Rich, like so many other writers, laments the decay <strong>of</strong> martial<br />

discipline in Engl<strong>and</strong> ;<br />

yet it was only necessary, he says, " <strong>to</strong> look in<strong>to</strong> the<br />

Tower <strong>of</strong> London <strong>to</strong> see that neither ordnance, shot, powder, pike, caliver,<br />

armour, nor any other furniture convenient for the wars were one whit<br />

lacking " j but these things would avail little if men were not exercised in<br />

their use. The corr<strong>up</strong>t practices <strong>of</strong> the <strong>of</strong>ficers <strong>and</strong> the manner <strong>of</strong> recruiting<br />

were at the root <strong>of</strong> the evil. A chief Constable <strong>of</strong> a county had the power<br />

<strong>of</strong> enlisting whomsoever he chose, <strong>and</strong> he <strong>of</strong>ten made use <strong>of</strong> it for the purpose<br />

<strong>of</strong> getting rid <strong>of</strong> any person obnoxious <strong>to</strong> him :<br />

" but if Maister Constable<br />

be in love <strong>and</strong> charitie with his neighbours, then some odd fellow must<br />

be picked out that doth least good in the parish, it is no matter for his condition,<br />

they thinke he can not be <strong>to</strong>o ill <strong>to</strong> make a souldier <strong>of</strong>."<br />
