace<br />

berkedudukan kuat untuk memobilisir grup teknisnya<br />

dan mengevaluasi potensi proyek dan biaya<br />

secara efisien.<br />

Palace percaya bahwa 100 hektar dari proyek<br />

Petangis <strong>di</strong>perkirakan sangat berprospektif dengan<br />

sampel awal batubara dari outcrop <strong>di</strong> kawasan<br />

prospek menghasilkan assay menunjukkan nilai<br />

kalorifis antara 6876-7149 Kcal/kg, sulfur 1.07%-<br />

1.54% dan isi abu 11.26% -16.02%. Ia berada <strong>di</strong><br />

Formasi Tanjung lebih kurang 127km <strong>di</strong>selatan<br />

Balikpapan dan 4km <strong>di</strong>utara proyek Paser.<br />

Disekeliling kawasan konsensi-konsensi ini<br />

sudah ada jalan pengangkutan yang baik dan<br />

lokasi-lokasi jetty dalam jarak 14km. Juga terdapat<br />

pelabuhan air dalam <strong>di</strong>dekatnya.<br />

Sebuah proses due <strong>di</strong>ligence yang menyeluruh<br />

termasuk program pemboran, telah <strong>di</strong>mulai pada<br />

kwartal pertama dan laporan mutu batubara<br />

<strong>di</strong>harapkan <strong>di</strong>terima pada bulan Maret.<br />

100 hektar Petangis itu berada <strong>di</strong> kawasan lebih<br />

besar yaitu 1000 hektar yang mempunyai lisensi<br />

survei umum walaupun MoU hanya menyangkut<br />

kawasan yang lebih kecil tersebut. Permohonan<br />

menukar status konsensi 1000 hektar itu dari lisensi<br />

survei umum ke eksplorasi telah <strong>di</strong>serahkan<br />

kepada yang berwenang setempat pada awal<br />

Desember 2012. Kalau <strong>di</strong>setujui Palace dapat<br />

memobilisir tim pemboran dan melaksanakan<br />

proses due <strong>di</strong>ligence penuh.<br />

Namun analisa hasil pemboran lanjut dari<br />

proyek Paser menunjukkan isi sulfur yang lebih<br />

tinggi dari rata-rata sehingga membuat proyek<br />

tersebut kurang menarik ketimbang harga komo<strong>di</strong>tas<br />

pada masa ini, karenanyaia telah menghentikan<br />

proyek yang <strong>di</strong>usulkan. Palace tetap<br />

meneruskan objektif-objektif pertambangannya <strong>di</strong><br />

kawasan itu dan sebagai prioritas telah <strong>di</strong>putuskan<br />

untuk menyiasat lanjut proyek Petangis dan<br />

menentukan kemungkinan ekonominya.<br />

Hasil-hasil Paser tersebut menyusuli program<br />

pemboran 10 lubang awal bagi mengusut mutu<br />

batubara, kedalaman, tebal dan luasrnya seam<br />

batubara <strong>di</strong>bawah permukaan.<br />

Sebuah program percobaan/sampel <strong>di</strong>seluas 43<br />

hektar menghasilkan penyerahan sekitar 150kg<br />

sampel batubara ke laboratorium <strong>di</strong> Samarinda<br />

untuk analisa mutu batubara dan prosesnya.<br />

Sampel-sampel tersebut <strong>di</strong>kumpulkan <strong>di</strong>sepanjang<br />

dan kedalam seam batubara <strong>di</strong> lokasi bagi menentukan<br />

program percobaan/sampel yang representatif.<br />

Pada tanggal 16 April, 2012, Palace mengumumkan<br />

telah membuat perjanjian dengan<br />

pemegang-pemegang saham asal Paser mengenai<br />

akuisisi proyek Paser <strong>di</strong> Kalimantan Timur.<br />

Altura acquires interest in operating project<br />

ACQUISITION of 33% of an operating East<br />

Kalimantan coal mine has transformed Altura<br />

Mining from explorer and developer into a producer.<br />

<strong>The</strong> transaction provides the ASX-listed<br />

company with a <strong>di</strong>rect interest in PT Delta<br />

Ultima Coal, the owner and operator of the PT<br />

Binamitra Sumberarta tenement.<br />

<strong>The</strong> Delta operation produces and sells a<br />

me<strong>di</strong>um energy thermal coal at an annual rate of<br />

1.5 million tonnes but plans are in place to lift<br />

annual production and sales to 2.0 million tonnes<br />

by 2015. <strong>The</strong> mine has two defined resource<br />

areas with Gunung Lampu in the east of the tenement<br />

and Noni in the west, both serviced by a<br />

road network to the processing plant.<br />

Altura also has the Tabalong project in South<br />

Kalimantan with first production expected later in<br />

<strong>2013</strong>, pen<strong>di</strong>ng final mining approval. Tabalong<br />

has a JORC-compliant resource of 13.385 million<br />

tonnes of high-grade thermal coal.<br />

<strong>The</strong> Delta mine is on a 1260 hectare IUP in the<br />

Mahakam River delta in close proximity to the<br />

centres of Balikpapan and Samarinda. Coal is<br />

mined via open pit methods, crushed on site,<br />

loaded on barges at the company-owned loa<strong>di</strong>ng<br />

facility on a river in the delta and barged to an<br />

offshore loa<strong>di</strong>ng point.<br />

PT Delta Ultima Coal owns and operates all<br />

the coal processing plant and machinery necessary<br />

to lift, crush and fill barges from its load-out<br />

facility at the river barging site. <strong>The</strong> processing<br />

plant with hourly capacity of 1000 tonnes is centrally<br />

located to the mining areas with the port<br />

facility on a river 5km from the processing plant.<br />

<strong>The</strong> plant has a stockpile capacity of 75,000<br />

tonnes which is sufficient for storage of product<br />

until required at the barge loa<strong>di</strong>ng facility.<br />

<strong>The</strong> ability to control the process from the runof-mine<br />

delivery point to loa<strong>di</strong>ng of barges for<br />

cargoes allows for maximum flexibility for the<br />

supply chain. Product coal is transported by<br />

truck to the barge loa<strong>di</strong>ng facility 5km east of the<br />

processing plant. This facility has the capacity to<br />

load barges at an hourly rate of up to 800 tonnes.<br />

Coal is transported by 8000 tonne barges to the<br />

offshore loa<strong>di</strong>ng point for transfer to ships varying<br />

in size from Handysize to Panamax vessels.<br />

<strong>The</strong> coal resources in the IUP are on the limbs<br />

of an anticline and total some 57 million tonnes.<br />

Coal currently produced and sold is a highly<br />

desirable me<strong>di</strong>um energy thermal coal with a<br />

calorific value on an air dried bases of 5500-<br />

5700 kcal/kg and a gross as received basis of<br />

4800-5000 kcal/kg.<br />

Altura has engaged independent consultants to<br />

review the mine plan with a view to completion<br />

of JORC reserve estimates in the second quarter<br />

of <strong>2013</strong>. <strong>The</strong>re is also a significant opportunity to<br />

further increase resources through drilling of previously<br />

unexplored areas.<br />

ALTURA Mining telah menjelmakan <strong>di</strong>ri sebagai<br />

batubara yang sedang berjalan <strong>di</strong> Kalimantan<br />

Timur. Dengan demikian perusahaan yang terdaftar<br />

<strong>di</strong> ASX ini mempunyai hak langsung <strong>di</strong> PT<br />

Delta Ultima Coal, pemilik dan operator kawasan<br />

pertambangan PT Binamitra Sumberarta.<br />

Operasi Delta ini mengeluarkan dan menjual<br />

batubara panas berenergi menengah sebesar 1,5<br />

juta ton per tahun dan telah merencanakan peningkatan<br />

produk dan penjualan ke 2,0 juta ton pada<br />

tahun 2015. Tambang ini mempunyai dua sumber<br />

yaitu Gunung Lampu <strong>di</strong>bagian timur dan Noni <strong>di</strong><br />

barat dan keduanya <strong>di</strong>hubungi dengan jaringan<br />

jalan ke tempat pemrosesan. Altura juga mempunyai<br />

proyek batubara Tabalong <strong>di</strong> Kalimantan<br />

Selatan yang <strong>di</strong>harapkan produksi pertamanya terja<strong>di</strong><br />

menuju akhir tahun <strong>2013</strong> tergantung izin pertambangan.<br />

Tabalong mempunyai 13,385 juta ton<br />

batubara panas bernilai tinggi yang memenuhi<br />

syarat-syarat JORC.<br />

Tambang Delta terletak <strong>di</strong>atas IUP sebesar 1.260<br />

hektar <strong>di</strong> delta Sungai Mahakam berdekatan dengan<br />

Balikpapan dan Samarinda. Penambangan<br />

batubara <strong>di</strong>sini menggunakan metode lubang terb -<br />

uka, batubara <strong>di</strong> pecah-haluskan <strong>di</strong>tempat, <strong>di</strong>muat<br />

ke tongkang-tongkang <strong>di</strong> sarana bongkar muat kep -<br />

unyaan perusahaan <strong>di</strong>atas sungai <strong>di</strong> delta dan <strong>di</strong>an -<br />

g kut ke titik muat kapal-kapal besar lepas pantai.<br />

PT Delta Ultima Coal memiliki dan mengoperasikan<br />

semua sarana pemrosesan batubara dan<br />

mesin-mesin yang <strong>di</strong>perlukan bagi mengangkat,<br />

menghancur-haluskan serta memuat tongkangtongkant<br />

dari sarana bongkar muatnya <strong>di</strong>atas sungai.<br />

Pusat pemrosesan yang berkapasitas memprodusir<br />

1000 ton/jam terletak <strong>di</strong>tengah-tengah<br />

kawasan pertambangan dengan sarana pelabuhan<br />

5 km dari sini. Kapasitas tumpukan ialah 75.000<br />

ton yang <strong>di</strong>anggap cukup bagi menyimpan produk<br />

hingga <strong>di</strong>perlukan <strong>di</strong> sarana bongkar muat.<br />

Kemampuan mengendali seluruh proses dari<br />

penambangan sampai ke pemuatan tongkang<br />

memberikan fleksibilitas yang maksimum dalam<br />

hal rantai suplai. Produk batubara <strong>di</strong>angkut dengan<br />

truk ke sarana bongkar muat 5km <strong>di</strong>sebelah timur<br />

tempat pemrosesan. Sarana ini berkapasitas<br />

memuat 800 ton per jam. Batubara lalu <strong>di</strong>angkut<br />

menggunakan tongkang berkapasitas 8000 ton ke<br />

sarana bongkar muat kapal lepas pantai untuk<br />

kapal-kapal berkapasitas kelas Handysize sampai<br />

Panamax.<br />

Sumber-sumber <strong>di</strong> daerah IUP terletak <strong>di</strong> kaki<br />

bukit batu dan berjumlah 57 juta ton. Batubara<br />

yang <strong>di</strong>produsir dan <strong>di</strong>jual waktu ini adalah<br />

batubara panas berenergi menengah yang sangat<br />

baik dengan nilai kalorifik 5500-5700 kcal/kg kering<br />

dan 4800-5000 kcal/kg kotor.<br />

Altura sedang menggunakan konsultan bebas<br />

untuk melihat kembali rencana pertambangannya<br />

dengan maksud menyelesaikan estimasi cadangan<br />

batubara yang memenuhi syarat-syarat JORC pada<br />

kwartal kedua tahun <strong>2013</strong>. Tentunya juga banyak<br />

peluang untuk meningkatkan sumber-sumber<br />

melalui pemboran daerah-daerah yang belum<br />

<strong>di</strong>eksplorasi sebelum ini.<br />

ACARP Project C21003, has enabled<br />

MICROMINE to invest considerable time helping<br />

provided by MCS quadrupled Sharyn Gol Coal<br />

project’s resource inventory. <strong>The</strong> report’s fin<strong>di</strong>ngs<br />

enhanced the company’s competitiveness<br />

within the domestic and international coal markets,<br />

resulted in further developments of the<br />

mine, and increased the potential for greater<br />

profits and shareholder return.


Indonesia<br />

Noble obtains Pan Asia stake<br />

Noble Resources International, a subsi<strong>di</strong>ary of Singapore-listed Noble<br />

Group has acquired a stake in Pan Asia Corporation and has also been<br />

appointed a strategic advisor to PT Transcoal <strong>Miner</strong>gy. PT TCM is developing<br />

a high CV thermal coal project in South Kalimantan and is 75% owned<br />

by Pan Asia. Noble will subscribe for 7 million shares amounting to 5.34%<br />

of Pan Asia and will appoint a non-executive <strong>di</strong>rector to Pan Asia’s board.<br />

Pan Asia CEO Alan Hopkins says, “We are very pleased to further<br />

strengthen the ties between the companies. We have a shared motivation to<br />

expe<strong>di</strong>te the advancement of production at TCM, and to pursue ad<strong>di</strong>tional<br />

growth opportunities. In particular, Noble has a strong understan<strong>di</strong>ng of and<br />

presence in the Indonesian coal industry and can provide Pan Asia with<br />

invaluable support in delivering the TCM project.”<br />

Harum completes KUP acquisition<br />

PT Harum Energy has completed the acquisition of 50.5% of PT Karya<br />

Usaha Pertiwi (KUP) for a total consideration of US$2 million. KUP holds<br />

a mining business licence (IUP) for a thermal coal concession in Kutai<br />

Kartanegara Regency, East Kalimantan. KUP’s concession area of about<br />

2700 hectares is adjacent to Harum’s Mahakam Sumber Jaya (MSJ) and<br />

Santan Batubara (SB) mines. Due to this proximity, KUP coal is expected to<br />

have similar characteristics to coal from MSJ and SB, and allow its future<br />

coal production to utilize most of Harum’s existing infrastructure.<br />

Pre-operation and exploration activities at KUP are expected to begin<br />

shortly. Harum’s operating mines produce low ash, low sulphur thermal coal<br />

with bituminous characteristics which are marketed to a <strong>di</strong>versified customer<br />

base in Asia.<br />

Indomining signs contractor deal<br />

Indomining, a subsi<strong>di</strong>ary of Toba Bara Sejahtera (TBS), has signed a<br />

US$115 million agreement with RPP Contractors Indonesia to develop a<br />

coal mine in East Kalimantan. Work to be undertaken includes land clearing,<br />

overburden removal, ripping, loa<strong>di</strong>ng and transporting waste management,<br />

road maintenance, and treating water.<br />

RPP replaces previous contractor Saptaindra Sejati, whose commitment<br />

had expired. Indomining’s concession, which covers 683 hectares of land, is<br />

in Sanga-Sanga, Kutai Kartanegara, East Kalimantan. Total coal reserves at<br />

the mine, which the company has operated since 2007, are estimated to be<br />

37 million tonnes.<br />

TBS owns a majority stake in three coal subsi<strong>di</strong>aries - Indomining<br />

(99.99%), A<strong>di</strong>mitra Baratama Nusantara (51%) and Trisensa <strong>Miner</strong>al Utama<br />

(99.92%). <strong>The</strong> company is targeting production of 12.1 million tonnes by<br />

2014, up from the 7.6 million tonnes estimated for 2012.<br />

Investama opens mine in Aceh<br />

With the opening of its new mine in Aceh, Sumatra, publicly-listed PT<br />

ABM Investama aims to sell 6 million tonnes of coal this year. Last year’s<br />

coal sales were slightly more than 4 million tonnes. <strong>The</strong> company has coal<br />

reserves and resources of 221 million and 561 million tonnes respectively.<br />

ABM Investama is a member of Tiara Marga Trakindo Group, the <strong>di</strong>stributor<br />

of Caterpillar heavy equipment, and runs its coal mining business<br />

through subsi<strong>di</strong>ary PT Reswara <strong>Miner</strong>gi Hartama, which has a concession<br />

in South Kalimantan held in turn by its subsi<strong>di</strong>ary PT Tunas Inti Aba<strong>di</strong>, and<br />

in Aceh held by yet another subsi<strong>di</strong>ary, PT Me<strong>di</strong>a Djaya Bersama.<br />

PHI Group acquires Tambang Sekarsa<br />

PHI Group has signed a definitive agreement to acquire 70% of equity<br />

ownership in PT Tambang Sekarsa Adadaya (TSA) for $10.5 million cash<br />

and stock. PT TSA owns a 9690-hectare coal concession with 71 million<br />

tonnes of measured coal resources and 205 million tonnes of in<strong>di</strong>cated<br />

resources in West Sulawesi. <strong>The</strong> agreement will see PHI pay a total of $5.25<br />

million in PHI Group common stock and $5.25 million in cash to TSA.<br />

<strong>The</strong> company intends to set the annual production level at 3 million<br />

tonnes by the second year of full operation.<br />

GLOBAL business consultancy Jamieson Group has opened a new<br />

office in Jakarta headed up by the group’s vice president - operational<br />

support and analysis, Marty McKowen. Jamieson Group is a lea<strong>di</strong>ng<br />

global provider of performance improvement and transformation solutions<br />

within the resource industry.<br />

Founded by David Jamieson 17 years ago, the company’s head<br />

office is in Australia. Jamieson Group has a team of experienced consultants<br />

across all corners of the globe to provide innovative, hands-on,<br />

practical consulting. <strong>The</strong> group boasts a successful track record in<br />

assisting clients with productivity improvement, business process<br />

engineering, project management, and attitu<strong>di</strong>nal and behavioural<br />

change through coaching and training.<br />

Notable highlights for the Jamieson Group include a 23% increase<br />

in mine output for an open cut mine, a greater than 30% increase in<br />

coal production for a contract mining client and a reduction in gold<br />

production costs of 10% for another client.<br />

Marty McKowen brings to the role 16 years in consulting and<br />

around 13 years in Indonesia. Previous management roles have been<br />

with Leighton Contractors Indonesia and with Barrick Gold<br />

Corporation.<br />

He has shown an emphasis on achieving successful outcomes by<br />

ensuring that the people have the right systems and skills to be able to<br />

do their job.<br />

Marty McKowen says, “Jamieson provides a range of support to the<br />

industry. At the moment we are provi<strong>di</strong>ng supervisor training and<br />

coaching to a major mining company and we are also in conversations<br />

with two concession owners in Indonesia and Malaysia to provide the<br />

project management support to develop and run their mines.<br />

“I’m looking forward to reinforcing our commitment to Indonesia<br />

by establishing a local base camp. We aim to partner with the growing<br />

mining industry and share our expertise, with the ability to offer<br />

Indonesian specific approaches in terms of training and coaching with<br />

an end result of improving viability and maximizing value for all<br />

clients and their stakeholders,” he says.<br />

<strong>The</strong> group opened a preliminary office in Jakarta in 2000 with all<br />

activity streamlined via the head office during the global financial crisis<br />

under the shelter of Australia’s strong economy.<br />

An example from mine dewatering specialist Weir <strong>Miner</strong>als Multiflo<br />

(WMM) is the Hydrau-Flo valve system. Manufactured in Australia and<br />

in use since 1997, Hydrau-Flo fuel filling valves are used globally by<br />

many of the biggest names in construction and mining. <strong>The</strong> patented<br />

Hydrau-Flo system is based on a sound mechanical principle – springopposed<br />

hydraulic pressure that delivers a clean, fast and safe solution to<br />

organizations that transfer liquid as part of their operation.<br />

WMM says Hydrau-Flo valves achieve extremely fast refuelling times<br />

by delivering up to 1000 litres per minute into alloy, plastic or steel fuel<br />

tanks and where the operation is already utilizing fast fill, the Hydrau-Flo<br />

system maintains tank integrity by ensuring the tank is not pressurized<br />

during or following the refuelling process.<br />

With Hydrau-Flo safety valves, the risk of overfilling, spillage and<br />

PT Atlas Copco Nusantara in partnership for KPC<br />

THE Kaltim Prima Coal (KPC) mine at<br />

Sangatta is an 11-pit operation - so large that<br />

it takes an hour just to travel from one side<br />

of the property to the other. To meet the<br />

monthly production goal of 3.3 million<br />

tonnes, KPC contracted the drilling services<br />

of Pama and Thiess. PT Atlas Copco<br />

Nusantara’s satellite branch at Sangatta is a<br />

complete partner with all three operating<br />

companies, offering drill rig support and a<br />

variety of service-related items.<br />

<strong>The</strong> Sangatta service branch is like an ant<br />

hill of activity. Although 90% of its work is<br />

done outside the shop, service vehicles and<br />

people move in and out of the property in a<br />

continuous flow. Service operations are<br />

active 24 hours a day, 7 days a week and 365<br />

days a year, with 75 people manning the<br />

office, customer shops, pits or the many fuel<br />

depots and transfer locations.<br />

<strong>The</strong> branch provides fire suppression system<br />

installation, hose and fittings, lubrication<br />

systems and consumable parts. It also services<br />

and supports what could be seen as the largest<br />

fuel management system in the world.<br />

At KPC’s Sangatta mine 280 million<br />

tonnes of overburden and 40 million tonnes<br />

of coal are shifted annually, and that requires<br />

a very large fleet. Atlas Copco’s technical<br />

advisor Raymond Daniels says, “Every big<br />

truck brand and large <strong>di</strong>gger you can think<br />

of is operating at KPC.”<br />

KPC operates 30 of the largest <strong>di</strong>ggers<br />

made. For <strong>di</strong>gger efficiency and to support<br />

the optimal 12-metre bench height, 300-ton<br />

trucks are the most efficient, and there are more<br />

than 500 in operation. Add the truck fleets and<br />

there are 800 trucks operating at KPC Sangatta<br />

Mine. Combined, the vehicles consume more<br />

than a million litres of fuel a week. Atlas Copco,<br />

an authorized Banlaw dealer, manages the<br />

sophisticated electronic fuel tracking system.<br />

Thiess Indonesia Sangatta’s Drill and Blast Manager<br />

Marra<strong>di</strong>an Dwi shows the sticky overburden mine<br />

that can cause complications with hole flushing.<br />

PT Atlas Copco Nusantara’s responsibility<br />

doesn’t end with fuel systems. It’s also charged<br />

with the installation and maintenance of auto<br />

lubrication, fire suppression systems and overall<br />

fluid maintenance onsite.<br />

Each pit presents variations in formation with<br />

depths ranging from 40 to 70 metres of overburden<br />

over the coal seam not lower than 120<br />

metres below sea level. Marra<strong>di</strong>an Dwi is<br />

drill and blast manager for Thiess’ mining<br />

operations and says two pits can be totally<br />

<strong>di</strong>fferent with up to 8 layers of coal in 5 to<br />

30 metre seams at varying depths with 40 to<br />

70 metres of overburden between layers.<br />

One pit has a flat layer of coal 10 metres<br />

thick with the bottom lying 120 metres<br />

below sea level.<br />

Due to the formation variations there is no<br />

perfect bit but they’ve found the Atlas<br />

Copco Secoroc EH42CAH 7 ⅞-inch bit and<br />

Teamalloy 6.25 drill pipe to be the best for<br />

the formation overall. <strong>The</strong>y average 8000 to<br />

11,000 metres per bit. Because Thiess is<br />

paid by tonnage of overburden, it’s necessary<br />

to have their operational equipment all<br />

the time.<br />

“We expect 98% utilization from our drill<br />

rigs,” says Marra<strong>di</strong>an Dwi. <strong>The</strong>ir need for<br />

dependable equipment brought them to PT<br />

Atlas Copco Nusantara. In total they operate<br />

seven drills. <strong>The</strong>y use Atlas Copco’s DM45<br />

SP and DML SP drill rigs for most drilling,<br />

but they also have a multi-pass DM45. Each<br />

drill averages 80 metres per hour, and each<br />

is expected to drill 50,000 metres per month.<br />

Marra<strong>di</strong>an Dwi says, “For me, our decision<br />

to use Atlas Copco comes down to less<br />

maintenance required and greater availability.<br />

JESS Kindler has accepted the position of<br />

<strong>di</strong>rector for PT Atlas Copco Nusantara. Since<br />

June 2010, he worked as business line manager<br />

for the company’s Mining and Rock Excavation<br />

Service <strong>di</strong>vision in the United States.<br />

He originally joined Atlas Copco in 2005 as<br />

product line manager for Atlas Copco Drilling<br />

Solutions and in 2007 became Intermountain<br />

regional manager.<br />

Jess Kindler graduated with highest honours<br />

and earned a Bachelor of Science degree in<br />

mining engineering from the Colorado School<br />

of Mines in the US in 1998. He served as a<br />

Captain in the US Army Corps of Engineers<br />

until 2002, completing both Ranger and<br />

Airborne training.<br />

He then joined Ingersoll-Rand as worldwide<br />

service manager for Drilling Solutions and later<br />

ran the DM30/DM45/DML manufacturing<br />

workshop.<br />

He worked at two underground mines as an<br />

engineer and supervisor for UNOCAL and<br />

Vulcan Materials, and in 2012 earned an MBA<br />

degree from <strong>The</strong> Wharton School, where he<br />

achieved the class leadership award.<br />

Fluid couplings avoid AFC downtime<br />

THE Jin Cheng Coal Group, one of the biggest<br />

coal groups in China, found a way to avoid<br />

unexpected downtimes of the AFCs (armored<br />

face conveyor) and to raise the productivity of<br />

the Chang Ping Coal Mine. In the past, the<br />

underground mine was facing a lot of problems<br />

because of their AFC drives equipped with two<br />

two-speed motors but then the head of Jin<br />

Cheng decided to replace the two-speed motors<br />

with Voith Fluid Couplings (type 562 DTP-<br />

KWL2), in order to prevent chain breaks as well<br />

as gearbox and motor break downs in the future.<br />

<strong>The</strong> couplings provide a lot of benefits for<br />

AFC drives. “Based on the hydrodynamic principle,<br />

the fluid couplings protect the whole<br />

drive train from overload situations, which<br />

often happen at Chang Ping Coal Mine”, head<br />

of the Mechanical and Electrical Department of<br />

Chang Ping Coal Mine, Mao Weihong says.<br />

“<strong>The</strong> 562 DTPKWL2-1000 couplings are so<br />

powerful that they can easily handle blockages<br />

of the AFC without downtime or damage of the<br />

equipment.”<br />

Mao Weihong says he is very satisfied with<br />

the exchange of the equipment. Furthermore, he<br />

compliments the reliability of the couplings and<br />

especially their soft start function. “For upcoming<br />

mining projects, we will also rely on Voith<br />

Fluid Couplings to raise our productivity.”<br />

Since installation of the couplings in 2009,<br />

the AFC experienced no chain breaks, which<br />

also means significantly reduced maintenance<br />

efforts. Nowadays, the 225 metre wide and<br />

1000 metre long coal panels produce an annual<br />

output of 3 million tonnes in the Chang Ping<br />

mine and the situation of the coal mine has,<br />

therefore, greatly improved.<br />

Whittle implements new Prober C software<br />

WHITTLE Consulting, which provides strategic<br />

planning services for mining companies,<br />

has announced a significant upgrade to its inhouse<br />

Prober software. <strong>The</strong> company says that<br />

the new software can increase mining NPV by<br />

5% to 35%, or substantially more.<br />

After more than 3 years of development, prototyping<br />

and testing, Whittle says Prober C<br />

enables intricate modelling of multiple steps in<br />

the mining value chain, bringing technologies<br />

such as mine-to-mill, selective blasting, ore<br />

sorting, and complex comminution strategies<br />

into the strategic planning process.<br />

“New technologies in ore characterization<br />

and extraction processes enable substantial economic<br />

and energy saving opportunities,”<br />

explains Whittle Consulting CEO Gerald<br />

Whittle.<br />

“Developments in these areas, led by our<br />

Cat develops MT5300D AC for 320-ton-capacity<br />

CATERPILLAR has developed the MT5300D AC 320-ton-capacity<br />

(290-tonne) mining truck as part of its ongoing investment in the Unit Rig<br />

products acquired through the acquisition of Bucyrus International.<br />

<strong>The</strong> new truck integrates a Cat C175-16 engine and Cat 360T AC electric<br />

drive system with the proven Unit Rig MT Series trucks. <strong>The</strong><br />

MT5300D AC takes its place in Caterpillar’s large mining truck product<br />

line between the 250-ton-capacity (227-tonne) 793F and the 360-toncapacity<br />

(327-tonne) 795F AC.<br />

<strong>The</strong> new truck builds on Unit Rig’s 50 years of electric-drive mining<br />

truck experience and the thousands of units currently working in mines<br />

around the world. <strong>The</strong> strength of the Cat engine and drive system combine<br />

with Cat dealer support and Unit Rig designs to deliver high performance<br />

and efficiency to mining customers. <strong>The</strong> MT5300D will be<br />

commercially available in the near future.<br />

Australian technology in coal energy milestone<br />

TECHNOLOGY developed by an Australian<br />

company is behind a major coal upgra<strong>di</strong>ng<br />

milestone announced for New Zealand’s coal<br />

energy sector. South Australian-based GTL<br />

Energy and New Zealand Government-owned<br />

Solid Energy New Zealand jointly announced<br />

they had achieved sustained production runs at<br />

New Zealand’s first commercial coal upgra<strong>di</strong>ng<br />

plant utilizing GTL Energy’s coal upgra<strong>di</strong>ng<br />

technology.<br />

<strong>The</strong> companies have signed an agreement for<br />

the formation of a joint venture company,<br />

GTLE Development Ltd, to focus on the operation<br />

of the plant, further project development<br />

and deployment of the technology globally.<br />

Solid Energy is commissioning its Mataura briquette<br />

plant in Southland, which will produce<br />

lignite briquettes for New Zealand’s South<br />

Island energy market using GTL Energy’s technology.<br />

<strong>The</strong> technology involves converting lowgrade<br />

coal into higher-rank fuel by the removal<br />

of moisture from the coal and converting it into<br />

briquettes which feature higher energy content,<br />

reduced emissions, improved handling and<br />

transportation characteristics and increased<br />

market value.<br />

Once fully commissioned, the Mataura plant<br />

will be operated by GTLE Development<br />

through a wholly-owned New Zealand subsi<strong>di</strong>ary<br />

to annually produce up to 90,000 tonnes<br />

of low-moisture and higher-energy briquettes<br />

from about 150,000 tonnes of lignite.<br />

<strong>The</strong> joint-venture company will manage briquette<br />

production at the Mataura plant, trial the<br />

product in international thermal export coal<br />

markets and focus on developing and deploying<br />

the upgra<strong>di</strong>ng technology globally. Solid<br />

Energy will have a 20% stake in GTLE and will<br />

continue to own the Mataura plant.<br />

Feedstock for the plant will come from Solid<br />

Energy’s nearby New Vale Mine and will be<br />

transformed into a high energy product for the<br />

joint venture under a tolling arrangement which<br />

underpins continuous production.<br />

This product will support the domestic market<br />

development along with proof of technology<br />

for global deployment. Solid Energy will<br />

market the product to its South Island customers<br />

with trials due to begin shortly.<br />

Solid Energy and GTLE are in consultation<br />

with staff at the plant about transferring their<br />

employment to the GTLE New Zealand subsi<strong>di</strong>ary.<br />

In ad<strong>di</strong>tion to the Mataura plant and its<br />

United States commercial demonstration plant<br />

in North Dakota, GTLE has plant projects<br />

under various stages of development in<br />

Indonesia and Australia, and opportunities<br />

under review in the USA and Europe.<br />

Solid Energy’s group manager coal developments<br />

Brett Gamble says, “We have worked<br />

closely with GTL Energy over many years, and<br />

the opportunity to combine our collective<br />

expertise and assets to accelerate commercialization<br />

and deployment of the technology<br />

makes a lot of sense for both of us. We are<br />

excited about the future of this proposed venture<br />

and believe the transformation of low rank<br />

high moisture coal into higher energy briquettes<br />

has potential to create significant value.”<br />

GTL Energy’s CEO Fred Schulte, who will<br />

also be CEO of GTLE, says, “This deal will<br />

create a company with the ability to accelerate<br />

technology deployment. <strong>The</strong> achievement of<br />

continuous, safe and reliable production at the<br />

New Zealand plant will provide the demonstration<br />

that is expected to support more widespread<br />

adoption. We will now have a production<br />

facility, engineering and operating capabilities<br />

in a single organization. <strong>The</strong> new entity<br />

will be looking beyond a technology licensing<br />

business model and moving into project development,<br />

ownership and operations. Despite<br />

challenging coal and capital markets, we have<br />

exciting projects which make sense regardless<br />

of market timing, and we look forward to bringing<br />

these into fruition through <strong>2013</strong>.”<br />

Altura awarded Philippines contract<br />

Altura Mining has won the first of three coal operating contracts that it bid<br />

for as part of the Philippine Energy Contracting Round 4 (PECR4) in March<br />

2012 and is awaiting confirmation of the results of the remaining two bids.<br />

<strong>The</strong> operating contract known as Area 3-Cantanduanes covers 7000 hectares<br />

and is on Catanduanes Island on the eastern seaboard of the Philippines.<br />

Altura has been focused on identifying coal resources in the Philippines<br />

with the establishment of a new company, Altura Mining Philippines Inc<br />

(AMPI). Applications for three coal resource areas were lodged with the<br />

Philippine Department of Energy (PDE). AMPI is following the same model<br />

used in Indonesia for the acquisition, exploration and development of coal<br />

operations. Acquisition of Area 3 brings Altura’s total South East Asia coal<br />

hol<strong>di</strong>ngs to more than 24,000 hectares.<br />

Cuesta Coal raises Aus$12 million<br />

A placement has resulted in Cuesta Coal raising Aus$12 million, much of<br />

which will be used to fast-track the development project at Moorlands,<br />

14km west of the Blair Athol Coal Mine in the Western Bowen Basin in<br />

Queensland, Australia. <strong>The</strong> placement was taken up by Longluck<br />

Investment (Australia), a subsi<strong>di</strong>ary of Beijing Guoli Energy Investment Co.<br />

Cuesta will also use $5 million to redeem 50% of the $10 million convertible<br />

notes that will be issued to the vendors upon settlement of the acquisition<br />

of the Orion Coal Project from Hannigan & Associates. Orion is to the<br />

imme<strong>di</strong>ate north and a continuation of Cuesta's existing resource at<br />

Moorlands, which contains a combined resource of 136.3 million tonnes and<br />

an exploration target of 85-150 million tonnes.<br />

Davao starting date brought forward<br />

Coal Asia Hol<strong>di</strong>ngs has brought forward the expected commercial production<br />

starting date for its mining project in Davao Oriental, the Philippines, by<br />

three months to October <strong>2013</strong>. <strong>The</strong> mine is expected to annually produce<br />

600,000 tonnes of high-grade coal. <strong>The</strong> company, which holds the country’s<br />

second largest coal reserves and resources, says the date has been made possible<br />

by early completion of drilling and exploration activities.<br />

Coal Asia, through subsi<strong>di</strong>ary Titan Mining and Energy Corp, is also evaluating<br />

and testing two new previously un<strong>di</strong>scovered large coal deposit areas<br />

within its coal operating contract in Davao Oriental. Its other mine, in<br />

Zamboanga Sibugay, is expected to begin production in 2015. Coal Asia has<br />

secured offtake agreements with domestic and international buyers and<br />

plans to export coal to In<strong>di</strong>a, Japan, Taiwan, Hong Kong and Vietnam.<br />

Tigers Realm receives Amaam mining licence<br />

Following recent approval of Tigers Realm Coal's mining licence application<br />

by Russian federal subsoil agency Rosnedra, the agency's Chukotka<br />

Branch has issued Tigers Realm Russian subsi<strong>di</strong>ary NPCC with a mining<br />

licence over the area covered by its mining licence application for the<br />

Amaam Coking Coal Project in Russia's Far East.<br />

Issuance of the licence enables Tigers Realm to exercise its right to<br />

increase ownership of NPCC and the Amaam project to 60%. Amaam North<br />

remains 80% owned by the company. Achieving this major milestone on<br />

schedule clearly demonstrates the high level of support NPCC has received<br />

for the Amaam project. <strong>The</strong> Amaam pre-feasibility study is in its final stages<br />

with the key fin<strong>di</strong>ngs expected to be announced in early April.<br />

Celsius receives Blumont fun<strong>di</strong>ng<br />

Celsius Coal has received the first Aus$5 million tranche of a $10 million<br />

strategic fun<strong>di</strong>ng arrangement with the Singapore-based Blumont Group<br />

which will pay for the <strong>2013</strong> exploration and development program at its<br />

Kyrgyz Republic coal prospects. <strong>The</strong> company has announced a maiden<br />

total inferred, JORC-compliant resource of 255 million tonnes at the Uzgen<br />

Basin project, comprising 230 million tonnes at Kargasha deposit and 25<br />

million at Kokkia deposit.<br />
