(b) a description of the assignment required, normally by means of a “Terms of<br />

Reference” (TOR);<br />

(c) a requirement in respect of QCBS, SFB and LCS Methods that Proposals be<br />

submitted in two (2) sealed inner envelopes, each appropriately marked and<br />

placed together into one (1) single outer envelope that is sealed and marked as<br />

described in the RFP; and that one (1) inner envelope shall contain the<br />

Applicant’s Technical Proposal without any reference to price and the second<br />

inner envelope shall contain the Applicant’s Financial Proposal;<br />

(d) a clear indication in the text of the RFP that failure to follow the instructions on<br />

sealing and marking of the envelope may result in pre-disclosure of price for<br />

which the Applicant shall be solely and entirely liable and may also constitute<br />

grounds for declaring the Proposal non-responsive;<br />

(e) a reminder that Consultants for current consultancy assignments, which may<br />

involve potential future conflicts of interest, shall exclude themselves from<br />

participating in the <strong>Procurement</strong> of Goods and related Services and Works and<br />

physical Services which may follow as a result of or in connection with the<br />

consultancy assignment;<br />

(f) a reminder that an Applicant who has carried out an earlier related assignment,<br />

whereby a potential conflict of interest may reasonably be considered to exist,<br />

then the Applicant shall also exclude itself from participation in the subsequent<br />

assignments;<br />

(g) the place and deadline for the submission of Proposals;;<br />

(h) the Evaluation Criteria; and<br />

(i) the Contract format to be used in which the respective obligations of both the<br />

Consultant and the Procuring Entity shall be stated.<br />

(3) <strong>The</strong> RFP shall consist of -<br />

(i) Letter of Invitation (LOI) including the short-list;<br />

(ii) Instructions to Applicants or Consultants (ITA or ITC) as the case may be;<br />

(iii) Proposal Data Sheet (PDS);<br />

(iv) General Conditions of Contract (GCC);<br />

(v) Particular Conditions of Contract (PCC);<br />

(vi) Standard Contract Form;<br />

(vii) Terms of Reference (TOR); and<br />

(viii) Appendices.<br />

(4) <strong>The</strong> Procuring Entity shall use only the applicable standard RFPs most suitable for<br />

each case.<br />

(5) <strong>The</strong> Procuring Entity shall normally not change the standard RFP Document and any<br />

specific issues shall be addressed in the Proposal Data Sheet and in the Particular Conditions of<br />

Contract.<br />

(6) <strong>The</strong> LOI shall state the intention of the Procuring Entity to enter into a Contract for the<br />

provision of consulting Services, the source of funds, the details of the beneficiary entity, the list of<br />

short-listed Consultants and the date, time and address for submission of Proposals.<br />

(7) <strong>The</strong> Procuring Entity shall list in the LOI all the Documents to be included in the RFP.<br />

(8) <strong>The</strong> ITA or ITC shall contain all necessary information to help Applicants prepare<br />
