in Bangladesh or Bangladeshi trade missions abroad, whichever is deemed appropriate.<br />

(4) A Procuring Entity shall, in publishing advertisements for national and international<br />

<strong>Procurement</strong>, ensure that the time frame for Invitations is in compliance with Schedule II.<br />

(5) Advertisements for invitations to Pre-Qualification (IFPQ), Enlistment (IFE), Tenders<br />

(IFT) and Expressions of Interest (EOI) shall follow the specified formats in Part A, Part B, Part C,<br />

Part D, Part E, Part F and Part G of Schedule X.<br />

PART – 2<br />

PRE-QUALIFICATION<br />

91. Pre-Qualification for <strong>Procurement</strong> of Goods, Works, Etc. |— 1) A Procuring<br />

Entities may undertake Pre-Qualification for the following large and complex <strong>Procurement</strong> subject<br />

to the thresholds specified in Schedule II -<br />

(a) Construction Works;<br />

(b) Maintenance Works;<br />

(c) Supply and installation of plant and equipment;<br />

(d) Design and build infrastructure;<br />

(e) Custom designed equipment;<br />

(f) Management contractors.<br />

(2) A Procuring Entity shall carefully consider the merits and demerits of Pre-Qualification<br />

before initiating the Pre-Qualification process for <strong>Procurement</strong> of Goods or Works and obtain the<br />

approval of the Head of the Procuring Entity or an officer authorised by him or her.<br />

(3) A provision for participation as a JVCA under Rule 54 may be included in the Pre-<br />

Qualification Document.<br />

(4) <strong>The</strong> time allowed for Applicants to prepare their Applications shall be as specified in<br />

Schedule II, provided that the Pre-Qualification Documents are ready by the date of the<br />

advertisement published .<br />

(5) If due to the complexity of the <strong>Procurement</strong> requirement the Applicants request an<br />

extension to the deadline for submission of their Applications, then the Procuring Entity with prior<br />

approval of the Head of the Procuring Entity or an officer authorized by him or her may extend the<br />

submission deadline if the Applicants’ requests are deemed justified.<br />

(6) <strong>The</strong> sale of Pre-Qualification Documents shall be permitted up to the working day<br />

prior to the deadline for the submission of Applications.<br />

(7) A Procuring Entity shall respond to any request by an Applicant for clarification on the<br />

Pre-Qualification Document that is received by the Procuring Entity within a reasonable period as<br />

specified in Schedule II.<br />

(8) <strong>The</strong> response by the Procuring Entity to any request shall be made within the time<br />

specified in Schedule II in order to ensure that the Applicant will be able to submit the Application<br />

within the specified deadline provided that,<br />

(a) the Procuring Entity may, depending upon the nature and extent of the<br />

clarification, consider an extension to the deadline for the submission;<br />
