Welcome!<br />
Lyon: <strong>the</strong> <strong>city</strong> <strong>that</strong> <strong>says</strong> <strong>“yes”</strong> to foreign investors. Since 1974, <strong>Aderly</strong> has been<br />
drawing on all <strong>the</strong> resources at its disposal to attract, establish and support new<br />
businesses in <strong>the</strong> Lyon region. Those <strong>that</strong> help finance <strong>Aderly</strong> - in particular Lyon<br />
Chamber of Commerce, Greater Lyon and <strong>the</strong> Rhône County Council - consider it<br />
important for Lyon’s economy to attract <strong>the</strong>se businesses, which are a source of<br />
wealth, innovation and jobs.<br />
This year, 71 new businesses decided to set up in <strong>the</strong> Lyon region - a record!<br />
Behind each of <strong>the</strong>se 71 projects are entrepreneurs who were attracted by Lyon<br />
and <strong>the</strong> warm welcome it offered <strong>the</strong>m. The <strong>“Lyon</strong> Welcome Attitude”, initiated<br />
by Eurexpo, is <strong>the</strong> attitude of <strong>the</strong> <strong>city</strong> <strong>that</strong> is open to <strong>the</strong> world, with hunger for<br />
new projects and initiatives; and has a talent for welcoming new businesses and<br />
achieving great things with <strong>the</strong>m.<br />
In Lyon, businesses from countries such as <strong>the</strong> USA, Germany, Italy and China<br />
find an unparalleled scientific and industrial environment in certain sectors,<br />
a responsible, qualified workforce, accessible networks <strong>that</strong> can give rise to<br />
fruitful partnerships and, once <strong>the</strong>y have settled, an exceptional quality of life.<br />
These businesses will create 1,800 direct jobs and probably more than 4,000<br />
jobs altoge<strong>the</strong>r, including indirect positions. So yes: foreign businesses will<br />
continue to receive a warm welcome in Lyon!<br />

In 2012, 71 companies chose Lyon and<br />
were supported by <strong>Aderly</strong> when setting<br />
up <strong>the</strong>ir operations <strong>the</strong>re.<br />
These new companies will create 1,859<br />
jobs over <strong>the</strong> next three years.<br />
More than 65% of <strong>the</strong> companies<br />
supported are foreign-owned.<br />
Many different sectors are represented, but <strong>the</strong> majority<br />
of <strong>the</strong> companies (29) operate in cleantechnologies and<br />
industry’s sector, which <strong>Aderly</strong> views as priorities, hence<br />
devoting substantial resources to <strong>the</strong> sector. It should also<br />
be noted <strong>that</strong> service-sector activities alone (corporate<br />
services, banking/insurance and ICT) account for over 30 new<br />
additions. Life sciences are also well-represented, with 11<br />
new companies set up in 2012.<br />
O<strong>the</strong>r points to note: 7 new R&D centers have set up - a<br />
similar number to <strong>the</strong> previous two years - which shows how<br />
attractive <strong>the</strong> human and scientific expertise is in <strong>the</strong> Lyon<br />
region. In terms of square metres of office space allocated,<br />
<strong>the</strong> actual figure of 14,323 sq. m. is in excess of <strong>the</strong> 10,000 sq.<br />
m. target set by <strong>the</strong> bodies <strong>that</strong> fund <strong>Aderly</strong>.<br />

The Chinese group Haier, <strong>the</strong> world’s leading brand of major appliances, has<br />
set up in Caluire-et-Cuire in <strong>the</strong> north of Lyon. Haier has chosen <strong>the</strong> Lyon region<br />
as <strong>the</strong> site for its second European R&D center, which will be dedicated to its<br />
new Home Solutions division. The mission of <strong>the</strong> on-site teams is to develop a<br />
comprehensive range of heating, cooling and domestic hot water systems for<br />
<strong>the</strong> residential and commercial markets in Europe. The group has selected<br />
Lyon because of <strong>the</strong> unique <strong>the</strong>rmal engineering expertise and high quality,<br />
suitably skilled workforce available in <strong>the</strong> area.<br />
With an investment of €1 million over two years, <strong>the</strong> goal is to create a total of<br />
12 jobs here by <strong>the</strong> end of 2013.<br />

In 2012, Mapei, <strong>the</strong> world’s leading manufacturer of adhesives and chemical<br />
products for construction, opened a new manufacturing plant in <strong>the</strong> Plaine de<br />
l’Ain industrial park in Saint-Vulbas, which is <strong>the</strong> third in France. The group’s<br />
desire to expand was largely due to <strong>the</strong> saturation of its existing site in Haute-<br />
Garonne County. The new-generation factory with a floor space of 12,000<br />
square meters is equipped with a highly innovative powder manufacturing<br />
machinery, capable of producing 45 tons of products per hour. Toge<strong>the</strong>r<br />
with <strong>the</strong> warehouse and manufacturing services, quality control, logistics<br />
and maintenance, this is one of <strong>the</strong> most modern plants of <strong>the</strong> group. Mapei<br />
needed <strong>Aderly</strong> to help <strong>the</strong> company in its search for potential sites. The<br />
agency also contributed to staff recruitment. The project is expected to create<br />
some 50 jobs. And, lastly, <strong>Aderly</strong> took charge of communications as regards <strong>the</strong><br />
establishment of <strong>the</strong> company.<br />
Mapei’s goal is to get closer to its customers, but also to <strong>the</strong> suppliers of raw<br />
materials. This is why <strong>the</strong> company wanted to establish itself in <strong>the</strong> Lyon area<br />
so <strong>that</strong> it could cover better <strong>the</strong> western part of France. This strategic location<br />
means <strong>that</strong> transport and delivery times for <strong>the</strong> raw materials needed by<br />
Mapei to manufacture its products can be minimized. Indeed, <strong>the</strong> Lyon region<br />
offers many benefits in this respect, allowing <strong>the</strong> company to position its plant<br />
in <strong>the</strong> immediate vicinity of <strong>the</strong> north-south highways and to take advantage of<br />
quality infrastructure and road networks.<br />

“For <strong>the</strong> sake of proximity, we are already<br />
operating in Midi-Pyrénées and in <strong>the</strong><br />

from a logistic’s point of view because<br />
transport accounts for a significant part of<br />
our costs.”<br />
The Mapei Group has 7,500 employees, 68 branches,<br />

continents and reported sales of €1.9 billion. With three production plants<br />
and a research center, <strong>the</strong> French branch, Mapei France SA, comprises 280<br />

L’Arbresle, northwest<br />
of Lyon, with 400 staff, recently<br />
benefited from two major investments<br />
of over 20 million euros, allowing it to<br />
double its production capa<strong>city</strong>, which now<br />
stands at 14 million units a year. Two<br />
new automated production lines are to<br />
be created: one for Bibags (dry dialysis<br />
concentrates) and <strong>the</strong> o<strong>the</strong>r one for<br />
haemodialysis machines for <strong>the</strong> treatment<br />
of kidney diseases. To accommodate<br />
this new production line, one of <strong>the</strong> main<br />
buildings has been extended and a new<br />
building, on which construction began in<br />
early 2012, is currently being completed<br />
and is due to be operational in March 2013.<br />
The new production line will occupy 1,000<br />
sq m and SMAD plans to hire between<br />
80 and 100 staff in 2013 (and a total of<br />
150 in <strong>the</strong> next three years), including<br />
engineers, technicians and production<br />
operatives. SMAD, which exports 96%<br />
of its output, thus plans to continue its<br />
development, focusing particularly on<br />
<strong>the</strong> European, South American and North<br />
African markets. These lines will be <strong>the</strong><br />
most technologically advanced in <strong>the</strong> field<br />
of medical equipment production for <strong>the</strong><br />
treatment of kidney failure.<br />
Why did you choose to expand your<br />
activities in <strong>the</strong> Lyon region<br />
SMAD opened its L’Arbresle site in 1977<br />
and became part of <strong>the</strong> Fresenius Medical<br />
Care group in 1987. The location was thus<br />
chosen a long time ago. Since <strong>the</strong>n, <strong>the</strong><br />
group has developed its operations on <strong>the</strong><br />
site and in addition, <strong>the</strong>se investments are a<br />
sign of good performance by <strong>the</strong> Fresenius<br />
Medical Care SMAD group, in terms of<br />
quality and continuous improvement, aided<br />
by a location with excellent transport links<br />
and strong support from local politicians<br />
and authorities. The L’Arbresle site, which<br />
was competing with a site in Germany and<br />
ano<strong>the</strong>r in China, asked <strong>Aderly</strong> for help<br />
in implementing its proposed extension<br />
project in <strong>the</strong> Rhône County Council.<br />
ELLEX<br />
After setting up a sales office for distributing medical equipment<br />
in Villeurbanne in May 2012, Ellex, a subsidiary of an Australian<br />
group, which specialises in <strong>the</strong> development, manufacturing and<br />
marketing of ophthalmic products designed to prevent blindness<br />

in France, which, with more than 5,600<br />
ophthalmologists, is one of <strong>the</strong> biggest ophthalmology centers in<br />

ADVANCED PERFUSION<br />
DIAGNOSTICS<br />
Incubated at <strong>the</strong> École Polytechnique Fédérale de<br />
Lausanne, Switzerland, this project is based on an<br />
innovative medical system which allows very early<br />
diagnosis of sepsis in patients in intensive care.<br />
This patented non-invasive system is based on<br />
measurement of <strong>the</strong> blood pressure in <strong>the</strong> intestine,<br />
a drop in which can create a risk of septic shock.<br />

Sepsis is <strong>the</strong> primary cause of death in intensive<br />
care, particularly when treated too late, until now,<br />
<strong>the</strong>re was no system on <strong>the</strong> market <strong>that</strong> enabled<br />
diagnosis in such way.<br />
Lyon was in competition with sites in Switzerland and Germany to<br />
become <strong>the</strong> home of a new, innovative company, Advanced Perfusion<br />
Diagnostics, which was born from this project. <strong>Aderly</strong> was able to<br />
demonstrate <strong>the</strong> benefits of <strong>the</strong> Lyon region in terms of <strong>the</strong> advancements<br />
in medical technology and its potential market. Advanced Perfusion<br />
Diagnostics thus set up a base in Lyon’s 8 th arrondissement. <strong>Aderly</strong><br />
supported <strong>the</strong> company’s creation with <strong>the</strong> legal formalities, <strong>the</strong><br />
search for premises, <strong>the</strong> recruitment of staff and networking<br />

In December 2012, Bank of China, <strong>the</strong> oldest and <strong>the</strong> most international Chinese<br />
bank, opened a branch in Lyon at 1 rue de la République, ideally located between <strong>the</strong><br />
Opera and <strong>the</strong> City Hall. It is <strong>the</strong> world’s eighth-biggest bank in terms of stock market<br />
capitalisation and second biggest lender in China.<br />
As France’s second most important economic region after Paris, Lyon seemed<br />
an obvious choice for <strong>the</strong> bank. This decision was fur<strong>the</strong>r supported by <strong>the</strong> strong<br />
history of political, economic and cultural relations between China and France, Lyon’s<br />
international profile, highly-developed banking sector, and <strong>the</strong> recent establishment of<br />
<strong>the</strong> Chinese Consulate in <strong>the</strong> Part-Dieu district.<br />
Bank of China has benefited from <strong>Aderly</strong>’s assistance in finding <strong>the</strong> ideal location<br />
and recruiting staff for its Lyon branch. Bank of China has strategically positioned<br />
itself as a major multinational banking group <strong>that</strong> has an integrated and diversified<br />
global commercial platform, focusing on <strong>the</strong> core business of commercial banking.<br />
It provides a comprehensive range of financial services to customers across China,<br />
as well as in Hong Kong, Macao and 30 foreign countries. Bank of China owns 11,058<br />

Louis Dreyfus Commodities, an international group specialising in global trading of<br />
raw materials, with 38,000 employees spanning over 90 countries, set up a new office<br />
in Lyon in 2012. The Louis Dreyfus Commodities management team was assisted by<br />
<strong>Aderly</strong> and its expertise in setting up a decision making center in <strong>the</strong> Rhône-Alpes<br />

MIYOSHI<br />
Miyoshi Europe recently moved its European production<br />
site from Limonest to <strong>the</strong> Lyon-Saint Priest. A leading<br />
player in <strong>the</strong> processing of specific raw materials for <strong>the</strong><br />
cosmetics industry, this subsidiary of <strong>the</strong> Japanese group<br />
Miyoshi Kasei established a base in <strong>the</strong> Lyon region with<br />
<strong>Aderly</strong>’s help in 2003.<br />
Nine years later, Miyoshi Europe employs<br />
30 people, and at <strong>the</strong> end of 2012 it<br />
moved to a new site with nearly 3,000<br />
sq m of workshops and warehouses and<br />
800 sq m of offices and laboratories,<br />
built to measure at <strong>the</strong> heart of Lyon-<br />
Saint Priest.<br />
This project is <strong>the</strong> tangible result of <strong>the</strong> growth of <strong>the</strong><br />
company and its commitment to being an innovative<br />
and responsible organisation, beneffitting <strong>the</strong> cosmetics<br />
industry. In 2009, <strong>the</strong> production and distribution sites<br />
were joined by a research and development center, <strong>the</strong><br />
main aim of which is to create new, innovative technologies<br />
capable of meeting <strong>the</strong> needs of a changing market. With<br />
its competitive real estate costs and its world-renowned<br />
research in skin modelling and chemistry, <strong>the</strong> Lyon area<br />
has been chosen by several companies like Miyoshi Europe<br />
(BASF, Gattefossé, etc.), turning it into a European cluster<br />
for processing raw materials.<br />

Because it is important <strong>that</strong> businesses <strong>that</strong> set up in Lyon stay <strong>the</strong>re, <strong>Aderly</strong> follows<br />
up to check <strong>that</strong> <strong>the</strong> companies it has supported in previous years remain in good<br />
health. While some of <strong>the</strong>se businesses do not manage to maintain <strong>the</strong>ir presence in<br />
<strong>the</strong> Lyon region, o<strong>the</strong>rs have been able to seize <strong>the</strong> opportunities offered to <strong>the</strong>m to<br />
develop in <strong>the</strong> area.<br />
Here are some examples.<br />
SMA FRANCE<br />
Since its creation in 2007, SMA France, a French<br />
subsidiary of SMA Solar Technology AG, <strong>the</strong> world’s<br />
biggest manufacturer of solar inverters with over<br />
5,500 employees worldwide, has grown rapidly,<br />
seeing its workforce expand from 4 to 60 by 2011.<br />
Based in Saint-Priest, near Lyon, SMA France has<br />
swiftly established itself as <strong>the</strong> leading player on<br />
<strong>the</strong> French photovoltaic inverter market, with a<br />
dominant market share. SMA France currently<br />
has three decentralised technical support sites, in<br />
Toulouse, Aix-en-Provence and Lyon. This network<br />
will be reinforced in 2013 by <strong>the</strong> opening of a new<br />
office in Troyes.<br />
The company has now become a key<br />
player in renewable energy in <strong>the</strong><br />
Rhône-Alpes region and throughout<br />
France.<br />
They are making an active contribution to<br />
<strong>the</strong> development of solar energy through its<br />
involvement in professional organisations, in<br />
which it holds key positions. SMA France chairs<br />
<strong>the</strong> photovoltaic inverters division of <strong>the</strong> GIMELEC<br />
consortium of electrical equipment manufacturers<br />
and is also involved in <strong>the</strong> ENERPLAN union for<br />
solar energy professionals as an administrator.<br />
In <strong>the</strong> face of <strong>the</strong> significant slowdown in <strong>the</strong><br />
French market since 2011, SMA France has seen<br />
a slowdown in its sales. However, <strong>the</strong> French<br />
subsidiary, which remains an important pillar of<br />
<strong>the</strong> group’s international development, has just<br />
been given commercial responsibility for Frenchspeaking<br />
Africa. In addition, SMA France remains<br />
convinced <strong>that</strong> <strong>the</strong>re are still good prospects for<br />
photovoltaic energy in France.<br />
Fur<strong>the</strong>rmore, <strong>the</strong> group continues to make<br />
considerable investments in research and<br />
development and is banking on technological<br />
innovation to tailor its solutions to future energy<br />

Promoting <strong>the</strong> region’s offer in<br />
all its diversity<br />
<strong>Aderly</strong> has taken into consideration <strong>the</strong> plannings of <strong>the</strong> towns<br />
and <strong>the</strong> country-side and as a result, in 2012 fur<strong>the</strong>r streng<strong>the</strong>ned<br />
its action in support of peri-urban areas, in response to requests<br />
from <strong>the</strong> Rhône County Council. <strong>Aderly</strong> has got involved with <strong>the</strong><br />
local organisations in order to aid <strong>the</strong>m to achieve <strong>the</strong> previously<br />
set development initiatives.<br />
<strong>Aderly</strong>’s operations also include <strong>the</strong> outlying areas of <strong>the</strong> Rhône<br />
County Council: <strong>the</strong> Agglomeration Community of Portes de l’Isère<br />
(CAPI) and <strong>the</strong> Plaine de l’Ain. Its commitment is to engage in<br />
promotional and economic development activities in <strong>the</strong>se areas<br />
and to seek out companies <strong>that</strong> may wish to set up <strong>the</strong>re. The<br />
agency also provides expertise to <strong>the</strong>se areas, offering regular<br />
support in <strong>the</strong> determination of <strong>the</strong>ir development strategies, and<br />
playing an advisory role on <strong>the</strong> development of real estate projects.<br />
Finally, <strong>Aderly</strong> contributes to <strong>the</strong> development of <strong>the</strong> metropolitan<br />
hub, which includes <strong>the</strong> historic territories (CAPI and Plaine de<br />
l’Ain), in addition to Vienne and Saint-Etienne. The agency also<br />
contributes to <strong>the</strong> national reflections of <strong>the</strong> CNER (<strong>the</strong> national<br />
federation of economic development agencies) and its strategic<br />

The Rhône County Council, which works closing with<br />
<strong>Aderly</strong>, has asked <strong>the</strong> agency to carry out regular<br />
follow-up with <strong>the</strong> large companies established in<br />
<strong>the</strong> county’s peri-urban areas in order to help to<br />
anticipate situations such as rapid growth or crisis<br />
<strong>that</strong> may arise during <strong>the</strong>ir development.<br />
<strong>Aderly</strong> has <strong>the</strong>refore implemented resources to<br />
monitor <strong>the</strong> large international groups in <strong>the</strong> region<br />
to make sure <strong>that</strong> <strong>the</strong>y are supported during good<br />
and bad times. Companies with more than 30 on-site<br />
employees, funded by foreign capital and based in<br />
peri-urban areas, receive regular support by <strong>Aderly</strong><br />
whenever it is needed.<br />
Results: 10 possible projects detected in 2012 and<br />
2 new businesses set up in peri-urban areas<br />
Economic monitoring also remains a powerful tool<br />
for detecting projects. As well as adding value to <strong>the</strong><br />
teams’ prospecting activities, this active monitoring<br />
unear<strong>the</strong>d 6 projects and gave rise to 3 new<br />
investments in <strong>the</strong> region in 2012.<br />

Welcome offer: EDDYFI<br />
Founded in Quebec (Canada) in<br />
2009, Eddyfi is one of <strong>the</strong> most<br />
recently created companies in <strong>the</strong><br />
field of equipment producing nondestructive<br />
testing (NDT). <strong>Aderly</strong><br />
assisted Eddyfi Europe in finding<br />
premises for its French subsidiary<br />
in <strong>the</strong> Plaine de l’Ain industrial<br />
park and ERAI (Entreprise Rhône-<br />
Alpes International). The company<br />
benefited from <strong>the</strong>ir tailored<br />
support and follow-up during <strong>the</strong><br />
process of searching for premises<br />
and creating <strong>the</strong> subsidiary, helping<br />
to make <strong>the</strong> project a success.<br />
Eddyfi has <strong>the</strong> expertise,<br />
engineering capabilities and<br />
manufacturing versatility necessary<br />

Touting for<br />

at <strong>the</strong> simI<br />
Lybertec, an eco-designed park with a highly innovative environmental approach<br />
<strong>Aderly</strong> shared a stand with Greater Lyon at <strong>the</strong> SIMI<br />
business real estate fair last December. This annual<br />
trade show attracts nearly 22,000 professionals<br />
each year, as well as 400 exhibitors representing <strong>the</strong><br />
entire real-estate market and all related real-estate<br />
and business services.<br />
It gave <strong>Aderly</strong> an opportunity to promote <strong>the</strong> region’s<br />
service-sector, as well as its peri-urban areas:<br />
strategically different sites given <strong>the</strong> given between<br />
<strong>the</strong> <strong>city</strong> and <strong>the</strong> countryside. For example, Lybertec<br />
is a 175-hectare business park for industrial and<br />
service activities located 45km north of Lyon. It is a<br />
home to several companies <strong>that</strong> are highly innovative<br />
and open to exports. At SIMI, <strong>the</strong> Projects and<br />
Territories team had personal meetings with around<br />
fifteen companies, as well as promoting <strong>Aderly</strong>’s<br />
support services in general. The show also provided<br />
an opportunity to promote <strong>the</strong> region’s Beaujolais<br />
wine, which was <strong>the</strong> <strong>the</strong>me of <strong>the</strong> reception drinks to<br />
which investors were invited.<br />

AREVA: looking back<br />
at <strong>the</strong> mobility team’s trip to Paris<br />
As <strong>the</strong> result of <strong>the</strong> Fukishima disaster, Areva wanted to achieve a better balance in <strong>the</strong><br />
division of technical expertise between its head office and <strong>the</strong> rest of its network and<br />
thus implemented a plan to transfer more than 300 staff to <strong>the</strong> Lyon site over <strong>the</strong> next<br />
3 years. At <strong>the</strong> forum held by <strong>the</strong> company for its teams in <strong>the</strong> Paris area 12-13 April,<br />
<strong>Aderly</strong>’s mobility team met <strong>the</strong> employees who may be transferred at a stand, dedicated<br />
to promoting <strong>the</strong> qualities of <strong>the</strong> Lyon region, offering <strong>the</strong>m individual discussions and<br />

As an economic player in <strong>the</strong> region, <strong>Aderly</strong> wishes to be involved in<br />
<strong>the</strong> major discussions which shape <strong>the</strong> <strong>city</strong> of tomorrow, including<br />
<strong>the</strong> sensitive issues such as international schools. Providing<br />
international education is a real asset which adds to <strong>the</strong> appeal<br />
of <strong>the</strong> Lyon region. At times, when competition between countries<br />
and cities to attract investors and set up long-term businesses is<br />
tougher than ever, providing a complete package for expatriate<br />
children is a proposition which sets us apart.<br />
The majority of employees transferred by international companies,<br />
are young parents who consider schooling to be <strong>the</strong> key issue when<br />
agreeing to live abroad. For several years now, <strong>Aderly</strong> has aimed to<br />
increase <strong>the</strong> attractiveness of Lyon’s educational system by getting<br />
involved with <strong>the</strong> diverse public and private institutions, publishing<br />

Philipe Grillot, why have you made international<br />
development a priority for your term in office<br />
For two main reasons: <strong>the</strong> first is, of course, <strong>the</strong> absolute<br />
necessity of continuing to support SMEs in our area with<br />
<strong>the</strong>ir international development. This means convincing<br />
those <strong>that</strong> have not yet done so - and do not <strong>the</strong> means -<br />
to take <strong>the</strong> plunge, fur<strong>the</strong>rmore supporting those <strong>that</strong> have<br />
already had some experience of exports in implementing a<br />
real international strategy.<br />
The second is to continue to boost <strong>the</strong> attractiveness<br />
and international profile of our <strong>city</strong>, and to continue to<br />
attract businesses, students and researchers, artists and<br />
investors.<br />
What resources does <strong>the</strong> CCI have at its disposal to<br />
promote <strong>the</strong> internationalisation of <strong>the</strong> region<br />
Firstly, of course, <strong>the</strong>re are resources of <strong>the</strong> international<br />
division of <strong>the</strong> CCI of Lyon, which support and advise local<br />
businesses on a daily basis. Then, <strong>the</strong>re is <strong>the</strong> work done by<br />
<strong>Aderly</strong>, which attracts over 60 foreign companies to Lyon<br />
each year, and <strong>the</strong> World Trade Center Lyon.<br />
But <strong>the</strong>re is also all <strong>the</strong> energy we put into making sure<br />
<strong>that</strong> <strong>the</strong> tools <strong>that</strong> <strong>the</strong> CCI manages or in which it is a<br />
stakeholder, streng<strong>the</strong>n <strong>the</strong>ir international dimension;<br />
Lyon-Saint Exupéry airport, which is to streng<strong>the</strong>n its<br />
international links following <strong>the</strong> excellent early results<br />
of <strong>the</strong> route to Dubai; EM Lyon, which continues to rank<br />
in <strong>the</strong> top 10 European business schools; Eurexpo, which<br />
continues to grow and to organise international events<br />
which help boost Lyon’s appeal; not to mention CPE Lyon,<br />
a wonderful engineering school, and <strong>the</strong> world’s biggest<br />
fabric museum, which is owned by <strong>the</strong> Lyon CCI.<br />
Attracting businesses also means anchoring <strong>the</strong>m in<br />
<strong>the</strong> region and keeping <strong>the</strong>m loyal. You have launched<br />
an initiative to promote <strong>the</strong> recovery of struggling<br />
businesses...<br />
With all <strong>the</strong> partners involved, chiefly <strong>the</strong> Lyon commercial<br />
court, but also accountants, auditors, solicitors, lawyers and<br />
representatives of <strong>the</strong> Rhône Chamber of Skilled Trades,<br />
we have established <strong>the</strong> REPI system. REPI, which stands<br />
for «Relais, Ecoute, Prévention, Information» («linking,<br />
listening, preventing and informing»), is <strong>the</strong> name of an<br />
office at <strong>the</strong> CCI of Lyon where business owners can, long<br />
before <strong>the</strong>y get into difficulty, come and speak to attentive<br />
and listeners who know <strong>the</strong>ir field. This is crucial as, to<br />
remain attractive, Lyon must also be able to keep hold of<br />
<strong>the</strong> businesses <strong>that</strong> contribute to its economic dynamism.<br />

A EUROPEAN METROPOLIs<br />
IS BORN<br />
<strong>Aderly</strong>’s co-chairmen Michel Mercier and Gérard<br />
Collomb announced <strong>that</strong> <strong>the</strong> “European Metropolis”<br />
which is to be created as part of <strong>the</strong> upcoming<br />
decentralisation law is most definitely good news<br />
for <strong>Aderly</strong>.<br />
Greater Lyon, by 2014, will be taken over <strong>the</strong><br />
powers of <strong>the</strong> County Council in its area, making<br />
it <strong>the</strong> “European Metropolis of Interest”. Earlyyears<br />
child services, transport, and o<strong>the</strong>r local<br />
public services previously managed at County<br />
level will now be administered by <strong>the</strong> Greater<br />
Lyon Urban Community. 2014 will <strong>the</strong>refore see<br />
<strong>the</strong> introduction of more coherent institutional<br />
organisational structure <strong>that</strong> is more able to meet<br />
<strong>the</strong> needs of inhabitants. The Greater Lyon Urban<br />
Community may also take on some economic<br />
responsibilities and thus be better placed to lend<br />
impetus to <strong>the</strong> area.<br />
Today, in France and worldwide, European<br />
Metropolis are <strong>the</strong> places where wealth is created,<br />
where scientific talents, entrepreneurs, artists and<br />
creators congregate, and where cross-fertilisation<br />
occurs thanks to a host of nearby know-how.<br />
The government has understood this and <strong>that</strong> is<br />
why it created <strong>the</strong> “European Metropolis”, a status<br />
for which Lyon was <strong>the</strong> first to apply.<br />
Since its creation, <strong>Aderly</strong> has always adopted<br />
this European approach, expanding <strong>the</strong> scope of<br />
its promotional and inward investment activities<br />
to include Isle d’Abeau and <strong>the</strong> Plaine de l’Ain<br />
industrial park in <strong>the</strong> neighbouring counties<br />
of Isère and Ain. It has benefited greatly from<br />
<strong>the</strong> current phenomenon of “metropolisation»,<br />
whereby investors choose <strong>the</strong>ir locations from<br />
among competing metropolitan areas, ra<strong>the</strong>r than<br />
countries or regions.<br />
The creation of “European Metropolis” will fur<strong>the</strong>r<br />
consolidate this metropolitan dynamic and equip<br />
<strong>Aderly</strong> with extra positive points to attract foreign<br />
investors.<br />
“We are also lucky enough to be based in a strong European Metropolis <strong>that</strong> has just<br />
consolidated its position. I am delighted with <strong>the</strong> decision of Michel Mercier and Gérard<br />
Collomb to create a European Metropolis in Lyon. With nearly 2 million inhabitants, 1 million<br />
workers and strong economic potential, <strong>the</strong> Lyon Metropolitan Area will be more visible<br />

<strong>Aderly</strong> continues to pursue a highly-targeted, sector-specific<br />
approach in <strong>the</strong>ir international market development strategy. We look<br />
back over <strong>the</strong> details of 2012 and forward to <strong>the</strong> prospects for 2013!<br />
In North America and Canada, <strong>Aderly</strong> continued<br />
its market development activities through its long-term partnership<br />
with <strong>the</strong> AFII, in both life sciences and cleantechnologies (3 assignments<br />
in each sector in 2012).<br />
In Asia, 3 countries were targeted: Japan, where 3 life sciences<br />
and cleantechnologies trips were made (<strong>Aderly</strong> has a member of staff<br />
dedicated to this zone); China, where 2 assignments were undertaken<br />
by <strong>the</strong> country specialist in chemistry and <strong>the</strong> environment; and North<br />
Korea on <strong>the</strong> subjects of smart cities, green chemistry and robotics..<br />
In Europe, 2012 was ano<strong>the</strong>r very busy year, with consultants<br />
being sent on assignments to <strong>the</strong> UK and Italy; in addition to also ecotechnology<br />
and ICT/video game assignments in Spain.<br />
ADERLY SEEKS INVESTORS IN PARIS:<br />
As part of its service-sector strategy, <strong>Aderly</strong> opened a new office in Paris<br />
in 2012. Two inward investment managers based <strong>the</strong>re will reinforce <strong>the</strong><br />
agency’s presence in <strong>the</strong> Paris region, targeting major French firms and<br />
international companies.<br />
Overall, 2012 carried on where 2011 left off, continuing <strong>the</strong> implementation<br />
of a long-term field strategy while anticipating developments in new<br />
markets.<br />

2012 PRIX GALIEN IN LYON<br />
Lyon welcomed on 4 th October 2012 <strong>the</strong> 43 rd edition of <strong>the</strong><br />
French Prix Galien and <strong>the</strong> 12 th edition of <strong>the</strong> International<br />
Prix Galien award ceremony, two awards of distinction<br />
given to pharmaceutical research leaders. It is <strong>the</strong> first<br />
time, since Frenchman Roland Mehl has created <strong>the</strong> award,<br />
<strong>that</strong> <strong>the</strong> French ceremony is being held in Lyon, and <strong>that</strong> <strong>the</strong><br />
international ceremony is being held in France, following<br />
Brussels, Montreal, Madrid, Lisbon, Zurich, Berlin, and New<br />
York, two years ago.<br />
Considered as <strong>the</strong> “Nobel prize” of pharmacy, <strong>the</strong> Prix<br />
Galien recognizes recent <strong>the</strong>rapeutic innovations as well<br />
as pharmaceutical research made public. Winners were announced in front of 300 attendees – research and<br />
pharmaceutical industry’s elite from around <strong>the</strong> world – assembled for <strong>the</strong> prestigious occasion at Lyon City Hall.<br />
The prestigious evening aside, Lyon’s essential role in <strong>the</strong> drug industry <strong>that</strong> has been recognized. <strong>Aderly</strong>, <strong>the</strong><br />
Economic Development Agency for <strong>the</strong> Lyon area, persuaded organizers to host <strong>the</strong> event in Lyon thanks to <strong>the</strong> <strong>city</strong>’s<br />
international notoriety in <strong>the</strong> life sciences and biotechnology domains. Alain Mérieux congratulated <strong>the</strong> Agency, also<br />
noting <strong>the</strong> promising work in creating “an infectious diseases shield” by <strong>the</strong> competitiveness cluster Lyonbiopôle.

leading to <strong>the</strong> detection of 327 projects <strong>that</strong> will result in investment<br />
in Lyon in <strong>the</strong> coming years!<br />
2013 outlook<br />
In 2013, <strong>Aderly</strong> will fur<strong>the</strong>r streng<strong>the</strong>n its international<br />
activities aimed at growth countries, particularly China<br />
(where <strong>the</strong> agency has already been working for several<br />
years and will continue to work), Brazil, <strong>the</strong> United Arab<br />
Emirates and Korea, while maintaining its activities in<br />
Japan and <strong>the</strong> United States. The USA remains a key<br />
target due to <strong>the</strong> fact <strong>that</strong> it is <strong>the</strong> source of most new<br />
technologies in <strong>the</strong> agency’s two priority sectors. As a<br />
new development for 2013, <strong>the</strong>re are two trips planned<br />
to seek investment in <strong>the</strong> ICT and video games sector,<br />
which is a sector experiencing strong growth.<br />
In Europe, <strong>Aderly</strong> will, in particular, invest more<br />
resources in Germany, which was <strong>the</strong> biggest investor in<br />
France and Rhône-Alpes in 2012, and second behind <strong>the</strong><br />
USA in 2011. It will also continue its market development<br />
activities in Europe (UK, Spain, Italy, Switzerland, etc.).<br />

<strong>Aderly</strong> was <strong>the</strong> first economic development agency to measure<br />
its greenhouse gas emissions. It was assisted by Cabinet<br />
ORAVEO and funded by ADEME to record its 2009 emissions.<br />
In 2011, <strong>the</strong> Project department within <strong>the</strong> agency analysed its<br />
emissions for 2010. The action plan implemented by <strong>Aderly</strong><br />
foresees a 20% reduction of emissions by 2020, in line with <strong>the</strong><br />
commitments made by France and Greater Lyon’s climate plan..<br />
Following encouraging results in 2010, <strong>Aderly</strong> maintained<br />

EVENTS<br />
A delegation from Lyon, led by Jean-Michel Daclin,<br />
Vice-President of Greater Lyon responsible<br />
for international relations, and Jacques de<br />
Chilly, Executive Director of <strong>Aderly</strong>, travelled to<br />
Frankfurt in October. They took <strong>the</strong> opportunity<br />
to promote <strong>the</strong> Lyon’s economic advantages and<br />
invite new German companies to establish a<br />
base <strong>the</strong>re. Michelin-starred chef Guy Lassausaie<br />
also made <strong>the</strong> trip to highlight <strong>the</strong> <strong>city</strong>’s culinary<br />
reputation.<br />
On 25 October, Lyon asserted its status as a major<br />
center for robotics at RobotWorld in Seoul.<br />
Under <strong>the</strong> colours of ONLYLYON and in partnership<br />
with Syrobo (<strong>the</strong> French robotics federation), a<br />
delegation from Lyon, accompanied by regional<br />
companies from <strong>the</strong> sector, ran <strong>the</strong> French pavilion<br />
and met potential partners as well as journalists<br />
from major Korean press and TV outlets. The week<br />
of meetings culminated in an ONLYLYON event<br />
designed to promote <strong>the</strong> different aspects of Lyon.<br />
A CELEBRATION OF « TEAMWORK»<br />
In April 2012, <strong>Aderly</strong> held its very own Lively Show in <strong>the</strong><br />
Corbeille room at <strong>the</strong> Lyon CCI: a special evening devoted<br />
to <strong>the</strong> agency and <strong>the</strong> external partners <strong>that</strong> play a role in<br />
its success. Illustrated by scenes performed by a <strong>the</strong>atre<br />
company, <strong>the</strong> «three Ps» were highlighted: «Prospection,<br />
Prescripteurs et Partenaires», which translate as<br />
«Searching for investment, Opinion Leaders and Partners».<br />
According to Jacques de Chilly, <strong>the</strong>se are <strong>the</strong> agency’s<br />
strengths.<br />
The evening provided an opportunity to thank, in an original<br />
and enjoyable way, <strong>the</strong> many people who contribute to <strong>the</strong><br />
economic development of <strong>the</strong> Lyon region. It was also an<br />
opportunity to look back at <strong>Aderly</strong>’s results and to tell guests<br />
about <strong>the</strong> ambitions of <strong>the</strong> ONLYLYON brand. Alongside<br />
<strong>the</strong> Chairman of <strong>the</strong> Lyon CCI, Philippe Grillot, Jacques de<br />

A NEW SHARED<br />
COMMUNICATION PLATFORM<br />
A new communication platform was launched in March 2012 at a press conference<br />
attended by all <strong>the</strong> founding members of ONLYLYON. In addition to «ONLY», <strong>the</strong> brand<br />
will now use a whole range of o<strong>the</strong>r English adverbs ending in -LY: Lively, Lovely,<br />
Successfully, Brightly, Exceptionally, Tastefully, etc. These adjectives give a nod to <strong>the</strong><br />
«LY» in «LYon», which highlight <strong>the</strong> diversity of <strong>the</strong> region, its attractiveness and its<br />
players, etc. The slogans have been used in marketing campaigns aimed at Lyon<br />
residents as well as an international audience.<br />
The ONLYLYON campaign was adorned <strong>the</strong> <strong>city</strong>’s JC Decaux billboards in <strong>the</strong> spring,<br />
giving Lyon residents and visitors an opportunity to discover and get used to this new<br />
image of Lyon on more than 200 surfaces! Travellers taking <strong>the</strong> Rhônexpress shuttle<br />

From 29 September to 2 October, at <strong>the</strong> 18th edition of <strong>the</strong> World Route<br />

alongside ONLYLYON, in order to meet airlines from <strong>the</strong> world over and<br />
present its new routes.<br />

Throughout <strong>the</strong> year, <strong>the</strong> ONLYLYON team designed, developed and<br />
managed <strong>the</strong> installation of a metropolitan showroom on <strong>the</strong> 27th<br />
and top floor of <strong>the</strong> Tour Oxygène. It is named <strong>the</strong> «Skyroom» in<br />
tribute to <strong>the</strong> exceptional view it offers over <strong>the</strong> <strong>city</strong>, this prestigious<br />
and innovative 200 sq m venue was designed to provide a wideranging<br />
overview of Lyon’s qualities to key visitors to our partners<br />
in <strong>the</strong> conurbation, be <strong>the</strong>y investors or official international<br />
delegations.<br />
The Skyroom is <strong>the</strong>refore becoming <strong>the</strong> quintessential showcase<br />
for <strong>the</strong> conurbation. It has benefited from a collective investment of<br />
€300,000, much of which has been spent on multimedia equipment.<br />
It has been open since <strong>the</strong> end of 2012 and is already welcoming<br />
international groups for prestigious events and meetings.<br />

World Trade Center Lyon is also a major component of <strong>the</strong> global network<br />
of 330 World Trade Centers spanning over 100 countries. Through its wide<br />
range of contacts, World Trade Center Lyon supports business owners in <strong>the</strong>ir<br />
export and internationalisation projects. In its first six months of operation,<br />
World Trade Center Lyon has been able, with <strong>the</strong> support of its partners, to<br />
promote its strengths and catch <strong>the</strong> attention of many business people.<br />
2012 ended with an occupancy rate of 85%, with new businesses joining <strong>the</strong><br />
center and using it as <strong>the</strong>ir domicile each month, and an increasing number<br />
of renowned customers using <strong>the</strong> premises for <strong>the</strong>ir business meetings.<br />
Since <strong>the</strong> start of 2012, <strong>the</strong>re have been regular exchanges between World<br />
Trade Center Lyon and <strong>Aderly</strong> in an effort to support companies setting up in<br />
Lyon (see <strong>the</strong> two examples opposite) and offer <strong>the</strong>m advice (<strong>the</strong> Italian firm<br />
Primesail, among o<strong>the</strong>rs). The benefits of <strong>the</strong>se close links are automatically<br />
offered to companies and entrepreneurs <strong>that</strong> wish to develop <strong>the</strong>ir business<br />

BABCOK AND WILCOX<br />
Babcock & Wilcox Nuclear Energy Inc, which is headquartered in Charlotte,<br />
North Carolina, is <strong>the</strong> market leader in <strong>the</strong> manufacture of nuclear<br />
components and in <strong>the</strong>ir service maintenance. Well known for its engineering,<br />
its specialist nuclear inspections and its technological repair methods, B&W<br />
opened offices in Lyon in 2012, in <strong>the</strong> business center of World Trade Center<br />
Lyon at <strong>the</strong> top of <strong>the</strong> Tour Oxygène, in order to serve <strong>the</strong> European market<br />
better.<br />
The company chose Lyon because of its central location in <strong>the</strong> nuclear<br />
industry and its wealth of facilities. The new offices will allow B&W to focus<br />
on <strong>the</strong> main needs of its current customers and to market its technologies<br />
and services to new customers and partners throughout Europe.<br />
NODBOX<br />
Nodbox is a high-tech company created in Sophia Antipolis which has<br />
developed a smart device using technology derived from satellites. It is<br />
an in-vehicle simulator and driving aid <strong>that</strong> optimises fuel consumption<br />
and preventive maintenance, giving <strong>the</strong> driver a better idea not only of <strong>the</strong><br />
vehicle’s fuel consumption but also of its real CO2 and pollutant emissions: a<br />
way of saving precious fuel and limiting harmful effects to our environment.<br />
The company’s stock-in-trade is <strong>the</strong> creation of predictive knowledge and<br />
indicators for certification, understanding and optimisation.<br />
Convinced by <strong>the</strong> presence of Lyon Urban Trucks & Bus, <strong>the</strong> favourable<br />
transport environment and <strong>the</strong> existence of major potential clients in <strong>the</strong> Lyon<br />
region, Nodbox chose Lyon for its commercial and industrial development. In<br />
2012, <strong>the</strong> company opened its decision-making center at World Trade Center<br />
Lyon, at <strong>the</strong> heart of <strong>the</strong> Part-Dieu business district. The company’s new<br />
site in Lyon should generate 10 jobs over <strong>the</strong> next 3 years. Nodbox sought<br />
assistance from <strong>Aderly</strong> to establish links with local players and to make its<br />
entry into <strong>the</strong> Lyon market at <strong>the</strong> Truck&Bus World Forum and Solutrans<br />
