Currently, it is still effective the <strong>HSE</strong> Group Development Plan 2006-2015, looking ahead to<br />

2025, adopted at the 100 th regular government session of 7 December 2006. In 2010, we<br />

started to prepare the <strong>HSE</strong> Group Development Plan 2010-2020, looking ahead to 2030,<br />

which was prepared in line with the policies of the 73 th regular government session of 18<br />

March 2010 and coordinated with the <strong>HSE</strong> SB position of 22 June 2010 and the National<br />

Energy Programme draft; however, the plan have not been confirmed by the owner.<br />

2.14.2 Normative arrangement for performance<br />

of R&D activities and investments at the<br />

<strong>HSE</strong> Group level<br />

On the basis of adopted Business Plan for 2012, one of key goals in the area of investments<br />

was formation of unified methodology for assessment of investments in the <strong>HSE</strong> Group.<br />

For this purpose, a draft of Rules on Deciding, Valuation, Monitoring and Performing<br />

of Investments was prepared. The draft is methodologically adjusted to Decree on the<br />

Uniform Methodology for the Preparation and Treatment of Investment Documentation<br />

in the Field of Public Finance (Official Gazette of RS, no. 60/06, 54/10). Its aim is to unify<br />

procedures, participants, required minimum documentation for qualification of investment<br />

proposals in development and business documents of subsidiaries and the <strong>HSE</strong> Group, as<br />

well as measures and criteria for deciding on performance of proposed investments. The<br />

draft has already been presented to all key participants in the <strong>HSE</strong> Group, among others<br />

also to the Risk Management Committee.<br />

2.14.3 Following legislation and energy and<br />

climate policy at the <strong>HSE</strong> Group level<br />

<strong>HSE</strong> actively participates in process of preparation and public discussion of all relevant<br />

legislative and other strategic documents, both on national and EU level. In 2012, we<br />

formalised the preparation procedure for joint position of the company and the <strong>HSE</strong> Group<br />

on all significant legislative and strategic documents, the implementation of which will<br />

have a considerable impact on operations of the companies and on <strong>report</strong>ing in the <strong>HSE</strong><br />

Group. This is another very important measure for management of risks in connection with<br />

fulfilment of legislative requirements and performance of strategic policies of the Group<br />

with the goals of Slovenian and EU energy and environment policy.<br />

In 2012, we carried out activities for implementation of the <strong>HSE</strong> Group measures and<br />

minimising additional costs the Group may incur.<br />

National level<br />

Key activities:<br />

• Proposal for Act Amending the Energy Act;<br />

• Proposal for National Energy Programme (NEP);<br />

• Decree amending the Decree on Support for Electricity Generated from Renewable<br />

Energy Sources;<br />

• Act determining the methodology for charging for the network charge, the methodology<br />

for setting the network charge, and the criteria for establishing eligible costs for electricity<br />

networks;<br />

• Proposal for Act Amending the Environmental Protection Act.<br />
