(1) Refused unregistered articles which bear clearly on the outside the name and<br />

address of the sender, are returned direct to the <strong>office</strong> of posting by head and sub<strong>office</strong>s<br />

except that articles on which postage or any sum is due to be recovered, are<br />

sent to the head <strong>office</strong> by those sub-<strong>office</strong>s not authorized to make daily dispatches<br />

to the Returned Letter Office.<br />

(2) Unclaimed and refused insured articles and refused uninsured registered articles<br />

(including V.P. articles) are returned at once direct to the <strong>office</strong>s of posting for<br />

delivery to the sender. If the senders of articles so returned to the <strong>office</strong> of posting<br />

cannot be found, the articles are then sent to the Returned Letter Office.<br />

NOTE : The expression “<strong>office</strong> of posting” means the delivery post <strong>office</strong> which serves the address of the<br />

sender.<br />

75. Disposal of articles sent to the Returned Letter Office. – (1) In the Returned Letter<br />

Office, further endeavours are made to find the addressees of articles other than refused articles or<br />

articles addressed to deceased persons. If the addressees cannot be found, those articles which<br />

bear the name of the sender in the cover are returned to the <strong>office</strong> of posting for delivery to the<br />

sender. Those which do not bear the name of sender on the cover are opened, for the purpose of<br />

ascertaining the name and address of the sender; if the necessary information is found, the article<br />

are returned to the sender; if it cannot be found, they are disposed of in the Returned Letter Office<br />

after being detained for a certain fixed period.<br />

(2) Refused articles and articles addressed to deceased persons are treated in the Returned<br />

Letter Office, in the same manner as articles the addresses of which cannot be found.<br />

76. Obligation of sender to pay postal charges. – The sender is bound to pay any postage<br />

or other sum due on the undelivered or refused articles returned to him by the post <strong>office</strong>. In the<br />

case of refused articles returned to him by the post <strong>office</strong>. In the case of refusal to pay the amount<br />

due the post <strong>office</strong> has the remedy described in clause 52.<br />

ENQUIRY AND COMPLAINTS<br />

77. Suggestion and Complaints book.- A book for recording suggestions and complaints<br />

is available at all <strong>Post</strong> Offices, during the working hours of the <strong>office</strong>.<br />

78. Authority to whom complaints should be addressed. – All complaints should be<br />

addressed to the local Superintendent of <strong>Post</strong> Offices except in the case of a First Class Head <strong>Post</strong><br />

Office the <strong>Post</strong>master in charge of which is competent to attend to any compliant relating to his<br />

<strong>office</strong>.<br />

79. Transmission of public complaints .- Bonafide complaints against the service<br />

including reminders to previous complaints addressed to any <strong>office</strong>r of the <strong>Post</strong> Office, will be<br />

accepted for transmission free of charge if tendered open or in an open cover at any <strong>Post</strong>.<br />

Complaints relating to a V.P. article should be tendered at the post <strong>office</strong> where the V.P. article
