SECTION II – LETTER AND PARCEL POST<br />

INTRODUCTORY<br />

96. “Inland <strong>Post</strong>”. – Subject to such exceptions as may be notified by the Central<br />

Government the term “<strong>India</strong>n <strong>Post</strong>” means the post maintained by the Central government either<br />

by land or by sea or by air –<br />

(1) between any places in <strong>India</strong>; or<br />

(2) between any places in <strong>India</strong> and places beyond the limits of <strong>India</strong> which are served by<br />

<strong>Post</strong> Offices established by the Central Government; or<br />

(3) between any places beyond the limits of <strong>India</strong> which are served by <strong>Post</strong> Offices<br />

established by the Central Government.<br />

97. “<strong>Post</strong>al Articles”. – The term “ <strong>Post</strong>al article” is used to describe for the pusposes of<br />

the Inland, the following ten classes, for each of which a distinctive rate of postage is prescribed :-<br />

Letters Book and pattern packets Registered Newspapers<br />

Letter cards Book packets containing printed Sample packets<br />

Books<br />

<strong>Post</strong> cards Book packets containing periodicals Parcels<br />

“Blind Literature” packets<br />

98. First class and Second class Mails. – (1) Letters, post cards and letter cards are treated<br />

as first class mail; all other articles, such as Book Packets, Registered Newspapers, Pattern and<br />

sample packets and Blind literature packets are treated as articles of second class mail.<br />

(2) Under the “All-up” scheme all First Class Mails are given air transmission within the<br />

limits of <strong>India</strong>, wherever such a conveyance is available and will expedite the delivery of the<br />

articles without any special air surcharge. Second Class Mails are forwarded by air only if they are<br />

marked for its transmission and are paid with the requisite air surcharge.<br />

NOTE :- Registered Newspapers, however, are treated in sorting as in class mail but no air lift is allowed<br />

unless they bear the required surcharges.<br />

LETTERS<br />

99. Payment of <strong>Post</strong>age. – Letters may be transmitted by post with or without pre-payment<br />

of postage. The advantage of the payment of postage has been indicated in clause 9.<br />

100. Limits of weight and size. – A letter should not weigh more than 2 Kg. It should also<br />

conform to the following limits and size :-
