Qualification Programme<br />

Endorsed at the International Council Meet<strong>in</strong>g <strong>of</strong> <strong>The</strong><br />

<strong>Chartered</strong> <strong>Institute</strong> <strong>of</strong> <strong>Logistics</strong> <strong>and</strong> <strong>Transport</strong> held <strong>in</strong><br />

Dubl<strong>in</strong> as well as our Annual General Meet<strong>in</strong>g 2002 held<br />

this year, CILTHK Pr<strong>of</strong>essional Qualification Programme<br />

def<strong>in</strong>es the framework <strong>and</strong> route for <strong>in</strong>dividuals work<strong>in</strong>g <strong>in</strong><br />

MEMBERSHIP OF THE INSTITUTE<br />

<strong>The</strong>re are five pr<strong>of</strong>essional membership grades: Student, Affiliate,<br />

PROFESSIONAL QUALIFYING EXAMINATION<br />

<strong>The</strong> Qualify<strong>in</strong>g Exam<strong>in</strong>ation is a method <strong>of</strong> measur<strong>in</strong>g the knowledge <strong>and</strong> ability, <strong>and</strong> thus assess<strong>in</strong>g the c<strong>and</strong>idates<br />

suitability <strong>to</strong> become an Associate Member <strong>and</strong> ultimately a <strong>Chartered</strong> Member. <strong>The</strong> st<strong>and</strong>ard set <strong>in</strong> the Qualify<strong>in</strong>g<br />

Exam<strong>in</strong>ation is that <strong>of</strong> an honours degree. All c<strong>and</strong>idates for Exam<strong>in</strong>ations must be elected members <strong>of</strong> the various<br />

membership grades.

Structure <strong>and</strong> Requirement<br />

• <strong>The</strong> structure <strong>of</strong> the qualify<strong>in</strong>g exam<strong>in</strong>ation from 2003 onwards is divided <strong>in</strong><strong>to</strong> three different levels. Each level <strong>of</strong> the<br />

exam<strong>in</strong>ation consists <strong>of</strong> three subjects.<br />

• <strong>The</strong> local CILT qualify<strong>in</strong>g exam<strong>in</strong>ations are usually held annually <strong>in</strong> May.<br />

• In any one seat<strong>in</strong>g, c<strong>and</strong>idates are not allowed <strong>to</strong> register for more than four subjects.<br />

• Each exam<strong>in</strong>ation paper consists <strong>of</strong> a <strong>to</strong>tal <strong>of</strong> 8 questions. Each <strong>of</strong> these papers consists <strong>of</strong><br />

two parts, namely Part A <strong>and</strong> Part B. All c<strong>and</strong>idates are required <strong>to</strong> answer two questions from<br />

each part.<br />

• All c<strong>and</strong>idates must satisfy the requirement <strong>of</strong> pass<strong>in</strong>g the lower level exam<strong>in</strong>ation subjects<br />

before they are allowed <strong>to</strong> sit for higher level subjects.<br />

CONTINUING<br />

PROFESSIONAL<br />

DEVELOPMENT (CPD)<br />

PROGRAMME<br />

<strong>The</strong> competitive economic<br />

environment <strong>and</strong> ever-chang<strong>in</strong>g<br />

techniques <strong>in</strong> the logistics <strong>and</strong><br />

transport <strong>in</strong>dustry dem<strong>and</strong> CILT<br />

members <strong>to</strong> constantly update their<br />

knowledge <strong>and</strong> skills <strong>in</strong> order <strong>to</strong><br />

ma<strong>in</strong>ta<strong>in</strong> their pr<strong>of</strong>essional<br />

competence <strong>and</strong> technical<br />

knowledge. An effective CPD<br />

programme is one way <strong>in</strong> which<br />

members can seek <strong>to</strong> achieve this<br />

target.<br />

Structure <strong>and</strong><br />

Requirement<br />

• <strong>The</strong>re are two categories <strong>of</strong> CPD.<br />

- Structured CPD (formal<br />

learn<strong>in</strong>g) can be achieved<br />

through attend<strong>in</strong>g technical<br />

meet<strong>in</strong>gs, sem<strong>in</strong>ars, lectures,<br />

courses or complet<strong>in</strong>g distance<br />

learn<strong>in</strong>g <strong>and</strong> research.<br />

- Unstructured CPD (<strong>in</strong>formal<br />

learn<strong>in</strong>g) is normally achieved<br />

through private read<strong>in</strong>g <strong>and</strong><br />

study.<br />

• <strong>The</strong> m<strong>in</strong>imum CPD po<strong>in</strong>ts required<br />

for a MCILT are at least 200 CPD<br />

po<strong>in</strong>ts <strong>in</strong> every two calendar years.<br />

CPD po<strong>in</strong>ts are awarded <strong>to</strong> members<br />

tak<strong>in</strong>g part <strong>in</strong> structured or<br />

unstructured CPD activities.<br />

• Members are required <strong>to</strong> ma<strong>in</strong>ta<strong>in</strong><br />

records <strong>and</strong> documentary evidence<br />

sufficient <strong>to</strong> support their attendance<br />

or completion <strong>of</strong> CPD activities for a<br />

m<strong>in</strong>imum <strong>of</strong> two years, <strong>and</strong> <strong>to</strong><br />

provide such records <strong>and</strong><br />

documentary evidence when they are<br />

selected for a r<strong>and</strong>om audit <strong>to</strong> be<br />

conducted by the <strong>Institute</strong><br />

annually. Members selected are<br />

notified <strong>in</strong> writ<strong>in</strong>g at the<br />

beg<strong>in</strong>n<strong>in</strong>g <strong>of</strong> the year.<br />

• Members who fail <strong>to</strong> meet the<br />

m<strong>in</strong>imum CPD requirements will<br />

be given advice on appropriate<br />

CPD activities <strong>and</strong> an action plan<br />

for complet<strong>in</strong>g the shortfall with<strong>in</strong><br />

a reasonable period <strong>of</strong> time.<br />

• In cases <strong>of</strong> persistent noncompliance<br />

with CPD<br />

requirements after two written<br />

warn<strong>in</strong>gs with<strong>in</strong> one year, the case<br />

will be referred <strong>to</strong> the Council.<br />

Extreme cases <strong>of</strong> failure <strong>to</strong> comply<br />

or persistent non-compliance with<br />

CPD requirements referred <strong>to</strong> the<br />

Council may lead <strong>to</strong> the<br />

disqualification <strong>of</strong> members.

annual general<br />

meet<strong>in</strong>g 2002<br />

CILTHK 2002 Annual General Meet<strong>in</strong>g<br />

was successful held on 27 June 200 at<br />

the <strong>Institute</strong>’s own <strong>of</strong>fice. About<br />

40 members attended the meet<strong>in</strong>g.<br />

Mr. Pedro Ch<strong>in</strong>g (<strong>in</strong> the middle), CILTHK<br />

President chaired the meet<strong>in</strong>g.<br />

PRESIDENT’S REPORT<br />

<strong>The</strong> President, Mr. Pedro Ch<strong>in</strong>g<br />

presented his report <strong>to</strong> members <strong>in</strong><br />

attendance at the meet<strong>in</strong>g <strong>in</strong> relation<br />

<strong>to</strong> the CILT’s accomplishments <strong>and</strong><br />

tasks achieved <strong>in</strong> the past year.<br />

Highlights <strong>of</strong> the Year<br />

Launch<strong>in</strong>g <strong>of</strong> CILTHK<br />

Our <strong>Institute</strong> <strong>of</strong>ficially launched the<br />

Renam<strong>in</strong>g Ceremony, attended by<br />

over 200 local transport <strong>and</strong> logistics<br />

pr<strong>of</strong>essionals on 5 November last<br />

year. <strong>The</strong> <strong>Logistics</strong> Excellence<br />

Workshop that followed was a<br />

complete success <strong>and</strong> provided a<br />

mean<strong>in</strong>gful <strong>and</strong> purposeful<br />

foundation for mutual underst<strong>and</strong><strong>in</strong>g,<br />

cooperation <strong>and</strong> commitment on the<br />

development <strong>and</strong> design <strong>of</strong><br />

pr<strong>of</strong>essional qualification<br />

programmes.<br />

Official Recognition<br />

CILTHK was recommended at the<br />

Competitive Strategy released by the<br />

McClier Team <strong>of</strong> consultants <strong>to</strong> take a<br />

lead <strong>to</strong> raise the <strong>in</strong>dustry pro<strong>file</strong> <strong>to</strong> a<br />

pr<strong>of</strong>essional status by end <strong>of</strong> the third<br />

quarter this year.<br />

LOGSCOUNCIL <strong>and</strong> Involvement <strong>in</strong><br />

other Government consultation<br />

mach<strong>in</strong>eries<br />

Our <strong>Institute</strong> is among 39 organizations<br />

or <strong>in</strong>dividuals appo<strong>in</strong>ted <strong>to</strong> the<br />

LOGSCOUNCIL <strong>and</strong> is also party <strong>to</strong> the<br />

five Project Groups <strong>and</strong> 19 Task Forces<br />

set up under the LOGSCOUNCIL <strong>to</strong><br />

take forward <strong>in</strong>itiatives identified as<br />

priority items <strong>to</strong> facilitate logistics<br />

development <strong>in</strong> Hong Kong.<br />

We are also represented on the Ad hoc<br />

Committee <strong>of</strong> Human Resources<br />

Development for <strong>Logistics</strong> Industry <strong>and</strong><br />

the Cont<strong>in</strong>u<strong>in</strong>g Education Fund<br />

<strong>Logistics</strong> Industry Focus Group hosted<br />

by the Education <strong>and</strong> Manpower<br />

Bureau as well as the consultation<br />

session organized by the Employees<br />

Retra<strong>in</strong><strong>in</strong>g Board.<br />

Considered Views on<br />

<strong>Transport</strong> Policy Issues<br />

Our <strong>Transport</strong> Policy Committee closely<br />

exam<strong>in</strong>ed Government’s proposal on<br />

the controversial <strong>in</strong>frastructure<br />

programme on the Shenzhen Western<br />

Corridor, Deep Bay L<strong>in</strong>k <strong>and</strong> Route 10<br />

<strong>and</strong> produced a position paper based<br />

on pr<strong>of</strong>essional considerations.<br />

Task Force on Relationship with<br />

CILT International<br />

<strong>The</strong> Ad-hoc Task Group on CITHK<br />

Future recommended that <strong>in</strong> <strong>view</strong> <strong>of</strong><br />

the majority <strong>in</strong>terest <strong>and</strong> <strong>in</strong>cl<strong>in</strong>ation <strong>of</strong><br />

our members <strong>to</strong> keep CILTHK as a<br />

national council <strong>of</strong> this <strong>in</strong>ternational<br />

community, the status quo be<br />

ma<strong>in</strong>ta<strong>in</strong>ed, but be further re<strong>view</strong>ed<br />

should there be any change <strong>in</strong><br />

circumstances.<br />

Inroad <strong>in</strong><strong>to</strong> Ch<strong>in</strong>a<br />

In furtherance <strong>of</strong> the long established<br />

objective <strong>of</strong> CILT International <strong>to</strong> spread<br />

the pr<strong>of</strong>essional status <strong>of</strong> logistics <strong>and</strong><br />

transport <strong>to</strong> every corner <strong>of</strong> the world,<br />

our <strong>Institute</strong> <strong>of</strong> <strong>Logistics</strong> & <strong>Transport</strong> has<br />

sent delegations on three occasions<br />

dur<strong>in</strong>g the past year <strong>to</strong> Ch<strong>in</strong>a. In sum<br />

we were well received <strong>and</strong> all the<br />

receiv<strong>in</strong>g <strong>in</strong>stitutions were <strong>in</strong>terested<br />

one way or another with our<br />

pr<strong>of</strong>essional assurance qualification.<br />

Public Image<br />

In l<strong>in</strong>e with our stated policy <strong>to</strong><br />

enhance public awareness <strong>and</strong> <strong>to</strong><br />

raise the stature <strong>of</strong> our <strong>Institute</strong> as the<br />

lead<strong>in</strong>g pr<strong>of</strong>essional <strong>in</strong>stitute <strong>in</strong> the<br />

field <strong>of</strong> transport <strong>and</strong> logistics, on<br />

behalf <strong>of</strong> our <strong>Institute</strong> the President<br />

has given <strong>in</strong>ter<strong>view</strong>s <strong>to</strong> newspapers,<br />

publications <strong>and</strong> the electronic media.<br />

Growth <strong>in</strong> Membership<br />

We have had an encourag<strong>in</strong>g growth<br />

<strong>in</strong> our <strong>in</strong>dividual membership by 3%<br />

<strong>to</strong> 1335 <strong>in</strong> the past year <strong>and</strong> have<br />

some 19 Organization Members,<br />

a newly created category, on our<br />

membership register.<br />

Pr<strong>of</strong>essional Qualification<br />

Programme<br />

Our Education <strong>and</strong> Tra<strong>in</strong><strong>in</strong>g<br />

Committee has worked extremely<br />

hard <strong>to</strong> develop a parallel programme<br />

for our logistics pr<strong>of</strong>essionals <strong>and</strong> also<br />

<strong>to</strong> revamp our exist<strong>in</strong>g programme for<br />

our transport pr<strong>of</strong>essionals. <strong>The</strong><br />

programme was the first one <strong>of</strong> its<br />

type submitted by a national council<br />

<strong>and</strong> endorsed by the International<br />

Council <strong>of</strong> CILT at its last meet<strong>in</strong>g held<br />

<strong>in</strong> Dubl<strong>in</strong> <strong>in</strong> March this year.<br />

Pr<strong>of</strong>essional Activities<br />

Our Pr<strong>of</strong>essional Activities Committee<br />

has organized 10 sem<strong>in</strong>ars <strong>and</strong><br />

5 vocational visits, cover<strong>in</strong>g a wide<br />

spectrum <strong>of</strong> <strong>in</strong>dustry-relevant <strong>to</strong>pics<br />

<strong>and</strong> organizations <strong>in</strong> pursuance <strong>of</strong><br />

cont<strong>in</strong>uous pr<strong>of</strong>essional development<br />

for the benefit <strong>of</strong> our members.<br />

F<strong>in</strong>ance<br />

<strong>The</strong> Council <strong>and</strong> F<strong>in</strong>ance Committee<br />

have cont<strong>in</strong>ued <strong>to</strong> exercise prudence<br />

<strong>in</strong> its expenditure. With a healthy<br />

growth <strong>of</strong> <strong>in</strong>come resulted from an<br />

<strong>in</strong>crease <strong>in</strong> membership, coupled with<br />

just a slight <strong>in</strong>crease <strong>in</strong> expenditure,<br />

we now have over 1.8 million cash<br />

deposited <strong>in</strong> the bank.<br />

Cyber Communication<br />

We launched a new CILTHK website<br />

serv<strong>in</strong>g not only as an effective public<br />

relations or communication <strong>to</strong>ol but<br />

also a secure communication channel<br />

between the <strong>Institute</strong> <strong>and</strong> its

members. All members are provided<br />

with a username <strong>and</strong> a password for<br />

them <strong>to</strong> log <strong>in</strong>, giv<strong>in</strong>g them access <strong>to</strong><br />

<strong>in</strong>formation that is only privy <strong>to</strong><br />

members.<br />

CILT International<br />

Mr Joseph Tsui, Executive Direc<strong>to</strong>r,<br />

<strong>and</strong> I attended the two International<br />

Council Meet<strong>in</strong>gs at S<strong>in</strong>gapore <strong>in</strong><br />

Oc<strong>to</strong>ber last year <strong>and</strong> Dubl<strong>in</strong>, Irel<strong>and</strong><br />

<strong>in</strong> March this year. Among items<br />

Member is acceptable <strong>to</strong> the Privy<br />

Council <strong>and</strong> will be tabled for<br />

adoption at the com<strong>in</strong>g AGM <strong>to</strong> be<br />

held <strong>in</strong> conjunction with the CILT<br />

International meet<strong>in</strong>g at Mauritius <strong>in</strong><br />

November this year. At the latter<br />

meet<strong>in</strong>g a bilateral agreement was<br />

certificated course <strong>in</strong> Ch<strong>in</strong>a.<br />

<strong>The</strong> Annual D<strong>in</strong>ner <strong>and</strong> Ball <strong>of</strong> the<br />

This year, our <strong>Institute</strong> specially<br />

a booth at the Expo <strong>to</strong> promote the<br />

pr<strong>of</strong>essionalism <strong>of</strong> logistics <strong>in</strong>dustry,<br />

the <strong>Institute</strong>’s Qualify<strong>in</strong>g Exam<strong>in</strong>ation,<br />

pr<strong>of</strong>essional qualification <strong>and</strong> other<br />

activities. We were honoured <strong>to</strong> be<br />

selected as one <strong>of</strong> the 15 VIP booths.<br />

Dur<strong>in</strong>g the four-day exhibition, visi<strong>to</strong>rs<br />

were very eagar <strong>to</strong> know more about<br />

the transport <strong>and</strong> logistics <strong>in</strong>dustry,<br />

particularly the various path lead<strong>in</strong>g <strong>to</strong><br />

Student Day 2002<br />

On Saturday, 24 March 2002,<br />

the Student Day 2002 co-organized<br />

by the <strong>Chartered</strong> <strong>Institute</strong> <strong>of</strong> <strong>Logistics</strong><br />

<strong>and</strong> <strong>Transport</strong> <strong>in</strong> Hong Kong <strong>and</strong> the<br />

Public <strong>and</strong> Social Adm<strong>in</strong>istration<br />

Department <strong>of</strong> the City University <strong>of</strong><br />

Hong Kong was successfully held at<br />

the City University <strong>of</strong> Hong Kong.<br />

This year, we had a <strong>to</strong>tal <strong>of</strong><br />

approximately over 80 attendees<br />

conducted by the Labour Department,<br />

encourage pr<strong>of</strong>essional advancement<br />

other jurisdictions <strong>in</strong> the Pearl River Delta have been enormous by any st<strong>and</strong>ard,<br />

work shadow<strong>in</strong>g Day<br />

<strong>The</strong> International Work Shadow<strong>in</strong>g Day<br />

has been identified as one <strong>of</strong> the major<br />

<strong>in</strong>itiatives help<strong>in</strong>g CILT become more<br />

relevant <strong>to</strong> members. <strong>The</strong> <strong>in</strong>tention is<br />

<strong>to</strong> give younger members an <strong>in</strong>sight<br />

<strong>in</strong><strong>to</strong> careers <strong>in</strong> logistics <strong>and</strong> transport.<br />

CILTHK, with the assistance <strong>of</strong> a few<br />

large transport <strong>and</strong> logistics companies<br />

<strong>and</strong> organizations, launched this<br />

worldwide event with other CILT<br />

National Councils <strong>and</strong> Sections on<br />

14 th March 2002. Special thanks must be<br />

presented <strong>to</strong> the follow<strong>in</strong>g participat<strong>in</strong>g<br />

companies <strong>and</strong> organisations.<br />

That this <strong>in</strong>ternational activity was<br />

well received by young members.<br />

Among the 14 applications received,<br />

members who are between the age <strong>of</strong><br />

20-26 were most enthusiastic <strong>to</strong><br />

participate <strong>in</strong> this activity. Most have<br />

either studied for, or have completed<br />

a degree <strong>in</strong> transport or logistics.<br />

To keep the project manageable, only<br />

four young members were selected <strong>to</strong><br />

observe how senior managers work for<br />

one day. <strong>The</strong> Hong Kong Council<br />

teamed up with 2 transport <strong>and</strong> 2<br />

logistics pr<strong>of</strong>essionals <strong>to</strong> be shadowed<br />

by younger members. General op<strong>in</strong>ion<br />

was that the exercise was effective <strong>and</strong><br />

realistic as the project was modified <strong>to</strong><br />

adapt <strong>to</strong> the local environment.<br />

What younger members<br />

achieved <strong>in</strong> this activity<br />

<strong>The</strong> activity has proved <strong>to</strong> be a<br />

valuable opportunity for young<br />

members <strong>to</strong> have useful exchanges<br />

with practitioners from the <strong>in</strong>dustry.<br />

Young members came <strong>to</strong> know what<br />

relevant practical skills would be<br />

important <strong>in</strong> real-life situations. <strong>The</strong>y<br />

highly treasured the opportunity <strong>to</strong><br />

consult senior managers.<br />

<strong>The</strong> activity may also lead <strong>to</strong> the<br />

possibility <strong>of</strong> employment<br />

opportunities <strong>to</strong> young members.<br />

Based on members’ educational<br />

background <strong>and</strong> career <strong>in</strong>terest,<br />

companies have expressed their <strong>in</strong>terest<br />

<strong>in</strong> extend<strong>in</strong>g the activity <strong>to</strong> enable more<br />

members’ participation as our members<br />

who pursue their career <strong>in</strong> the transport<br />

<strong>and</strong> logistics <strong>in</strong>dustry are their target<br />

group. It will save cost <strong>and</strong> time <strong>to</strong><br />

recruit the right c<strong>and</strong>idates.<br />

I was assigned <strong>to</strong> Mr. Joseph Tsui, Chief<br />

<strong>Transport</strong> Officer <strong>of</strong> the Ferry section <strong>of</strong><br />

<strong>Transport</strong> Department, for the CITL Work<br />

Shadow Day. I was very excited by this<br />

program because it can <strong>in</strong>crease my<br />

exposure <strong>to</strong> other fields.<br />

In the morn<strong>in</strong>g, I received a warm <strong>and</strong><br />

friendly welcome from Mr. Joseph Tsui <strong>and</strong><br />

his colleagues <strong>in</strong> the <strong>Transport</strong><br />

Department. He <strong>to</strong>ok me around the <strong>of</strong>fice<br />

<strong>and</strong> <strong>in</strong>troduced me <strong>to</strong> his colleagues.<br />

By the arrangement <strong>of</strong> Mr. Joseph Tsui,<br />

I attended one <strong>of</strong> their work meet<strong>in</strong>gs<br />

with him <strong>and</strong> his colleagues. <strong>The</strong> issue for<br />

the meet<strong>in</strong>g was the renovation <strong>of</strong> a ferry<br />

pier. Dur<strong>in</strong>g the meet<strong>in</strong>g, I learnt how <strong>to</strong><br />

look at an issue with a macro <strong>view</strong>.<br />

Be<strong>in</strong>g government <strong>of</strong>ficials <strong>in</strong> <strong>Transport</strong><br />

Department, they have <strong>to</strong> take care <strong>of</strong> the<br />

public’s benefit, opera<strong>to</strong>r’s benefit,<br />

the benefit <strong>of</strong> the residents liv<strong>in</strong>g nearby,<br />

possible impact <strong>to</strong> the traffic <strong>and</strong> the long<br />

term strategy <strong>of</strong> transport. It is really not<br />

an easy job <strong>to</strong> be a government <strong>of</strong>ficial.<br />

I have <strong>to</strong> express my s<strong>in</strong>cere thanks <strong>to</strong><br />

Mr. Joseph Tsui who devoted a lot <strong>of</strong><br />

valuable time <strong>and</strong> patience <strong>to</strong> teach<br />

me. I really found that this scheme is<br />

valuable <strong>and</strong> highly recommend other<br />

members <strong>to</strong> jo<strong>in</strong> <strong>in</strong> next year.<br />

I am very greatful <strong>to</strong> have had this<br />

opportunity <strong>to</strong> participate <strong>in</strong> the<br />

International Work Shadow<strong>in</strong>g Day<br />

2002, organized by <strong>Chartered</strong> <strong>Institute</strong><br />

<strong>of</strong> <strong>Transport</strong> <strong>and</strong> <strong>Logistics</strong> <strong>in</strong> Hong Kong<br />

(CILTHK). I am the one <strong>of</strong> the Student<br />

Ambassador <strong>of</strong> this event <strong>and</strong> I had<br />

jo<strong>in</strong>ted the logistics company, entitled<br />

“BALtrans <strong>Logistics</strong> Limited”. In fact,<br />

I learnt a lot from this special day.<br />

BALtrans <strong>Logistics</strong> Limited is<br />

one <strong>of</strong> the largest Hong Kong based<br />

freight forward<strong>in</strong>g <strong>and</strong> logistics<br />

companies, provid<strong>in</strong>g a full logistics<br />

service <strong>to</strong> cus<strong>to</strong>mers all over the<br />

world. BALtrans takes an active role <strong>in</strong><br />

logistics <strong>and</strong> supply cha<strong>in</strong><br />

management bus<strong>in</strong>ess <strong>in</strong> Hong Kong<br />

<strong>and</strong> the Asia pacific. In order <strong>to</strong> know<br />

more <strong>in</strong>-depth <strong>of</strong> company operation,<br />

I met with Mr. Raymond Law, the<br />

Manag<strong>in</strong>g Direc<strong>to</strong>r <strong>of</strong> BALtrans<br />

<strong>Logistics</strong> Limited for a whole day.<br />

Mr. Raymond Law is a very dynamic<br />

<strong>and</strong> hard-work<strong>in</strong>g person. He said<br />

that be<strong>in</strong>g a good M.D., we should<br />

have <strong>in</strong>novative ideas, <strong>and</strong> the most<br />

important is communication with your<br />

teammates. In fact, Raymond’s<br />

philosophy has given me a lot <strong>of</strong><br />

<strong>in</strong>sight <strong>to</strong> be<strong>in</strong>g a pr<strong>of</strong>essional <strong>and</strong><br />

expert <strong>in</strong> our field.<br />

Dur<strong>in</strong>g the day, Mr. Raymond Law<br />

held a meet<strong>in</strong>g with a VIP client <strong>in</strong><br />

Shengzhen. <strong>The</strong>refore, with two<br />

workmates, Mr. Stanley Lee, Route<br />

Development Manager <strong>and</strong> Mr. Henry<br />

Wu, Senior IT <strong>and</strong> Quality Manager.<br />

We were with Raymond <strong>to</strong> prepare a<br />

presentation with VIP Client <strong>in</strong><br />

Shengzhen. In this presentation,<br />

I learnt how <strong>to</strong> deal with logistics bus<strong>in</strong>ess<br />

with clients, but the most important<br />

lesson was the presentation <strong>and</strong> use <strong>of</strong>

pesuanious skills for do<strong>in</strong>g<br />

a bus<strong>in</strong>ess. Moreover, I<br />

realize that BALtrans is<br />

very keen on IT development<br />

<strong>in</strong> logistics development.<br />

BALtrans will spend about<br />

$14 Millions <strong>in</strong> IT<br />

development <strong>in</strong> the com<strong>in</strong>g<br />

24 months. BALtrans has<br />

also a jo<strong>in</strong>t venture with<br />

Oriental <strong>Logistics</strong>. This<br />

demonstrates BALtrans<br />

sees a bright demonstrat<strong>in</strong>g<br />

future <strong>of</strong> logistics bus<strong>in</strong>ess<br />

<strong>in</strong> Hong Kong <strong>and</strong> the rest<br />

<strong>of</strong> the world.<br />

After tak<strong>in</strong>g a whole day<br />

shadow<strong>in</strong>g with Raymond<br />

<strong>and</strong> his teammate, I fully<br />

know teamwork <strong>and</strong><br />

good relationship with his<br />

staff is very important <strong>to</strong><br />

make a bus<strong>in</strong>ess success.<br />

His character <strong>and</strong> style<br />

can give me a great<br />

impression on that <strong>and</strong><br />

I really hope I can do it<br />

better <strong>in</strong> my job <strong>to</strong><br />

It is my great pleasure <strong>to</strong> participate<br />

the International Work Shadow<strong>in</strong>g Day<br />

organized by CILTHK on 14 March 2002<br />

<strong>and</strong> be selected by the Hong Kong<br />

Shipyard Limited (HKS) for this event.<br />

It is a fresh way <strong>to</strong> learn more about<br />

other parties <strong>in</strong> the society by<br />

observ<strong>in</strong>g the senior persons <strong>in</strong> other<br />

companies perform<strong>in</strong>g their duties.<br />

<strong>The</strong> Hong Kong Shipyard Limited (HKS),<br />

<strong>in</strong>corporated <strong>in</strong> 1948, is a wholly<br />

owned subsidiary <strong>of</strong> Hong Kong Ferry<br />

(Hold<strong>in</strong>gs) Co. Ltd. <strong>The</strong> shipyard is<br />

located at North Ts<strong>in</strong>g Yi with a<br />

4-s<strong>to</strong>rey high adm<strong>in</strong>istrative build<strong>in</strong>g<br />

<strong>and</strong> workshops, <strong>and</strong> supported by<br />

a team <strong>of</strong> experienced <strong>and</strong> qualified<br />

eng<strong>in</strong>eer<strong>in</strong>g staff <strong>and</strong> skillful workforce.<br />

Hav<strong>in</strong>g briefed by the Direc<strong>to</strong>r &<br />

General Manager <strong>of</strong> HKS - Mr. Peter<br />

L<strong>in</strong>g <strong>in</strong> the early morn<strong>in</strong>g, I was<br />

<strong>in</strong>formed that a series <strong>of</strong> activities was<br />

specially arranged. To start with, the<br />

Deputy Shipyard Manager - Mr. Ma Chi<br />

Wai was <strong>in</strong>troduced <strong>and</strong> he expla<strong>in</strong>ed<br />

<strong>to</strong> me his general duties <strong>and</strong> the daily<br />

operation <strong>of</strong> the shipyard. A better<br />

underst<strong>and</strong><strong>in</strong>g on the works carried out<br />

by the shipyard such as ma<strong>in</strong>tenance/<br />

modification/repair works <strong>of</strong> vessel <strong>and</strong><br />

yatch were achieved by hav<strong>in</strong>g a <strong>to</strong>ur<br />

walk <strong>to</strong>gether with the detailed<br />

explanation by Mr. Ma. In addition,<br />

I was also lucky enough <strong>to</strong> observe the<br />

whole procedure <strong>of</strong> a yatch be<strong>in</strong>g lifted<br />

up by the advanced Syncrolift facility<br />

(the largest lift<strong>in</strong>g mach<strong>in</strong>e <strong>in</strong> capacity<br />

<strong>in</strong> Hong Kong for use <strong>in</strong> shipyard)<br />

for later ma<strong>in</strong>tenance purpose.<br />

In the afternoon, I met with the Safety<br />

Officer - Mr. Tony Lam. He generally<br />

briefed me his job duties <strong>and</strong> the safety<br />

issues <strong>of</strong> the shipyard. With my<br />

previous work<strong>in</strong>g experience <strong>in</strong> a<br />

construction site at Tiu Keng Leng,<br />

we then shared our experience <strong>and</strong><br />

po<strong>in</strong>t <strong>of</strong> <strong>view</strong>s on the safety aspects.<br />

F<strong>in</strong>ally, a site visit <strong>to</strong> a construction site<br />

at Shek Lei was conducted <strong>to</strong> look at<br />

the hoard<strong>in</strong>g works subcontracted by<br />

the Civil Eng<strong>in</strong>eer<strong>in</strong>g Division <strong>of</strong> HKS.<br />

With this valuable opportunity <strong>to</strong> HKS,<br />

my knowledge on the shipyard bus<strong>in</strong>ess<br />

is broadened which is seldom expected<br />

before. I appreciate the effort done by<br />

CILTHK <strong>to</strong> promote <strong>and</strong> enhance the<br />

communication between different<br />

sec<strong>to</strong>rs <strong>in</strong> the transport <strong>and</strong> logistic<br />

fields. It is a good chance especially for<br />

young member <strong>to</strong> broaden their <strong>view</strong>s<br />

other than that <strong>in</strong> their own fields.<br />

Through the discussion <strong>and</strong> experience<br />

shar<strong>in</strong>g with the senior <strong>and</strong> managical<br />

staff, knowledge on bus<strong>in</strong>ess operation<br />

<strong>and</strong> project management can be<br />

acquired. In addition, the work<strong>in</strong>g<br />

relationship between different sec<strong>to</strong>rs<br />

can be built up, <strong>and</strong> also new diversity<br />

<strong>The</strong> University <strong>of</strong> Hong Kong School<br />

<strong>of</strong> Pr<strong>of</strong>essional <strong>and</strong> Cont<strong>in</strong>u<strong>in</strong>g Education<br />

<strong>The</strong>se are short courses that prepare people <strong>to</strong> take the special Qualify<strong>in</strong>g Exam<strong>in</strong>ation <strong>of</strong> the<br />

<strong>Chartered</strong> <strong>Institute</strong> <strong>of</strong> <strong>Logistics</strong> <strong>and</strong> <strong>Transport</strong> (CILT) <strong>to</strong> be held <strong>in</strong> January 2003. <strong>The</strong>re are<br />

3 subjects al<strong>to</strong>gether: Global Supply Cha<strong>in</strong> Management, <strong>Logistics</strong> Management, <strong>and</strong><br />

Procurement, Warehous<strong>in</strong>g <strong>and</strong> Materials H<strong>and</strong>l<strong>in</strong>g. It is also suitable for people who are<br />

<strong>in</strong>terested <strong>in</strong> know<strong>in</strong>g about the three subjects more.<br />

Admission Requirement <strong>and</strong> Application Procedures:<br />

Anyone <strong>in</strong>terested may apply. Application is on first-come-first-served basis. People who are <strong>in</strong>terested <strong>in</strong> any<br />

subject should fill <strong>in</strong> an application form. Those who wish <strong>to</strong> apply for more than one subject should fill <strong>in</strong><br />

In March, 2002, our ICM was held<br />

<strong>in</strong> Dubl<strong>in</strong>, Irel<strong>and</strong> with over 40<br />

So, FCILT chaired the two-day meet<strong>in</strong>g<br />

<strong>to</strong> discuss matters concern<strong>in</strong>g<br />

governance, market<strong>in</strong>g, pr<strong>of</strong>essional<br />

development <strong>and</strong> st<strong>and</strong>ards, f<strong>in</strong>ance<br />

<strong>and</strong> country reports. <strong>The</strong> paragraphs<br />

below highlight the major issues <strong>of</strong><br />

the meet<strong>in</strong>g.<br />

Membership Structure<br />

<strong>and</strong> Post Nom<strong>in</strong>als<br />

At the International Council Meet<strong>in</strong>g<br />

(ICM) held at Dubl<strong>in</strong> on 19 March<br />

2002 with more than 40<br />

representatives all over the world,<br />

it was agreed that:<br />

(A) <strong>Chartered</strong> Member<br />

<strong>Chartered</strong> Member <strong>of</strong> the<br />

<strong>Institute</strong> shall be def<strong>in</strong>ed with<br />

appropriate post nom<strong>in</strong>als as:<br />

“<strong>Chartered</strong> Fellow FCILT” or<br />

“<strong>Chartered</strong> Member MCILT”<br />

<strong>The</strong> above designations <strong>and</strong> post<br />

nom<strong>in</strong>als shall be used<br />

worldwide.<br />

(B) Non-<strong>Chartered</strong> Member<br />

<strong>The</strong> ICM decided that<br />

designation <strong>and</strong> post-nom<strong>in</strong>als<br />

for non-chartered member shall<br />

be at the discretion at each<br />

National Council.<br />

In Hong Kong, we proposed that<br />

Associate Member shall use the<br />

post nom<strong>in</strong>al <strong>of</strong> AMCILT.<br />

<strong>The</strong> ICM has endorsed <strong>in</strong> pr<strong>in</strong>ciple our<br />

newly revamped pr<strong>of</strong>essional<br />

qualification programme at its meet<strong>in</strong>g<br />

on 19 March 2002.<br />

<strong>The</strong> CILTHK has developed a new<br />

syllabus <strong>and</strong> pr<strong>of</strong>essional qualification<br />

programme <strong>to</strong> tra<strong>in</strong> sufficient qualified<br />

transport <strong>and</strong> logistics pr<strong>of</strong>essionals <strong>to</strong><br />

meet the ever chang<strong>in</strong>g <strong>in</strong>dustry needs<br />

<strong>and</strong> the widen<strong>in</strong>g scope <strong>of</strong> the <strong>Institute</strong><br />

<strong>to</strong> embrace logistics.<br />

Details <strong>of</strong> this new syllabus will be<br />

formally announced by June this year<br />

<strong>and</strong> the first exam<strong>in</strong>ation based on the<br />

new syllabus will be held by the end <strong>of</strong><br />

2002. So, watch out for more details<br />

CILTHK Quality Assurance<br />

H<strong>and</strong>book<br />

CILTHK presented the draft quality<br />

assurance h<strong>and</strong>book at the ICM on<br />

19 March 2002 <strong>and</strong> the h<strong>and</strong>book has<br />

received unanimous support from the<br />

ICM <strong>and</strong> was recognized as one <strong>of</strong> the<br />

world’s best practice <strong>to</strong> be followed by<br />

other National Councils worldwide.<br />

New CILTHK website<br />

CILTHK’s new website follow<strong>in</strong>g the<br />

name change was presented at the<br />

ICM <strong>and</strong> was regarded as the bestpractice<br />

for other National Councils <strong>to</strong><br />

follow. <strong>The</strong> ICM was particularly<br />

impressed by the <strong>in</strong>clusion <strong>of</strong> the<br />

members’ corner <strong>and</strong> the provision <strong>of</strong><br />

dedicated email for each member <strong>and</strong><br />

the capability <strong>of</strong> onl<strong>in</strong>e application <strong>and</strong><br />
