Savings Bank Rules, 1981 respectively.<br />

EXCEPTION 3 :<br />

Cheques drawn by any of the following in his/its official capacity on Reserve Bank or State<br />

Bank of <strong>India</strong> or any other bank having clearing account with Reserve Bank or State bank<br />

may be accepted without a Bank guarantee in all <strong>Post</strong>al transactions provided such cheques<br />

are otherwise in order.<br />

(a) Govt. De<strong>part</strong>ments/Offices (including States).<br />

(b) <strong>India</strong>n Universities constituted under an act of a State/Central Govt.<br />

(c) President or Chairman of a District, Municipal and Local Board.<br />

(d) Manager of an Estate under the control of court of wards.<br />

(e) Units of Life Insurance Corporation.<br />

(f) Offices of Employees State Insurance Corporation.<br />

(g) Offices of the <strong>India</strong>n Oil Corporation.<br />

(h) Semi -Government/Local Self-Government undertakings.<br />

(i) Scheduled Banks.<br />

(j) Foreign Missions.<br />

(b) If any firm or individual who wish to make use of the system of payment by means of<br />

cheques at the post <strong>office</strong>s in connection with <strong>Post</strong>al transactions is unable to produce the<br />

guarantee referred to in clause (a) iii) of this rule, they will be given to option of requiring an<br />

approved local bank to draw on behalf of the firm or individual its own pay orders or cheques<br />

either on itself or on some other approved local bank in favour of the <strong>Post</strong>al De<strong>part</strong>ment and a<br />

specimen signature of the bank’s <strong>office</strong>r who draws such a cheque or pay order should be<br />

furnished to the post <strong>office</strong> where the cheque or pay order is likely to be presented in good time<br />

preferably a week before the actual relative transaction takes place to enable the post <strong>office</strong> to have<br />

the genuiness of the signature of the bank’s <strong>office</strong>r verified by a responsible official of the post<br />

<strong>office</strong> and kept on record. The post <strong>office</strong> accepts no responsibility for delay in the issue of such<br />

money orders (ordinary or telegraphic) and will not deliver V.P. parcels or letters charged with<br />

customs duty until the cheque or pay order is cleared.<br />
