autonomous and semi-autonomous bodies, corporations or other statutory bodies or local<br />

authorities as individual Consultants is provided for in Schedule V.<br />

(10) Notwithstanding anything contained in-this <strong>Rules</strong>, with prior approval of the Head of<br />

the Procuring Entity, individual Consultant may be employed without EOI advertisement in the<br />

following conditions, namely –<br />

(a) if the assignment is a continuation of the previous;<br />

(b)<br />

(c)<br />

if the duration of the assignment is less than six (6) months;<br />

if it becomes necessary to accomplish the assignment on urgent basis due to natural<br />

disaster;<br />

(d) in the case of assignment when only one (1) individual is considered as qualified<br />

consultant.<br />

(11) In the case of Selection Individual Consultant, in accordance with the Sub-Rule-10<br />

except Sub-Rule-10(d), the decision shall be made considering the educational qualifications and<br />

work experiences by collecting at least three CV from interested Consultants.<br />

PART -2<br />

PROCESSING OF EXPRESSIONS OF INTEREST AND PROPOSALS<br />

113. Submission of Expressions of Interest (EOI). |— (1) A Request for Expressions of<br />

Interest (EOI) will be issued in order to receive the background information about interested<br />

Applicants necessary to prepare a short-list of Applicants to which, at a later date, the RFP will be<br />

issued.<br />

(2) <strong>The</strong> Request for EOI shall be advertised as described in Rule 90 and shall allow<br />

potential Applicants the period specified in Schedule I to present their Expressions of Interest.<br />

(3) <strong>The</strong> EOI Request shall contain at least the following information -<br />

(a) the name and address of the Procuring Entity;<br />

(b) a brief description of the assignment, detailing the scope of the intellectual and<br />

professional Services required;<br />

(c) the requirement to provide information about experience, resources,<br />

professional staff, and delivery capacity indicating their qualification for the<br />

assignment;<br />

(d) the place and deadline for submission of their written EOI; and<br />

(e) any other details which the Procuring Entity considers to be of assistance to<br />

potential Applicants.<br />

(4) All EOI Requests shall state only one (1) place to which the EOI shall be submitted as<br />

‘multiple dropping’ is not acceptable for this purpose.<br />

(5) A prospective Applicant shall, following the advertisement of a Request for EOI,<br />

submit an EOI by the due date and time and to the place specified in the advertisement.<br />

(6) Whenever a Joint Venture, Consortium or Association (JVCA) arrangement between<br />

national and foreign firms would be thought to facilitate performance of high quality Services, the<br />

Request for Expressions of Interest should mention that such JVCA formed as per Rule 54 would<br />

be welcomed or encouraged by the Procuring Entity, provided that, a Procuring Entity cannot<br />

make formation of such a JVCA a mandatory requirement in the RFP.<br />
