Almost one Queenslander<br />

a day will die from inhaling<br />

tobacco smoke this year,<br />

without ever having smoked a<br />

cigarette in their life.<br />

Cancer Council Queensland is asking<br />

smokers to consider the harmful effects<br />

of their habit on friends, family and the<br />

community, and to take the necessary steps<br />

to quit.<br />

Today, the organisation will launch its firstever<br />

resource to assist Queenslanders in<br />

making their home a smoke-free zone,<br />

to protect family members from deadly<br />

chemicals found in second-hand smoke.<br />

Around 3000 Queenslanders will die from a<br />

tobacco-related disease this year. <strong>The</strong> World<br />

Health Organisation estimates about 300<br />

of these deaths will be due to second-hand<br />

smoke.<br />

Second-hand smoke inhalation can cause<br />

lung cancer, heart disease and respiratory<br />

problems in adults, and SIDS, asthma, poor<br />

lung function and bronchitis in children.<br />

Cancer Council Queensland spokesperson<br />

Katie Clift said chemicals from second-hand<br />

smoke could remain in a home for months<br />

after smoking occurs.<br />

“Second-hand smoke can linger in a home<br />

long after a cigarette is finished – on<br />

furniture, curtains, dust, clothing, toys and<br />

floors,” Ms Clift said.<br />

“Smokers may think because they are in<br />

another room, or have opened a window<br />

for ventilation – that the cigarette vapour<br />

won’t affect family members.<br />

“<strong>The</strong> truth is if you are inside the house,<br />

there is no safe distance between secondhand<br />

smoke and other members of your<br />

household.<br />

“Smokers are encouraged to move at least<br />

four metres from open doors or windows, to<br />

protect loved ones and the community from<br />

inhaling poisonous second-hand smoke<br />

chemicals.<br />

“Making your home totally smoke-free is<br />

the only way to protect your family from the<br />

harmful effects of tobacco smoke.”<br />

<strong>The</strong> factsheet explains the harmful effects<br />

of second-hand smoke, dispels common<br />

myths, outlines the benefits of a smoke-free<br />

home and offers advice for asking visitors to<br />

smoke outside.<br />

In Brisbane, around 14 per cent of the<br />

population smoke daily, on par with the<br />

state average*.<br />

Smokers can obtain free information,<br />

practical assistance and support from<br />

Quitline, 13 QUIT (13 7848), or join the<br />

QUEST to quit at www.cancerqld.org.au.<br />

Brisbane Festival has released<br />

the full details of its stunning<br />

program, which will run for 22<br />

days from 7 to 28 September<br />

2013, and announced tickets<br />

will go on sale on Monday 17<br />

June.<br />

More than one million<br />

festivalgoers, artists, dancers,<br />

musicians, actors and acrobats<br />

will bring the streets of<br />

Brisbane alive with huge free<br />

public events as well as 85<br />

productions and exhibitions,<br />

450 performances, five world<br />

premieres and 10 Australian<br />

premieres.<br />

Work will come from the USA,<br />

Canada, UK, Germany, France,<br />

Iceland, Ireland, China, Timor-<br />

Leste, Chile and across Australia,<br />

and highlight the trials and<br />

triumphs of street life in all<br />

corners of the globe.<br />

From the streets of Los Angeles,<br />

the Festival’s explosive headline<br />

show Freeze Frame will fuse<br />

dance, music and theatre in a<br />

world premiere season at QPAC<br />

by director, writer and threetime<br />

Emmy award-winning<br />

optimism, positivity, creativity<br />

and energy, and Brisbane<br />

Festival wants to reflect this,” Mr<br />

Staunton said.<br />

featuring live performers, will<br />

draw crowds every night, while<br />

Sunsuper Riverfire will bring the<br />

shows than ever before and<br />

a huge kids’ program for the<br />

Venturing outside of South<br />

Bank, this year Brisbane Festival<br />

will create a second hub called<br />

QUT <strong>The</strong>atre Republic, where<br />

festivalgoers can indulge in the<br />

best independent theatre for<br />

low ticket prices, and soak up<br />

the atmosphere at the outdoor<br />

lounge bar in between shows.<br />

Centred around the Kelvin<br />

Grove Creative Industries<br />

Precinct, QUT <strong>The</strong>atre Republic<br />

is curated by La Boite Artistic<br />

Director David Berthold and<br />

will feature nine works including<br />

a world premiere adaptation of<br />

<strong>The</strong> Wizard of Oz by <strong>The</strong> Danger<br />

Ensemble.<br />

Concerts will be held in City<br />

Hall and multiple suburban<br />

locations, while Riverstage will<br />

host Opera on the Riverstage<br />

with Opera Queensland and<br />

Symphony Under the Stars,<br />

As part of Micah Challenge Finish the<br />

Race national campaign, an event<br />

was held in the Dickson electorate to<br />

call on the Government to meet its<br />

commitments to increase foreign aid, and<br />

play its part in helping to achieve global<br />

goals to halve extreme poverty by 2015.<br />

“Many people aren’t aware that the world<br />

has made enormous progress against<br />

extreme poverty,” said event organiser,<br />

Emily Doring.<br />

"Twenty years ago, around 12 million<br />

children under the age of five died each<br />

year. Today that number is less than 7<br />

million, which means that 14,000 fewer<br />

children are dying every single day.”<br />

“This is great news, and proves that<br />

change is possible. This is why we’re<br />

calling on our nation’s leaders to finish<br />

what we started, and accelerate this<br />

progress by giving more aid, and<br />

ensuring that our aid is effective to save<br />

lives and help reduce poverty.”<br />

According to AusAid’s latest annual<br />

report, in 2011/2 Australian aid helped to<br />

immunise more than 2 million children<br />

against deadly childhood diseases,<br />

provided increased access to safe<br />

water for more than 2.5 million people,<br />

helped more than 1 million children<br />

attend school and provided life-saving<br />

assistance for more than 16 million<br />

people in conflict and crisis situations.<br />

Event speaker, David Martin, said,<br />

“Australia is a wealthy and generous<br />

country, and Australians instinctively<br />

want to help out when they know how<br />

much good our aid does. <strong>The</strong> Government<br />

currently invests just 35 cents in every<br />

$100 of Australia’s national income in aid<br />

to poor countries, and we – along with<br />

many people – support increasing that<br />

to the international aid target of 70 cents<br />

in every $100 of national income.”<br />

David Martin said Australia’s aid budget<br />

currently sits below the international<br />

giving average and embarrassingly<br />

Australia is currently the third largest<br />

recipient of it’s own aid since diverting<br />

aid earlier this year.<br />

“If our country does it fair share towards<br />

achieving the international Millennium<br />

Development Goals by 2015, we could<br />

make the goal of halving poverty a<br />

reality.”<br />

<strong>The</strong> Finish the Race event at Pine Rivers<br />

Uniting Church on Saturday attracted a<br />

lot of community support with around<br />

200 people coming throughout the<br />

afternoon. As part of the event a forum<br />

was held with speeches given by David<br />

Martin (World Vision), Michael Gilliver<br />

(ALP candidate) and Tyrone D’Lisle<br />

(Greens candidate who all expressed<br />

their support and passion for Australia<br />

achieving the millennium development<br />

goals and halving poverty by 2015.<br />

Part of this includes increasing<br />

Government aid from the current 35<br />

cents in $100 to the amount pledged of<br />

70 cents in $100.<br />

Local radio station 96five came along on<br />

the day, there was a sausage sizzle and<br />

fair trade afternoon tea as well as stalls<br />

from Oxfam, World Vision and TEAR.<br />

Plants donated by Moreton Bay councilor<br />

David Dwyer were also given away.<br />

Although the day was primarily an<br />

education and awareness raising event,<br />

over $500 was raised to support TEAR<br />

Australia in their work.<br />

<strong>The</strong> event formed part of the Micah<br />

Challenge coalition’s national Finish the<br />

Race campaign, aimed at ensuring<br />

Australia does its fair share to achieve<br />

the Millennium Development Goals and<br />

halve poverty by 2015. Micah Challenge<br />

is a global movement of Christians<br />

speaking out against poverty and<br />

injustice.<br />

A Must See at this year’s Pine Rivers Show<br />

Education Pavilion<br />

<strong>The</strong> 109th Pine Rivers Show will begin on Friday 2nd August and run until Sunday 4th August.<br />

In support of National Science Week, the Association decided to theme this Year’s show around science.<br />

Mr Don Connolly, Show Society President, says “We are shaping up for another great three days this year. <strong>The</strong>re are lots of fun things<br />

to see and do and we hope the community will support our annual show again.”<br />

He said ”Special thanks must go to Brian Andrews, our Vice President, who has organised the Education Pavilion activities this year.<br />

He has got a range of fantastic activities that will keep both little and big kids entertained.”<br />

Brian Andrews said ” I am very excited to have been able to book Steve Liddell and his Street Science Show as part of the range of<br />

activities this year.“<br />

“Steve is a fully qualified science educator who gives children hands on experience which is guaranteed to enhance their interest in<br />

science as a study and a career.”<br />

“As well, there will also be two rocket scientists from Academic Space Launch Initiative, who will give the kids a chance to build a<br />

small rocket and then actually launch it out on the main arena.”<br />

Norths Ekka Fun Day<br />

<strong>The</strong> Norths ‘Ekka Fun Day’ is back again and better<br />

than ever.<br />

Each August Norths sets out to create a day at the Ekka<br />

that families all over Brisbane’s North side can enjoy<br />

without the pain on the back pocket. It’s no secret that<br />

Brisbane’s Royal Show is becoming more and more of<br />

a burden on young families’ bank accounts, and the<br />

Norths' alternative has become a hit over recent years<br />

in light of this.<br />

<strong>The</strong> day, held on 14th August from 10am, will feature a<br />

range of Ekka favourites that will appeal to both adults<br />

and kids which include live entertainment, sample<br />

bags, rides, face painting and great carnival type food.<br />

If the sun is shining the day promises to entertain<br />

everyone involved with each Ekka Fun Day at Norths<br />

seemingly becoming more popular each year on the<br />

magnificent grassed area adjacent to the club.<br />

fortune tellers make a good living through<br />

people’s ability to cling to their beliefs<br />

Hi Leonie,<br />

I have a big issue with my husband<br />

and the way he thinks children<br />

should be raised. We fight about<br />

everything from diet to over<br />

stimulation. He thinks that it is<br />

absolutely fine to pass our one year<br />

old around at his family’s house<br />

and then I have to try to settle her.<br />

This happens every other week and<br />

more often when his father who<br />

works away is home. I would love<br />

to be able to just send him with our<br />

girls to see his lot but they are very<br />

rough around the edges and quite<br />

frankly I take my responsibilities as<br />

a mother very seriously.<br />

If I let him take the kids to visit<br />

without me, they will be all revved<br />

up and full of sugar in no time. His<br />

family play games in and outside<br />

with them and I know that they<br />

don’t change the sand in the<br />

sand pit his father built for all the<br />

grandkids. He doesn’t understand<br />

that sugar sends kids loopy and that<br />

I am trying to induce a calm routine<br />

at home.<br />

I know what I am doing when it<br />

comes to our girls because I am with<br />

them always and no one knows<br />

how to care for them as well as I<br />

do. We have outrageous fights over<br />

the girls and what they are exposed<br />

to. Anyone with any child care<br />

experience will tell you that sugar<br />

and coloured cordial will make<br />

children hyperactive. Another issue<br />

is that his parents and his sister all<br />

have dogs! <strong>The</strong>y are allowed to sit<br />

on the furniture and put their paws<br />

on everyone after being outside. As<br />

you can imagine, this is a nightmare<br />

for a mother. As an avid reader of<br />

your column, I know that you will<br />

give me sound advice and eagerly<br />

await your advice.<br />

Well brace yourself because I have to tell you<br />

that I disagree with just about everything<br />

you have said.<br />

As well as being a counsellor and a lecturer,<br />

I am a fully qualified early childhood<br />

educator with decades of experience who<br />

believes that sugar does not make children<br />

Hyperactive. So your statement of “Anyone<br />

with any child care experience will tell you<br />

that sugar and coloured cordial will make<br />

children hyperactive” is debunked as far<br />

as I am concerned. A very small amount of<br />

effort in research activities will reveal to you<br />

that the link between sugar and hyped up<br />

kids has been well and truly revealed as a<br />

falsity. <strong>The</strong>re are a plethora of published,<br />

randomized and controlled studies that<br />

have revealed no difference in the behaviour<br />

of children who have eaten sugar laden<br />

foods and those on a healthy diet including<br />

studies of children with ADHD. It’s a big fat<br />

myth!<br />

What I think is going on here is a tendency<br />

towards prognostication where you<br />

believe that you can pick the outcome of<br />

events because your belief in certain areas<br />

is so strong. Sometimes when we believe<br />

something passionately, we will only see<br />

evidence that supports our belief and<br />

ignore evidence that debunks the belief.<br />

Whilst studying, I remember a story about a<br />

young mum at a weekly school meeting who<br />

complained about the fact that there were<br />

always doughnuts and jam rolls for snacks<br />

and no fruit. She thought it irresponsible<br />

of the organiser as they should know that<br />

sugar sends kids nuts and she did not want<br />

hyper children after each of these meetings.<br />

Now the lecturer had noticed that her brood<br />

had scoffed down everything in sight<br />

especially the icing covered doughnuts and<br />

were now asleep on top of each other like a<br />

pack of puppies. When he pointed this out<br />

to her she said “Oh, I didn’t notice” and this<br />

is what can happen when someone has a<br />

passionate belief. <strong>The</strong>y will not notice even<br />

glaringly clear evidence that they have got it<br />

wrong. So parents who passionately believe<br />

something to be true will link events that<br />

confirm the belief quite readily and if their<br />

child is being naughty and happened to<br />

Many fortune tellers make a good living<br />

through people’s ability to cling to their<br />

beliefs even if there is lots of evidence<br />

to debunk the belief. <strong>The</strong>y get enough<br />

information right about the client who<br />

believes so much in their ability that the<br />

client doesn’t notice when they get it wrong.<br />

Let’s face it, even a broken clock gets the<br />

time right twice a day.<br />

Now as for your husband and his family:<br />

I believe that unless he is putting those<br />

children at risk in some way or the Court has<br />

taken away his parenting rights, he has just<br />

as much right to decide how they are raised<br />

and to expose them to his family as you do.<br />

Full stop!<br />

To deny children the right to know and<br />

love their Grandparents, if they are good<br />

people, would be unfair. Also children can<br />

benefit from a certain amount of exposure<br />

to germs and pets. Pets provide wonderful<br />

experiences for children and most dog<br />

lovers have a good heart. Children also need<br />

some stimulation. If children are encouraged<br />

to play safely without interference, I believe<br />

that they will always play at their own<br />

developmental level and build on the<br />

right skills to enhance their development.<br />

I believe that children who engage in play<br />

sleep better, eat better and are happier. A<br />

lot of life rehearsal goes on in imaginative<br />

play with peers and family members such<br />

as grandparents. Children also need to learn<br />

that others can meet their needs or you may<br />

be looking at issues with separation anxiety.<br />

What if you needed to go into hospital<br />

Being a good mother means lots of things<br />

including fostering some independence<br />

and trust in other family members. I would<br />

encourage you to rethink your position on<br />

many of the beliefs you have in these areas.<br />

Phenomenal fossils and northern Brisbane<br />

Dear Editor,<br />

Near our region of northern Brisbane there has been a rare find<br />

in June and given news coverage in July, thanks to excavations<br />

near Geebung railway station last month. We have been told<br />

of the finding of crocodile, frog, fish and plant fossils. Some<br />

horrific event must have killed all these things to be buried<br />

under northern Brisbane and about 15 metres underground.<br />

<strong>The</strong>re is evidence that has been around for a long time of a<br />

worldwide flood. <strong>The</strong> most prominent report is that at the time<br />

of Noah (recorded in Genesis 6-9) that should have affected<br />

the Brisbane region. But I read not a word about that in the<br />

reports I read or hear of this fossil find.<br />

Perhaps that's too Christian or Jewish (in the Hebrew Bible) to<br />

be politically correct to mention.<br />

However, there is evidence from the Babylonians, Egyptians<br />

and Greeks of a flood in ancient times, but not as specific, as<br />

say, giving Noah's age as 'in the six hundredth year of Noah's<br />

life, in the second month, on the seventeenth day of the<br />

month' (Genesis 7:11) that the flood came. However, we do<br />

know from history that one Sumerian king provided a list from<br />

about 2100 BC that divided kings into two categories - those<br />

who were before the flood and those after it.<br />

Jesus Christ confirmed the existence of Noah and the flood<br />

(see Matthew 24:36-39).<br />

When will this type of information make it to our news stories<br />

about a new fossil discovery in Brisbane 'Fossil find and<br />

phenomenal flood' could be an appropriate headline, but that<br />

would not be too popular with a secular media.<br />

I am writing to thank Councillor Julie Greer, Leanne Stewart,<br />

MBRC Manager Engineering, Mr David Meyer, and the North<br />

Lakes Development Team for taking such prompt action to<br />

mitigate heavy traffic problems in Copeland Drive.<br />

With construction of 60 new residential units near the North<br />

Lakes Resort Golf Club getting into full swing we were concerned<br />

about the risks of trucks unnecessarily using Copeland Drive,<br />

directly passing about 82 houses, and driving through 17 tight<br />

corners and traffic checks. A much safer and more direct route<br />

was available from Discovery Drive via Bridgeport Drive.<br />

Council’s very quick response and their installation of flashing<br />

advisory signs in Lakefield Drive seem to have averted the<br />

problems.<br />

New Seating around Lake Eden, North Lakes<br />

Dear Sir,<br />

A walk around Lake Eden at North Lakes now has the addition<br />

of quite a number of new places with good seating overlooking<br />

the lake at scenic spots, as well as some new concrete pathways.<br />

It really adds to the beauty of the Town Centre Lake and provides<br />

useful places to rest and look out over the lake and watch the<br />

prolific bird life.<br />

Good to see improvements taking place at North Lakes and<br />

could I thank MBRC & Cr. Julie Greer for this welcomed addition<br />

to Lake Eden. I noticed too that the contractors, HSL Solutions<br />

from Brendale, worked extra time later in removing vandalism<br />

in the wet concrete by delinquents who contribute nothing to<br />

our town’s beauty. Thank you HSL and MBRC for this welcomed<br />

work.<br />

Bedroom Farce<br />

Mousetrap <strong>The</strong>atre Company Inc. is delighted to be presenting the<br />

hilarious “Bedroom Farce” by Alan Ayckbourn in August.<br />

In the manner of such British farces, the story-line is manic.<br />

Ernest and Delia go out to dinner to celebrate their wedding<br />

anniversary. When this is a failure they return home and prepare to<br />

celebrate with pilchards on toast in bed.<br />

Malcolm and Kate are preparing a house-warming party: Nick and<br />

Jan have been invited to this but Nick has hurt his back and prepares<br />

to rest quietly in bed.<br />

All three preparations are doomed however to disaster, by the<br />

marital problems of Trevor (son of Ernest and Delia) and his wife<br />

Susannah who descend on each couple in turn leaving chaos in<br />

their wake, finally taking over the bedroom (and bed) of the long<br />

suffering Malcolm and Kate.<br />

<strong>The</strong> three bedrooms are presented simultaneously on stage and the<br />

action flows in and out from one to another during this hectic night.<br />

This is one of Ayckbourn’s funnier plays and should not be missed.<br />

<strong>The</strong> cast is a wonderful mix of seasoned Mousetrap regulars and<br />

some bright new talent. <strong>The</strong>y are Mike Pitcher as Ernest, Dawn Smith<br />

as Delia, John Honey as Nick and Susan Fields as Jan with Reagon<br />

Warner as Malcolm, Stephanie Savian as Kate, Marcus Thomas as<br />

<strong>The</strong> U.G.L.Y. (Understanding, Generous, Likeable, You) fundraiser<br />

is an annual state-wide competition which will be held from<br />

Saturday 20 July until Monday 2 September to raise funds for the<br />

Leukaemia Foundation of Queensland.<br />

It is held in pubs, hotels, sporting clubs and RSLs across Queensland<br />

with proceeds benefiting patients and their families living with<br />

leukaemias, lymphomas, myeloma and related blood disorders.<br />

Moreton Bay<br />

Eight established community care providers have come together<br />

to deliver domestic assistance services, previously delivered by<br />

Queensland Health, to more than 3,000 older people.<br />

Coordinated by Metro North Brisbane Medicare Local, the eight<br />

community care providers have worked carefully over the past<br />

two months to transition clients to the new model and to ensure<br />

minimal disruption to services.<br />

This new model for delivery of domestic assistance services, funded<br />

through the Australian Government’s Home and Community Care<br />

(HACC) Program, was launched in North Lakes on Wednesday 17<br />

July by the Federal Minister for Mental Health and Ageing, Senator<br />

Jacinta Collins.<br />

Speaking at the launch Senator Collins said she wanted to<br />

acknowledge the partners involved in delivering the new<br />

community care model in the Moreton Bay region and across<br />

Brisbane’s north side.<br />

“This really is, an alignment, a coalition, a drawing in of the<br />

community to longer term service provision for older people in this<br />

region,” Senator Collins said.<br />

<strong>The</strong> partner organisations working with the Medicare Local include<br />

Centacare, RSL Care, Burnie Brae, GOC Care, Communify, Footprints<br />

(Brisbane), Co.as.it, and All About Living.<br />

Medicare Local Acting CEO Jeff Cheverton said the Medicare Local’s<br />

innovative approach will deliver a broader range of community<br />

services to older people in North Brisbane and Moreton Bay through<br />

community partnerships.<br />

“Our primary aim is to increase access to home and community<br />

care and ensure older people get the services they want and need<br />

to stay at home and remain independent in the community,” Mr<br />

Cheverton said.<br />

“We are bringing clients, family members and services together to<br />

ensure high quality services are delivered.<br />

“Additionally, the new model allows us to deliver seven per cent<br />

more services to clients. This means at least 200 more people will<br />

receive services to help them remain in their own homes, instead<br />

of an aged care facility,” he said.<br />

Federal Member for Petrie Mrs Yvette D’Ath, who also attended the<br />

launch, praised the Medicare Local on its work with the community.<br />

“I congratulate our Medicare Local on the great work that they do<br />

in our community providing invaluable services for people of all<br />

ages as well as funding for local community groups,” Mrs D’Ath said.<br />

<strong>The</strong> Commonwealth HACC Program provides funding for services<br />

which support frail older people and their carers, who live in the<br />

community and whose capacity for independent living are at risk of<br />

premature or inappropriate admission to long term residential care.<br />

Older people aged 65 years and over, and Aboriginal and Torres<br />

Strait Islander people aged 50 years and over are eligible for HACC<br />

services.<br />

Part 3<br />

Forming a new family unit after the<br />

breakdown of an earlier relationship can<br />

be an extremely fulfilling and rewarding<br />

experience but these new relationships can<br />

also generate problems and challenges. In<br />

Parts 1 and 2 of this series, we looked at a<br />

range of these issues including obligations<br />

for stepparents to provide financial support<br />

for stepchildren, circumstances where the<br />

stepparent’s finances can become relevant<br />

or even attacked in live property disputes<br />

carried over from earlier relationships and<br />

scenarios where stepparents might still<br />

have rights to parent non-biological children<br />

following a breakdown in the relationship<br />

with the biological parent to those children.<br />

Here are some more.<br />

Relocation – <strong>The</strong> rise of internet<br />

communication/dating combined with the<br />

mobility of the Australian workforce, often<br />

drags or drives new family units into moves<br />

between cities or other distant localities<br />

which in-turn has the potential to dislodge<br />

children from well-established schooling,<br />

social environments and most significantly<br />

regular contact with their other biological<br />

parent. Resolution of these disputes can be<br />

extremely difficult but in short summary,<br />

no move should be made without the<br />

consent of the other biological parent or<br />

authorisation from the Family Court and,<br />

in the agitation of that exercise, the fact<br />

that the relocation driver might stem from<br />

the stepparent is usually considered just<br />

as relevant as it would be for a biological<br />

parent.<br />

Change of Surname – Following remarriage,<br />

couples typically wish to adopt the same<br />

or at least a hyphenated surname to mark<br />

the new union and on occasion this wish<br />

extends to their biological/stepchildren.<br />

Just like relocation issues however, this<br />

action should not be done without either<br />

the consent of the children’s other biological<br />

parent or authorisation of a Family Court<br />

Judge. When adjudicating these disputes,<br />

courts generally prefer to leave children with<br />

their original birth names unless this can be<br />

shown to impact negatively on their welfare<br />

in which case a change may be authorised.<br />

Are Relationships between Half<br />

Siblings Rated as Important to<br />

Preserve – As a starting point there is to<br />

be no preconceptions that stepsibling<br />

relationships are any more or less significant<br />

than relationships of the whole blood. Each<br />

case needs to be examined on its own merits.<br />

If a half sibling relationship is assessed by<br />

the Courts as being a very strong one, then<br />

Courts will definitely move to try to preserve<br />

this ongoing contact where the new blended<br />

family unit might break down. However,<br />

where the evidence is that the stepsiblings<br />

had never actually bonded during the<br />

relationship then Courts will usually bow to<br />

the common sense approach that it would<br />

be stressful on all persons involved to<br />

continue to force contact between persons<br />

who do not wish for it.<br />

How are Stepparents’ Involvement with<br />

Children Policed – It is known that children<br />

themselves grieve over the breakdown of<br />

their parents’ relationship and so a parent’s<br />

re-partnering before the children have<br />

reached “acceptance” over the loss of the<br />

first relationship can be a source of further<br />

distress for them. In other cases the new<br />

partner might be considered to be a poor<br />

role model or even a potential threat of<br />

abuse towards the children. Because it is<br />

considered natural and psychologically<br />

healthy for persons to re-partner on the<br />

breakdown of a relationship, the legal<br />

system is typically reluctant to become<br />

overly intrusive and prescriptive when it<br />

comes to how and when a biological parent<br />

might choose to bring another adult person<br />

into their children’s life. In cases however,<br />

where there is evidence that the new partner<br />

has previously been abusive towards other<br />

infant children or violent towards adult<br />

partners/persons then so long as the<br />

evidence is strong, both the Family Court<br />

and the State Department of Child Safety<br />

Services do have the power to prohibit<br />

a biological parent from permitting the<br />

children to come into contact or otherwise<br />

be left alone with the suspect adult person.<br />

What happens if the new partner is<br />

financially supporting the ex-spouse so<br />

he/she doesn’t have to work and therefore<br />

seeks a “nil” CSA assessment – Under the<br />

child support system, the Agency will first<br />

look at the actual income being earned by a<br />

spouse in the calculation of a child support<br />

liability. In cases however, where it can be<br />

shown that the spouse is not working to<br />

the full extent of their capacity, then the<br />

system allows for the child support to be<br />

reassessed on the hypothetical maximum<br />

earnings which a parent might be able<br />

to generate. For example, if a father to<br />

children from a previous relationship ceased<br />

work or reduced hours from what was<br />

previously a $50,000.00 per year full time<br />

job due to his new partner having sufficient<br />

earnings to plug the short fall, the Agency<br />

will in all likelihood continue to assess the<br />

child support liability as if the father was<br />

continuing to earn $50,000.00 per annum.<br />

This week our guest speaker, Dayle Joekong,<br />

Training Coordinator of CPR training for our local<br />

ambulance community, demonstrated Cardio<br />

Pulmonary Resuscitation. It is not always easy<br />

working with a dummy, but Dayle did a brilliant job<br />

of turning this into a lifesaving situation. We thank<br />

you Dayle for your presentation to our women’s<br />

group.<br />

Morning tea for our members and visitors was a<br />

time to catch up with one another, which involved<br />

lots of chatter. <strong>The</strong> morning ended with a round of<br />

jokes that had us splitting our sides laughing. Well<br />

Consumers Ignored in<br />

National Licensing Debate<br />

<strong>The</strong> Real Estate Institute of Queensland (REIQ), together with<br />

the Real Estate Institute of Australia (REIA), is voicing its bitter<br />

disappointment about the reduction of educational standards in<br />

the proposed national real estate licensing regime.<br />

<strong>The</strong> Council of Australian Governments (COAG) National Licensing<br />

Steering Committee released its 264-page Decision Regulatory<br />

Impact Statement (Decision RIS) on national licensing on Friday<br />

which included diluted learning requirements in many States and<br />

Territories.<br />

REIQ chairman Pamela Bennett said the proposed lower training<br />

standards may impact consumer protection.<br />

“Throughout the REIQ’s 95-year existence, one of our major aims<br />

has been the continual improvement of professional standards<br />

and we have mainly achieved this through increased educational<br />

requirements over time,” she said.<br />

“Reducing the level of training that agents need to successfully<br />

complete to work within the real estate profession not only doesn’t<br />

make sense, it flies in the face of consumer protection.<br />

“For example, in Queensland, the educational requirement for<br />

newcomers wanting to become registered salespersons – which<br />

is by far the most common qualification – has been almost halved.”<br />

REIA president Peter Bushby agreed and said the needs of<br />

consumers appeared to have been left out of the equation entirely.<br />

“If COAG continues on this path, the biggest risk is to the consumer,”<br />

he said.<br />

“I simply do not understand why the needs of the Australian public<br />

have not been taken into account in this process. <strong>The</strong> Decision RIS<br />

mentions consumers but then comments this is difficult to quantify<br />

and that they have been excluded from the analysis.<br />

“Also, what’s the point of consultation when the views of industry<br />

are not listened to <strong>The</strong>re was overwhelming opposition to the<br />

initial proposal from the real estate profession.”<br />

<strong>The</strong> REIQ and REIA want a national licensing system which requires<br />

real estate agents to achieve a diploma level for licensing, requires<br />

compulsory continuing professional development and requires<br />

licensing for commercial agency work.<br />

combined capital city index<br />

has retraced the 1.7% decline<br />

recorded over April and May<br />

to finish the June quarter<br />

Over the month of June, dwelling values<br />

rose by 1.9 per cent across the RP Data-<br />

Rismark eight capital city aggregate index.<br />

According to RP Data research director<br />

Tim Lawless, the June rise has more than<br />

reversed the falls in the Index recorded<br />

over both April and May when across both<br />

months, values dipped by 1.7 per cent.<br />

Annually, capital city home values rose by 3.8<br />

per cent throughout the 2012/13 financial<br />

year which is a significant improvement<br />

from the -3.6 per cent fall in values over the<br />

2011/12 financial year.<br />

According to Mr Lawless, the capital gains<br />

recorded over the financial year highlight<br />

that lower mortgage rates are starting to<br />

have a positive impact on the housing<br />

market, however current conditions are<br />

far removed from the buoyant conditions<br />

experienced in 2009.<br />

Capital city home values are up 3.8 per cent<br />

over the past twelve months and have now<br />

recovered 4.9 per cent of the 7.4 per cent<br />

correction. In comparison, the first twelve<br />

months of 2009 saw capital city dwelling<br />

values increase by almost 14 per cent.<br />

"At that time auction clearance rates were<br />

at a similar level to what they are now and<br />

mortgage rates were lower however, growth<br />

conditions were vastly different, Mr Lawless<br />

said.<br />

<strong>The</strong> quarter-on-quarter results for June<br />

showed capital city dwelling values were<br />

up 0.2 per cent, and were largely driven<br />

by a strong result in the largest capital city,<br />

Sydney. Melbourne and Brisbane recorded a<br />

slight fall in dwelling values over the quarter<br />

while the decline in Hobart, Darwin and<br />

Canberra was more significant.


Each capital city housing market excluding<br />

Hobart, where values have fallen by -1.8<br />

per cent, has recorded an increase in values<br />

over the past year. Annual capital gains<br />

have ranged from as little as 0.2 per cent<br />

in Adelaide to as much as 6.1 per cent in<br />

Darwin and 6.0 per cent in Perth."<br />

Mr Lawless said that while there has been<br />

some natural volatility in the month-tomonth<br />

readings of the RP Data-Rismark<br />

Index, the trend is much more indicative of<br />

an ongoing recovery in dwelling values.<br />

"Looking deeper into the index data reveals<br />

some interesting trends across the broad<br />

price based segments of the housing<br />

market.<br />

"<strong>The</strong> Sydney premium housing market has<br />

gathered some pace since the beginning<br />

of the year, likely fuelled by stronger equity<br />

market conditions as well as the fact that<br />

premium priced housing markets showed<br />

a larger correction than other broad price<br />

segments. Sydney’s most expensive suburbs<br />

have seen dwelling values rise by 4.8 per<br />

cent over the past six months compared<br />

with a 3.2 per cent rise in values at the most<br />

affordable end of the market and a 4.6 per<br />

cent gain across the broad middle priced<br />

segment of the Sydney market."<br />

"In the other major capitals, the most<br />

affordable and broad-middle priced<br />

segments of the housing market are<br />

typically showing the best value growth.<br />

Premium markets are generally showing<br />

some appreciation, but still not at the same<br />

rate as lower priced market segments," Mr<br />

Lawless said.<br />

Ben Skilbeck, CEO of Rismark International,<br />

highlights that the daily index method<br />

provides timely insights into market<br />

dynamics not previously able to be<br />

observed using property indices. Unlike<br />

index methods which look at the mid price<br />

point of a basket of properties that happen<br />

to sell in one quarter and compare this to the<br />

mid price point of a very different basket of<br />

properties which happens to sell in another<br />

quarter, the RP Data-Rismark home value<br />

index tracks the change in the value of the<br />

same basket of properties through time. In<br />

fact, it tracks the value of the entire housing<br />

market on a daily basis.<br />

"While the underlying mechanics to achieve<br />

the daily index are complex, its accuracy is<br />

proven through its audited performance<br />

over time. In essence, on each day of<br />

calculation the index simply uses all the<br />

available data in the market place on that<br />

day, including sales and property attributes<br />

information, to determine the changes<br />

in value of each property comprising<br />

the market. Historic data such as sales<br />

information from last week or last month<br />

is clearly an important part of determining<br />

the current state of the market, however,<br />

to make it relevant to the current day,<br />

time variables and weightings need to be<br />

properly applied to the historic information."<br />

"This index methodology highlights that<br />

housing markets do show intra-month and<br />

intra-quarter volatility as one would expect,<br />

although this volatility is very low compared<br />

to the share market. When looked at over<br />

a longer period, such as the last 3 months,<br />

recent index results highlight that capital<br />

gains remain relatively sluggish despite<br />

the presence of low interest rates and<br />

high auction clearance rates," Mr Skilbeck<br />

continued.<br />

Mr Lawless points out that many other<br />

indices are also showing some movement<br />

which is reflective of the uncertainty that<br />

households are experiencing and the<br />

transition that is underway across Australia’s<br />

economy.<br />

"Consumer confidence also dipped over<br />

April and May before recording a rise in<br />

June, data on labour markets is jumpy and<br />

housing finance data shows hardly any<br />

improvement in the average loan size. If<br />

confidence levels remain high and labour<br />

markets continue to show a low rate of<br />

unemployment then we would expect that<br />

home values will continue to trend higher,<br />

albeit at a relatively measured pace."
