Request for proposal for preparation of feasibility report for four laining with paved shoulder of Sidhi to Singrauli (NH-75E)<br />

1.1 Background<br />

1. INTRODUCTION<br />

1.1.1 <strong>Madhya</strong> <strong>Pradesh</strong> <strong>Road</strong> <strong>Development</strong> Corporation represented by the Managing<br />

Director, M.P. <strong>Road</strong> <strong>Development</strong> Corporation (the “Authority”) is engaged in<br />

the development of state highways. Ministry of <strong>Road</strong> Transport and Highways<br />

Government of India, has assigned the Authority the development of select<br />

stretches of National Highways in the State. In this sequel the Authority has<br />

decided to undertake Four laning of Sidhi-Singrauli (NH-75E) (Length : 115.00<br />

km) (the “Project”) through public- private partnership on Design, Build, Finance,<br />

Operate and Transfer (the "DBFOT") basis.<br />

1.1.2 With a view to inviting bids for the Project, the Authority has decided to conduct a<br />

feasibility study for determining the technical feasibility and financial viability of<br />

the Project. If found technically feasible and financially viable, the Project may be<br />

awarded on DBFOT basis to a private entity (the “Concessionaire”) through a<br />

competitive bidding process. The Project would be implemented in accordance<br />

with the terms and conditions stated in the concession agreement to be entered into<br />

between the Authority and the Concessionaire (the “Concession Agreement”).<br />

1.1.3 In pursuance of the above, the Authority has decided to carry out the process for<br />

selection of a Technical Consultant, a Financial Consultant and a Legal Adviser for<br />

preparing the Feasibility Report and bid documents. The Financial Consultant will<br />

develop the revenue model and assist the Authority in the bidding process. The<br />

Legal Adviser will review the draft concession agreement based on the Model<br />

Concession Agreement for Four laning with paved shoulder of Sidhi-Singrauli<br />

(NH-75E) (Length : 115.00 km) through Public Private Partnership (the<br />

“MCA”) read with the Manual of Standards and Specifications. The Technical<br />

Consultant shall prepare the Feasibility Report in accordance with the Terms of<br />

Reference specified at Schedule-1 (the “TOR”).<br />

1.2 Request for Proposal<br />

The Authority invites Proposals (the “Proposals”) for selection of a Technical<br />

Consultant (the “Consultant”) who shall prepare a Feasibility Report, Financial<br />

Analysis and Viability for development of the Project. The Feasibility Report shall<br />

include traffic and engineering surveys, alignment review, land plans and<br />

preliminary design of geometrics, pavement, structures, safety devices, toll plazas,<br />

project facilities in conformity with the TOR (collectively the “Consultancy”).
