Items other than those sent open in card form measuring less than the minimum prescribed<br />
may be transmitted provided they bear a rectangular address label of card board or any<br />
strong paper of which two adjacent side together measure not less than 16 Centimetres and<br />
the smaller side is not less than 4 Centimeter.<br />
(2) Book-packet when sent open in card form whether folded or not, shall be neither<br />
thinner nor more flexible than inland postcards.<br />
125. Weight .- (1) The weight of a book packet shall not exceed 5 Kilograms but the<br />
director-General may, in special circumstances, prescribe a lower limit of weight for book packets<br />
for and from any <strong>part</strong>icular post <strong>office</strong> or <strong>office</strong>s.<br />
(2) The Director-General may also prescribe that every book packet having contents of a<br />
specified nature and posted at or addressed to such places as the Director-General may notify shall<br />
be accompanied by a declaration in such form as may be prescribed by the Director-General.<br />
126. Packing. – A book packet must be posted without a cover or in an unfastened<br />
envelope or in a cover which can be easily removed for the purpose of examination without<br />
breaking any seal or tearing any paper or separating any adhering surfaces. A packet posted<br />
without a cover may not be fastened or otherwise treated so as to prevent easy examination.<br />
NOTE : If adhesive bands are used enabling ungluing and repasting at will, indications like ‘unclosed article,<br />
can be opened for checking by the postal service’ or other indications stating the manner of using the<br />
system should appear near the system used.<br />
127. Penalty for Breach of Conditions. – (1) If a book packet to which sub-clause (2)<br />
does not apply is found to contain anything not permitted by the rules or to be packed in a manner<br />
not in accordance with rules, it shall be charged on delivery with the letter or parcel postage,<br />
whichever may be less provided that the conditions subject to which such postage can be charged<br />
are also fulfilled. Any postage paid on it shall be taken into account in assessing the charge; but<br />
the amount charged under this sub-clause shall in no case be less than 25 paise.<br />
(2) If a book packet is found to be in excess of either the prescribed size or the prescribed<br />
weight, it shall be returned to the sender. Any postage paid on it shall not be refunded.<br />
BOOK PACKETS CONTAINING PRINTED BOOKS<br />
128. Conditions. – (1) (i) The special rates in respect of a book packet containing printed<br />
books shall be applicable only if the following conditions are satisfied :-<br />
(a) such book packet shall not contain any publication published at regular intervals;<br />
(b) such book packet shall bear on the outside the inscription “Printed books”;
