a guarantee from either State Bank of <strong>India</strong> or a Bank nationalized by Government of<br />
<strong>India</strong>. The form of guarantee will be similar to that shown in clause 94. The amount<br />
of postage due on all postings will be adjusted twice a month on the 16 th for posting<br />
between the 1 st and 15 th of the month and 1 st of the following month in respect of the<br />
postings from the 16 th to the end of the month.<br />
(4) After the newspaper has deposited the amount of the security a licence will be issued<br />
by the Head of the Circle authorizing posting of the newspaper without prepayment<br />
under the following conditions :-<br />
(i) The Newspaper should be handed in at the window of the <strong>office</strong> or <strong>office</strong>s and on<br />
such days or dates of the week or month as have been specified in this behalf in the<br />
order sanctioning its registration.<br />
(ii) The licensee should arrange to print the Licence No. along with the words<br />
‘Licensed to post without pre-payment’ below the ‘Registration No. ………….’<br />
Printed on the paper when the paper is posted without a wrapper.<br />
(iii)The licence will be deemed to e annulled as soon as the registration of the<br />
newspaper expires. Application for the renewal of the licence should therefore, be<br />
made at the same time as application for renewal of registration.<br />
(iv) The copies of the newspaper should be handed over at the window along with an<br />
invoice in duplicate in the form prescribed for the purpose showing the details of<br />
the posting. One copy of the invoice after comparing the entries with the copies<br />
posted will be returned to the poster duly signed and date stamped.<br />
(v) On the basis of the invoices relating to the postings during the period shown in rule<br />
(3) above a bill will be prepared by the <strong>Post</strong> Office or RMS Office showing the total<br />
amount of postage payable and will be presented to the licensee on 16 th and 1 st of<br />
each month. The payment of the bill should be made by the licensee at the <strong>Post</strong><br />
Office indicated in the bill within 7 days from the Circle has the right to cancel the<br />
licence.<br />
(vi) In the event of non-payment of a bill within a fortnight following he fortnight to<br />
which the bill relates, the posting of the paper without prepayment of postage will<br />
immediately be stopped and the licence deemed to have been cancelled. The Head<br />
of the Circle will recover the amount due upto that date from the security deposit<br />
held by the post <strong>office</strong> and may also, if necessary, take steps to recover any<br />
outstanding amount under section 12 of the <strong>India</strong>n <strong>Post</strong> Office Act, 1898.<br />
(vii) The licence, on being terminated, may be renewed by the Head of the Circle at his<br />
entire discretion on such terms and conditions as he may think fit to impose.<br />
(viii)If at any time, it is found that the security deposit already made or the bank<br />
guarantee provided is less than the payment for the preceding month, the licensee
