ways consistent with the democratic principles. It is a fact that Media plays a key<br />
role for the effective functioning of Parliament in more ways than one, particularly in<br />
providing feedback to the Parliament through effective articulation of public concern<br />
and also providing feedback to the people to evaluate their representatives through<br />
critical reflection of the performance of Parliament and the Parliamentarians. At a<br />
time when there is an apparent disconnect between public and the democratic<br />
process in the Parliament, the role of Media has assumed even greater importance.<br />
Both Parliament and Media are the embodiment of the public opinion in our<br />
democracy. It is necessary that both work in tandem and respect each other's role<br />
in serving the people. Both of them have a high sense of public responsibility and<br />
are answerable to the people for serving the democracy. While a free and fair<br />
media can supplement and complement the mandate of Parliament as a responsible<br />
and responsive institution, the media should report the development in these higher<br />
democratic fora in a true and unbiased manner.<br />
The objective of holding this workshop, I believe, is to harness the positive<br />
power and influence of the media to help sustain the people's faith in and respect<br />
for democratic institutions, especially Parliament, the country's highest legislative<br />
body. For this, it is essential that the media persons be given adequate<br />
opportunities to know varied nuances of reporting sensitive parliamentary matters<br />
besides facilitating easy access to parliamentary information and fair idea about<br />
parliamentary practice and procedure.<br />
In view of this, this workshop has been organised with four lectures by<br />
eminent parliamentarians and experts on important matters such as practice and<br />
procedure of both the Houses, the budgetary process, the reporting of discussion on<br />
foreign policy issue in the House and parliamentary privileges and ethics. Besides<br />
