(vi) to encourage competition on large items, Contractors shall be encouraged<br />

to from groups, Ad Hoc joint ventures or cooperatives of small number of<br />

Contractors or truck owners for the purpose of submitting Tenders;<br />

(vii) Tenderers may be asked to submit two envelopes including Technical and<br />

Financial Proposals;<br />

(viii) <strong>The</strong>, a detailed work programme including the Technical Proposals<br />

indicating how the transportation will be carried out and shall indicate the<br />

allocation of distances among small number of Contractors in the case of<br />

Tenders on groups, Ad Hoc joint ventures or cooperatives basis;<br />

(ix) only the Technical Proposals of Tenderers shall be evaluated and only the<br />

Financial Proposals of the responsive Technical Proposals shall be<br />

opened and considered;<br />

(x) the contracts shall be awarded to the Tenderers with the lowest price per<br />

item or lot as the case may be;<br />

(xi) If necessary and in the case a Contractor is unable to transport the entire<br />

quantity in one item or for ensuring very urgent deliveries by avoiding<br />

bottlenecks, the Procuring Entity may sign contracts with more than one<br />

Contractor, selected in order of ranking, if they agree to the lowest price,<br />

following the provisions in Rule 99 (1) (b)(iii), subject to such t a provision<br />

in the Tender Document; and<br />

(aa) in the case of group, the Procuring Entity may enter into contract with<br />

legally formed group(s) or with each member of the group in accordance<br />

with the distances allocated in the Technical Proposal<br />

(bb) the Procuring Entity shall use the Standard Tender Document for Physical<br />

Services for this kind of <strong>Procurement</strong>.<br />
