HIV and AIDS Cases rise 22<br />
percent in D.C.<br />
At least 3 percent living in nation’s capital are infected,<br />
officials report<br />

A new report by D.C. health officials says that at least 3<br />
percent of residents in the nation’s capital are living with<br />
HIV or AIDS and every mode of transmission is on the<br />
rise.<br />
The findings in the 2008 epidemiology report by the D.C.<br />
HIV/AIDS Administration point to a severe epidemic<br />
that’s impacting every race and sex across the population<br />
and neighborhoods.<br />
Scheduled to be released Monday, the report says that the<br />
number of HIV and AIDS cases jumped 22 percent from<br />
the nearly 12,500 reported in 2006. Almost 1 in 10<br />
residents between ages 40 and 49 are living with HIV,<br />
and black men had the highest infection rate at almost 7<br />
percent.<br />
The report says that the virus is most often transmitted by<br />
men having sex with men, followed by heterosexual<br />
transmission and injection drug use.<br />

US Withdraws HIV/AIDS<br />

The US government has announced withdrawal of<br />
financial support for malaria and HIV/Aids treatment<br />
in Uganda. The US mission in Kampala made the<br />
announcement during unveiling of a multi-million<br />
TASO office <strong>com</strong>plex named ‘House of Hope’ in<br />
Kamwokya, a Kampala suburb, on Friday.<br />
It is through the <strong>com</strong>plex that TASO hopes to start<br />
raising money for financing its activities when the US<br />
government finally pulls out. “We have ac<strong>com</strong>plished<br />
enough in our fight against the epidemic but there is a<br />
huge amount of work to do. America’s <strong>com</strong>mitment to<br />
helping you in the fight will not waiver but we cannot<br />
be the only source of funding in this effort.<br />
We must follow TASO’s example and look outside the<br />
box to find creative ways to fund and sustain our<br />
efforts to improve the health of Ugandans,” Mr<br />
Michael Strong, the Coordinator of US agencies, said.<br />
Although he declined to <strong>com</strong>ment exactly when the US<br />
government will pull out and the sectors which will be<br />
affected, he said TASO is among the organisations<br />
which have been benefiting from the fund. Last year<br />
alone, over one million women tested HIV positive.<br />
The agencies implementing the President’s Emergency<br />
Plan For AIDS Relief (PEPFAR) fund include the US<br />
department of state USAID, the Centres for Disease<br />
Control, the US Department of Defence and the Peace<br />
Corps.<br />
According to Mr Strong, the US government injected<br />
$400 million (1.1trillion) in financing the health<br />
projects, including $300 million (843b) support to the<br />
national response to HIV/Aids epidemic. He added that<br />
PEPFAR fund has been financing TASO’s activities in<br />
11 service centres mainly <strong>com</strong>prehensive HIV/Aids<br />
prevention, care, treatment and related support services<br />
to HIV-positive people and families.<br />
The news <strong>com</strong>es at a time when Uganda, which was<br />
once globally recognised as having reversed the<br />
incidence of the infection burden which had reached<br />
epidemic levels, is said to be losing the fight.<br />
It is estimated that last year alone, 120,000 new<br />
infections were registered while half of the same<br />
number died. It is also estimated that currently, 1.2<br />
million Ugandans are living with HIV/Aids and the<br />
cost of their treatment and preventing new infections is<br />
growing every day.<br />
