Prendergast was promoted to Assistant<br />

Sheriff, Law Enforcement Services.<br />

He is currently assigned oversight for<br />

the Alpine, Imperial Beach, Lemon<br />

Grove, and <strong>San</strong>tee Stations, as well as<br />

Rural Law Enforcement and Crime<br />

Analysis. Assistant Sheriff Prendergast<br />

is a 29-year veteran with the sheriff’s<br />

department who has served with<br />

distinction in every assignment throughout the organization. He<br />

has earned the Sheriff’s Medal <strong>of</strong> Valor, two Sheriff’s Letters <strong>of</strong><br />

Commendation, the Blue Knight Award and the Burn Institute’s Award<br />

for Valor. He graduated from the University <strong>of</strong> <strong>San</strong> <strong>Diego</strong> School <strong>of</strong><br />

Law (Cum Laude) in 1997, and is an active member <strong>of</strong> the State Bar<br />

<strong>Association</strong>. He earned a Bachelor’s Degree in Urban Studies and<br />

Sociology from Columbia University in New York in 1977.<br />

DEPARTMENT VOLUNTEER H<strong>ON</strong>ORED Sharon Pipes<br />

was awarded the prestigious North <strong>San</strong> <strong>Diego</strong> <strong>County</strong> Law<br />

and Order Award. This special recognition is sponsored by<br />

the Camp Pendleton Chapter, Military Order <strong>of</strong> the World<br />

Wars. The award was presented by Retired Marine Major and<br />

Sheriff Reserve Captain, Bill Wilson, pictured on the right.<br />

During the past 14 years, Sharon has worked as a volunteer for<br />

the <strong>San</strong> <strong>Diego</strong> <strong>County</strong> Sheriff’s Department as the Manager<br />

<strong>of</strong> the Bonsall, California Sheriff’s Store Front Office. During<br />

this period Sharon has worked more than 8000 hours assisting<br />

the elderly, shut in citizens in the Fallbrook and Bonsall areas.<br />

In addition, she is one <strong>of</strong> the key members <strong>of</strong> her Stations<br />

Elderly Abuse Team, providing safety and welfare checks and<br />

Law Enforcement Services for approximately 70 house bound<br />

citizens. Prior to working for the Sheriff’s Department and until<br />

she was injured during a National Weight Lifting Competition,<br />

Sharon held the World and United States Women’s age 64 to 69<br />

bench press, push/pull, and dead lift records. Until her injury,<br />

she was, for her age group, the World Champion! Sharon is also<br />

the wife <strong>of</strong> DSA Member Ken Pipes, who is a Reserve Lieutenant<br />

with the Vista Reserve Unit.<br />

PRESIDENT’S REPORT hank turner<br />

The <strong>Deputy</strong> Sheriffs’ <strong>Association</strong> is at a<br />

cross roads. The recall petitions against<br />

five board members, Dave<br />

Schaller, Tammy Bennetts,<br />

Marco Garmo, Mark<br />

Elvin and me, expired<br />

after sixty days on Aug.<br />

23, at 5 p.m. The petitions<br />

were not submitted to<br />

the DSA <strong>of</strong>fices, so they<br />

are now void. This means<br />

all five board members<br />

will continue to serve the<br />

membership.<br />

The same group <strong>of</strong> people<br />

behind the recall filed a<br />

second petition with the<br />

board alleging the same five board members<br />

violated the rules and bylaws <strong>of</strong> the DSA.<br />

This petition was an attempt to remove<br />

the five <strong>of</strong> us as members <strong>of</strong> the DSA.<br />

Three members conducted an independent<br />

investigation <strong>of</strong> the claims and determined<br />

they were unfounded. The investigation<br />

concluded all <strong>of</strong> the allegations were rumors<br />

that every director denied being part <strong>of</strong>.<br />

No one that made the allegations had any<br />

pro<strong>of</strong>.<br />

It is time to move forward. The nine<br />

members <strong>of</strong> the board have already moved<br />

forward with several projects underway.<br />

We are planning to send close to forty<br />

deputy sheriffs to the state memorial in<br />

Sacramento and close to thirty <strong>Deputy</strong><br />

Sheriffs to the National Memorial in<br />

Washington, D.C. We hope to raise about<br />

$50,000 to defray the cost <strong>of</strong> the trip, fund<br />

our scholarship program, and build a<br />

memorial to honor the deputies killed in<br />

the line <strong>of</strong> duty. Tammy Bennetts is the<br />

chair <strong>of</strong> the Memorial Committee and will<br />

be spearheading this fundraising project.<br />

On another note, we start contract<br />

negotiations in four months during the<br />

toughest economic times in the last eighty<br />

years. This is compounded by the media,<br />

some government <strong>of</strong>ficials, and some <strong>of</strong> the<br />

public blaming government employees for<br />

every economic ill in the country. Adding<br />

to the bad news, high ranking <strong>of</strong>ficials in<br />

the City <strong>of</strong> Bell decided to use city finances<br />

as their own personal piggy bank. This<br />

just feeds the perception that government<br />

employees are greedy pigs at the public<br />

trough. We are <strong>of</strong>ten described in the media<br />

as welfare queens. We<br />

know this is not true.<br />

Deputies Scott Bligh and<br />

Gary Kneeshaw earned<br />

their money when they<br />

put their lives at risk<br />

pulling two hikers out <strong>of</strong><br />

the flames <strong>of</strong> the El Monte<br />

fire. SDSO Deputies<br />

earned their money<br />

working around the clock<br />

for a month to solve the<br />

Chelsea King case. This<br />

job carries a great deal <strong>of</strong><br />

inherent danger. When<br />

the public flees the scene <strong>of</strong> the worst day<br />

<strong>of</strong> their lives, deputy sheriffs run toward<br />

that same danger.<br />

One <strong>of</strong> the greatest dangers facing deputies<br />

today is traffic collisions. Traffic accidents<br />

kill more cops every year than shootings.<br />

I hope you have seen the “Drive Like Your<br />

Life Depends On It” signs at work, because<br />

our jobs and careers do depend on it! I<br />

have always driven to calls too fast even<br />

when it didn’t make sense. I avoided a few<br />

crashes because I was lucky, but my luck ran<br />

out when I received discipline for a crash<br />

because I did something stupid.<br />

Responding to a call from two miles<br />

away, taking into consideration traffic and<br />

signals, at 45 mph on a surface street gives<br />

you a response time <strong>of</strong> about 2 minutes<br />

50 seconds, while responding at 60 MPH<br />

gets you to the call in about 2 minutes and<br />

25 seconds. Is improving your response<br />

time by 25 seconds worth a suspension<br />

Termination Injuring yourself Killing a<br />

member <strong>of</strong> the public I was one <strong>of</strong> the first<br />

responders to CHP Officer Chris Lydon’s<br />

crash <strong>of</strong>f <strong>of</strong> the Highway 67 overpass <strong>of</strong><br />

Riverford Rd. and later attended his funeral.<br />

It is an image I will never forget. Drive like<br />

your life and your career depends on it,<br />

because it does.<br />

I recently attended an event where I was<br />

described as a union <strong>of</strong>ficial. My response<br />

was that I am a cop. Does changing my<br />

wiper fluid make me a mechanic Does<br />

listening to people complain make me a<br />

therapist A union <strong>of</strong>ficial leads a union for<br />

their livelihood. When my time as president<br />

is over, I will go back to doing what I love,<br />

being a deputy sheriff in <strong>San</strong> <strong>Diego</strong>. The title<br />

and <strong>of</strong>fice does not change who I am.<br />

Together we stand, while alone we fall! We<br />

need to be united in word and in action.<br />

Our strength, as an association, is that<br />

we speak for every sworn member <strong>of</strong> the<br />

department from deputy to commander.<br />

As is usually the case, I cannot for the life <strong>of</strong><br />

me, figure out where summer went. On the<br />

day job, with all the special<br />

details and operations<br />

over the summer months,<br />

it seemed that there were<br />

not enough hours in the<br />

week to get all the work<br />

done. Stack on top <strong>of</strong> that<br />

the kids’ sports and some<br />

family time and there are<br />

only a few hours left in the<br />

week.<br />

Well, those have gone to<br />

the beloved DSA. We have<br />

been quite busy <strong>of</strong> late, meeting with many<br />

elected <strong>of</strong>ficials, researching pension and<br />

retirement issues, planning memorials, and<br />

the list continues.<br />

We had “meet and discuss” with the<br />

department in early August. Captain Byer<br />

gave a presentation on the department’s<br />

speed survey. In a nutshell, the survey<br />

looked at our driving—speed, to be more<br />

precise. Back when we first got the MDC<br />

Terminals in the patrol vehicles, we were<br />

told that the GPS system would not be used<br />

for any kind <strong>of</strong> “Big Brother” critique <strong>of</strong><br />

deputies despite the ability <strong>of</strong> the system to<br />

monitor vehicle location and, yes, speed.<br />

However, you may know, traffic collisions<br />

are the number one killer <strong>of</strong> peace <strong>of</strong>ficers,<br />

and we at the DSA want our members to<br />

be safe. What the department’s working<br />

group determined is that they could use<br />

this speed data to increase awareness and<br />

training for deputies in order to hopefully<br />

lessen the chance for on-duty collisions and<br />

save lives. The DSA had to “buy-in” to this<br />

safe driving campaign. You may have even<br />

noticed a placard at your station or facility,<br />

posted in or near the parking lots.<br />

The 2011 negotiations committee has been<br />

selected. There was a great deal <strong>of</strong> interest,<br />

but only so much room. I feel we have a<br />

terrific group <strong>of</strong> members from all bureaus<br />

who bring a vast amount <strong>of</strong> experience. By<br />

the time you get this issue, we will have met<br />

as a committee for the first time, following<br />

many weeks <strong>of</strong> preparation. You may refer<br />

to the website for a list <strong>of</strong> all the association’s<br />

committees. I would like to sincerely thank<br />

those who expressed an<br />

interest in the negotiations<br />

committee.<br />

We on the board are also<br />

seriously exploring a<br />

public affairs campaign.<br />

In recent months, there<br />

has been a changing <strong>of</strong><br />

the political climate in<br />

regards to public sector<br />

employees. In the past,<br />

many in the community<br />

really held public safety<br />

employees at a different level from others<br />

in local government service. Now, people<br />

are looking at you through a microscope.<br />

They may have lost sight <strong>of</strong> what it is you<br />

do for our community on a daily basis. The<br />

very basics <strong>of</strong> police work. The call to duty.<br />

The sacrifices. The willingness <strong>of</strong> you, our<br />

members, to do things every single day<br />

that most folks would never consider doing<br />

once. The responsibility that rests on your<br />

shoulders every minute you are wearing the<br />

badge.<br />

We want to work at changing that perception<br />

back to what it once was, but we are going<br />

to have to earn it back through education<br />

and being responsible with our public<br />

image. That is why we are going to work<br />

on marketing that image and branding our<br />

good name.<br />

The board <strong>of</strong> directors has been planning<br />

our participation in the 2011 state and<br />

national memorials. Sadly, we will be<br />

installing one <strong>of</strong> our own into these<br />

memorials next year, both in Sacramento<br />

and in Washington, DC. We are looking at<br />

ways to encourage more <strong>of</strong> our members<br />

to attend these ceremonies, to honor all<br />

<strong>of</strong> our fallen partners. It would truly be<br />

nice to have a good show <strong>of</strong> support from a<br />

department the size <strong>of</strong> ours. You will have<br />

the opportunity to meet coppers from all<br />

over the country. Peace <strong>of</strong>ficers come from<br />

all corners <strong>of</strong> the world to take part in<br />

the D.C. ceremonies. It is quite a moving<br />

experience, and I can promise, you will<br />

want to return. <br />

RECALL<br />

This issue is now past us, the board <strong>of</strong><br />

directors are already moving forward, and<br />

I hope the rest <strong>of</strong> the association follows<br />

us. The investigation is complete, with<br />

all the allegations being unfounded. The<br />

board thanks the ad hoc committee, who<br />

on their own time conducted a thorough<br />

investigation. The recall effort also fell short<br />

<strong>of</strong> signatures, meaning the majority <strong>of</strong> you<br />

felt there was not enough merit to validate<br />

a recall <strong>of</strong> the five directors.<br />

With that being said, let's move forward as<br />

one united association, there is power in<br />

numbers. I feel we have already made great<br />

strides with the department and many <strong>of</strong><br />

our community leaders. Your board has<br />

been working diligently trying to set up new<br />

lines <strong>of</strong> communication and restoring old<br />

ones that have become stagnant. We have<br />

been in contact with upper management<br />

and have also started meeting regularly with<br />

the board <strong>of</strong> supervisors. The supervisors<br />

stated that public safety is their number<br />

one priority, especially the deputies. With<br />

negotiations right around the corner, I hope<br />

they are true to their words.<br />

To those <strong>of</strong> you who attended the summer<br />

picnic, I thank you. I hope you all enjoyed<br />

yourself as much as Director Elvin,<br />

President Turner, and I did. It was attended<br />

by over three hundred people who seemed<br />

to all have a great time.<br />

ideas and thoughts, and you brought a ton<br />

<strong>of</strong> experience to the meetings. We’d love to<br />

have you back, sharing your opinions.<br />

(or are one yourself), I can’t stress enough<br />

the importance <strong>of</strong> becoming a member<br />

now. Don't be the one who wishes they<br />

had the support <strong>of</strong> the association when<br />

Information-Led Policing<br />

Message from Sheriff Bill Gore<br />

As you know, I am a proponent<br />

<strong>of</strong> fully staffed patrol<br />

operations. My reasons relate to our<br />

department’s mission and its impact on the quality <strong>of</strong> life for <strong>San</strong><br />

Diegans.<br />

From the 1960s and into the 1990s, the United States experienced an<br />

unprecedented escalation <strong>of</strong> crime. No one had ever seen anything<br />

like what happened to American cities and neighborhoods:<br />

robberies, burglaries, and auto thefts became routine and so did<br />

shootings and killings. Drug dealing was so common a new phrase<br />

found its way into crime’s vocabulary: open-air drug markets.<br />

The response <strong>of</strong> many sheriffs and police chiefs at the time was<br />

predictable: give me more street cops and I will drive crime down.<br />

If people saw a patrol car in their neighborhood, the reasoning<br />

went, would-be criminals would be discouraged from committing<br />

crimes and law-abiding people would feel safe. Such was the belief<br />

in the power <strong>of</strong> preventive patrolling.<br />

Time and statistics have now helped us understand that particular<br />

belief was misplaced. Research has consistently shown preventive<br />

patrol did not prevent crime, and it did not necessarily make people<br />

feel safer.<br />

This new set <strong>of</strong> facts has ultimately led to community-oriented and<br />

problem-oriented policing. It also led to reinforced attacks on the<br />

street-sale <strong>of</strong> drugs. The impact has been remarkable. After nearly<br />

three straight decades <strong>of</strong> crime rising dramatically, crime began<br />

to drop and drop significantly. Today’s crime rates, depending<br />

precisely on where they’re measured, hover around the rates <strong>of</strong><br />

1975. Quite a remarkable turnaround.<br />

Now we face new threats that could undo our success. These<br />

include the release <strong>of</strong> felons into our community by the state due to<br />

federal court orders and state budget cuts, the escalation <strong>of</strong> violence<br />

in Mexico because <strong>of</strong> drug trafficking, and <strong>of</strong> course, economic<br />

conditions that threaten the gains law enforcement made during a<br />

time when crime was on the rise and political leaders saw the value<br />

<strong>of</strong> investing in the apparatus <strong>of</strong> law enforcement.<br />

Having made real strides in our battle against crime, it’s tempting<br />

to think that what we have been doing is what we should be doing<br />

in the future. This could be a mistake with serious consequences<br />

for the people we serve. If we are going to do our jobs, we need to<br />

be forward thinkers, particularly when it comes to our most visible<br />

frontline operation—the deployment <strong>of</strong> our patrol deputies.<br />

To be as effective and efficient as possible, we need to harness<br />

information available to us from a variety <strong>of</strong> sources to help direct<br />

patrol activity. Right now, living in our communities are thousands<br />

<strong>of</strong> convicted felons. They may be currently supervised on probation<br />

or parole or, if not, at one time they were. These known <strong>of</strong>fenders<br />

are one <strong>of</strong> the most obvious risks to our communities—we need<br />

to know the whereabouts <strong>of</strong> these known <strong>of</strong>fenders. We need to<br />

initiate contact with them and we need to be able to find them.<br />

That begins with systematically identifying who and where they are.<br />

This strategy, known as information-led policing, is what inspires<br />

our TKO technology—Tracking Known Offenders—in crime<br />

analysis and our Watchful Eye pilot project in Encinitas. However,<br />

information-led policing is more than implementing technologies<br />

or coming up with new projects. We have to strategically connect<br />

what we know with what we do. Information available to probation<br />

<strong>of</strong>ficers and to parole agents needs to be made available to frontline<br />

deputies in a form that’s easily accessible and readily actionable.<br />

In the aftermath <strong>of</strong> the arrest <strong>of</strong> John Gardner for the murders<br />

<strong>of</strong> Amber Dubois and Chelsea King there have been a number<br />

<strong>of</strong> critical reports. California’s Inspector General faulted State<br />

Parole for failing to take advantage <strong>of</strong> information about Gardner<br />

while he was on parole. According to the report, parole agents<br />

had information at their disposal that, if acted on, could have put<br />

Gardner back in prison and saved the two young girls’ lives.<br />

That’s a heavy accusation and whether or not that would have<br />

been the outcome is something law enforcement pr<strong>of</strong>essionals can<br />

debate. But regardless <strong>of</strong> the merits <strong>of</strong> the conclusion, it’s important<br />

not to miss the point: when information critical to public safety<br />

is available to law enforcement pr<strong>of</strong>essionals, the public believes<br />

that we have access to the information and will seize on it to act<br />

for their benefit. Stated otherwise, if the criminal justice system<br />

collectively knows something, the public expects us individually<br />

to do something about it.<br />

The value <strong>of</strong> information-led policing is <strong>of</strong> course, not limited to<br />

patrol. Investigators are in the business <strong>of</strong> converting data into<br />

intelligence. That’s what our SAFE team does to keep track <strong>of</strong> PC<br />

290 registrants. The same is true for our Fugitive Task Force, our<br />

Border Crimes deputies, and every one <strong>of</strong> our investigators. One<br />

<strong>of</strong> the greatest sources <strong>of</strong> knowledge about <strong>of</strong>fenders comes while<br />

they are in custody. That’s why getting information from CDCR is<br />

important and why our Detentions Services Deputies play a critical<br />

role in making information-led policing a seamless strategy to<br />

fighting crime.<br />

Finally, no overarching strategy, no amount <strong>of</strong> information and<br />

technical support, make a bit <strong>of</strong> difference if they are not matched<br />

by an unwavering, uncompromising, unrelenting commitment<br />

to mission—a commitment that says we will do whatever it<br />

takes to make neighborhoods safe and protect the people <strong>of</strong> our<br />

community.<br />

$5 Donovans’ Lunch<br />

The Chula Vista Police Department and California<br />

Highway Patrol are hosting the next fundraising event<br />

benefitting Shop With A Cop on Wednesday, Sept. 22,<br />

2010, from 11:30 a.m. to 1:30 p.m. at the CHP Border<br />

Communication Center, located at 7183 Opportunity Road<br />

in <strong>San</strong> <strong>Diego</strong>. A $5 donation includes lunch provided by<br />

Donovan’s Steak and Chop House. There will also be an<br />

opportunity drawing with fun prizes.<br />

Shop with a Cop benefits needy or neglected<br />

children from across <strong>San</strong> <strong>Diego</strong> <strong>County</strong> at our annual event<br />

held in early December. On the day <strong>of</strong> the event, uniformed<br />

<strong>of</strong>ficers from various local, state and federal agencies<br />

volunteer their time to be with the children at SeaWorld<br />

for breakfast and a dolphin show. From SeaWorld, the<br />

children participate in a law enforcement procession and<br />

head to Target for a morning <strong>of</strong> shopping with their law<br />

enforcement partner.<br />

All <strong>of</strong> the funds needed for this annual event are<br />

raised through a series <strong>of</strong> events and sale <strong>of</strong> merchandise.<br />

This lunchtime fundraiser costs just $5 and is a great way<br />

to support Shop With A Cop.<br />

socks, sleeping bags, and toiletry items (toothpaste,<br />

The petitions calling for the recall for five DSA directors<br />

business and invites all members to attend the monthly<br />

membership meeting on the second Thursday <strong>of</strong> every month<br />

AD HOC COMMITTEE CLEARS DSA DIRECTORS OF CHARGES<br />

On June 10, 2010, five members <strong>of</strong> the DSA signed a document<br />

alleging Directors Mark Elvin, Marco Garmo, Hank Turner,<br />

Dave Schaller, and Tammy Bennetts defamed the former<br />

president <strong>of</strong> the DSA Ernie Carrillo. The document also alleged<br />

the charged directors removed Ernie Carrillo as president <strong>of</strong> the<br />

DSA for political reasons directly related to the campaign and<br />

election <strong>of</strong> Sheriff Bill Gore. They also alleged Directors Mark<br />

Elvin, Marco Garmo, Hank Turner, Dave Schaller, and Tammy<br />

Bennetts failed in a material and serious degree to observe the<br />

rules <strong>of</strong> conduct <strong>of</strong> the corporation and engaged in conduct<br />

materially and seriously prejudicial to the purposes and interests<br />

<strong>of</strong> the corporation.<br />

The request was to investigate the allegations and for the board<br />

to recommend appropriate sanctions, including the possible<br />

removal <strong>of</strong> Elvin, Garmo, Turner, Schaller, and Bennetts as<br />

members <strong>of</strong> the association.<br />

Per the bylaws each board member submitted two names for<br />

the Ad Hoc Committee. A total <strong>of</strong> 18 names were submitted<br />

with five names randomly drawn. Todd Frank, Kurt Cartie, and<br />

Chuck Cinnamo were selected as the committee members with<br />

John Maryon and Arnold Van Lingen selected as alternates.<br />

Todd Frank declined to serve on the committee, so John Maryon<br />

took his place. Cartie, Maryon, and Cinnamo conducted the<br />

investigation.<br />

Four <strong>of</strong> the five members who signed the complaint, Tim Stine,<br />

Matthew Etchepare, Steve Bowen, and Scott Johnson were<br />

interviewed by the selected investigators. One <strong>of</strong> the members,<br />

William Law, did not respond to numerous telephone requests<br />

and e-mail messages from the investigators for an interview.<br />

None <strong>of</strong> the four complainants had any concrete evidence<br />

to support their allegations. Additionally, the committee<br />

interviewed the five directors and Director Carrillo.<br />

The following section from the Standing Rules <strong>of</strong> the <strong>Deputy</strong><br />

Sheriffs’ <strong>Association</strong> <strong>of</strong> <strong>San</strong> <strong>Diego</strong> <strong>County</strong> is applicable to the<br />

allegation above:<br />

Directors shall conduct themselves in a pr<strong>of</strong>essional and courteous<br />

manner when conducting association business. They shall refrain<br />

from behavior that may bring embarrassment or discredit the<br />

association.<br />

In addition to the complainants not having any information<br />

and/or evidence directly related to the allegation, the charged<br />

directors all denied making any <strong>of</strong> the alleged comments or<br />

removing Carrillo from his position for any other reason than<br />

he lacked the leadership abilities to lead the DSA. The committee<br />

found the complaints against Directors Mark Elvin, Marco<br />

Garmo, Hank Turner, Dave Schaller, and Tammy Bennetts to be<br />

unfounded and no recommendation <strong>of</strong> discipline was made to<br />

the board. The DSA would like to thank members John Maryon,<br />

Kurt Cartie, and Chuck Cinnamo for their work. Upon request<br />

by a member, the entire investigation is available at the DSA<br />

Office for viewing. <br />

Star Photographers<br />

The Silver Star Cover Photo Contest brought in entries<br />

from dozens <strong>of</strong> talented deputies, both sworn and retired.<br />

We had several amazing photos in each <strong>of</strong> the three<br />

categories—Law Enforcement, Member, and<br />

<strong>San</strong> <strong>Diego</strong>. The Grand Prize winner, seen on<br />

this month’s cover, was judged not only on<br />

artistic merit, but on viability as a cover. From<br />

composition to resolution, it all mattered in<br />

the end.<br />

Cliff LaPlant actually submitted one<br />

photo in each category, but it was his image<br />

<strong>of</strong> the patrol car in Alpine, touched <strong>of</strong>f by the<br />

red rock that created the most dramatic cover.<br />

amazing entries, there is a good chance<br />

Chaplain’s Corner<br />

“The fear <strong>of</strong> man brings a snare, but he who<br />

trusts in the Lord is kept safe” (Proverbs<br />

29:25). “In the fear <strong>of</strong> the Lord there is strong<br />

confidence, and his children will have refuge”<br />

(14:26).<br />

A study came out not long ago showing<br />

that fear is a hard-wired, autonomic<br />

default system <strong>of</strong> the normal human brain<br />

and cannot be overridden or trained away.<br />

Fight or flight syndrome is as instinctive<br />

and reflexive as breathing, and essential for<br />

survival. With fear comes the physical and<br />

emotional wherewithal, from adrenalin to<br />

altruism, to alert us <strong>of</strong> danger and spur us<br />

to action, so it serves a valuable purpose.<br />

But we must learn to control the paralyzing<br />

and perplexing affects <strong>of</strong> fear so that we’re<br />

able to function effectively in the face <strong>of</strong> it;<br />

even with it.<br />

“Courage is not the absence <strong>of</strong> fear, but rather<br />

the judgment that something else is more<br />

important than fear” (Ambrose Redmoon).<br />

How is such judgment developed Fear<br />

is constitutional. Courage is character,<br />

according to Winston Churchill, “…the<br />

first <strong>of</strong> human qualities…the quality which<br />

guarantees all others.” We can see courage<br />

and be convinced <strong>of</strong> its merits, but until its<br />

resolve is grafted into the heart <strong>of</strong> our spirit,<br />

true courage is not a natural trait.<br />

It is the doing, not the stewing, that moves<br />

us from jelly to the judgment that there is<br />

good cause for sacrifice and the confidence<br />

that such cause is worth living, as well as,<br />

dying for. Courage begins in the day to day<br />

commitment to keep going in spite <strong>of</strong> loss<br />

and failure, frustration and disappointment,<br />

until it builds up our resolve and displaces<br />

our egotism so that something more<br />

important than selfish fear takes precedence<br />

and builds power.<br />

when we live for ourselves. Nothing<br />

quickens our fortitude to face danger,<br />

difficulty, uncertainty, or pain more than<br />

striving for something or someone greater<br />

than ourselves, so much so, that courage<br />

becomes, as C.S. Lewis said, “Not simply<br />

one <strong>of</strong> the virtues, but the form <strong>of</strong> every<br />

virtue at the testing point.” Courage must<br />

redefine us constitutionally and work<br />

toward rebuilding our character.<br />

God made us to reflect His image, one which<br />

embodies every aspect <strong>of</strong> faithfulness. Life is<br />

not about comparison, but compassion; not<br />

getting but giving; not personal happiness,<br />

but inner joy. There is One Who is All<br />

Knowing, All Powerful and All Present.<br />

Fearing Him, and not our circumstances,<br />

reconstitutes our character and chisels<br />

courage.<br />

“The reverence <strong>of</strong> the Lord is a fountain <strong>of</strong><br />

life, that one may avoid the snares <strong>of</strong> death”<br />

(v.27).<br />

Summer always has a special atmosphere<br />

about it. Vacations give time for reflection<br />

as we try and get a breather. Want to get<br />

away When was the last time it was just<br />

you and your spouse God has a great<br />

purpose for your marriage, more than mere<br />

companionship and partnership. Which is<br />

why this marriage retreat is so important<br />

coming up this month. This could very well<br />

be one <strong>of</strong> the most important weekends<br />

you’ll ever spend together. We still have<br />

some room left, and we want you to fill it<br />

up. Don’t let another one <strong>of</strong> these go by<br />

without knowing this blessing <strong>of</strong> the Lord<br />

that makes us rich, and He adds no sorrow<br />

to it. How can that be Come and see. We<br />

have heavily subsidized this weekend to<br />

make it affordable. I hope you find you and<br />

your spouse’s heart to enlarge it even more.<br />

Beyond The Donut Shop<br />

Like many <strong>of</strong> you, my family loves to go<br />

out to eat. Frequently, we are confused<br />

when it comes down to where to eat. Just<br />

like everyone, I want good food at a good<br />

price. I am <strong>Deputy</strong> M. T. Plait and with<br />

my wife Deena Plait we are trying out<br />

various restaurants, so you don’t have to<br />

gamble when it comes to eating.<br />

You may have noticed a BJ’s Brewhouse<br />

recently pop up somewhere near your<br />

home. In all, there are five scattered<br />

around <strong>San</strong> <strong>Diego</strong> <strong>County</strong> and one in<br />

Temecula. BJ’s can be found in 13 different<br />

states with a total <strong>of</strong> 95 locations around<br />

the country. Deena and I decided to<br />

check this place out. After all, I like beer<br />

and —well that’s really it, I like beer! BJ’s<br />

is a brew house, so I felt obliged to sample<br />

their creations! My favorite, so far, is the<br />

Nutty Brewnette. Deena was very happy<br />

with the Tropical Iced Tea.<br />

We tried two different locations and<br />

had pretty much the same experience at<br />

both. This is a sports bar, which caters<br />

to families. A full bar with children, be<br />

prepared for noise!<br />

BJ’s has a sizeable menu with a large<br />

variety. I found it tough to make a<br />

decision. For the appetizers, we tried the<br />

pieces <strong>of</strong> fish and<br />

shoestring fries<br />

Crisp Potato Skins Platter ($8.95) and the<br />

Chicken Wings ($8.95). We got the wings<br />

split with half honey mustard and half<br />

in buffalo sauce. Both appetizer choices<br />

were very tasty. Probably due to my<br />

carnivorous nature, I think I preferred the<br />

wings.<br />

Our main courses were the Parmesan<br />

Crusted Chicken ($12.50) and the Fish &<br />

Chips ($11.95). The chicken meal, which<br />

came with cheddar mashed potatoes<br />

and steamed broccoli, was huge. It came<br />

topped with a lemon Chardonnay butter<br />

sauce —delicious! The fish and chips were<br />

not quite as exciting. Though there were<br />

four pieces <strong>of</strong> fish, they were small. The<br />

chips were shoestring potatoes, which are<br />

not my favorite; however, it tasted very<br />

good.<br />

BJ’s has a variety <strong>of</strong> desserts, with their<br />

signature dish being the Pizookie. There<br />

are six different choices for the oversized<br />

cookie baked in a small pizza dish, topped<br />

with a scoop <strong>of</strong> ice cream. The waiter<br />

talked us into a single for $2.95; but if you<br />

are more adventurous, try the Pizookie<br />

Trio for $8.95.<br />

Looking around the restaurant, I was very<br />

impressed with the food presentation. Just<br />

looking at all <strong>of</strong> the different meals being<br />

served made me want to come back to try<br />

everything.<br />

I am not one for a noisy restaurant, but<br />

this place makes up for it with great food<br />

and good sized portions. This month, we<br />

have a unanimous decision and give this<br />

restaurant two guns up —two visits and<br />

two good experiences.<br />

Next month we return with another<br />

honest dining review. Until then<br />

remember, “It’s not a good deal, unless<br />

you enjoy your meal.” <br />

In 1978, two guys who had a great<br />

recipe for deep dish pizza opened the<br />

first BJ’s Chicago Pizzeria in <strong>San</strong>ta<br />

Ana, California. In 1996, with seven<br />

restaurants in operation from <strong>San</strong><br />

<strong>Diego</strong> to Los Angeles, the first BJ’s<br />

brewery began production.<br />

Transmissions<br />

Thanks to all who wrote me about last<br />

month’s “<strong>County</strong> Line Transmissions” and<br />

those who allowed me to publish a word or<br />

two about them. Please send any tidbits <strong>of</strong><br />

net and I will continue writing this article<br />

for you.<br />

Paul kunkle, or Uncle Kunkle as he was<br />

so affectionately known, was everyone’s<br />

favorite instructor at the academy —once<br />

they graduated and didn’t have to suffer<br />

his harassing taunts any longer. He is<br />

currently harassing the ladies he plays<br />

pool with, who are nearly the same age as<br />

he (almost 80), calling them his “Casserole<br />

Cuties”. For those <strong>of</strong> us who knew Paul, we<br />

can remember he was a devoted husband<br />

to Marianne. He still speaks <strong>of</strong> her<br />

affectionately and misses his high school<br />

sweetheart. He keeps in touch with Elden<br />

Carl, who is still riding motorcycles.<br />

Don shackley is living in Bridgport, Maine,<br />

staying busy riding his lawn mower over the<br />

vast acreage he owns. His children are in<br />

<strong>San</strong> <strong>Diego</strong>, so he visits every once in awhile.<br />

Don says he remembers when the colors <strong>of</strong><br />

the department’s patrol units were brown...<br />

and had four legs and ate alfalfa.<br />

Terrie (wheeler) gonzalez was a Sheriff’s<br />

Explorer and the departmental aid at<br />

the Ramona Substation. Terrie worked<br />

in the Office <strong>of</strong> the Sheriff along with<br />

Mary Gouveia Walsh during Sheriff John<br />

Duffy’s term. She is currently the Executive<br />

Assistant to D.A. Bonnie Dumanis, now<br />

having 30 years in county service, yet still<br />

too young to retire. She lives in Bonita and<br />

enjoys the outdoors and golfing with her<br />

husband and daughter.<br />

Myron klippert lives in Northwest Austin,<br />

Texas, adjacent to Lakes Austin and Travis.<br />

His daughters live in the same community,<br />

so gets to enjoy his six grandchildren,<br />

ages 12 years to 7 months. Family outings<br />

are centered around his pool and his<br />

wakeboard boat. He and his wife have<br />

traveled extensively to Australia, New<br />

Zealand, Turkey, Europe, Central America,<br />

and numerous other places.<br />

Cher Meyer moved to North Dakota after<br />

she retired from the SDSO as a Supervising<br />

Emergency Services Dispatcher. The town<br />

she lives in has one police <strong>of</strong>ficer, and<br />

when he’s <strong>of</strong>f duty, the sheriff’s department<br />

responds. The town is rural, with dirt roads<br />

and fields <strong>of</strong> corn and wheat growing.<br />

She was able to adapt to the bitterly cold<br />

winters after learning a thing or two about<br />

layering. She lives near her daughter and<br />

granddaughters and enjoys the farmer’s<br />

market, antiques, reading, travelling<br />

to historical places, and her five crazy<br />

dachshunds.<br />

bob Apostolos retired to <strong>San</strong> Antonio,<br />

Texas after retiring from the department<br />

and the military. Bob is an adjunct pr<strong>of</strong>essor<br />

at Texas State and Kaplan College. His wife<br />

<strong>San</strong>dy is a Colonel in the Army Reserves,<br />

working for the Medical Services Command<br />

located at Fort Sam Houston. They live in<br />

the country north <strong>of</strong> <strong>San</strong> Antonio where he<br />

describes the area as having lots <strong>of</strong> live oaks,<br />

rolling hills, deer and pick-up trucks. (Kind<br />

<strong>of</strong> like Ramona he said.) When Joe and Jan<br />

Stauffer visited him, they discovered that<br />

scott McClintock resents the idea <strong>of</strong> me<br />

calling him an old-timer since it’s only<br />

been a couple <strong>of</strong> years since he and I<br />

were rookies at the only jail in <strong>San</strong> <strong>Diego</strong><br />

<strong>County</strong>. (1976 isn’t that long ago is it) But<br />

he did tell me he and Jeannette are living in<br />

Carlsbad. Their son Patrick graduated from<br />

Cal Poly, <strong>San</strong> Luis Obispo and works for a<br />

lithography firm in Vista. Scott retired after<br />

five years as the emergency planner for the<br />

City <strong>of</strong> <strong>San</strong> Marcos. He now volunteers for<br />

the U.S. Forest Service as a fire lookout in a<br />

tower atop Palomar Mountain. It’s his job<br />

to count lightning strikes while he’s in the<br />

tower. He had to give up counting after 42<br />

strikes during one storm because there were<br />

six fires he needed to monitor. He loves it<br />

up there.<br />

Julian. He is blessed by the fact that he is a<br />

bladder cancer survivor and is able to enjoy<br />

his 40 years <strong>of</strong> marriage, two children, and<br />

three grandchildren.<br />

Tom McFaul, retired since 1999, now lives<br />

in Hamburg, NY, so he says that makes him<br />

a Hamburger. (He’s still working on his<br />

sense <strong>of</strong> humor.) He and Carol did the “RV<br />

thing” for six years, visiting 49 states. Now<br />

that they’ve settled down, they are assisting<br />

in raising grandchildren.<br />

kathy wilson, former wife <strong>of</strong> the late<br />

Dennis Kollar, currently lives in Reno,<br />

Nevada. She recently sold her restaurant to<br />

a former business partner, and had spentthe<br />

last year as a business broker, helping people<br />

buy and sell their businesses. Megan, her<br />

daughter, is 22 and recently graduated<br />

from <strong>San</strong>ta Clara University. Megan will<br />

be leaving for a volunteer teaching post in<br />

Uganda, Africa. She’d love to hear from<br />

anyone who might want to contact her.<br />

Fire in the Hole<br />

Bomb/Arson by John Rutledge<br />

In last month’s article, I explained what<br />

it was like to live the life <strong>of</strong> a Bomb Tech/<br />

Fire Investigator. The selection process to<br />

replace our two vacant positions is half<br />

over. We conducted our practical exercise<br />

portion here at the bomb range and are<br />

pleased with the quality <strong>of</strong> candidates who<br />

are applying for the jobs.<br />

The candidates were required to don the<br />

bomb suit and perform a series <strong>of</strong> tasks.<br />

This basically shows us if a person is capable<br />

<strong>of</strong> functioning while wearing a 100-pound<br />

bomb suit without shutting down physically<br />

and mentally. It was a little warm here at<br />

the bomb range that day and the candidates<br />

got a little taste <strong>of</strong> what to expect while<br />

at bomb school. While at bomb school,<br />

they’ll be required to wear the suit during<br />

all scenarios and for up to two hours at a<br />

time.<br />

Sgt. Dayrit and I had the great fortune<br />

<strong>of</strong> going to bomb school during the July<br />

and August months. Bomb school is in<br />

lovely Huntsville, Alabama, where the<br />

temperature for those months is in the high<br />

90s to 100 degrees with about 95 percent<br />

humidity. Being a <strong>San</strong> <strong>Diego</strong> native myself<br />

and accustomed to the dry air, it was an<br />

experience for me to be sweating while<br />

taking a shower. I was amazed by the<br />

citizens <strong>of</strong> Huntsville, as most <strong>of</strong> them<br />

seemed to be cigarette smokers. I had a<br />

hard enough time just breathing the heavy<br />

air let alone even thinking about trying to<br />

smoke a cigarette. John Williamson can<br />

attest to this, as he is currently in Huntsville<br />

doing a mandatory recertification. This is a<br />

requirement every three years to be an FBI<br />

certified bomb tech.<br />

This year, we had the good fortune to have<br />

26 people apply for the vacant positions. In<br />

past years, it was typical to get about seven<br />

or eight people trying out for one position. I<br />

suppose you really have to be just a little bit<br />

unhinged to want to be in this unit and do<br />

this job. A few people decided for various<br />

reasons to remove themselves from the list.<br />

We commend them for looking inside their<br />

selves and deciding this isn’t the right job or<br />

maybe not the right time for them to work<br />

in this unit. Maybe it was after they had a<br />

chance to meet with us in person and listen<br />

to us talk about the schedule and the type<br />

<strong>of</strong> work we do. Or perhaps they noticed<br />

how nutty and manic we’ve all become and<br />

didn’t want to end up like us.<br />

Either way, we’re all excited by the quality<br />

<strong>of</strong> people who put in for the job, and we’re<br />

eager to get two new “Ojits” in here. “Ojit”<br />

stands for On the Job Trainee. Ojit-1<br />

In other news, I recently received an e-mail<br />

from one <strong>of</strong> our newest retirees, Ronny Cox.<br />

I mentioned in last month’s article about<br />

Ronny and Bill Jache retiring. They both<br />

took jobs with a private entity in a mid-east<br />

country.<br />

Ronny told me he is trying to get used<br />

to the customs and traditions where he<br />

is currently staying. Ronny said it was<br />

shocking to see some <strong>of</strong> the local women<br />

swimming in a pool while dressed in full<br />

length burkas. I say to you, it was probably<br />

equally shocking for those same women to<br />

see a man-ape swimming in a hotel pool.<br />

Except for his bald head, Ronny is about the<br />

hairiest man alive. It’s a good thing Ronny<br />

can speak words because they may have<br />

thought he was a gorilla who escaped from<br />

a travelling circus.<br />

Ronny’s partner Bill Jache was an EOD diver<br />

for the Navy and has been around so long<br />

that he helped Jacques Cousteau invent the<br />

SCUBA. Bill doesn’t go swimming in pools<br />

anymore since he’s gotten more withered.<br />

Who Are Those Guys<br />

Loyal readers have probably been<br />

wondering, “Why don’t he write” (In case<br />

you don’t get it, that’s a funny line from<br />

“Dances with Wolves.”)<br />

We’ve been absent from the Silver Star for<br />

a few months, and we’re sorry about that.<br />

Things happen. Some good, some not so<br />

good. Have you noticed that just about<br />

everybody you know is dealing with some<br />

kind <strong>of</strong> serious, if not catastrophic issue<br />

these days Sure seems that way.<br />

We who live and work out here in the back<br />

country still mourn the loss <strong>of</strong> Rocky Laws.<br />

Rocky was indeed someone special. It was<br />

my privilege to have known Rocky even<br />

though our paths never really crossed on<br />

the job. He was a friend and neighbor (and<br />

bike riding buddy from time to time). I<br />

knew when I first met him he was among<br />

the best and the brightest. We salute Dan<br />

Megna for the tribute piece he wrote about<br />

Rocky in last month’s issue.<br />

Rural Enforcement says goodbye to 82L<br />

Todd Richardson, who unexpectedly jumped<br />

ship in mid-August for a barnstorming gig<br />

at ASTREA. Lieutenant Richardson was<br />

only with us for a year, but he got some<br />

good things done, and we, in this division,<br />

appreciate his style <strong>of</strong> leadership. We know<br />

his new assignment will be a good fit for<br />

him. And with that departure, we welcome<br />

our new boss, Lt. Dave Moss to our world<br />

<strong>of</strong> Rural Enforcement.<br />

Many <strong>of</strong> you have heard about Operation<br />

Stonegarden. Some <strong>of</strong> you have become<br />

regular OT bodies, working those long days,<br />

or more <strong>of</strong>ten those long nights out here<br />

with us. Generally, guys will head for the<br />

barn about an hour before EOS and finish<br />

up the paper work so they can go home on<br />

time. It doesn’t always work out that way<br />

though—does it <strong>Deputy</strong> Edwards<br />

What follows is a big fat lie, based on actual<br />

recent events.<br />

It was a hot, humid, down right muggy July<br />

afternoon out on the Dulzura beat. Dep. Ken<br />

Edwards was working the Op Stonegarden<br />

day shift gig. EOS was only an hour and a<br />

half away and no relief from the oppressive<br />

sun was in sight. His T-shirt was soaked.<br />

His Kevlar vest was almost gooey. <strong>Deputy</strong><br />

Edwards has a really good AC unit in his<br />

patrol car though, so he really didn’t care.<br />

He was traveling east bound and down on<br />

Highway 94, minding his own business.<br />

The main title theme from Smokey and the<br />

Bandit was on the CD player. It was almost<br />

time to head for the barn. Then it happened.<br />

That dirty looking car he just couldn’t<br />

ignore. Ken made “The Stop.” Why Because<br />

the guy was weaving all over the road and<br />

the Arizona license plate didn’t match the<br />

Wyoming registration. Aside from that<br />

everything seemed okay.<br />

Upon contacting the male driver and his<br />

female passenger, everything went very<br />

well indeed. Driver (we’ll call him Slick)<br />

produced credentials and gave them to<br />

the nice deputy. The nice deputy ran Slick<br />

for warrants, only to find not one, but two<br />

felony warrants out <strong>of</strong> Wyoming. Now<br />

as you’ve all heard, out here in the back<br />

country, cover can sometimes be from a<br />

considerable distance. Such was the case on<br />

this fine day. <strong>Deputy</strong> Edwards knew this.<br />

He approached the driver to—you know,<br />

stall him, maybe buy some time.<br />

Slick knew he was in trouble. He looked up<br />

at <strong>Deputy</strong> Edwards and uttered a truly great<br />

line from our favorite movie <strong>of</strong> all time,<br />

Tombstone, as spoken by Curly Bill Brocius<br />

himself. He simply said, “Bye.” Then he<br />

really stepped on it and the chase was on!<br />

All right! Ken said to himself, “Finally a<br />

real crook with a sense <strong>of</strong> style. It’s about<br />

time!”<br />

Ken switched the CD from Smokey and the<br />

Bandit to Tombstone. The chase got pretty<br />

wild, pretty fast. Way <strong>of</strong>f the road, Slick<br />

was really in trouble. He just didn’t have<br />

the right kind <strong>of</strong> vehicle for this terrain.<br />

He struck a large boulder on the right side,<br />

then careened to the left and down over the<br />

sheer cliff. Not good.<br />

Slick’s car came to an upside down, but nose<br />

up, point <strong>of</strong> rest. It was a major impact, with<br />

major injuries to Slick, but we know that this<br />

was a very determined desperado we were<br />

dealing with. Do you think he gave up Not<br />

a chance. Injured as he was, he still ran for<br />

the border—just like in the old days! Now<br />

there’s rumor <strong>of</strong> a stern warning issued to<br />

the suspect by <strong>Deputy</strong> Edwards, but I wasn’t<br />

there, so I don’t really know for sure exactly<br />

how it went down. Thunder bursts happen<br />

unexpectedly out here. In any event, Slick<br />

didn’t give up.<br />

An hour later, after more resources were<br />

brought in, Slick was finally apprehended.<br />

He then went for a ride in the Life Flight<br />

helicopter to save his life from blood loss.<br />

Needless to say, <strong>Deputy</strong> Edwards was a<br />

little late getting <strong>of</strong>f on time that night. Nice<br />

pinch Ken! Somehow, I think this one might<br />

get some special mention at the Christmas<br />

party this year.<br />

Aside from that exciting caper, things<br />

remain consistently weird and unpredictable<br />

out here. I’m pretty sure it’s that way all<br />

over.<br />

Hopefully, by the time the next article is<br />

written, we will know who will be the new<br />

Canine Unit sergeant.<br />

AROUND THE COUNTY<br />

From up in Fallbrook, team Pete Alvarado<br />

and Quandro have been busier than a onelegged<br />

soccer player. After they found some<br />

drugs for Encinitas SNGD, they responded<br />

to assist OPD with a stolen vehicle pursuit<br />

that ended in Carlsbad. Four suspects ran in<br />

as many directions, if not more. Two were<br />

apprehended right away. When Pete and<br />

Quandro arrived, they were shown where<br />

one <strong>of</strong> the missing subjects had dumped<br />

some clothing. We couldn’t ask for a better<br />

scent pad!<br />

Quandro is not a tracker, but he reverted<br />

to instincts when Pete told him to find the<br />

guy that stunk like the clothes. Quandro led<br />

Pete and his OPD cover <strong>of</strong>ficer to a shed in<br />

a nearby yard. Pete yelled out some canine<br />

“I’m not here, man.” I guess that if you lie<br />

to yourself long enough, you start believing<br />

you can lie yourself out <strong>of</strong> reality. He’s lucky<br />

Pete is the brains part <strong>of</strong> the equation,<br />

because Quandro would have tested the<br />

crook’s theory by chomping away at—er—<br />

apprehending the guy that wasn’t there.<br />

A couple <strong>of</strong> days later, Pete and Deps. Ron<br />

Brown, Vanessa Rocha and Adrian Moses<br />

were looking for a theft warrant suspect<br />

who kept making unwelcome appearances<br />

in his old neighborhood. Once Pete found<br />

him, the subject began to cooperate with<br />

Pete’s commands, but then, not so much. He<br />

ran and hid in an ex-girlfriend’s bedroom<br />

where Pete, Quandro, and Sgt. Mark Foster<br />

tracked him. Pete made some more canine<br />

announcements and the lawful occupant <strong>of</strong><br />

the room walked out. She wasn’t making<br />

any sense, so Pete decided to search the<br />

room with Quandro on leash just in case<br />

there were more senseless people inside<br />

other than the suspect. Of course, the thief<br />

gave up and went to jail peacefully for his<br />

warrants. Non-contact apprehension ratios<br />

up!<br />

<strong>San</strong>tee’s Carlos Serrato and his partner,<br />

Bueller, helped FBI SWAT agents, who<br />

asked for canine assistance while they<br />

tracked a bank robbery suspect reputed to<br />

carry an AK-47. FBI had been tracking the<br />

suspect for months, and he was responsible<br />

for several take-over style bank robberies<br />

throughout Southern California. As the<br />

tactical team was getting ready, they got<br />

word that the suspect was sitting in his car<br />

just outside a Mosque in La Mesa. Carlos<br />

and Bueller drove there, got out <strong>of</strong> their car,<br />

and started toward the suspect giving him<br />

orders and canine commands. I understand<br />

the robber couldn’t have proned himself out<br />

any faster next to his car if he tried. Bueller<br />

helped Carlos focus the suspect’s attention<br />

and compliance until the FBI agents caught<br />

up to them and arrested him.<br />

Toward the end <strong>of</strong> the month, Carlos and<br />

Bueller responded to assist <strong>San</strong>tee COPPS<br />

Deps. Shawn Wray, Nancy Blanco, and<br />

Briana Pratt, who were in foot pursuit <strong>of</strong><br />

an auto theft suspect. ASTREA deputies<br />

Kevin Randall and Darren Dollard gave<br />

some canine announcements and Bueller<br />

tracked the subject from where he ran<br />

out <strong>of</strong> his shoes to where he was hiding<br />

inside an apartment. Bueller couldn’t go<br />

into the apartment because <strong>of</strong> the dog that<br />

lives there, but deputies entered and made<br />

the arrest. Talk about having boogie-on<br />

troubles. He lost his “G” ride, he lost his<br />

kicks, and he left his skateboard in the<br />

stolen car, which he was silly enough to ask<br />

for. I hope he wasn’t trying to deny being in<br />

the car after Miranda.<br />

Vista’s Darren Perata and Tugg assisted<br />

BCST deputies Chris Galve and Mike<br />

Forbes on a traffic stop on Northbound I-5<br />

just south <strong>of</strong> <strong>San</strong> On<strong>of</strong>re. Tugg brought in 41<br />

pounds <strong>of</strong> marijuana. Not being a narcotics<br />

canine handler, I asked Darren if he really<br />

needed a dog to smell that much weed, but<br />

I guess that’s why my IQ test results were<br />

negative. Smugglers wrap the stuff several<br />

times and add some odor distractions.<br />

These guys secreted the packages in several<br />

voids through-out the vehicle. Good job,<br />

Tugg and Darren!<br />

Another <strong>of</strong> our Vista teams, Scott Faiferlick<br />

and his canine Fighter did a great job when<br />

they responded to assist Escondido Police<br />

Officers in pursuit <strong>of</strong> a carjacked vehicle.<br />

The suspects led the <strong>of</strong>ficers back to Vista<br />

where they had originally robbed the<br />

owner <strong>of</strong> his vehicle at gun point. Once<br />

they ditched the stolen car, they fled into<br />

a residential neighborhood. ASTREA<br />

Deputies Scott Bligh and Alan Kaupe<br />

directed Scott and Fighter toward a nearby<br />

heat source. Suspect number one gave up<br />

with some canine announcements made<br />

from the helo.<br />

A few yard searches in the area followed. A<br />

short distance away, Fighter led Scott and<br />

cover Deputies Gildersleve, Minami, and<br />

Danza on a track from a sandal left behind<br />

by the crook. Fighter began barking through<br />

the slats <strong>of</strong> a fenced yard, and then came the<br />

sound <strong>of</strong> those valiant, magical words, “I<br />

give up, <strong>of</strong>ficer. I’m right here.”<br />

You know you got the suspect when he<br />

starts lying, claiming he’s the victim and<br />

asking you if you caught the bad guy. Yeah<br />

right! Victims hide from the police for an<br />

hour until we find them.<br />

On another occasion, Vista Jail called for<br />

a narcotics dog. Kirk Terrell arrived with<br />

Quba to conduct a contraband search. Quba<br />

found two cells in violation <strong>of</strong> detentions<br />

regulations by having hidden heroin in<br />

them. You know, there’s nothing worse<br />

than a crooked crook who won’t follow the<br />

rules.<br />

PERIMETERS<br />

I received several requests to address<br />

perimeter issues on this article. Remember,<br />

if the bad guy is worth chasing, he’s worth<br />

setting up a perimeter for. If the suspect<br />

starts running while you’re still in your<br />

car, chase after him in the car as long as<br />

possible to wear him out, which reminds<br />

me <strong>of</strong> a wise old Confucian saying. “Better<br />

to run behind car and get exhausted than<br />

run ahead <strong>of</strong> car and get tired.”<br />

Even if you’re actively running after<br />

someone, start thinking about where you<br />

would like your partners to set up when<br />

you finally do stop running. We’ve all had<br />

those moments when we’re too winded to<br />

talk or in a strange area out <strong>of</strong> our beat.<br />

Something that’s worked for me, but that<br />

many cops are unwilling to do, is asking<br />

the dispatcher to start a perimeter based on<br />

your location and direction <strong>of</strong> travel <strong>of</strong> the<br />

suspect. Dispatch can see the map where<br />

you are and where your partners are, so he<br />

or she can dispatch the closest unit to the<br />

street where a deputy is needed. I’ve never<br />

heard a dispatcher unwilling to help. We<br />

usually know the terrain, where the alleys<br />

end, and what complexes have a back gate.<br />

The fine tuning can be done when you catch<br />

your breath, but in the meantime, dispatch<br />

can start setting things up, jump starting<br />

your perimeter.<br />

Another great resource is the nearest<br />

ASTREA unit. Ask them to look for<br />

weaknesses in the perimeter if they<br />

haven’t already addressed the problem.<br />

They usually do it automatically. All the<br />

helos now have the Moving Map which is<br />

an awesome tool. If you haven’t seen this<br />

media-v.html to view videos <strong>of</strong> the map’s<br />

capabilities in action. Among the many<br />

uses <strong>of</strong> the Moving Map, ASTREA crews<br />

can actually see on the screen who the tax<br />

records show to be the owner <strong>of</strong> a property<br />

when flying over it. If you know the last<br />

name <strong>of</strong> the suspect you’re searching for, it<br />

just might pop up on screen while they’re<br />

doing orbits. If he’s running from the cops,<br />

and his or a relative’s house is nearby, he<br />

will probably end up there.<br />

I know its fun to be sneaky, and we all wish<br />

for the bad guy to make a run for freedom<br />

in our direction, but what we really need<br />

is for the suspect to hunker down. Once<br />

the perimeter is set, we can make the plan<br />

to have a designated team search for him,<br />

converge the perimeter units, have ASTREA<br />

guide us in, or have a K9 use his nose to<br />

find him. So when you are on a perimeter<br />

position, turn all your lights on. Headlights<br />

should shine in the direction <strong>of</strong> the bad guy,<br />

spotlights and alley lights should light up<br />

the street or alleys the crook would cross,<br />

and your overheads should be on to deter<br />

the runner from trying to bolt. Get out <strong>of</strong><br />

your car and stand where you can see the<br />

most and still remain behind cover. Use<br />

your lights for concealment. If you can<br />

find cover just a few yards away from your<br />

car, use it. Then the suspect can’t see where<br />

you are and what you can see. It keeps him<br />

guessing. These are typical suggestions.<br />

There are always exceptions to the rule. Use<br />

your head for safety.<br />

Any time you set a perimeter, call for a<br />

canine unit. One might not be on duty in<br />

your city, but dispatch knows where one is<br />

logged on nearby. One might be available<br />

from another department or traveling<br />

nearby from training or the kennels. You<br />

can always just cancel us if you net the<br />

crook. Be patient. Time and time again,<br />

solid perimeters make for good team efforts<br />

and efficient apprehensions—and they save<br />

lives.<br />

If in doubt, call a canine unit. We can<br />

probably help you, and the trees will be<br />

happy that our partners are on scene. <br />

Another night shift, and the June gloom,<br />

which has extended through July and into<br />

August, is already spreading across the<br />

county. The low-lying clouds usually begin<br />

their eastward march from the coast after<br />

4 p.m., laying a nice blanket about 15 miles<br />

inland by 8. As you know, that covers a<br />

significant portion <strong>of</strong> the busiest part <strong>of</strong><br />

our beat.<br />

Later in the shift, we <strong>of</strong>ten become the<br />

<strong>San</strong>tee, Lakeside, and El Cajon police.<br />

We call this area “The Bowl” because it<br />

is surrounded by higher terrain that the<br />

clouds need to overcome before it pours in<br />

and keeps us grounded.<br />

When the low-lying clouds roll in like<br />

this, it forces us to fly lower to the ground<br />

to stay out <strong>of</strong> the clouds. Besides the fact<br />

that inadvertently flying into clouds is the<br />

greatest killer <strong>of</strong> pilots, we need to be able<br />

to see what is below us to do our job. So<br />

you can see the dilemma. Fly too high; get<br />

disoriented in the clouds and crash. Fly too<br />

low; hit something, have no time to react<br />

if the engine quits and/or wake up our<br />

customers.<br />

The other option is what we sometimes refer<br />

to as “scud running.” A Federal Aviation<br />

Administration publication defines "scud<br />

running" as "pushing the capabilities <strong>of</strong> the<br />

crew and the aircraft to the limits by trying<br />

to maintain visual contact with the terrain<br />

Welcome back to our “Gappers”. We missed<br />

you.<br />

You know the Zone is always looking for<br />

a reason to partake in some good cuisine<br />

and so we did. Thank you to Rachael and<br />

Amanda for the coordination. At the last<br />

minute, we had to include our farewell and<br />

good luck wishes to Ali Perez. He is moving<br />

up to Ridgehaven to be added to the Child<br />

Abuse Roster. We know you will really miss<br />

“Baggage Claim.” If a cart breaks down, we<br />

know where to find you.<br />

We also had a goodbye party for our student<br />

worker Charlotte. With the movement <strong>of</strong><br />

laid <strong>of</strong>f county workers from other <strong>of</strong>fices,<br />

we gained an employee in the front <strong>of</strong>fice.<br />

Charlotte will retain her student worker<br />

status, thank goodness. She is beginning<br />

her training in the Family Law Business<br />

Office. She will actually be able to do some<br />

training <strong>of</strong> her own, clarifying in minute<br />

detail what our <strong>of</strong>fice needs for the TROs<br />

and OFRs. We will miss you and are glad<br />

that you will not be too far away. Stay in<br />

touch!<br />

Speaking <strong>of</strong> goodbyes, six stars do fit on the<br />

name tag. By the time this issue is in your<br />

hot little hands, we will have celebrated<br />

Dep. Frank Cordle’s retirement. One good<br />

thing about living in Southern California is<br />

that you can have a party outside just about<br />

every day <strong>of</strong> the year. We took advantage <strong>of</strong><br />

this fact and planned just that in our Grand<br />

Parking Lot.<br />

Frank began his 31 years <strong>of</strong> county time<br />

with the Marshal’s Office in 1983. He began<br />

working for Judge Thompson on October<br />

17, 1988, which was actually His Honor’s<br />

first day on the bench. I believe that is the<br />

longest “marriage” between bailiff and judge<br />

on record. Frank is going to remain a <strong>San</strong><br />

Diegan and does not have any major plans<br />

at this time. Good Luck with wherever your<br />

retirement takes you. I will have photos<br />

to share next month. (Raise your hand if<br />

you’ve ever been to “My Rich Uncle’s” on<br />

El Cajon Blvd.)<br />

Speaking <strong>of</strong> retirement, I had the fortunate<br />

opportunity to break bread and have a cold<br />

one with Randy Dibb and Pete Weichert<br />

recently. Both are doing their best to adjust<br />

to retired life—not! They are doing great,<br />

looking great, and enjoying every minute.<br />

Another retirement contact I recently had<br />

was with Sgt. Bob Ramirez. He is a grandpa<br />

again and doing well in Utah. When I<br />

retire, I look forward to including him in<br />

my travels. Speaking <strong>of</strong> travels, where is the<br />
