Qualification Programme 

Endorsed at the International Council Meeting of The 

Chartered Institute of Logistics and Transport held in 

Dublin as well as our Annual General Meeting 2002 held 

this year, CILTHK Professional Qualification Programme 

defines the framework and route for individuals working in 

the logistics and transport industry to enable them to 

enable them to achieve personal development and 

professional advancement. 

MEMBERSHIP OF THE INSTITUTE 

There are five professional membership grades: Student, Affiliate, 

Associate Member, Chartered Member and Fellow. An applicant’s eligibility 

depends on age, and a combination of relevant educational qualification and 

practical logistics / transport experience.

PROFESSIONAL QUALIFYING EXAMINATION 

The Qualifying Examination is a method of measuring the knowledge and ability, and thus assessing the candidates 

suitability to become an Associate Member and ultimately a Chartered Member. The standard set in the Qualifying 

Examination is that of an honours degree. All candidates for Examinations must be elected members of the various 

membership grades.


Structure and Requirement 

• The structure of the qualifying examination from 2003 onwards is divided into three different levels. Each level of the 

examination consists of three subjects.

• The local CILT qualifying examinations are usually held annually in May. 

• In any one seating, candidates are not allowed to register for more than four subjects. 

• Each examination paper consists of a total of 8 questions. Each of these papers consists of 

two parts, namely Part A and Part B. All candidates are required to answer two questions from 

each part. 

• All candidates must satisfy the requirement of passing the lower level examination subjects 

before they are allowed to sit for higher level subjects.

PROFESSIONAL 

DEVELOPMENT (CPD) 

PROGRAMME 

The competitive economic 

environment and ever-changing 

techniques in the logistics and 

transport industry demand CILT 

members to constantly update their 

knowledge and skills in order to 

maintain their professional 

competence and technical 

knowledge. An effective CPD 

programme is one way in which 

members can seek to achieve this 

target. 

Structure and 

Requirement 

• There are two categories of CPD. 

- Structured CPD (formal 

learning) can be achieved 

through attending technical 

meetings, seminars, lectures, 

courses or completing distance 

learning and research. 

- Unstructured CPD (informal 

learning) is normally achieved 

through private reading and 

study. 

• The minimum CPD points required 

for a MCILT are at least 200 CPD 

points in every two calendar years. 

CPD points are awarded to members 

taking part in structured or 

unstructured CPD activities. 

• Members are required to maintain 

records and documentary evidence 

sufficient to support their attendance 

or completion of CPD activities for a 

minimum of two years, and to 

provide such records and 

documentary evidence when they are 

selected for a random audit to be 

conducted by the Institute 

annually. Members selected are 

notified in writing at the 

beginning of the year. 

• Members who fail to meet the 

minimum CPD requirements will 

be given advice on appropriate 

CPD activities and an action plan 

for completing the shortfall within 

a reasonable period of time. 

• In cases of persistent noncompliance 

with CPD 

requirements after two written 

warnings within one year, the case 

will be referred to the Council. 

Extreme cases of failure to comply 

or persistent non-compliance with 

CPD requirements referred to the 

Council may lead to the 

disqualification of members.

CILTHK 2002 Annual General Meeting 

was successful held on 27 June 200 at 

the Institute’s own office. About 

40 members attended the meeting.

presented his report to members in 

attendance at the meeting in relation 

to the CILT’s accomplishments and 

tasks achieved in the past year.

Highlights of the Year 

Launching of CILTHK 

Our Institute officially launched the 

Renaming Ceremony, attended by 

over 200 local transport and logistics 

professionals on 5 November last 

year. The Logistics Excellence 

Workshop that followed was a 

complete success and provided a 

meaningful and purposeful 

foundation for mutual understanding, 

cooperation and commitment on the 

development and design of 

professional qualification 

programmes. 

Official Recognition 

CILTHK was recommended at the 

Competitive Strategy released by the 

McClier Team of consultants to take a 

lead to raise the industry profile to a 

professional status by end of the third 

quarter this year. 

LOGSCOUNCIL and Involvement in 

other Government consultation 

machineries 

Our Institute is among 39 organizations 

or individuals appointed to the 

LOGSCOUNCIL and is also party to the 

five Project Groups and 19 Task Forces 

set up under the LOGSCOUNCIL to 

take forward initiatives identified as 

priority items to facilitate logistics 

development in Hong Kong. 

We are also represented on the Ad hoc 

Committee of Human Resources 

Development for Logistics Industry and 

the Continuing Education Fund 

Logistics Industry Focus Group hosted 

by the Education and Manpower 

Bureau as well as the consultation 

session organized by the Employees 

Retraining Board. 

Considered Views on 

Transport Policy Issues 

Our Transport Policy Committee closely 

examined Government’s proposal on 

the controversial infrastructure 

programme on the Shenzhen Western 

Corridor, Deep Bay Link and Route 10 

and produced a position paper based 

on professional considerations. 

Task Force on Relationship with 

CILT International 

The Ad-hoc Task Group on CITHK 

Future recommended that in view of 

the majority interest and inclination of 

our members to keep CILTHK as a 

national council of this international 

community, the status quo be 

maintained, but be further reviewed 

should there be any change in 

circumstances. 

Inroad into China 

In furtherance of the long established 

objective of CILT International to spread 

the professional status of logistics and 

transport to every corner of the world, 

our Institute of Logistics & Transport has 

sent delegations on three occasions 

during the past year to China. In sum 

we were well received and all the 

receiving institutions were interested 

one way or another with our 

professional assurance qualification. 

Public Image 

In line with our stated policy to 

enhance public awareness and to 

raise the stature of our Institute as the 

leading professional institute in the 

field of transport and logistics, on 

behalf of our Institute the President 

has given interviews to newspapers, 

publications and the electronic media. 

Growth in Membership 

We have had an encouraging growth 

in our individual membership by 3% 

to 1335 in the past year and have 

some 19 Organization Members, 

a newly created category, on our 

membership register. 

Professional Qualification 

Programme 

Our Education and Training 

Committee has worked extremely 

hard to develop a parallel programme 

for our logistics professionals and also 

to revamp our existing programme for 

our transport professionals. The 

programme was the first one of its 

type submitted by a national council 

and endorsed by the International 

Council of CILT at its last meeting held 

in Dublin in March this year. 

Professional Activities 

Our Professional Activities Committee 

has organized 10 seminars and 

5 vocational visits, covering a wide 

spectrum of industry-relevant topics 

and organizations in pursuance of 

continuous professional development 

for the benefit of our members. 

Finance 

The Council and Finance Committee 

have continued to exercise prudence 

in its expenditure. With a healthy 

growth of income resulted from an 

increase in membership, coupled with 

just a slight increase in expenditure, 

we now have over 1.8 million cash 

deposited in the bank. 

Cyber Communication 

We launched a new CILTHK website 

serving not only as an effective public 

relations or communication tool but 

also a secure communication channel 

between the Institute and its


members. All members are provided 

with a username and a password for 

them to log in, giving them access to 

information that is only privy to 

members. 

CILT International 

Mr Joseph Tsui, Executive Director, 

and I attended the two International 

Council Meetings at Singapore in 

October last year and Dublin, Ireland 

in March this year. Among items 

discussed was the adoption of new 

Post Nominals. Latest news is that the 

proposal to adopt CFILT, CMILT and 

MILT respectively for Chartered 

Fellow, Chartered Member and 

Member is acceptable to the Privy 

Council and will be tabled for 

adoption at the coming AGM to be 

held in conjunction with the CILT 

International meeting at Mauritius in 

November this year. At the latter 

meeting a bilateral agreement was 

reached between the Institute of 

Logistics and Transport (ILT), the UK 

National Council of the CILT, and 

ourselves in that we will assist the ILT 

in regulating and invigilating their 

certificated course in China. 

PASSED SPECIAL 

RESOULTIONS 

Special resolutions were passed at this 

AGM to amend the Institute’s 

Memorandum and Articles of 

Association. The major amendments 

included: 

• Article 5 – Creation of a new Vice 

President; 

• Articles 21(a), 22(c), 23 (a)(b) and 24 

– Amendment of the membership 

entry requirement in relation to 

Student, Affiliate, Associate Member 

and Chartered Member; and 

• Articles 43 – Postponement of the 

date of AGM to be held by latest 

September 30.

The Annual Dinner and Ball of the 

CILTHK was successfully held at 

the Island Shangri-La Hotel on 

Friday, 26 April 2002 with over 

300 guests and members 

attending. We were privileged to 

have Ms. Sandra Lee, Secretary for

Dr Chan, a long serving member of 

CILTHK's Council, received the Bronze 

Bauhinia Star in recognition of her 

dedicated and meritorious service in the 

Transport Department. We at CILTHK 

are delighted that Dr Chan's 

contribution to Hong Kong's transport 

industry, which has long been 

appreciated by us at CILTHK, has now 

received this special honour from the

The Education and Career Expo 2002 

co-organized by the Labour 

Department and the Hong Kong Trade 

Development Council was held on 

21-24 February 2002 at the Hong Kong 

Convention and Exhibition Centre had 

a total of 343 exhibitors and attracted 

194,189 visitors.

Student Day 2002 

On Saturday, 24 March 2002, 

the Student Day 2002 co-organized 

by the Chartered Institute of Logistics 

and Transport in Hong Kong and the 

Public and Social Administration 

Department of the City University of 

Hong Kong was successfully held at 

the City University of Hong Kong. 

This year, we had a total of 

approximately over 80 attendees

The Pearl River Delta region has developed very rapidly since 1978. One year of 

development in this region was equivalent to at least two to three years of growth in 

other parts of the world. The interactions between Hong Kong and its counterparts 

in the Pearl River Delta have also increased tremendously since then, especially in the 

past decade. The flow of goods, capital, people and traffic between Hong Kong and 

other jurisdictions in the Pearl River Delta have been enormous by any standard, 

regional or international. The process of development and the pattern of interactions

The International Work Shadowing Day 

has been identified as one of the major 

initiatives helping CILT become more 

relevant to members. The intention is 

to give younger members an insight 

into careers in logistics and transport. 

CILTHK, with the assistance of a few 

large transport and logistics companies 

and organizations, launched this 

worldwide event with other CILT 

National Councils and Sections on 

14 th March 2002. Special thanks must be 

presented to the following participating 

companies and organisations. 

• Geologisitcs GeoLogistics Corporation 

• BALtrans Logistics Limited 

• Transport Department, the 

Government of HKSAR 

• The Hong Kong Shipyard Limited 

Launching of the 

Programme 

That this international activity was 

well received by young members. 

Among the 14 applications received, 

members who are between the age of 

20-26 were most enthusiastic to 

participate in this activity. Most have 

either studied for, or have completed 

a degree in transport or logistics. 

To keep the project manageable, only 

four young members were selected to 

observe how senior managers work for 

one day. The Hong Kong Council 

teamed up with 2 transport and 2 

logistics professionals to be shadowed 

by younger members. General opinion 

was that the exercise was effective and 

realistic as the project was modified to 

adapt to the local environment. 

What younger members 

achieved in this activity 

The activity has proved to be a 

valuable opportunity for young 

members to have useful exchanges 

with practitioners from the industry. 

Young members came to know what 

relevant practical skills would be 

important in real-life situations. They 

highly treasured the opportunity to 

consult senior managers. 

The activity may also lead to the 

possibility of employment 

opportunities to young members. 

Based on members’ educational 

background and career interest, 

companies have expressed their interest 

in extending the activity to enable more 

members’ participation as our members 

who pursue their career in the transport 

and logistics industry are their target 

group. It will save cost and time to 

recruit the right candidates.

Michael Cheung 

I was assigned to Mr. Joseph Tsui, Chief 

Transport Officer of the Ferry section of 

Transport Department, for the CITL Work 

Shadow Day. I was very excited by this 

program because it can increase my 

exposure to other fields. 

In the morning, I received a warm and 

friendly welcome from Mr. Joseph Tsui and 

his colleagues in the Transport 

Department. He took me around the office 

and introduced me to his colleagues. 

By the arrangement of Mr. Joseph Tsui, 

I attended one of their work meetings 

with him and his colleagues. The issue for 

the meeting was the renovation of a ferry 

pier. During the meeting, I learnt how to 

look at an issue with a macro view. 

Being government officials in Transport 

Department, they have to take care of the 

public’s benefit, operator’s benefit, 

the benefit of the residents living nearby, 

possible impact to the traffic and the long 

term strategy of transport. It is really not 

an easy job to be a government official.

I have to express my sincere thanks to 

Mr. Joseph Tsui who devoted a lot of

me. I really found that this scheme is

I am very greatful to have had this 

opportunity to participate in the 

International Work Shadowing Day 

2002, organized by Chartered Institute 

of Transport and Logistics in Hong Kong 

(CILTHK). I am the one of the Student 

Ambassador of this event and I had 

jointed the logistics company, entitled 

“BALtrans Logistics Limited”. In fact, 

I learnt a lot from this special day. 

BALtrans Logistics Limited is 

one of the largest Hong Kong based 

freight forwarding and logistics 

companies, providing a full logistics 

service to customers all over the 

world. BALtrans takes an active role in 

logistics and supply chain 

management business in Hong Kong 

and the Asia pacific. In order to know 

more in-depth of company operation, 

I met with Mr. Raymond Law, the 

Managing Director of BALtrans 

Logistics Limited for a whole day. 

Mr. Raymond Law is a very dynamic 

and hard-working person. He said 

that being a good M.D., we should 

have innovative ideas, and the most 

important is communication with your 

teammates. In fact, Raymond’s 

philosophy has given me a lot of 

insight to being a professional and 

expert in our field. 

During the day, Mr. Raymond Law 

held a meeting with a VIP client in 

Shengzhen. Therefore, with two 

workmates, Mr. Stanley Lee, Route 

Development Manager and Mr. Henry 

Wu, Senior IT and Quality Manager. 

We were with Raymond to prepare a 

presentation with VIP Client in 

Shengzhen. In this presentation, 

I learnt how to deal with logistics business 

with clients, but the most important 

lesson was the presentation and use of


pesuanious skills for doing 

a business. Moreover, I 

realize that BALtrans is 

very keen on IT development 

in logistics development. 

BALtrans will spend about 

$14 Millions in IT 

development in the coming 

24 months. BALtrans has 

also a joint venture with 

Oriental Logistics. This 

demonstrates BALtrans 

sees a bright demonstrating

It is my great pleasure to participate 

the International Work Shadowing Day 

organized by CILTHK on 14 March 2002 

and be selected by the Hong Kong 

Shipyard Limited (HKS) for this event. 

It is a fresh way to learn more about 

other parties in the society by 

observing the senior persons in other 

companies performing their duties. 

The Hong Kong Shipyard Limited (HKS), 

incorporated in 1948, is a wholly 

owned subsidiary of Hong Kong Ferry 

(Holdings) Co. Ltd. The shipyard is 

located at North Tsing Yi with a 

4-storey high administrative building 

and workshops, and supported by 

a team of experienced and qualified 

engineering staff and skillful workforce. 

Having briefed by the Director & 

General Manager of HKS - Mr. Peter 

Ling in the early morning, I was 

informed that a series of activities was 

specially arranged. To start with, the 

Deputy Shipyard Manager - Mr. Ma Chi 

Wai was introduced and he explained 

to me his general duties and the daily 

operation of the shipyard. A better 

understanding on the works carried out 

by the shipyard such as maintenance/ 

modification/repair works of vessel and 

yatch were achieved by having a tour 

walk together with the detailed 

explanation by Mr. Ma. In addition, 

I was also lucky enough to observe the 

whole procedure of a yatch being lifted 

up by the advanced Syncrolift facility 

(the largest lifting machine in capacity 

in Hong Kong for use in shipyard) 

for later maintenance purpose. 

In the afternoon, I met with the Safety 

Officer - Mr. Tony Lam. He generally 

briefed me his job duties and the safety 

issues of the shipyard. With my 

previous working experience in a 

construction site at Tiu Keng Leng, 

we then shared our experience and 

point of views on the safety aspects. 

Finally, a site visit to a construction site 

at Shek Lei was conducted to look at 

the hoarding works subcontracted by 

the Civil Engineering Division of HKS. 

With this valuable opportunity to HKS, 

my knowledge on the shipyard business 

is broadened which is seldom expected 

before. I appreciate the effort done by 

CILTHK to promote and enhance the 

communication between different 

sectors in the transport and logistic 

fields. It is a good chance especially for 

young member to broaden their views 

other than that in their own fields. 

Through the discussion and experience 

sharing with the senior and managical 

staff, knowledge on business operation 

and project management can be 

acquired. In addition, the working 

relationship between different sectors 

can be built up, and also new diversity 

of works and incentive idea on business 

development may be explored with the 

suggestions from the outside observers.

We are pleased with the outcome of

These are short courses that prepare people to take the special Qualifying Examination of the 

Chartered Institute of Logistics and Transport (CILT) to be held in January 2003. There are 

3 subjects altogether: Global Supply Chain Management, Logistics Management, and 

Procurement, Warehousing and Materials Handling. It is also suitable for people who are 

interested in knowing about the three subjects more. 

Admission Requirement and Application Procedures: 

Anyone interested may apply. Application is on first-come-first-served basis. People who are interested in any 

subject should fill in an application form. Those who wish to apply for more than one subject should fill in 

more than one application form. Applicants may make photocopies of the application form if necessary. 

Programme Contents: 

The preparatory programme will mainly consist of three subjects:

Membership Structure 

and Post Nominals 

At the International Council Meeting 

(ICM) held at Dublin on 19 March 

2002 with more than 40 

representatives all over the world, 

it was agreed that: 

(A) Chartered Member 

Chartered Member of the 

Institute shall be defined with 

appropriate post nominals as: 

“Chartered Fellow FCILT” or 

“Chartered Member MCILT” 

The above designations and post 

nominals shall be used 

worldwide. 

(B) Non-Chartered Member

In Hong Kong, we proposed that 

Associate Member shall use the

newly revamped professional 

qualification programme at its meeting

The CILTHK has developed a new 

syllabus and professional qualification 

programme to train sufficient qualified 

transport and logistics professionals to 

meet the ever changing industry needs 

and the widening scope of the Institute 

to embrace logistics. 

Details of this new syllabus will be 

formally announced by June this year 

and the first examination based on the 

new syllabus will be held by the end of 

2002. So, watch out for more details

CILTHK presented the draft quality 

assurance handbook at the ICM on 

19 March 2002 and the handbook has 

received unanimous support from the 

ICM and was recognized as one of the 

world’s best practice to be followed by 

other National Councils worldwide.

CILTHK’s new website following the

ICM and was regarded as the bestpractice
