matter, after seeing the newspaper, to the Privileges Committee. The Privileges<br />

Committee took up this matter and when the journalist was asked to appear before<br />

the Privileges Committee, he said, "I have deliberately done it because I want<br />

publicity." He refused even to say 'that yes, I know, what I have reported is wrong,<br />

but now I would like you to take privilege action on me so that I can get publicity'.<br />

Then, the Committee in its wisdom said that we cannot play to his hands and we<br />

said that the matter may be closed.<br />

SHRI N. RAM: Closed with contempt.<br />

MR. DEPUTY CHAIRMAN: Yes, with contempt. And the second instance which came<br />

is on the MPLADS. It came on one particular news channel. The concerned Member<br />

wrote to the Privileges Committee that he was not involved, and his name has been<br />

wrongly mentioned along with those who have taken. The Privilege Committee took<br />

up the matter and we called the editor of that particular channel. We went through<br />

the whole issue. In fact, the channel did commit a mistake of combining the names<br />

of those who had taken money with those who had not taken. We just confronted<br />

the channel representatives and asked, "Why did you do it You have a<br />

responsibility. You have combined the names of those who have not taken money<br />

with those who have taken. Who would take the responsibility for the innocent<br />

Members of Parliament because his name is already announced on the channel"<br />

Later on, he just apologised before the Privilege Committee. We then closed the<br />

matter. But they never apologised on the channel! Such problems do arise. Both,<br />

the Lok <strong>Sabha</strong> and the <strong>Rajya</strong> <strong>Sabha</strong>, Privilege Committees work with responsibility<br />

because the privileges are not codified. This non-codification enhances the<br />

responsibility of the Privilege Committees. I just wanted to report this.<br />

Another important thing which our hon. Chairman has mentioned, for the last<br />

two Sessions, our reporting is better. Mr. Vinod Sharma rightly mentioned about<br />

Zero Hour. In Parliament, particularly in <strong>Rajya</strong> <strong>Sabha</strong>, we have evolved a system to
