PRESIDENT’S REPORT hank turner
The Deputy Sheriffs’ Association is at a
cross roads. The recall petitions against
five board members, Dave
Schaller, Tammy Bennetts,
Marco Garmo, Mark
Elvin and me, expired
after sixty days on Aug.
23, at 5 p.m. The petitions
were not submitted to
the DSA offices, so they
are now void. This means
all five board members
will continue to serve the
membership.
The same group of people
behind the recall filed a
second petition with the
board alleging the same five board members
violated the rules and bylaws of the DSA.
This petition was an attempt to remove
the five of us as members of the DSA.
Three members conducted an independent
investigation of the claims and determined
they were unfounded. The investigation
concluded all of the allegations were rumors
that every director denied being part of.
No one that made the allegations had any
proof.
It is time to move forward. The nine
members of the board have already moved
forward with several projects underway.
We are planning to send close to forty
deputy sheriffs to the state memorial in
Sacramento and close to thirty Deputy
Sheriffs to the National Memorial in
Washington, D.C. We hope to raise about
$50,000 to defray the cost of the trip, fund
our scholarship program, and build a
memorial to honor the deputies killed in
the line of duty. Tammy Bennetts is the
chair of the Memorial Committee and will
be spearheading this fundraising project.
On another note, we start contract
negotiations in four months during the
toughest economic times in the last eighty
years. This is compounded by the media,
some government officials, and some of the
public blaming government employees for
every economic ill in the country. Adding
to the bad news, high ranking officials in
the City of Bell decided to use city finances
as their own personal piggy bank. This
just feeds the perception that government
employees are greedy pigs at the public
trough. We are often described in the media
as welfare queens. We
know this is not true.
Deputies Scott Bligh and
Gary Kneeshaw earned
their money when they
put their lives at risk
pulling two hikers out of
the flames of the El Monte
fire. SDSO Deputies
earned their money
working around the clock
for a month to solve the
Chelsea King case. This
job carries a great deal of
inherent danger. When
the public flees the scene of the worst day
of their lives, deputy sheriffs run toward
that same danger.
One of the greatest dangers facing deputies
today is traffic collisions. Traffic accidents
kill more cops every year than shootings.
I hope you have seen the “Drive Like Your
Life Depends On It” signs at work, because
our jobs and careers do depend on it! I
have always driven to calls too fast even
when it didn’t make sense. I avoided a few
crashes because I was lucky, but my luck ran
out when I received discipline for a crash
because I did something stupid.
Responding to a call from two miles
away, taking into consideration traffic and
signals, at 45 mph on a surface street gives
you a response time of about 2 minutes
50 seconds, while responding at 60 MPH
gets you to the call in about 2 minutes and
25 seconds. Is improving your response
time by 25 seconds worth a suspension
Termination Injuring yourself Killing a
member of the public I was one of the first
responders to CHP Officer Chris Lydon’s
crash off of the Highway 67 overpass of
Riverford Rd. and later attended his funeral.
It is an image I will never forget. Drive like
your life and your career depends on it,
because it does.
I recently attended an event where I was
described as a union official. My response
was that I am a cop. Does changing my
wiper fluid make me a mechanic Does
listening to people complain make me a
therapist A union official leads a union for
their livelihood. When my time as president
is over, I will go back to doing what I love,
being a deputy sheriff in San Diego. The title
and office does not change who I am.
Together we stand, while alone we fall! We
need to be united in word and in action.
Our strength, as an association, is that
we speak for every sworn member of the
department from deputy to commander.
Please visit the DSA website to join our
VICE PRESIDENT’S REPORT Matt Clay
As is usually the case, I cannot for the life of
me, figure out where summer went. On the
day job, with all the special
details and operations
over the summer months,
it seemed that there were
not enough hours in the
week to get all the work
done. Stack on top of that
the kids’ sports and some
family time and there are
only a few hours left in the
week.
Well, those have gone to
the beloved DSA. We have
been quite busy of late, meeting with many
elected officials, researching pension and
retirement issues, planning memorials, and
the list continues.
We had “meet and discuss” with the
department in early August. Captain Byer
gave a presentation on the department’s
speed survey. In a nutshell, the survey
looked at our driving—speed, to be more
precise. Back when we first got the MDC
Terminals in the patrol vehicles, we were
told that the GPS system would not be used
for any kind of “Big Brother” critique of
deputies despite the ability of the system to
monitor vehicle location and, yes, speed.
However, you may know, traffic collisions
are the number one killer of peace officers,
and we at the DSA want our members to
be safe. What the department’s working
group determined is that they could use
this speed data to increase awareness and
training for deputies in order to hopefully
lessen the chance for on-duty collisions and
save lives. The DSA had to “buy-in” to this
safe driving campaign. You may have even
noticed a placard at your station or facility,
posted in or near the parking lots.
The 2011 negotiations committee has been
selected. There was a great deal of interest,
but only so much room. I feel we have a
terrific group of members from all bureaus
who bring a vast amount of experience. By
the time you get this issue, we will have met
as a committee for the first time, following
many weeks of preparation. You may refer
to the website for a list of all the association’s
committees. I would like to sincerely thank
those who expressed an
interest in the negotiations
committee.
We on the board are also
seriously exploring a
public affairs campaign.
In recent months, there
has been a changing of
the political climate in
regards to public sector
employees. In the past,
many in the community
really held public safety
employees at a different level from others
in local government service. Now, people
are looking at you through a microscope.
They may have lost sight of what it is you
do for our community on a daily basis. The
very basics of police work. The call to duty.
The sacrifices. The willingness of you, our
members, to do things every single day
that most folks would never consider doing
once. The responsibility that rests on your
shoulders every minute you are wearing the
badge.
We want to work at changing that perception
back to what it once was, but we are going
to have to earn it back through education
and being responsible with our public
image. That is why we are going to work
on marketing that image and branding our
good name.
The board of directors has been planning
our participation in the 2011 state and
national memorials. Sadly, we will be
installing one of our own into these
memorials next year, both in Sacramento
and in Washington, DC. We are looking at
ways to encourage more of our members
to attend these ceremonies, to honor all
of our fallen partners. It would truly be
nice to have a good show of support from a
department the size of ours. You will have
the opportunity to meet coppers from all
over the country. Peace officers come from
all corners of the world to take part in
the D.C. ceremonies. It is quite a moving
experience, and I can promise, you will
want to return.
SECRETARY’S REPORT Steve PurviS
I wanted to thank my fellow directors
for having the confidence in me to elect
me your new Secretary/
Treasurer. I hope I leave
the position knowing I
served the membership
well. I will continue
to strive to keep you
informed on association
business and to explain
why certain decisions
are made. As always if
you have any questions,
concerns or ideas please
don't hesitate to call me, I
welcome any feedback.
RECALL
This issue is now past us, the board of
directors are already moving forward, and
I hope the rest of the association follows
us. The investigation is complete, with
all the allegations being unfounded. The
board thanks the ad hoc committee, who
on their own time conducted a thorough
investigation. The recall effort also fell short
of signatures, meaning the majority of you
felt there was not enough merit to validate
a recall of the five directors.
With that being said, let's move forward as
one united association, there is power in
numbers. I feel we have already made great
strides with the department and many of
our community leaders. Your board has
been working diligently trying to set up new
lines of communication and restoring old
ones that have become stagnant. We have
been in contact with upper management
and have also started meeting regularly with
the board of supervisors. The supervisors
stated that public safety is their number
one priority, especially the deputies. With
negotiations right around the corner, I hope
they are true to their words.
MEMBER EVENTS
To those of you who attended the summer
picnic, I thank you. I hope you all enjoyed
yourself as much as Director Elvin,
President Turner, and I did. It was attended
by over three hundred people who seemed
to all have a great time.
The Lonny Brewer
Memorial Golf Tournament
benefitting the Foundation
is September 22. If you
haven't signed up, hurry.
What a fun day to see old
friends and meet new ones.
I would like to take a quick
moment to thank two
key sponsors. First, Rick
Pinckard from Bobbitt,
Pinckard and Fields, APC,
for their corporate sponsorship. I would
like to also thank LPL financial for their
generous donation to the LBMGT. Besides
their corporate sponsorship, they also gave
numerous items for the gift bags, including
a quality sleeve of golf balls for every golfer.
Thank you Mike and Shari from LPL
financial.
MEMBERSHIP
I wanted to convey my thoughts to some of
you who used to come to the DSA general
membership meetings and have lately
stopped coming. For whatever reason,
usually not enough time in the day, several
of you have stopped coming. You had great
ideas and thoughts, and you brought a ton
of experience to the meetings. We’d love to
have you back, sharing your opinions.
If you know any agency shop members
(or are one yourself), I can’t stress enough
the importance of becoming a member
now. Don't be the one who wishes they
had the support of the association when
something tragic happens. Our association
and department have felt many losses lately
through Ken Collier, Rocky Laws and the
Blakenbaker family. Let us be there for you
and, most importantly, your family.
I'm off my soap box now; until next time,
be safe and watch your partner's back. Take
care.
Information-Led Policing
Message from Sheriff Bill Gore
As you know, I am a proponent
of fully staffed patrol
operations. My reasons relate to our
department’s mission and its impact on the quality of life for San
Diegans.
From the 1960s and into the 1990s, the United States experienced an
unprecedented escalation of crime. No one had ever seen anything
like what happened to American cities and neighborhoods:
robberies, burglaries, and auto thefts became routine and so did
shootings and killings. Drug dealing was so common a new phrase
found its way into crime’s vocabulary: open-air drug markets.
The response of many sheriffs and police chiefs at the time was
predictable: give me more street cops and I will drive crime down.
If people saw a patrol car in their neighborhood, the reasoning
went, would-be criminals would be discouraged from committing
crimes and law-abiding people would feel safe. Such was the belief
in the power of preventive patrolling.
Time and statistics have now helped us understand that particular
belief was misplaced. Research has consistently shown preventive
patrol did not prevent crime, and it did not necessarily make people
feel safer.
This new set of facts has ultimately led to community-oriented and
problem-oriented policing. It also led to reinforced attacks on the
street-sale of drugs. The impact has been remarkable. After nearly
three straight decades of crime rising dramatically, crime began
to drop and drop significantly. Today’s crime rates, depending
precisely on where they’re measured, hover around the rates of
1975. Quite a remarkable turnaround.
Now we face new threats that could undo our success. These
include the release of felons into our community by the state due to
federal court orders and state budget cuts, the escalation of violence
in Mexico because of drug trafficking, and of course, economic
conditions that threaten the gains law enforcement made during a
time when crime was on the rise and political leaders saw the value
of investing in the apparatus of law enforcement.
Having made real strides in our battle against crime, it’s tempting
to think that what we have been doing is what we should be doing
in the future. This could be a mistake with serious consequences
for the people we serve. If we are going to do our jobs, we need to
be forward thinkers, particularly when it comes to our most visible
frontline operation—the deployment of our patrol deputies.
To be as effective and efficient as possible, we need to harness
information available to us from a variety of sources to help direct
patrol activity. Right now, living in our communities are thousands
of convicted felons. They may be currently supervised on probation
or parole or, if not, at one time they were. These known offenders
are one of the most obvious risks to our communities—we need
to know the whereabouts of these known offenders. We need to
initiate contact with them and we need to be able to find them.
That begins with systematically identifying who and where they are.
This strategy, known as information-led policing, is what inspires
our TKO technology—Tracking Known Offenders—in crime
analysis and our Watchful Eye pilot project in Encinitas. However,
information-led policing is more than implementing technologies
or coming up with new projects. We have to strategically connect
what we know with what we do. Information available to probation
officers and to parole agents needs to be made available to frontline
deputies in a form that’s easily accessible and readily actionable.
In the aftermath of the arrest of John Gardner for the murders
of Amber Dubois and Chelsea King there have been a number
of critical reports. California’s Inspector General faulted State
Parole for failing to take advantage of information about Gardner
while he was on parole. According to the report, parole agents
had information at their disposal that, if acted on, could have put
Gardner back in prison and saved the two young girls’ lives.
That’s a heavy accusation and whether or not that would have
been the outcome is something law enforcement professionals can
debate. But regardless of the merits of the conclusion, it’s important
not to miss the point: when information critical to public safety
is available to law enforcement professionals, the public believes
that we have access to the information and will seize on it to act
for their benefit. Stated otherwise, if the criminal justice system
collectively knows something, the public expects us individually
to do something about it.
The value of information-led policing is of course, not limited to
patrol. Investigators are in the business of converting data into
intelligence. That’s what our SAFE team does to keep track of PC
290 registrants. The same is true for our Fugitive Task Force, our
Border Crimes deputies, and every one of our investigators. One
of the greatest sources of knowledge about offenders comes while
they are in custody. That’s why getting information from CDCR is
important and why our Detentions Services Deputies play a critical
role in making information-led policing a seamless strategy to
fighting crime.
Finally, no overarching strategy, no amount of information and
technical support, make a bit of difference if they are not matched
by an unwavering, uncompromising, unrelenting commitment
to mission—a commitment that says we will do whatever it
takes to make neighborhoods safe and protect the people of our
community.
Do well and stay safe.
PAC UPDATE
Over the last month, PAC has been busy —holding
local candidate interviews, organizing actions in support
and opposition of bills, and working with organizations
across the state to help save our benefits and pensions.
The majority of the DsA’s primary endorsements
won in the primary or moved forward to the general
election. Adding to that list, at the last meeting, the
board endorsed Marty block for the 78th Assembly
District. More endorsements will be made through
mid-October. The DsA PAC Committee and board of
directors endorses candidates that have a strong history
of support for public safety.
Now is a great time to sign up for the PAC update
mailing list. simply visit the DsA website and enroll with
a personal (non-sheriff’s department) e-mail address.
A complete list of endorsed candidates for the
November general Election is now available online and
will be updated with each endorsement.
CONTRIBUTE TO PAC
By volunteering a small contribution to the PAC fund
each month, you are helping the DSA build it’s war
chest to fight the battles that are looming ahead.
Politicians throughout the state are attacking our
benefits, pensions, and pay, blaming public service
salaries and benefits for the economic crisis we
now face as a country. The California deficit means
more public employees face even more budget
cuts. In order to fight these battles successfully,
the DSA will join with organizations across the
state in lengthy and often costly legal battles. We
will also support legislation and candidates that
have our best interest in mind.
To help meet these goals, the DSA is asking you
to contribute to its PAC fund. These voluntary
contributions help build a war chest for the fight
ahead. Sworn members of the department may use
payroll deduction, choosing to donate as little as $1
a pay period. Please consider a one-time or ongoing
contribution and make your voice heard! Contribution
forms are available online
AD HOC COMMITTEE CLEARS DSA DIRECTORS OF CHARGES
On June 10, 2010, five members of the DSA signed a document
alleging Directors Mark Elvin, Marco Garmo, Hank Turner,
Dave Schaller, and Tammy Bennetts defamed the former
president of the DSA Ernie Carrillo. The document also alleged
the charged directors removed Ernie Carrillo as president of the
DSA for political reasons directly related to the campaign and
election of Sheriff Bill Gore. They also alleged Directors Mark
Elvin, Marco Garmo, Hank Turner, Dave Schaller, and Tammy
Bennetts failed in a material and serious degree to observe the
rules of conduct of the corporation and engaged in conduct
materially and seriously prejudicial to the purposes and interests
of the corporation.
The request was to investigate the allegations and for the board
to recommend appropriate sanctions, including the possible
removal of Elvin, Garmo, Turner, Schaller, and Bennetts as
members of the association.
Per the bylaws each board member submitted two names for
the Ad Hoc Committee. A total of 18 names were submitted
with five names randomly drawn. Todd Frank, Kurt Cartie, and
Chuck Cinnamo were selected as the committee members with
John Maryon and Arnold Van Lingen selected as alternates.
Todd Frank declined to serve on the committee, so John Maryon
took his place. Cartie, Maryon, and Cinnamo conducted the
investigation.
Four of the five members who signed the complaint, Tim Stine,
Matthew Etchepare, Steve Bowen, and Scott Johnson were
interviewed by the selected investigators. One of the members,
William Law, did not respond to numerous telephone requests
and e-mail messages from the investigators for an interview.
None of the four complainants had any concrete evidence
to support their allegations. Additionally, the committee
interviewed the five directors and Director Carrillo.
The following section from the Standing Rules of the Deputy
Sheriffs’ Association of San Diego County is applicable to the
allegation above:
ARTICLE I DIRECTORS - SECTION 3: DIRECTOR CONDUCT
Directors shall conduct themselves in a professional and courteous
manner when conducting association business. They shall refrain
from behavior that may bring embarrassment or discredit the
association.
In addition to the complainants not having any information
and/or evidence directly related to the allegation, the charged
directors all denied making any of the alleged comments or
removing Carrillo from his position for any other reason than
he lacked the leadership abilities to lead the DSA. The committee
found the complaints against Directors Mark Elvin, Marco
Garmo, Hank Turner, Dave Schaller, and Tammy Bennetts to be
unfounded and no recommendation of discipline was made to
the board. The DSA would like to thank members John Maryon,
Kurt Cartie, and Chuck Cinnamo for their work. Upon request
by a member, the entire investigation is available at the DSA
Office for viewing.
Star Photographers
The Silver Star Cover Photo Contest brought in entries
from dozens of talented deputies, both sworn and retired.
We had several amazing photos in each of the three
categories—Law Enforcement, Member, and
San Diego. The Grand Prize winner, seen on
this month’s cover, was judged not only on
artistic merit, but on viability as a cover. From
composition to resolution, it all mattered in
the end.
Cliff LaPlant actually submitted one
photo in each category, but it was his image
of the patrol car in Alpine, touched off by the
red rock that created the most dramatic cover.
Our winners in each category are Tony
Bailey in Law Enforcement for his photo
of Gunner on night shift in Spring Valley,
Kevin Price in Member for his photo of Angie
Tsuida during Baker to Vegas, and Courtney
Reiter for her photo of the San Diego County Fair in the
San Diego category.
Each of the winners earned a DSA movie prize
package, with Cliff also winning a $50 gift certificate to the
DSA store and a photo-quality print of his cover.
Entries were judged by DSA staff
based solely on the photo, before being
placed on mock covers. We had so many
amazing entries, there is a good chance
more of them will appear on future
covers.
While the contest was a fun way
to award a few talented members, the
Silver Star always accepts photos for
possible cover use. Just remember, the
photos have to be the highest resolution
possible in order to be printed in color
on the cover. If you have any questions
or would like to submit a photo, please
send an e-mail to kmacris@dsasd.org.
Congratulations to all of the winners and thank you to
everyone who entered.
“The fear of man brings a snare, but he who
trusts in the Lord is kept safe” (Proverbs
29:25). “In the fear of the Lord there is strong
confidence, and his children will have refuge”
(14:26).
A study came out not long ago showing
that fear is a hard-wired, autonomic
default system of the normal human brain
and cannot be overridden or trained away.
Fight or flight syndrome is as instinctive
and reflexive as breathing, and essential for
survival. With fear comes the physical and
emotional wherewithal, from adrenalin to
altruism, to alert us of danger and spur us
to action, so it serves a valuable purpose.
But we must learn to control the paralyzing
and perplexing affects of fear so that we’re
able to function effectively in the face of it;
even with it.
“Courage is not the absence of fear, but rather
the judgment that something else is more
important than fear” (Ambrose Redmoon).
22 Silver Star September 2010
How is such judgment developed Fear
is constitutional. Courage is character,
according to Winston Churchill, “…the
first of human qualities…the quality which
guarantees all others.” We can see courage
and be convinced of its merits, but until its
resolve is grafted into the heart of our spirit,
true courage is not a natural trait.
It is the doing, not the stewing, that moves
us from jelly to the judgment that there is
good cause for sacrifice and the confidence
that such cause is worth living, as well as,
dying for. Courage begins in the day to day
commitment to keep going in spite of loss
and failure, frustration and disappointment,
until it builds up our resolve and displaces
our egotism so that something more
important than selfish fear takes precedence
and builds power.
We are never so weak and fearful than
when we live for ourselves. Nothing
quickens our fortitude to face danger,
We are never so weak
and fearful than when
we live for ourselves.
difficulty, uncertainty, or pain more than
striving for something or someone greater
than ourselves, so much so, that courage
becomes, as C.S. Lewis said, “Not simply
one of the virtues, but the form of every
virtue at the testing point.” Courage must
redefine us constitutionally and work
toward rebuilding our character.
God made us to reflect His image, one which
embodies every aspect of faithfulness. Life is
not about comparison, but compassion; not
getting but giving; not personal happiness,
but inner joy. There is One Who is All
Knowing, All Powerful and All Present.
Fearing Him, and not our circumstances,
reconstitutes our character and chisels
courage.
“The reverence of the Lord is a fountain of
life, that one may avoid the snares of death”
(v.27).
Summer always has a special atmosphere
about it. Vacations give time for reflection
as we try and get a breather. Want to get
away When was the last time it was just
you and your spouse God has a great
purpose for your marriage, more than mere
companionship and partnership. Which is
why this marriage retreat is so important
coming up this month. This could very well
be one of the most important weekends
you’ll ever spend together. We still have
some room left, and we want you to fill it
up. Don’t let another one of these go by
without knowing this blessing of the Lord
that makes us rich, and He adds no sorrow
to it. How can that be Come and see. We
have heavily subsidized this weekend to
make it affordable. I hope you find you and
your spouse’s heart to enlarge it even more.
Give me a call to make it so.
Beyond The Donut Shop
by Dep. M. T. PLAIT
Like many of you, my family loves to go
out to eat. Frequently, we are confused
when it comes down to where to eat. Just
like everyone, I want good food at a good
price. I am Deputy M. T. Plait and with
my wife Deena Plait we are trying out
various restaurants, so you don’t have to
gamble when it comes to eating.
You may have noticed a BJ’s Brewhouse
recently pop up somewhere near your
home. In all, there are five scattered
around San Diego County and one in
Temecula. BJ’s can be found in 13 different
states with a total of 95 locations around
the country. Deena and I decided to
check this place out. After all, I like beer
and —well that’s really it, I like beer! BJ’s
is a brew house, so I felt obliged to sample
their creations! My favorite, so far, is the
Nutty Brewnette. Deena was very happy
with the Tropical Iced Tea.
We tried two different locations and
had pretty much the same experience at
both. This is a sports bar, which caters
to families. A full bar with children, be
prepared for noise!
BJ’s has a sizeable menu with a large
variety. I found it tough to make a
decision. For the appetizers, we tried the
Fish and Chips
includes four small
pieces of fish and
shoestring fries
Crisp Potato Skins Platter ($8.95) and the
Chicken Wings ($8.95). We got the wings
split with half honey mustard and half
in buffalo sauce. Both appetizer choices
were very tasty. Probably due to my
carnivorous nature, I think I preferred the
wings.
Our main courses were the Parmesan
Crusted Chicken ($12.50) and the Fish &
Chips ($11.95). The chicken meal, which
came with cheddar mashed potatoes
and steamed broccoli, was huge. It came
topped with a lemon Chardonnay butter
sauce —delicious! The fish and chips were
not quite as exciting. Though there were
four pieces of fish, they were small. The
chips were shoestring potatoes, which are
not my favorite; however, it tasted very
good.
BJ’s has a variety of desserts, with their
signature dish being the Pizookie. There
are six different choices for the oversized
cookie baked in a small pizza dish, topped
with a scoop of ice cream. The waiter
talked us into a single for $2.95; but if you
are more adventurous, try the Pizookie
Trio for $8.95.
Looking around the restaurant, I was very
impressed with the food presentation. Just
looking at all of the different meals being
served made me want to come back to try
everything.
I am not one for a noisy restaurant, but
this place makes up for it with great food
and good sized portions. This month, we
have a unanimous decision and give this
restaurant two guns up —two visits and
two good experiences.
Next month we return with another
honest dining review. Until then
remember, “It’s not a good deal, unless
you enjoy your meal.”
County Line
Transmissions
by Robbie Bethea
Thanks to all who wrote me about last
month’s “County Line Transmissions” and
those who allowed me to publish a word or
two about them. Please send any tidbits of
information to me at County_Line@cox.
net and I will continue writing this article
for you.
Paul kunkle, or Uncle Kunkle as he was
so affectionately known, was everyone’s
favorite instructor at the academy —once
they graduated and didn’t have to suffer
his harassing taunts any longer. He is
currently harassing the ladies he plays
pool with, who are nearly the same age as
he (almost 80), calling them his “Casserole
Cuties”. For those of us who knew Paul, we
can remember he was a devoted husband
to Marianne. He still speaks of her
affectionately and misses his high school
sweetheart. He keeps in touch with Elden
Carl, who is still riding motorcycles.
Don shackley is living in Bridgport, Maine,
staying busy riding his lawn mower over the
vast acreage he owns. His children are in
San Diego, so he visits every once in awhile.
Don says he remembers when the colors of
the department’s patrol units were brown...
and had four legs and ate alfalfa.
Terrie (wheeler) gonzalez was a Sheriff’s
Explorer and the departmental aid at
the Ramona Substation. Terrie worked
in the Office of the Sheriff along with
Mary Gouveia Walsh during Sheriff John
Duffy’s term. She is currently the Executive
Assistant to D.A. Bonnie Dumanis, now
having 30 years in county service, yet still
too young to retire. She lives in Bonita and
enjoys the outdoors and golfing with her
husband and daughter.
Myron klippert lives in Northwest Austin,
Texas, adjacent to Lakes Austin and Travis.
His daughters live in the same community,
so gets to enjoy his six grandchildren,
ages 12 years to 7 months. Family outings
are centered around his pool and his
wakeboard boat. He and his wife have
traveled extensively to Australia, New
Zealand, Turkey, Europe, Central America,
and numerous other places.
Cher Meyer moved to North Dakota after
she retired from the SDSO as a Supervising
Emergency Services Dispatcher. The town
she lives in has one police officer, and
when he’s off duty, the sheriff’s department
responds. The town is rural, with dirt roads
and fields of corn and wheat growing.
She was able to adapt to the bitterly cold
winters after learning a thing or two about
layering. She lives near her daughter and
granddaughters and enjoys the farmer’s
market, antiques, reading, travelling
to historical places, and her five crazy
dachshunds.
bob Apostolos retired to San Antonio,
Texas after retiring from the department
and the military. Bob is an adjunct professor
at Texas State and Kaplan College. His wife
Sandy is a Colonel in the Army Reserves,
working for the Medical Services Command
located at Fort Sam Houston. They live in
the country north of San Antonio where he
describes the area as having lots of live oaks,
rolling hills, deer and pick-up trucks. (Kind
of like Ramona he said.) When Joe and Jan
Stauffer visited him, they discovered that
scott McClintock resents the idea of me
calling him an old-timer since it’s only
been a couple of years since he and I
were rookies at the only jail in San Diego
County. (1976 isn’t that long ago is it) But
he did tell me he and Jeannette are living in
Carlsbad. Their son Patrick graduated from
Cal Poly, San Luis Obispo and works for a
lithography firm in Vista. Scott retired after
five years as the emergency planner for the
City of San Marcos. He now volunteers for
the U.S. Forest Service as a fire lookout in a
tower atop Palomar Mountain. It’s his job
to count lightning strikes while he’s in the
tower. He had to give up counting after 42
strikes during one storm because there were
six fires he needed to monitor. He loves it
up there.
Fire in the Hole
Bomb/Arson by John Rutledge
In last month’s article, I explained what
it was like to live the life of a Bomb Tech/
Fire Investigator. The selection process to
replace our two vacant positions is half
over. We conducted our practical exercise
portion here at the bomb range and are
pleased with the quality of candidates who
are applying for the jobs.
The candidates were required to don the
bomb suit and perform a series of tasks.
This basically shows us if a person is capable
of functioning while wearing a 100-pound
bomb suit without shutting down physically
and mentally. It was a little warm here at
the bomb range that day and the candidates
got a little taste of what to expect while
at bomb school. While at bomb school,
they’ll be required to wear the suit during
all scenarios and for up to two hours at a
time.
Sgt. Dayrit and I had the great fortune
of going to bomb school during the July
and August months. Bomb school is in
lovely Huntsville, Alabama, where the
temperature for those months is in the high
90s to 100 degrees with about 95 percent
humidity. Being a San Diego native myself
and accustomed to the dry air, it was an
experience for me to be sweating while
taking a shower. I was amazed by the
citizens of Huntsville, as most of them
seemed to be cigarette smokers. I had a
hard enough time just breathing the heavy
air let alone even thinking about trying to
smoke a cigarette. John Williamson can
attest to this, as he is currently in Huntsville
doing a mandatory recertification. This is a
requirement every three years to be an FBI
certified bomb tech.
This year, we had the good fortune to have
26 people apply for the vacant positions. In
past years, it was typical to get about seven
or eight people trying out for one position. I
suppose you really have to be just a little bit
unhinged to want to be in this unit and do
this job. A few people decided for various
reasons to remove themselves from the list.
We commend them for looking inside their
selves and deciding this isn’t the right job or
maybe not the right time for them to work
in this unit. Maybe it was after they had a
chance to meet with us in person and listen
to us talk about the schedule and the type
of work we do. Or perhaps they noticed
how nutty and manic we’ve all become and
didn’t want to end up like us.
Either way, we’re all excited by the quality
of people who put in for the job, and we’re
eager to get two new “Ojits” in here. “Ojit”
stands for On the Job Trainee. Ojit-1
In other news, I recently received an e-mail
from one of our newest retirees, Ronny Cox.
I mentioned in last month’s article about
Ronny and Bill Jache retiring. They both
took jobs with a private entity in a mid-east
country.
Ronny told me he is trying to get used
to the customs and traditions where he
is currently staying. Ronny said it was
shocking to see some of the local women
swimming in a pool while dressed in full
length burkas. I say to you, it was probably
equally shocking for those same women to
see a man-ape swimming in a hotel pool.
Except for his bald head, Ronny is about the
hairiest man alive. It’s a good thing Ronny
can speak words because they may have
thought he was a gorilla who escaped from
a travelling circus.
Ronny’s partner Bill Jache was an EOD diver
for the Navy and has been around so long
that he helped Jacques Cousteau invent the
SCUBA. Bill doesn’t go swimming in pools
anymore since he’s gotten more withered.
Gotta go for now, plug your ears darlin’, fire
in the hole!
Who Are Those Guys
(Rural Enforcement never sleeps!) by Matt McClendon
Loyal readers have probably been
wondering, “Why don’t he write” (In case
you don’t get it, that’s a funny line from
“Dances with Wolves.”)
We’ve been absent from the Silver Star for
a few months, and we’re sorry about that.
Things happen. Some good, some not so
good. Have you noticed that just about
everybody you know is dealing with some
kind of serious, if not catastrophic issue
these days Sure seems that way.
We who live and work out here in the back
country still mourn the loss of Rocky Laws.
Rocky was indeed someone special. It was
my privilege to have known Rocky even
though our paths never really crossed on
the job. He was a friend and neighbor (and
bike riding buddy from time to time). I
knew when I first met him he was among
the best and the brightest. We salute Dan
Megna for the tribute piece he wrote about
Rocky in last month’s issue.
Rural Enforcement says goodbye to 82L
Todd Richardson, who unexpectedly jumped
ship in mid-August for a barnstorming gig
at ASTREA. Lieutenant Richardson was
only with us for a year, but he got some
good things done, and we, in this division,
appreciate his style of leadership. We know
his new assignment will be a good fit for
him. And with that departure, we welcome
our new boss, Lt. Dave Moss to our world
of Rural Enforcement.
Many of you have heard about Operation
Stonegarden. Some of you have become
regular OT bodies, working those long days,
or more often those long nights out here
with us. Generally, guys will head for the
barn about an hour before EOS and finish
up the paper work so they can go home on
time. It doesn’t always work out that way
though—does it Deputy Edwards
What follows is a big fat lie, based on actual
recent events.
It was a hot, humid, down right muggy July
afternoon out on the Dulzura beat. Dep. Ken
Edwards was working the Op Stonegarden
day shift gig. EOS was only an hour and a
half away and no relief from the oppressive
sun was in sight. His T-shirt was soaked.
His Kevlar vest was almost gooey. Deputy
Edwards has a really good AC unit in his
patrol car though, so he really didn’t care.
He was traveling east bound and down on
Highway 94, minding his own business.
The main title theme from Smokey and the
Bandit was on the CD player. It was almost
time to head for the barn. Then it happened.
That dirty looking car he just couldn’t
ignore. Ken made “The Stop.” Why Because
the guy was weaving all over the road and
the Arizona license plate didn’t match the
Wyoming registration. Aside from that
everything seemed okay.
Upon contacting the male driver and his
female passenger, everything went very
well indeed. Driver (we’ll call him Slick)
produced credentials and gave them to
the nice deputy. The nice deputy ran Slick
for warrants, only to find not one, but two
felony warrants out of Wyoming. Now
as you’ve all heard, out here in the back
country, cover can sometimes be from a
considerable distance. Such was the case on
this fine day. Deputy Edwards knew this.
He approached the driver to—you know,
stall him, maybe buy some time.
Slick knew he was in trouble. He looked up
at Deputy Edwards and uttered a truly great
line from our favorite movie of all time,
Tombstone, as spoken by Curly Bill Brocius
himself. He simply said, “Bye.” Then he
really stepped on it and the chase was on!
All right! Ken said to himself, “Finally a
real crook with a sense of style. It’s about
time!”
station reports
Ken switched the CD from Smokey and the
Bandit to Tombstone. The chase got pretty
wild, pretty fast. Way off the road, Slick
was really in trouble. He just didn’t have
the right kind of vehicle for this terrain.
He struck a large boulder on the right side,
then careened to the left and down over the
sheer cliff. Not good.
Slick’s car came to an upside down, but nose
up, point of rest. It was a major impact, with
major injuries to Slick, but we know that this
was a very determined desperado we were
dealing with. Do you think he gave up Not
a chance. Injured as he was, he still ran for
the border—just like in the old days! Now
there’s rumor of a stern warning issued to
the suspect by Deputy Edwards, but I wasn’t
there, so I don’t really know for sure exactly
how it went down. Thunder bursts happen
unexpectedly out here. In any event, Slick
didn’t give up.
An hour later, after more resources were
brought in, Slick was finally apprehended.
He then went for a ride in the Life Flight
helicopter to save his life from blood loss.
Needless to say, Deputy Edwards was a
little late getting off on time that night. Nice
pinch Ken! Somehow, I think this one might
yOU! Reading the Silver Star! This is
your last warning! sheriff’s Department
it carefully or i will send my dog! He will
find you, and he will eat your magazine!
First, we say so long to our sergeant as he
becomes a lieutenant. Eddie Brock will
soon take over his new assignment at the
him and wish him well as he advances.
Hopefully, by the time the next article is
written, we will know who will be the new
AROUND THE COUNTY
From up in Fallbrook, team Pete Alvarado
and Quandro have been busier than a onelegged
soccer player. After they found some
drugs for Encinitas SNGD, they responded
to assist OPD with a stolen vehicle pursuit
that ended in Carlsbad. Four suspects ran in
as many directions, if not more. Two were
apprehended right away. When Pete and
Quandro arrived, they were shown where
one of the missing subjects had dumped
some clothing. We couldn’t ask for a better
scent pad!
Quandro is not a tracker, but he reverted
to instincts when Pete told him to find the
guy that stunk like the clothes. Quandro led
Pete and his OPD cover officer to a shed in
a nearby yard. Pete yelled out some canine
announcements, and the shed responded
“I’m not here, man.” I guess that if you lie
to yourself long enough, you start believing
you can lie yourself out of reality. He’s lucky
Pete is the brains part of the equation,
because Quandro would have tested the
crook’s theory by chomping away at—er—
apprehending the guy that wasn’t there.
A couple of days later, Pete and Deps. Ron
Brown, Vanessa Rocha and Adrian Moses
were looking for a theft warrant suspect
who kept making unwelcome appearances
in his old neighborhood. Once Pete found
him, the subject began to cooperate with
Pete’s commands, but then, not so much. He
ran and hid in an ex-girlfriend’s bedroom
where Pete, Quandro, and Sgt. Mark Foster
tracked him. Pete made some more canine
announcements and the lawful occupant of
the room walked out. She wasn’t making
any sense, so Pete decided to search the
room with Quandro on leash just in case
there were more senseless people inside
other than the suspect. Of course, the thief
gave up and went to jail peacefully for his
warrants. Non-contact apprehension ratios
Santee’s Carlos Serrato and his partner,
suspect for months, and he was responsible
for several take-over style bank robberies
throughout Southern California. As the
tactical team was getting ready, they got
word that the suspect was sitting in his car
just outside a Mosque in La Mesa. Carlos
and Bueller drove there, got out of their car,
and started toward the suspect giving him
orders and canine commands. I understand
the robber couldn’t have proned himself out
any faster next to his car if he tried. Bueller
helped Carlos focus the suspect’s attention
and compliance until the FBI agents caught
up to them and arrested him.
Toward the end of the month, Carlos and
Bueller responded to assist Santee COPPS
Deps. Shawn Wray, Nancy Blanco, and
Briana Pratt, who were in foot pursuit of
an auto theft suspect. ASTREA deputies
Kevin Randall and Darren Dollard gave
some canine announcements and Bueller
tracked the subject from where he ran
out of his shoes to where he was hiding
inside an apartment. Bueller couldn’t go
into the apartment because of the dog that
lives there, but deputies entered and made
the arrest. Talk about having boogie-on
troubles. He lost his “G” ride, he lost his
kicks, and he left his skateboard in the
stolen car, which he was silly enough to ask
for. I hope he wasn’t trying to deny being in
the car after Miranda.
Vista’s Darren Perata and Tugg assisted
BCST deputies Chris Galve and Mike
Forbes on a traffic stop on Northbound I-5
just south of San Onofre. Tugg brought in 41
pounds of marijuana. Not being a narcotics
canine handler, I asked Darren if he really
needed a dog to smell that much weed, but
I guess that’s why my IQ test results were
negative. Smugglers wrap the stuff several
times and add some odor distractions.
These guys secreted the packages in several
voids through-out the vehicle. Good job,
Tugg and Darren!
Another of our Vista teams, Scott Faiferlick
and his canine Fighter did a great job when
they responded to assist Escondido Police
Officers in pursuit of a carjacked vehicle.
The suspects led the officers back to Vista
where they had originally robbed the
owner of his vehicle at gun point. Once
they ditched the stolen car, they fled into
a residential neighborhood. ASTREA
28 Silver Star September 2010
station reports
Deputies Scott Bligh and Alan Kaupe
directed Scott and Fighter toward a nearby
heat source. Suspect number one gave up
with some canine announcements made
from the helo.
A few yard searches in the area followed. A
short distance away, Fighter led Scott and
cover Deputies Gildersleve, Minami, and
Danza on a track from a sandal left behind
by the crook. Fighter began barking through
the slats of a fenced yard, and then came the
sound of those valiant, magical words, “I
give up, officer. I’m right here.”
You know you got the suspect when he
starts lying, claiming he’s the victim and
asking you if you caught the bad guy. Yeah
right! Victims hide from the police for an
hour until we find them.
On another occasion, Vista Jail called for
a narcotics dog. Kirk Terrell arrived with
Quba to conduct a contraband search. Quba
found two cells in violation of detentions
regulations by having hidden heroin in
them. You know, there’s nothing worse
than a crooked crook who won’t follow the
rules.
PERIMETERS
I received several requests to address
perimeter issues on this article. Remember,
if the bad guy is worth chasing, he’s worth
setting up a perimeter for. If the suspect
starts running while you’re still in your
car, chase after him in the car as long as
possible to wear him out, which reminds
me of a wise old Confucian saying. “Better
to run behind car and get exhausted than
run ahead of car and get tired.”
Even if you’re actively running after
someone, start thinking about where you
would like your partners to set up when
you finally do stop running. We’ve all had
those moments when we’re too winded to
talk or in a strange area out of our beat.
Something that’s worked for me, but that
many cops are unwilling to do, is asking
the dispatcher to start a perimeter based on
your location and direction of travel of the
suspect. Dispatch can see the map where
you are and where your partners are, so he
or she can dispatch the closest unit to the
street where a deputy is needed. I’ve never
heard a dispatcher unwilling to help. We
Tugg stands proud with 41 pounds of marijuana that he sniffed out during a traffic stop
usually know the terrain, where the alleys
end, and what complexes have a back gate.
The fine tuning can be done when you catch
your breath, but in the meantime, dispatch
can start setting things up, jump starting
your perimeter.
Another great resource is the nearest
ASTREA unit. Ask them to look for
weaknesses in the perimeter if they
haven’t already addressed the problem.
They usually do it automatically. All the
helos now have the Moving Map which is
an awesome tool. If you haven’t seen this
piece of equipment, point your browser to
http://www.aerocomputers.com/vdo/dvd/
media-v.html to view videos of the map’s
capabilities in action. Among the many
uses of the Moving Map, ASTREA crews
can actually see on the screen who the tax
records show to be the owner of a property
when flying over it. If you know the last
name of the suspect you’re searching for, it
just might pop up on screen while they’re
doing orbits. If he’s running from the cops,
and his or a relative’s house is nearby, he
will probably end up there.
I know its fun to be sneaky, and we all wish
for the bad guy to make a run for freedom
in our direction, but what we really need
is for the suspect to hunker down. Once
the perimeter is set, we can make the plan
to have a designated team search for him,
converge the perimeter units, have ASTREA
guide us in, or have a K9 use his nose to
find him. So when you are on a perimeter
position, turn all your lights on. Headlights
should shine in the direction of the bad guy,
spotlights and alley lights should light up
the street or alleys the crook would cross,
and your overheads should be on to deter
the runner from trying to bolt. Get out of
your car and stand where you can see the
most and still remain behind cover. Use
your lights for concealment. If you can
find cover just a few yards away from your
car, use it. Then the suspect can’t see where
you are and what you can see. It keeps him
guessing. These are typical suggestions.
There are always exceptions to the rule. Use
your head for safety.
Any time you set a perimeter, call for a
canine unit. One might not be on duty in
your city, but dispatch knows where one is
logged on nearby. One might be available
from another department or traveling
nearby from training or the kennels. You
can always just cancel us if you net the
crook. Be patient. Time and time again,
solid perimeters make for good team efforts
and efficient apprehensions—and they save
lives.
If in doubt, call a canine unit. We can
probably help you, and the trees will be
happy that our partners are on scene.
ASTREA by Scott Bligh
Another night shift, and the June gloom,
which has extended through July and into
August, is already spreading across the
county. The low-lying clouds usually begin
their eastward march from the coast after
4 p.m., laying a nice blanket about 15 miles
inland by 8. As you know, that covers a
significant portion of the busiest part of
our beat.
Later in the shift, we often become the
Santee, Lakeside, and El Cajon police.
We call this area “The Bowl” because it
is surrounded by higher terrain that the
clouds need to overcome before it pours in
and keeps us grounded.
When the low-lying clouds roll in like
this, it forces us to fly lower to the ground
to stay out of the clouds. Besides the fact
that inadvertently flying into clouds is the
greatest killer of pilots, we need to be able
to see what is below us to do our job. So
you can see the dilemma. Fly too high; get
disoriented in the clouds and crash. Fly too
low; hit something, have no time to react
if the engine quits and/or wake up our
customers.
The other option is what we sometimes refer
to as “scud running.” A Federal Aviation
Administration publication defines "scud
running" as "pushing the capabilities of the
crew and the aircraft to the limits by trying
to maintain visual contact with the terrain
while trying to avoid physical contact with
it." Also keep in mind we aren’t just trying
to avoid flying into this soup. We are also
trying to complete whatever mission we
are tasked with. Being very task-driven can
add fuel to the fire. The desire to succeed
can easily turn into perceived pressure to
complete a mission given to us. The fact is,
deputies are type A and want to get it done,
but if we need to devote all of our efforts
to not crashing, the little “common sense”
bell in our helmets rings, letting us know
we are wandering into dangerous territory.
DIVORCE
BANKRUPTCY
If we can’t make it, it’s not because we don’t want to. Low-lying clouds add pressure to an
already dangerous task
“Baggage Claim.” If a cart breaks down, we
We also had a goodbye party for our student
we gained an employee in the front office.
Charlotte will retain her student worker
Speaking of goodbyes, six stars do fit on the
Dep. Frank Cordle’s retirement. One good
thing about living in Southern California is
that you can have a party outside just about
every day of the year. We took advantage of
this fact and planned just that in our Grand
Parking Lot.
Frank began his 31 years of county time
with the Marshal’s Office in 1983. He began
working for Judge Thompson on October
17, 1988, which was actually His Honor’s
first day on the bench. I believe that is the
longest “marriage” between bailiff and judge
on record. Frank is going to remain a San
at this time. Good Luck with wherever your
retirement takes you. I will have photos
to share next month. (Raise your hand if
you’ve ever been to “My Rich Uncle’s” on
El Cajon Blvd.)
Speaking of retirement, I had the fortunate
opportunity to break bread and have a cold
one with Randy Dibb and Pete Weichert
recently. Both are doing their best to adjust
to retired life—not! They are doing great,
looking great, and enjoying every minute.
Another retirement contact I recently had
